<p>The JNU campus was rocked by violence on Sunday evening when more than 18 students of the university, including JNUSU President Aishe Ghosh, were injured and were taken to the AIIMS Trauma Centre after a group of masked men entered the varsity and attacked them and teachers with sticks and rods.</p>

<p>The ugly violence which took place on Sunday night in JNU is just the tip of an iceberg. The rampage which goons indulged in looked straight out of Bollywood film where students replace debate with a baton to be followed by the destruction of public property and beating up of fellow students.</p>

<p>This is what exactly happened in JNU. Who were these people? Where did they come from? It is a matter of investigation but what is loud and clear is that violence was organised in the form of a hit back against a section of JNU students. A warning from a section of the establishment that protests will be met with a baton if it continues to embarrass the state.</p>

<p>The protests are a manifestation of a deep divide India has undergone fundamental issues ranging from secularism to economy to dissent to definition of patriotism. But it is for the first time that anti-government sentiments are running high in the country. The protests have broken BJP’s equilibrium whereby the interest of the state became common with the interest of the BJP-RSS combine.</p>

<p>For the past 5 years, both were seen as one and BJP was seen as the custodian of the national interest. It is not the case anymore. BJP’s core vote may remain intact and may also consolidate because of reverse polarisation, but a new constituency is indeed coming up against Narendra Modi in the form of unabashed student protests across the country. In 2016, JNU controversy and Rohinth Vemula suicide created unprecedented sympathy and media traction but failed to turn into a nationwide street protest. The streets remained with BJP and 2019 Lok Sabha elections stands as testimony of failed campus politics. This time the street has reclaimed its space as a place of dissent.</p>

<p><strong>The Difference</strong></p>

<p>So, the question is what makes the protests in 2019 different from 2016. The 2016 campaign became political from the beginning and saw politicians making a pilgrimage to educational institutions to revive the party’s morale after Lok Sabha drubbing in 2014 elections.</p>

<p>2019 protests against CAA, economy and NRC have been leaderless and far more spontaneous than the one which took place in 2016. Today, the protests are about policies of the government.</p>

<p>The stand-off is not on slogans and idea of India but a policy which has been passed in both houses of Parliament. The difference is that in 2016, the response towards protests was mild and only violence witnessed was in a court in Delhi where Kanhaiya Kumar got roughed up.</p>

<p>This time protests have been countered with strong protests from the groups supporting the government. It is not the first time that RSS-BJP and Left cadres have clashed. Just go down South - in Kannur, you would realise that hundreds of cadres of both sides have been bumped off. In fact, Home Minister Amit Shah launched previous Kerala campaign on this note. The campaign failed and Left came to power in Kerala. JNU is the last ideological bastion not captured by BJP and Left understands it. Electorally, JNU is insignificant but it has a huge symbolic value. It is this symbolic value which BJP wants to exploit.</p>

<p><strong>The Challenge</strong></p>

<p>The biggest challenge for the student protest is to incorporate middle India. When I use the word middle India, I mean those Indians who do not hate Muslims. But they come with their biases and a strong sense of what is good and bad for the country. I think the agitators should not throw history books and the Constitution at their face. The success of the agitation lies in making apolitical civil society take a political position which affects electoral politics.</p>

<p>This is what fundamentally happened during the Anna Hazare agitation where the distinction between pure politics and apolitical civil society merged. The civil society participated in the agitation for larger good by saying that it is an apolitical agitation for the larger good of the state. They made a political choice in politics without committing themselves to any party. It was for this reason that Congress lost, not the election but its hegemonic role in Indian politics. BJP should understand this. If this is to happen again, they would definitely be out of both South Block and people’s mind together.</p>

JNU Mob Rampage: Over 34 injured in clash between student groups in university

<p>On Sunday, January 5,&nbsp;violence broke out inside the campus of Jawaharlal Nehru University, New Delhi. A&nbsp;mob of masked men and women entered the campus and thrashed students and professors and vandalised hostels inside the campus. The attack left several seriously injured who were then rushed to AIIMS trauma centre.&nbsp;</p>

<p>The attack has been widely condemned by Bollywood celebrities including Sonam Kapoor, Shabana Azmi, Swara Bhasker,&nbsp;Riteish Deshmukh, and many others who took to social media to show their anger over the incident.&nbsp;</p>

