Kazakhstan has unveiled an&nbsp;initiative to prioritise the use of the Kazakh language over Russian in its media, amid increasing concerns over Moscow's influence in the former Soviet Republic since the beginning of war in Ukraine in February 2022.&nbsp;

While Kazakh is the official language of this former Soviet republic in Central Asia, Russian is also recognised and widely spoken among its approximately 20 million residents.

Culture Minister Aida Balayeva revealed that the proposed media law outlines a shift to increase the presence of the state language in television and radio content from 50 per cent to 70 per cent.

The legislation is currently under discussion among lawmakers and is expected to gain approval from the parliament, which is perceived as loyal to President Kassym-Jomart Tokayev.

The Kazakh culture minister further explained that this transition will occur gradually, with a 5 per cent annual increase starting in 2025, in line with government efforts to promote the Kazakh language since the Soviet Union's dissolution three decades ago.

Despite a significant ethnic Russian population of about 15 per cent, Kazakhstan maintains strong political, economic, and military ties with Moscow due to their shared border.

However, activists have opposed the project due to safety concerns and the country's history as home to the Semei nuclear weapons testing ground.

President Tokayev told parliament on Friday, "You know that there are different opinions about the feasibility of building a nuclear power plant in our country. On the one hand, Kazakhstan, as the largest uranium producer in the world, should have its own nuclear power generation. Some experts are in favour of building stations with small reactors. On the other hand, many citizens and a number of experts have concerns about the safety of nuclear power plants."

Highlighting the tragic legacy of the Semipalatinsk nuclear test site, he said there is a need to continue public hearings and comprehensive broad discussions on the issue.&nbsp;

"The decision to build or not to build a nuclear power plant is an extremely important issue concerning the future of our country. Therefore, I propose to submit it to a national referendum. We will decide on specific dates later," Tokayev added.

In a bid to strengthen security co-operation and address pressing regional concerns, India and Kazakhstan convened the Fourth India-Kazakhstan Security Dialogue in Astana on Thursday (August 3). The meeting, led by Deputy National Security Advisor of India Vikram Misri and Deputy Secretary of the Security Council of Kazakhstan Nurzhan Kajiakbarov, saw discussions on various bilateral and international issues, with a particular focus on the evolving situation in Afghanistan.

With the recent developments in Afghanistan posing significant security challenges in the region, both delegations deliberated on measures to tackle the threat of terrorism and counter-radicalisation efforts. Unlike Nazarbayev, Tokayev has chosen not to lead the ruling party, rebranded Amanat, but polls show it is likely to retain a comfortable majority and form the core of his support base in the legislature, especially in the absence of strong opposition parties on the ballot.

However, in what is a first in almost twenty years, several opposition figures are running as independents. This has created space for some government critics to win a limited number of seats.

Still, in Almaty, Kazakhstan's biggest city which usually shows most support for opposition, voting appeared slow on Sunday morning amid heavy police presence on the streets.

"We keep complaining that nothing changes in our country and we ourselves take no part in our country's political life," said Yevgeniya, a 36-year-old marketing executive who declined to give her last name or say for whom she voted. "Going out and voting is the least we can do to bring about change."

The US Secretary of State Antony Blinken arrived in Kazakhstan, his first stop to meet the Central Asian countries, on Tuesday (February 28). This comes as Washington has sought deeper engagement with the five former Soviet republics in the region following the Russian invasion of Ukraine that began a year ago.&nbsp;

Blinken embarked on his maiden visit to the region as the top diplomat for&nbsp;President Joe Biden’s administratio, with stopovers at the capitals of Kazakhstan and Uzbekistan. He held talks with the Kazakh foreign minister Mukhtar Tileuberdi on Tuesday, after which he also met with the President of Kazakhstan, Kassym-Jomart Tokayev.&nbsp;

The talks were held under the so-called C5+1 group made up of the US, Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan and Turkmenistan. While the former soviet countries have had a somewhat close relationship with Russia, it has recently become strained following Moscow’s invasion of Kyiv and the effect it has had on the Central Asian countries, particularly economically.&nbsp;

“We are watching compliance with sanctions very closely and we're having an ongoing discussion with number of countries, including our C5 partners, on the economic spillover effects”, said Blinken at a press conference, after a meeting with the officials in the Kazakh capital Astana.&nbsp;

He recalled the US was the first country in December of 1991 to recognise Kazakhstan and remains “firmly committed to the sovereignty, territorial integrity and independence of Kazakhstan and countries across the region.”

