Addressing the parliament via video link, Ardern Saud that her “virtual presence in the debating chamber is obviously not to my preference on such a significant day.”

Even as she missed out on the parliamentary proceedings Ardern kept up the traditional breakfast with the Finance Minister.&nbsp;

"It's a real challenge to New Zealand's sense of where the Pacific is heading," said Robert Ayson, Professor of Strategic Studies at Victoria University of Wellington.

Prime Minister Jacinda Ardern described the&nbsp;pact&nbsp;as "gravely concerning" and called on&nbsp;Solomon&nbsp;Islands&nbsp;to discuss it within the Pacific&nbsp;Islands&nbsp;Forum.

"What is really changing around us is the level of assertiveness and aggression we see in the region," Ardern said later at a United States-New Zealand Business Summit.

New Zealand has previously often shied away from such criticisms, which analysts put down to the country's heavy trade reliance and close economic relationship with&nbsp;China.

Both&nbsp;China&nbsp;and the&nbsp;Solomon&nbsp;Islands&nbsp;have said the new&nbsp;pact&nbsp;will not undermine peace in the region. Details of the final agreement have not been released but Chinese foreign ministry spokesman Wang Wenbin said the agreement called for&nbsp;China&nbsp;to help the&nbsp;Solomon&nbsp;Islands&nbsp;maintain social order and cope with natural disasters, and did not pose a risk to the United States.

But statements by Ardern and Foreign Minister Nanaia Mahuta were a clear signal they shared U.S. and Australian concerns about Chinese&nbsp;security&nbsp;engagement in the Pacific, said Anna Powles from the Centre for Defence and&nbsp;Security&nbsp;Studies at Massey University.

"It also sent a signal to the Pacific that New Zealand supported regional collective&nbsp;security&nbsp;initiatives, and to third parties, specifically&nbsp;China, that regional crises in the Pacific would be managed by the region," she said.

While small and with limited military capabilities, New Zealand's soft power in the Pacific is arguably stronger than&nbsp;its&nbsp;allies. It has a large Pacifika population and strong family, business, sporting and cultural ties along with territories in the region.

New Zealand sees&nbsp;itself as a Pacific country and wants stability and prosperity for&nbsp;its&nbsp;neighbours, and needs a free and open Indo-Pacific to protect trade and telecommunication connections.

David Vaeafe, programme manager at non-governmental organisation Pacific Cooperation Foundation, said the relationship with the Pacific was not all about money but about listening and understanding what the region needs.

"New Zealand's foreign policy towards the Pacific is slowly evolving and engaging from being 'you shouldn't do this' to consulting and being part of that process," he said.

Five Eyes Criticisms

A year ago, there were questions over Wellington's commitment to the Five Eyes alliance with Australia, Britain, Canada and the United States, after Mahuta said Wellington was uncomfortable with expanding the role of the group.

There had been criticism after New Zealand opted not to sign joint statements from other Five Eyes members, including one on Hong Kong and another on the origins of COVID-19.

White House Indo-Pacific coordinator Kurt Campbell&nbsp;told a business summit earlier this month that New Zealand's underestimation of&nbsp;security&nbsp;risks in the past appeared unlikely to be an issue.

"I think there is an understanding that the challenges that are presenting themselves on the global stage are not so distant - they're closer and they have direct implications," he said.

Already New Zealand and Japan have announced plans to increase&nbsp;security&nbsp;ties and other moves are afoot.

Mahuta visited Fiji at the end of March and signed an agreement that among things will facilitate information on shared&nbsp;security&nbsp;challenges.

At the start of the month, a partly New Zealand-backed tuna processing plant for the&nbsp;Solomon&nbsp;Islands&nbsp;that is set to create more than 5,500 jobs was announced.

The Ministry of Foreign Affairs and Trade has quietly shuffled more money into Pacific development cooperation budget for 2021-2024, according to changes made on&nbsp;its&nbsp;website. The fund has been increased since December by nearly&nbsp;NZ$120 million ($75 million) to $1.55 billion.

New Zealand's budget on Thursday will likely give further detail on Pacific spending with New Zealand's defence minister previously highlighting the region as a priority.

The New Zealand government has announced that vaccinated tourists from Australia will be able to enter the country without any isolation period from April 12. It means that the Australian tourists will be able to visit New Zealand for the Easter school holidays next month.