<p>Terming the incident as ''horrific", actor Riteish Deshmukh took to Twitter and said, "Why do you need to cover your face? Because you know you are doing something wrong, illegal &amp; punishable. There is no honour in this-Its horrific to see the visuals of students &amp; teachers brutally attacked by masked goons inside JNU-Such violence cannot &amp; should not be tolerated."&nbsp;</p>

The main gates had been blocked and students and faculty were not being allowed to step out even as vandals were still believed to be roaming inside.&nbsp;<br />

<p>Earlier on Sunday evening, more than 18 students, including JNUSU President Aishe Ghosh, were injured and taken to the AIIMS Trauma Centre after a masked mob entered the JNU and attacked them and professors with sticks and rods.<br />

<p>President of the JNUSU - Aishe Ghosh was among those beaten up by the mob. At least 23 students were rushed to AIIMS with cases of head injury and bleeding.</p>

<p>"There is no need for further guidelines. There are enough guidelines. No reason to constitute a high power committee. Govt has enough number of officers. As far as <a href="https://www.wionews.com/india-news/jnu-executive-council-approves-recommendations-of-high-level-committee-on-revised-hostel-manual-charges-264573">JNU </a>sloganeering case is concerned, the petitioner has requested directions to the Delhi government to grant sanction. The government may act as per rules and regulations," the court observed.</p>

<p>Petitioner Nand Kishore Garg, a former BJP MLA, through his counsel, advocate Shashank Deo Sudhi, prayed for an immediate grant of sanction for the trial of Kanhaiya Kumar and others and argued that Delhi government is harboring political prejudices by not granting the sanction in the case since one year.<br />
The counsel further argued that the Delhi government is guilty of obstruction of justice in such serious criminal cases which are clearly opposed to the constitutional commitment made by the government at the time of taking an oath.</p>

<p>The counsel further argued the oath obliges the government to act in accordance with the letter and spirit of the Constitution of India.</p>

<p>There is already a growing perception among the common people that law is differently applied to different people in our country and finally counsel argued that a high powered committee may be instituted to look into the lapses on the part of government officials in the issuance of said sanction for the prosecution of accused, the petitioner contended.</p>

<p>The plea had sought directions for issuance of guidelines for expeditious prosecutions in respect of all sensitive criminal and corruption-related cases where the allegations are serious in nature and are having widespread ramifications on the community.<br />
The public prosecutor had recently informed Patiala House court, where the case is pending, that the matter regarding grant of sanction is still pending to prosecute Kanhaiya Kumar and others in the JNU sedition case.</p>

<p>Court had adjourned the matter after the prosecutor informed that the sanction of the charge sheet is still pending and that the Home Department has not given the sanction yet.<br />
The Chief Metropolitan Magistrate (CMM) court had issued the summons to the investigating officer of the case and slated the matter for December 11.</p>

<p>In the charge sheet filed in the court in January, Delhi Police had said there was video footage wherein Kumar is "seen leading the students who were raising anti-national slogans" and that he had been identified by the witnesses in the videos.</p>

<p>"The location of mobile phone at the place of occurrence" was also cited as evidence against Kumar in the 1200-page charge sheet.<br />
As part of other evidence, the police said the Forensic Science Laboratory had retrieved an SMS sent by Khalid to Kumar asking him to "arrive at Sabarmati Dhaba, JNU, as their permission had been canceled by the JNU administration".</p>

<p>The JNU administration, in a circular, said that the HLC considered the feedback of the student representatives submitted to the Dean of Students' Office through emails.</p>

<p>"The committee scrutinized the estimated utility and service charges in the hostels, which are Rs 2,000 per month (including electricity and water charges of Rs 300) and has recommended that Rs 1,000 per month may be charged, in place of Rs 2,000 per month, towards utility and service charges for all the students," read the circular.</p>

<p>The Committee has also recommended 75 per cent reduction in utility and service charges for all the eligible BPL students who would be charged Rs 500 in place of Rs 2,000 per month.</p>

<p>"It is expected that 75 per cent concessions in utility and service charges to eligible BPL category students and 50 per cent concessions to the rest will go down well with the student community and stakeholders at large," the circular said.</p>