The US official also announced a $25 million package as new funding to support economic growth in the region, including new trade routes and helping companies find new exports.

The Central Asian countries have generally adopted a neutral stance -- not being either pro-Russian or pro-Western-- and Tileuberdi said Kazakhstan would continue to do so amid the “complex international situation”.&nbsp;

Kazakhstan launches Astana International Forum to address key global challenges

Kazakhstan's President Kassym-Jomart Tokayev on Thursday (January 19) dissolved the country's Parliament and called for a snap election on March 19. The announcement of a snap election in Kazakhstan comes a year after the country saw anti-government protests against the rise in fuel prices. The protests, which were initially peaceful, soon took a violent turn resulting in the deaths of 238 people. Thousands of people were arrested for their alleged participation in the demonstrations. According to a report by the BBC in January 2022, the government had blamed the violence on terrorists with international links but did not provide any evidence.&nbsp;

Meanwhile, nearly a week back, the government repealed a law that granted authority to former President Nursultan Nazarbayev to further limit his and his family's influence. Nazarbayev served as the president from 1991 to 2019 and retained political influence even after stepping down. A number of his relatives had senior positions in the public sector but were sacked after last year's violence.&nbsp;

However, some closest relatives of the former president enjoyed legal immunity until now. On January 13, a joint session of both chambers of the Parliament voted in favour of revoking this law. "During a period of deep political transformations, when Kazakhstan is moving towards democracy and pluralism, it is important not to allow any mechanisms leading the appropriation of power by separate groups," lawmaker Erlan Sairov told Parliament, according to a report by news agency Kazinform.&nbsp;

The move to revoke the law has come just months after Kazakhstan changed name&nbsp;of its capital from Nur-Sultan to Astana. The capital had the former name&nbsp;in honour of Nazarbayev.

After his decision to step down, Nazarbayev enjoyed a huge influence over politics and his clan retained control over swathes of country's economy.

Last year, the country descended into chaos during January protests -- which grew out of peaceful demonstrations over a spike in fuel prices -- that left more than 230 dead. The protests were in part sparked by resentment over the rampant and lingering corruption from Nazarbayev's rule.

Nazarbayev's hand-picked successor Kassym-Jomart Tokayev violently suppressed the unrest and distanced himself from his former mentor, calling for a shift from "super-presidential" rule.

In recent months, several relatives of Kazakhstan's 82-year-old founding leader have been removed from positions of power.&nbsp;

Outcome of the elections was not a surprise as opponents of Tokayev were virtually unknown. None of them scored double digits and 5.8 per cent of voters cast their ballots against all candidates.

Turnout was just over 69 percent among 12 million eligible voters, election officials said.

"The people have clearly expressed their confidence in me and we have to justify it," Tokayev said as results emerged.

The mission from the Organization for Security and Co-operation in Europe (OSCE) however said the election lacked "competitiveness" and showed the need for legislative reforms.

Rich in natural resources and located at the crossroads of important trade routes, Kazakhstan sank into chaos during protests over high living costs in January, which left 238 dead.

After a challenging year, Kazakhstan holds snap presidential elections, Tokayev expected to win

Polls are underway in Kazakhstan Presidential elections. This comes after months of unrest in the country. This will be the seventh presidential election held since Kazakhstan independence's from the Soviet Union in 1991.

A government commission has opened an investigation to probe whether there were any potential violations of safety rules.

Kazakhstan has significant deposits of oil, gas and coal, along with uranium, manganese, iron and chromium. Lax safety and dilapidation of facilities has made such mine accidents common in former Soviet Union countries.

Kazakhstan President Kassym-Jomart Tokayev said on Tuesday that his country will provide “care and safety” to the individuals fleeing Russia to avoid military call-up. A number of people are trying to leave Russia after President Vladimir Putin announced partial military mobilisation.

"Recently we've had many people from Russia coming here," Kassym-Jomart Tokayev was quoted as saying by Russian news agencies. "Most of them are forced to leave because of the hopeless situation. We must take care of them and ensure their safety."

Earlier, the Kazakh government also made it clear that they will not recognise the referendums being held in the Russian occupied regions of Ukraine with the intention to complete the annexation.

