Singapore said on Monday that the coronavirus outbreak will hurt its economy this year, as it announced new measures to tackle the disease which originated in China and has spread to the city-state and several other countries.

The Southeast Asian travel and tourism hub, which recorded its lowest growth rate in a decade last year at 0.7 per cent, has reported four cases of the coronavirus that has killed 80 people in China so far.

"We certainly expect there to be an impact on our economy, business, and consumer confidence this year especially as the situation is expected to persist for some time," trade minister Chan Chun Sing said.

The government is considering support measures for hard-hit sectors like tourism which could include property tax, rebates and worker levy cuts, he added.

Chinese nationals make up the largest share of visitors to Singapore, one of the worst-hit countries outside of China in the 2003 outbreak of <a href="https://www.wionews.com/world/sars-like-virus-spreading-across-china-amid-140-new-cases-third-death-275342">Severe Acute Respiratory Syndrome</a> (SARS) which killed 800 people globally.

A spokesperson for Mitsubishi Motors in Japan on Wednesday confirmed the raid on its German distributors as well as on its European research and development facilities - also based in the country.

The "defeat devices" allowed the affected cars to spew out up to 40 times more harmful nitrogen oxide than legally allowed.

The scandal has since ensnared a string of car companies, although Mitsubishi Motors had so far avoided being dragged into the controversy.

But the Tokyo-based firm did in 2016 admit to falsifying fuel-economy tests for 25 years to make the cars seem more efficient than they were.

A spokesman for German car supplier Continental confirmed that three of its locations had been searched as part of the probe. The firm was acting as "a witness" and cooperating fully with the investigation, he added.

The outbreak was still in its early stages and China had good surveillance and quarantine systems to help control it, he added.

The outbreak has spread from the central city of Wuhan to cities including Beijing and Shanghai, with more than 200 cases reported so far. Four cases have been reported outside China - in South Korea, Thailand and Japan.

Australia on Tuesday said it would screen passengers on flights from Wuhan amid rising concerns that the virus will spread globally as Chinese travellers take flights abroad for the Lunar New Year holiday starting this week.

Authorities around the globe, including in the United States and many Asian countries, have stepped up screening of travellers from Wuhan.

Chinese authorities confirmed a total of 217 cases of the virus in China as of 6 pm&nbsp;(1000 GMT) on Monday, state television reported 198 of which were in Wuhan.

A fourth person died on Jan. 19, the Wuhan Municipal Health Commission said. The 89-year-old man, who had underlying health diseases including coronary heart disease, developed symptoms on Jan. 13 and was admitted to hospital five days later, it added.

Fifteen medical workers in Wuhan had been diagnosed with pneumonia, with one other suspected case, the Wuhan Municipal Health Commission said. Of the infected staff, one was in critical condition.

In Shanghai, officials on Tuesday confirmed a second case involving a 35-year-man who had visited Wuhan in early January and said they were monitoring four other suspected cases.

A third person was confirmed to have died, and in Wuhan, 136 new cases were found over the weekend, the local health commission said.

Three cases have been reported overseas -- two in Thailand and one in Japan.

Health authorities in Beijing's Daxing district said two people who had travelled to Wuhan were treated for pneumonia linked to the virus and are in stable condition.

In Guangdong, a 66-year-old Shenzhen man was quarantined on January 11 after contracting a fever and showing other symptoms following a trip to visit relatives in Wuhan, the provincial health commission said in a statement. He is also in stable condition.

"Experts believe that the current epidemic situation is still preventable and controllable," the Guangdong health commission said.

A total of 201 people have now been diagnosed with the virus in China.

Detection measures

A seafood market is believed to be the centre of the outbreak in the city, but health officials have reported that some patients had no history of contact with the facility.

Scientists with the MRC Centre for Global Infectious Disease Analysis at Imperial College in London warned in a paper published Friday that the number of cases in the city was likely to be closer to 1,700, much higher than the number officially identified.

Wuhan deputy mayor Chen Xiexin said on state broadcaster CCTV at the weekend that infrared thermometers had been installed at airports, railway stations and coach stations across the city.

Chen said passengers with fevers were being registered, given masks and taken to medical institutions. Nearly 300,000 body temperature tests had been carried out, according to CCTV.

Authorities in Hong Kong have stepped up detection measures, including rigorous temperature checkpoints for inbound travellers from the Chinese mainland.