<p>"In reality, service charges are being levied, which have been zero so far. For the sustainability of the university budget which has run into a huge deficit, it is necessary to levy the service charges in the hostel," the university said.</p>

<p>It claimed that propaganda is being run that a large number of poor students will be adversely affected by the revised hostel charges.</p>

<p>The JNU is unable to pay its 450 contractual employees as the University Grants Commission (UGC) no longer allows payment of salaries of such employees of hostels from the salary head of the budget.</p>

<p>"The UGC has given clear instructions to JNU that all shortfalls in the non-salary expenditures should be met by using the internal receipts generated by the University. Thus, there is no alternative for the IHA than to collect service charges from the students," it said.</p>

<p>As per the preliminary estimates, the revised hostel charges for each general student is approximately Rs 4,500 per month including Rs 2,300 is for food charges per month.</p>

<p>"The below poverty line (BPL) category students have to pay only 50 per cent of the remaining amount of Rs 2,200. Therefore, a BPL category student has to pay approximately Rs 3,400 per month," it said.</p>

<p>Out of 6,000 students residing in the JNU hostel, 5,371 students receive financial aid in the form of fellowships and scholarships.</p>

<p>Dismissing reports that the revised hostel charges in the JNU are more than similar charges in other Central Universities, the institute said, "It needs to be underlined that the JNU does not charge developmental fees, unlike other universities. Moreover, the admission fee in the JNU has been minimal for decades and no revision has taken place for more than four decades."</p>

<p>Justifying the revised hostel fee by its administration, the varsity said, "While the JNU charges admission fee Rs 300 per annum, the Central University of Hyderabad charges around Rs 10,000 per annum."</p>

<p>The students of the JNU have been protesting for the past three weeks against hostel fee hike, a dress code among others.</p>

<p>The university had hiked the double room rent from Rs 10 to Rs 300 per month, single room from Rs 20 to Rs 600 per month and increased one-time refundable mess security deposit from Rs 5,500 to Rs 12,000.</p>

<p>Associate Dean of Student Welfare Vandana Mishra, on the other hand, termed the protest and vandalism "undemocratic" and "criminal".</p>

<p>"This is undemocratic. Even the court has prohibited protest up to 100 meters of the administrative block. But they are sitting inside it. The way they have been vandalising the office of the Vice-Chancellor, the walls and the statue of the national icon Vivekanand is wrong. It is criminal," she said.</p>

<p>A city court hearing the 2016 JNU sedition case Saturday observed that the city police's role regarding sanction was complete and it will now ask the Delhi government about the same.</p>

<p>Chief Metropolitan Magistrate Deepak Sherawat made the observation after being told by police that sanction was an administrative action and the charge sheet can be filed without that.</p>

<p>DCP of Special Cell of Delhi Police, Pramod Kushwaha, told the court that the agency has already sent a request to the Delhi government seeking sanction.</p>

<p>The court Friday pulled up the Delhi Police over non-appearance of the DCP, who was asked to file a report in the case.</p>

<p>The Delhi Police had earlier told the court that authorities were yet to give requisite sanctions to prosecute former JNU students' union president Kanhaiya Kumar and others in the case, and it would take two to three months to procure sanctions.</p>

<p>On January 14, police had filed a charge sheet in the court against Kumar and others, saying he was leading a procession and supported seditious slogans raised in the JNU campus during an event on February 9, 2016.</p>

<p>The court had also sought a report from the deputy commissioner of police assigned to the case.&nbsp;</p>

<p>"This evening few hundred students forcibly broke into my JNU residence and confined my wife inside home for several hours while I was away in a meeting. Is it the way to protest? Terrorosing (sic) a lonely lady at home?" Kumar asked on Twitter.</p>

<p>A student from a Left outfit rejected the allegation and said a group of students had gone to meet the vice-chancellor, but they were allegedly manhandled by the security personnel.</p>

<p>Seven students have been on a hunger strike since last week in protest against the online system of entrance exam that will be implemented from this academic session.</p>

<p>According to sources, students from Left outfits went to the vice-chancellor's residence to demand an audience with him since he had not been meeting them. When they went to meet him last week, he offered them sweets rather than addressing their concern.</p>