During a meeting with President Kassym-Jomart Tokayev, Xi vowed full support for Kazakhstan's sovereignty at a time when the ex-Soviet Central Asian region has been spooked by Russia's invasion of Ukraine.&nbsp;

"No matter how the international situation changes, we will continue to resolutely support Kazakhstan in protecting its independence, sovereignty and territorial integrity," Xi said, according to a Kazakh government statement.&nbsp;

"Beijing firmly supports the reform measures President (Tokayev) has taken to maintain national stability and development, and firmly opposes any forces that interfere in Kazakhstan's internal affairs," Xi said.&nbsp;

Tokayev hailed Xi's visit as a reunion of "historic importance", saying the Chinese leader's decision to visit Nur-Sultan first since the start of the pandemic was a sign of "high-level... mutual trust and cooperation". &nbsp;

The ex-Soviet Central Asian region, which Russia sees as in its sphere of influence, is key to China's Belt and Road Initiative (BRI), a trillion-dollar push to improve trade links across the globe by building landmark infrastructure.&nbsp;

Tokayev said Beijing and Nur-Sultan had "set an example" for cooperation within the huge BRI initiative and praised prospects for further cooperation.&nbsp;

Xi, during his three-day visit to Central Asia, is scheduled to attend a summit of Shanghai Cooperation Organisation (SCO) leaders in Uzbekistan, where he is expected to meet with Putin.&nbsp;

'Mutual respect, fairness'&nbsp;

The SCO was established in 2001 as a political, economic and security organisation to rival Western institutions and the summit will bring together Xi, Putin, Tokayev, leaders from India, Pakistan and three more ex-Soviet Central Asian countries.&nbsp;

Xi wrote ahead of the visit that the group had "set a fine example of a new type of international relations featuring mutual respect, fairness, justice and win-win cooperation, and proved itself an important and constructive force".&nbsp;

Those were comments echoed by the Kremlin's foreign policy advisor Yuri Ushakov who told reporters in Moscow that the SCO members "stand for a just world order".&nbsp;

"The SCO offers a real alternative to Western-centric organisations," he added.&nbsp;

Ushakov said that among Putin's meeting in Samarkand this week, his talks with Xi would be "of particular importance", focusing on the conflict in Ukraine and Russia's growing economic ties with China.&nbsp;

Xi, in an article for Chinese state media ahead of the trip, said Beijing was prepared to work with Kazakhstan to "deepen cooperation in law enforcement, security and defence".&nbsp;

He said also China wanted to work with Kazakhstan on drug trafficking and transnational organised crime as well as what China calls the "three evils".&nbsp;

China's government has previously used the term -- referring to terrorism, separatism and religious extremism -- to talk about its crackdown Xinjiang, which borders Kazakhstan.&nbsp;

Beijing stands accused of detaining over one million Uyghurs and other Muslim minorities in Xinjiang, including some Kazakhs, under a years-long security campaign that the United States and some lawmakers in other Western countries have labelled a "genocide".&nbsp;

China vociferously denies the allegations, saying its actions are aimed at combating terrorism.&nbsp;

In a separate article for Uzbek media, Xi pledged to "strengthen security cooperation and resolve risks and challenges" and said Uzbekistan had a "unique role to play in resolving the Afghanistan issue", CCTV reported.&nbsp;

"The two sides must take a clear stand against any forces undermining the regional security situation," CCTV reported Xi as writing.

Kazakh President Kassym-Jomart Tokayev has agreed to restore the former name of the country's capital just three years after he renamed it in honour of his predecessor, his spokesperson said Tuesday.

One of Tokayev's first moves upon taking office in 2019 after President Nursultan Nazarbayev stepped down was to call for Kazakhstan's capital, Astana, to be dubbed Nur-Sultan instead.

Nazarbayev, who led the country for three decades under the Soviet Union and after it gained independence in 1991, relocated the capital from Almaty to Astana in 1997.

The move was widely questioned because of the city's relative isolation in the northern steppes and notoriously frigid winters in which temperatures plunge as low as 51 degrees Celsius below zero (minus-60 F).

He made the city into a showplace of gaudy architecture, including an observation tower where visitors can place their hands in a print of Nazarbayev's.

After he stepped down, Nazarbayev retained enormous influence as head of the country's ruling party and security council. But Tokayev removed him from those posts after deadly unrest in January that hinged partly on dissatisfaction with the power that Nazarbayev still wielded.

Tokayev's spokesman, Ruslan Zheliban, said the president agreed to the name change after an initiative by a group of parliament members.