The United States said from Friday it would begin screening direct flights arriving from Wuhan at San Francisco airport and New York's JFK, as well as Los Angeles, where many flights connect.

Thailand said it was already screening passengers arriving in Bangkok, Chiang Mai and Phuket, and would soon introduce similar controls in the beach resort of Krabi.

In Wuhan, 170 people are still being treated at the hospital, including nine in critical condition, the city health commission said. The new patients are between 25 and 89 years old and their symptoms included fever, coughing and chest pain.

World’s fourth-largest Coast Guard (India) and world’s second-largest Coast Guard (Japan) came together for the 19th time as part of the annual 'Sahyog-Kaijin' exercise. The exercise was aimed at improving interoperability, exchanging best practices and validating skill sets and standard operating procedures.

Japanese Coast Guard vessel 'Echigo' was accorded a formal welcome at the Chennai Port on Monday as it arrived for a 5-day goodwill visit that included the exercise.

It was after a twenty-day journey the Japanese vessel reached Indian shores. It left Japan on December 26 last year and reached on January 13.

During Echigo’s time at the harbour, various activities had been conducted including reciprocal visits onboard ships, sporting, cultural interactions and professional interactions between personnel of both the coast guards.

It was on Thursday that the participating ships set sail from the Chennai harbour for the commencement of the exercises. Four vessels of the Indian Coast Guard and one visiting vessel the JCGS Echigo were there.

The participating vessels were Indian Coast Guard ships Shaurya, Veera, Abheek, C-432 and a vessel from India’s National Institute of Ocean Technology (NIOT) along with the Japanese Ship Echigo. The vessels were supported by fixed-wing aircraft and helicopters. An Indian Coast Guard Dornier Aircraft, Chetak helicopter and a Sikorsky Helicopter of the Japanese Coast Guard had taken part in the demonstrations.

The first demonstration was that of a simulated pirate sighting (the vessel of the NIOT was designated as the pirate vessel for the simulation), during which the Coast Guard Dornier Aircraft detected a pirate vessel and relayed the message to the participating vessels following which the flagship ICGS Shaurya and its fleet proceeded on the course of action.

Based on the instructions received, the smaller interceptor vessels, that travel at faster speeds while having high manoeuvring capability, sped towards the pirate vessel. Smaller speedboats laden with coast guard gunmen were lowered from the Shaurya and Echigo and they joined the other vessels in approaching the pirate vessel. They performed a series of close turns around the pirate vessel to interdict it and ensure the surrender of pirates.

The large interceptor boats fired warning shots (flares) to indicate that the pirates had no option but to surrender. Following this, the gunmen would conduct a board and search operation to understand the nature of cargo being carried by the pirate vessel and to investigate the pirates and rescue hostages.

In line with the Coast Guard’s role of being a saviour at sea, there was a demonstration of external fire suppression. The task was to douse a raging fire on another vessel (simulated using smoke), using the fleets’ onboard pumps.

The helicopters flew by the ships and also displayed their precision drop capability by dropping replenishments within a designated area that had a diameter of around 1–meter. The choppers also demonstrated their search and rescue roles that involved looking for marooned people and winching or airlifting them using a diver.

The exercise concluded with the ceremonial steam past of the vessels and the flypast of the aircraft.

The journey so far and the way ahead

Addressing a press conference after the exercise, the Director-General of Indian Coast Guard K Natarajan said that the apprehension of the pirate vessel MV Alondra Rainbow by the Indian Coast Guard on November 16, 1999, off India’s West coast, had marked the beginning of dedicated, focussed and regular interaction between the Coast Guards of India and Japan. He stated that the apprehension of the vessel brought out the significance of a coordinated operation and encouraged the policymakers to have a series of conferences and meetings to discuss issues of various crimes at sea.

According to Admiral Takahiro Okushima, Commandant, Japan Coast Guard, the relationship between the two forces has been steadily enhanced and the major takeaway has been the validation of procedures.

The Director-General and the Admiral agreed that many countries have felt the need to develop their Coast Guard due to the economic issues arising from the smuggling of gold and other precious metals, drugs, illegal wealth extraction and human trafficking.