<p>On Monday evening, the students allegedly barged inside Kumar's residence while he was away and surrounded his wife. Police were called in and the wives of other university professors rescued her, a professor said. Kumar's wife was rushed to a hospital as she was in a state of trauma.</p>

<p>"We had gone to his residence to meet the V-C. We were manhandled by security personnel and many students have sustained injuries, including JNUSU president N Sai Balaji," a student said.</p>

<p>The police said the situation was under control. The university professors were patrolling the campus to ensure that no untoward incident happened.</p>

The police said the situation was under control. The university professors were patrolling the campus to ensure that no untoward incident happened.

Coinciding with the JNU incident, Congress president Rahul Gandhi, who was party vice president then, was shown black flags when he went to attend a “Save JNU” rally and express solidarity with the students accused of challenging India’s sovereignty and integrity by raising slogans to break the country.&nbsp;</p>

<p>From their posture, it is obvious that the opposition parties have decided to use the JNU campus as a fertile ground to take on the ruling BJP on the issue of nationalism in the coming parliamentary election. Instead of allowing the police to handle the matter as a law and order issue, the opposition parties are playing with fire as they have failed to denounce those who raised anti-India slogans and wanted to declare terrorist Afzal Guru a martyr. It is not a minor issue and has serious implications.</p>

<p>Earlier, there was allegedly a celebration by a section of students and some outsiders in JNU when in a Maoist attack 76 CRPF men were killed near Chintalnar village in Dantewada district in 2010. Three years ago, there was this rally of anti-national elements shouting slogans against India and in support of “Azadi” of Kashmir. This event, organised to protest against the hanging of Parliament attack convict Afzal Guru in defiance of a University order denying permission for any such activity, was led by Kanhaiya, who as a student leader has been associated with All India Students Federation (AISF), a left-wing students organisation linked with the Communist Party of India (CPI).</p>

<p>Significantly, the Leftists have commanded the students’ politics in JNU for several decades. It was only in 1978 that their stranglehold had got broken with the historic victory of the 'Free Thinkers' in the JNUSU election. To understand the hegemony of the Left in JNU, one would have to take a close look at the modus operandi of the students’ wings of the CPI and CPI(M). As JNU alumni, one recalls how in the late ‘70s, the SFI and AISF cadres (senior students) were following a time tested strategy to flock around the new students from the word go, i.e. from the time they landed for their entrance test.&nbsp;</p>

<p>After befriending and winning their confidence, these students used to temporarily host a large number of the new students in their hostel rooms; they acted as guides and took them around the library, canteen and different administrative blocks and centres scattered around the old campus.</p>

<p>After that, they followed the strategy of brainwashing and bombarding the ‘freshers’or the newcomers with Leftist jargons and theory to convince them about the "inevitability of class war, and the uprising by the proletariat against the exploiting ruling elite, the capitalists and the bourgeoisie”.</p>

JNU sedition row: Police chargesheet is backed with firm evidence

<p>Former JNUSU president Kanhaiya Kumar and others, named in a <a href="http://www.wionews.com/india-news/delhi-police-files-sedition-charges-against-jnus-kanhaiya-kumar-umar-khalid-190203">charge sheet filed by Delhi Police in a sedition case Monday</a>, termed the move as "politically motivated" and questioned its timing, ahead of the parliamentary election.</p>

<p>"The charge sheet is politically motivated. However, we want the charges to be framed and a speedy trial in the case so that the truth comes out. We also want to see the videos that have been placed on record as evidence by the police," Kumar told PTI.</p>

<p>He said it was a "diversionary ploy by the Modi government to hide its all-around failures."</p>

<p>"I have not received any summons or information from the court. But if it is true, then we are thankful to the police and (Prime Minister) Modi that finally after three years, when it is time for him and his government to go, the charge sheet has been filed. But what is pertinent is the timing of the charge sheet - just ahead of the Lok Sabha polls.</p>

<p>"It is evident that there is a political motive behind this. The motive is that the Modi government has been a failure in all aspects, it has not been able to fulfil even a single promise, so it is playing all its cards to divert the attention," Kumar told reporters.</p>

