Pakistan’s federal government has suspended the elected provincial administration in Khyber Pakhtunkhwa, imposing a state of emergency and governor’s rule in the northwestern province that borders Afghanistan. The move, formalised by President Asif Ali Zardari on 11 October on the advice of Prime Minister Shehbaz Sharif, places Governor Faisal Karim Kundi, in charge of the province’s affairs, deploys the army to support civil administration under Article 245 of the Constitution, and creates a special federal-supervised secretariat for 12 districts, most of them in the former tribal areas. The federal cabinet cited a sharp deterioration in security. Officials told parliament and the public of a 195 per cent rise in terrorist incidents in the province between March 2024 and September 2026, with a majority of attacks directed at police and security forces, increased use of drones and improvised explosive devices, and alleged failure by the provincial government to co-operate fully with counter-terrorism efforts. KPK emergency becomes symbol of Pakistan's hybrid power structure

Even as the military led by Field Marshal Asim Munir appears to be tightening its grip on one of Pakistan's most volatile provinces, a disturbing statistic emerged, showing that the South Asian nation ranks poorly on the UNDP 2026 Global Multidimensional Poverty Index (MPI). On Sunday, the federal government imposed a state of emergency under Article 232 and governor’s rule under Article 234 in Khyber Pakhtunkhwa, one of the most strife-ridden and poor parts of Pakistan. The centre suspended the provincial government led by the opposition Pakistan Tehreek-e-Insaf (PTI) of Chief Minister Sohail Afridi. President Asif Ali Zardari signed the order over what was called an “unprecedented level of violent intensity of terrorist attacks,” and a breakdown of constitutional machinery. Asim Munir's power grab: Emergency grip on Khyber Pakhtunkhwa as Pakistan fares badly in global poverty

The federal government of Pakistan has accused the Pakistan Tehreek-e-Insaf (PTI)-led provincial government of failing to tackle security threats, leading to the declaration of emergency rule and the suspension of the Khyber Pakhtunkhwa (KP) provincial administration in October 2026.

Pakistan's government blames PTI for rise of terrorism in Khyber Pakhtunkhwa

Pakistan's Federal Cabinet granted a unanimous recommendation advising President Asif Ali Zardari to invoke Articles 232 and 234 of the Constitution. The move will pave the way for immediate emergency rule and governor’s rule across Khyber Pakhtunkhwa (KP); however, it will allow the provincial government another opportunity to cooperate in the fight against terrorism before executing the order.&nbsp;Prime Minister Shehbaz led the high-level constitutional move during a Sunday morning session. This comes amid deadlocked political tensions and a near-total breakdown in counterterrorism coordination between the centre and the Pakistan Tehreek-e-Insaf (PTI)-led provincial government. On the development, Federal Interior Minister Mohsin Naqvi firmly defended the decision, asserting that there was “no room left” to avoid invoking emergency powers given the severe deterioration in law and order. Intelligence files reviewed during the session pointed to a 195 per cent surge in regional terrorist activity since March 2024, with the centre accusing the Khyber Pakhtunkhwa (KP) government of deliberately distancing itself from national anti-terror efforts.&nbsp;Also read: <a href="https://www.wionews.com/world/it-s-time-for-ukraine-to-get-a-new-president-trump-warns-zelensky-a-day-after-russia-diesel-deal-1791692780284">'Zelensky has support of people': Ukraine's first response after Trump says 'it's time to get a new President'</a><h3>KP Chief Minister Afridi arrested</h3>Meanwhile, Pakistan Tehreek-e-Insaf (PTI) politician Junaid Akbar claimed on social media platform X that Sohail Afridi, the chief minister of Khyber Pakhtunkhwa, was arrested along with the party's president in the province after the government announced to impose an emergency in the province. Going against the federal executive directive, earlier in the day, Khyber Pakhtunkhwa (KP) Chief Minister Sohail Afridi questioned the centre to formally execute the decree. “If you have the courage, openly announce an emergency or governor’s rule," Afridi declared. The PTI Core Committee also officially refuted the declaration. Chief Minister Afridi also confirmed that he has directed the provincial police chief and the chief secretary to ignore any “unconstitutional or illegal orders" coming from Islamabad. Afridi reiterated that neither state intimidation, mass arrests, nor the abrupt withdrawal of security cover for PTI lawmakers would deter the party from proceeding with its long march. The convoy continues to advance, with the full multi-stage strategy set to be revealed at the Swabi Interchange on October 13.&nbsp;

Pakistan risks its valuable EU trade preferences unless it reverses a slide in human rights, a new European Commission report has warned. With textiles making up the vast majority of its EU exports, any suspension of preferences would hit Pakistan’s fragile economy hard.&nbsp; The country remains the largest beneficiary of the EU’s GSP+ scheme, which grants duty-free access to its exports in return for ratifying and implementing 27 international conventions on human rights, labour standards and environmental protection. In 2024 alone, Pakistan exported €7.5 billion worth of goods, mainly textiles and clothing, under the scheme, saving an estimated €732 million in tariffs. The Joint Staff Working Document, covering 2023-2025, paints a picture of limited progress overshadowed by serious setbacks. While welcoming new laws , including the creation of a National Commission for Minorities, a Domestic Violence Bill in Islamabad, and the first-ever conviction for marital rape, the EU highlights that “most progress is of a legislative and administrative nature and needs to be translated into real improvements on the ground.” Positive steps also include reducing the scope of the death penalty, maintaining a de facto moratorium on executions, ratifying an ILO protocol on forced labour, and launching provincial action plans against child labour. However, the report expresses grave concern over a deterioration in several areas. Enforced disappearances and extrajudicial killings have increased, particularly in Balochistan and Khyber Pakhtunkhwa, with almost no accountability. Freedom of expression has worsened due to amendments to cybercrime, anti-terrorism and blasphemy laws, which authorities have used against journalists, dissidents and minorities.&nbsp;Also Read: <a href="https://www.wionews.com/world/brazil-vows-to-retaliate-against-unjustified-us-25-tariffs-on-exports-trump-tarrifs-brazil-trump-s-unilateral-tarrifs-1784213401808">Brazil vows to retaliate against 'unjustified' US 25% tariffs on exports</a>&nbsp;The document notes growing military influence, complaints about the 2024 election process, and constitutional changes criticised for undermining judicial independence.