Speaking to WION, DG K Natarajan said, “Currently we have 145 ships and 62 aircraft in our fleet and we hope to reach 200 ships and 100 aircraft by 2025. Fifty ships are currently under construction and we will also be acquiring the Advanced Light Helicopter Mk3 developed in India besides the twin-engine advanced helicopter. We aim to integrate our different radars with the vessel traffic management system and are ready to meet all requirements.”

When asked about the future cooperation with foreign countries, he said, “Australia, Philippines, Malaysia and Indonesia are willing to sign agreements. On the challenges pertaining to signalling and communications during exercises with foreign forces, he said, “mariners have no language and we communicate using signs and flag languages. Be it a warship or fishermen, we have abbreviated codes – International Code of Signals(Interco). When it comes to the Indian coast, we communicate with fishermen in the Indian languages that are spoken in the respective regions.”

“Only by accumulating experience can we improve the skill and deal with challenges. We will have more and more events happening every year, but the level of criminals go up every year and we have to constantly improve our level and continue these exercises in future,” Admiral Takahiro Okushima told WION on the significance of greater cooperation and exercises.

Zaw Min Htut, vice president of an advocacy group, Burmese Rohingya Association in Japan, said the ambassador's remarks were "disturbing".

"I am very disappointed and appealing again to the Japanese government. Please try to help Rohingya people and don't side with criminals," Zaw Min Htut told foreign correspondents in Tokyo.

"Today the Japanese government do not even cooperate, not supporting U.N. actions on Myanmar," he said.

His group supports about 250 Rohingya based in Japan.

The ICJ, the United Nations' highest court, will issue a decision on a request for emergency measures in a genocide case against Myanmar on Jan. 23, the Gambian Ministry of Justice said on Monday.

The mainly Muslim west African country filed a lawsuit in November, alleging Myanmar was committing "an ongoing genocide" against the Rohingya in the western state of Rakhine.

His shock arrival in his native Lebanon last month was the latest twist in a story worthy of a Hollywood plot and prompted outrage from the Japanese government as well as from Nissan.

"The state prosecution issued a travel ban for Ghosn, and asked for his file from the Japanese authorities," said a judicial source.

A second judicial source said, "He has been banned from travelling until his judicial file arrives from Japan."

"According to what is inside the file, if it appears that the crimes he is accused of in Japan require being pursued in Lebanon, he will be tried," the source added.

"But if it doesn't require being pursued under Lebanese law, then he will be free."

Lebanon's judiciary received a "red notice" from Interpol last week urging Ghosn's arrest.

A "red notice" is a request to police across the world to provisionally arrest a person pending extradition, surrender or similar legal action. It is not an arrest warrant.

Lebanon does not have an extradition agreement with Japan.

Ghosn also made a statement to prosecutors on a report submitted by Lebanese lawyers that he had travelled to neighbouring Israel as head of Renault-Nissan.

Lebanon and neighbouring Israel are still technically at war, and Beirut has forbidden its citizens from visiting or having contacts.

"There was no way I was going to be treated fairly ... this was not about justice. I felt I was a hostage of the country that I have served for 17 years," he said.

Ousted Nissan boss Carlos Ghosn stunned the world with his surprise escape to Lebanon last month.&nbsp;

Ghosn, while awaiting trial, eluded media and authorities to escape to Lebanon when, as per his lawyer Junichiro Hironaka, all three of his passports were in possession of the lawyers.

Ghosn is unlikely to be forced to return to Japan in the absence of an extradition treaty between Lebanon and Japan.

The former auto executive was initially arrested in Tokyo in November 2018. He faces four charges which include hiding income and enriching himself through payments to Middle East dealerships. Ghosn denies all charges.&nbsp;

Talking about the 'plot' to oust him he said that he does not believe that Japanese Prime Minister Shinzo Abe was involved in anything like that. "The collusion between Nissan and prosecutors is everywhere," Ghosn said, claiming his arrest in Japan was "staged". "There was no way I was going to be treated fairly ... this was not about justice. I felt I was a hostage of the country that I have served for 17 years," he said. Ousted Nissan boss Carlos Ghosn stunned the world with his surprise escape to Lebanon last month. Ghosn, while awaiting trial, eluded media and authorities to escape to Lebanon when, as per his lawyer Junichiro Hironaka, all three of his passports were in possession of the lawyers. Ghosn is unlikely to be forced to return to Japan in the absence of an extradition treaty between Lebanon and Japan. The former auto executive was initially arrested in Tokyo in November 2018.