<p>Pointing out that the charge sheet has been filed after three years of the incident, he said the Modi government, just as all its other promises, was "not serious" and using the issue now as a political tool.</p>

<p>"If the government was really serious about the case and maintained that we did indulge in anti-national activities, then why did it take three years to file the charge sheet, that too just before the polls?" Kumar asked.</p>

<p>Delhi Police also charged former students -- Umar Khalid and Anirban Bhattacharya -- for allegedly shouting anti-India slogans during an event organised on the Jawaharlal Nehru University (JNU) campus on February 9, 2016, to commemorate the hanging of Parliament-attack mastermind Afzal Guru.</p>

<p>Khalid, who addressed a student gathering at St. Joseph's College in Bangalore on the "role of youth in safeguarding the Constitution", said, "We reject the allegations. The move to file the charge sheet three years after the alleged incident is an attempt to divert the attention (of the people) right before (parliamentary) elections. We will fight it out in court."</p>

<p>"We congratulate Delhi Police, the Home Ministry and the government for waking up from their deep slumber three years after February 9, 2016, and barely three months before the general elections 2019 and filing a charge sheet against us," Khalid and Bhattacharya said in a joint statement.</p>

<p>"Lying is an art. It's not enough to just lie. One also has to time it well. A sense of timing, of placement, is what makes one a master liar. And of course, one also needs to stage one's own cheerleaders who would celebrate each of one's lies. That is the role of most of the media today under this regime," they added.</p>

<p>Others charged in the case are Aquib Hussain, Mujeeb Hussain, Muneeb Hussain, Umar Gul, Rayeea Rassol, Bashir Bhat and Basharat.</p>

<p>As many as 36 others, including Communist Party of India (CPI) leader D Raja's daughter Aprajita, Shehla Rashid (then vice-president of the JNUSU), Rama Naga, Ashutosh Kumar and Banojyotsna Lahiri have been named in column 12 of the charge sheet due to insufficient evidence against them, police sources said.&nbsp;</p>

<p>Former Jawaharlal Nehru University Students' Union (JNUSU) leader Shehla Rashid, who had led the campaign for Kumar's release and other students, said, "This is a completely bogus case in which ultimately everyone will be acquitted. The timing of the charge sheet right before the elections just reflects how the BJP wants to reap electoral benefits out of this especially after their defeat in the state elections recently. I was not even on campus on the day of the event."</p>

<p>"Modi government has used this manufactured controversy in instalments. The next instalment would be on the nomination day for 2019 elections," tweeted Rashid with"#JitteryModi".</p>

<p>CPI Leader D Raja said, "It is politically motivated. After three years Delhi Police is filing the charge sheet in the case. We will fight it legally in court and politically outside court."</p>

<p>The current JNUSU expressed solidarity with those named in the charge sheet.&nbsp;</p>

<p>"This submission of the charge sheet after a hiatus of three years is a clear case of vendetta and well-planned instruction from the Prime Minister's Office to whip up a frenzy and browbeat those who have emerged as critical voices to the prime minister," the JNUSU said in a statement.</p>

<p>A case was registered on February 11, 2016, under Sections of 124 A (sedition) and 120B (criminal conspiracy) of the Indian Penal Code against unknown persons at Vasant Kunj (North) police station following complaints by BJP MP Maheish Girri and the ABVP.</p>

<p>The February 9 event happened despite the varsity administration having cancelled the permission following a complaint by the ABVP, who had termed it as "anti-national".</p>

<p>ABVP leader Saurabh Sharma, who had opposed the event on campus in 2016, welcomed the charge sheet saying "this decision is the victory of ABVP, it is the victory of the facts which were put in front of everyone by the ABVP at that time itself. Moreover, it is a tight slap to the Congress and all other political people supporting them like Rahul Gandhi and Kejriwal".&nbsp;</p>

<p>"We believe in the judiciary and wish that it will act hard on those who attacked the pride and dignity of this nation by shouting '<em>Bharat </em><em>tere</em><em> </em><em>tukde</em><em> </em><em>honge</em>'," he said.</p>

<p>Setting aside the JNU's move to penalise Kanhaiya Kumar for breach of discipline, the court asked JNU to decide the matter after a proper hearing.</p>