“We are ready to roll out the green and gold carpet to our Australian neighbours, and in time for the school holidays,” tourism minister Stuart Nash said. “We have missed you.”

French President Macron had earlier promised "full and complete" commitment to the deal, however, the project has been lagging behind and was&nbsp;reportedly over budget.

Under the new defence deal announced by the leaders, Australia will receive technology to deploy nuclear-powered submarines.

"We all recognise the imperative of ensuring peace and stability in the Indo-Pacific over the long term," US President Biden said while asserting that there was a need for a "free and open Indo-Pacific".

New&nbsp;Zealand&nbsp;shied away from labelling China's treatment of its Uyghur Muslim minority genocide on Wednesday, once again leaving Wellington out of step with its more forthright Western allies.

The country's parliament unanimously passed a motion expressing "grave concern" at human rights abuses in Xinjiang province, but only after Prime Minister Jacinda Ardern's ruling Labour Party insisted any reference to genocide was scrubbed out.

Lawmaker Brooke van Velden said that, while allies such as the United States, Britain and Canada had called what was taking place genocide, it was "intolerable" that&nbsp;New&nbsp;Zealand&nbsp;refused to use the term to avoid upsetting its largest trading partner.

About 1.5 million&nbsp;Australians visited New Zealand in 2019, the year before the pandemic closed international borders, making up about 40&nbsp;per cent&nbsp;of all visitors, spending NZ$2.7 billion ($1.93 billion) in the country, official data showed.

More than half a million New Zealand-born people live in&nbsp;Australia, just over 2 per cent&nbsp;of&nbsp;Australia's population of near 26 million.

Both&nbsp;Australia&nbsp;and New Zealand had largely closed their borders to non-citizens and permanent residents more than a year ago, helping to keep their COVID-19 numbers relatively low compared with several other developed countries.

Other international arrivals into both countries must go through a two-week hotel quarantine at their own expense.

Australia&nbsp;has recorded just over 29,500 virus cases and 910 deaths since the pandemic began, while New Zealand has had just over 2,200 confirmed cases and 26 deaths.

New Zealand said Monday it would not let the 'Five Eyes' intelligence alliance dictate its dealings with its largest trading partner China, in the latest distancing from the US-led group's approach to tensions with Beijing. &nbsp;

Foreign Minister Nanaia Mahuta told the New Zealand China Council that the Five Eyes -- the United States, Canada, United Kingdom, Australia and New Zealand -- should not stray from its scope of intelligence-sharing between member nations.

"We are uncomfortable with expanding the remit of the Five Eyes relationship," she said.

"We would much rather prefer to look for multilateral opportunities to express our interests on a number of issues."

New Zealand has previously been reluctant to sign joint statements from Five Eyes partners criticising China, including on the crackdown on Hong Kong's democracy movement and the recent arrests of activists in the city.

Ghahraman, a member of the Green Party took to social networking platform Twitter and said, ''On the India entry bans: Weird we didn't go with an all out ban as an option for US or UK entries, given their harrowing rates on COVID. Our ethnic communities of South Asian origin need to know race isn't a factor in our COVID risk management.''

The suspension will start from 1600 local time on April 11 and will be in place until April 28. During this time the government will look at risk management measures to resume travel.

The suspension applies to anyone who has been in India during the past 14 days. It is the first time that&nbsp;New&nbsp;Zealand&nbsp;has extended any bar on entry to its own citizens and residents.

"I want to emphasize that while arrivals of COVID from India has prompted this measure, we are looking at how we manage high risk points of departure generally. This is not a country specific risk assessment...," Ardern said.

New&nbsp;Zealand&nbsp;has virtually eliminated the virus within its borders, and has not reported any community transmission locally for about 40 days.

But it has been reviewing its border settings as more infected people have been arriving recently, most of them from India.

Pre-departure testing requirements reduced the number of positive cases coming from other countries but that's not been the case with India, Ardern said.

"We have looked into whether or not we have issues with accuracy of the pre-departure tests. That has not demonstrated that that's where the problem lies. So this suspension gives us the time to look at the problem more generally," she said.

New&nbsp;Zealand&nbsp;on Thursday also reported one&nbsp;new&nbsp;locally infected case in a worker who was employed at a coronavirus managed isolation facility.