<p>The Supreme Court earlier, while pointing to the rise in the number of sedition case being filed, stated that all authorities across the country would be bound by the Kedar Nath judgment which states that Section 124A (sedition) is only applicable where an alleged act of sedition involves violence or incitement to violence.&nbsp;</p>

<p>Professor Chintamani Mahapatra, Rector-I of the varsity, said, "Certain kind of leaves are not a right. In many cases, professors apply late at night or after 5.30 pm when the office closes. She had applied for vacation leave/casual leave and on Monday, we wrote to her to clarify on the kind of leave."</p>

<p>Singh, however, said university staff have the option of applying for combination leaves and that is what she did.</p>

<p>"We have an e-office system where we can apply for leaves. It has dropdown menus and I had applied for vacation/casual leave around lunchtime on January 2. The next day, when I was in Bengaluru, I received an e-mail saying my leave had been rejected," she said.</p>

<p>She said that casual leave is a right and she did not apply for duty leave since it is an "entitlement" and her earlier duty leave applications had been rejected.</p>

<p>"Since I did not want the thing to be disputed, I applied for combination leave. On Monday, when I came back to office, I checked the e-office system and I saw the vice-chancellor's remarks on the leave cancellation and they read 'leave is granted subject to marking of attendance'," she said.</p>

<p>The JNU Teachers' Association and the administration has been at loggerheads over the issue of compulsory attendance, with the teachers alleging punitive actions have been taken against them for failing to comply with attendance rules.</p>

<p>Mahapatra said marking attendance is "only a matter of accountability" and even the University Grants Commission has said teachers should remain present in their respective offices for at least five hours each working day.</p>

<p>"If the teachers are coming what is the harm in signing a register. There were complaints from some students who said they were not able to meet teachers," he added.</p>

<p>All schools and special centres will shortly have biometric attendance system, he said.</p>

Things at university comically bad: JNU professor

<p>JNU student leader Umar Khalid has filed a complaint with the Delhi Police that he and Gujarat's Independent MLA Jignesh Mevani had received death threats from a man who identified himself as fugitive gangster Ravi Pujari, a senior official said today.</p>

<p>Khalid tweeted that he has asked for police protection.</p>

<p>"Filed a complaint with @DelhiPolice regarding Ravi Pujari's death threat to Jignesh and me. He said that I am on his HIT LIST! I have asked for police protection, given the fact that this is the same person who had previously also issued similar threats of killing me in Feb 2016 (sic)," he said.</p>

<p>Yesterday, Khalid approached the police with a complaint over the threats and a case was registered, the police official said, adding that they are investigating the matter.</p>

<p>The student leader said that he was informed by Mevani about the threats, and he has not received any call himself till now.</p>

<p>"Mevani has been receiving death threats for the last two-three days. In one of the calls he received, the caller had mentioned my name too. He had mentioned that if we don't stop giving speeches we would be killed.</p>

<p>"Mevani informed me and I approached the police. A case has been registered and they said that they will do a threat assessment and take a call on providing police protection," Khalid told PTI.</p>

<p>Mevani too had alleged yesterday that he has received death threats from Pujari.</p>

<p>When asked whether the calls were being received in relation to the arrests made by the Pune Police on June 6 in connection with the Bhima-Koregaon violence, he said, "I am not aware about the context. Pujari has not mentioned that he was calling in that context. I don't feel it is a coincidence that the calls (to Mevani) started coming from that day (the arrests were made)."</p>

<p>Elgar Parishad, organised to commemorate 200 years of the Koregaon Bhima battle, was held on December 31 at Shaniwarwada. It was attended by Mevani, Khalid along with Rohit Vemula's mother Radhika Vemula and Bharip Bahujan Mahasangh President Prakash Ambedkar.</p>

<p>In 2016, Khalid's father Syed Qasim Illyas Rasool had filed a police complaint, claiming that he has received a phone call "threatening to kill" his son if he doesn't leave the country.</p>

<p>This incident had happened when the police was looking for Khalid in connection with the sedition case filed against him, former JNU students' union president Kanhaiya Kumar, and Anirban Bhattacharya for allegedly organising an event against the hanging of 2001 Parliament attack convict Afzal Guru.</p>

<p>Guru was hanged in 2013.</p>
