It has been less than 10 per cent for 16 consecutive days, the ministry said.

The weekly positivity rate was recorded at 5.66 per cent.&nbsp;Recoveries continue to outnumber daily new cases for 27 consecutive days.&nbsp;The number of people who have recuperated from the disease surged to 2,75,04,126, while the case fatality rate has increased to 1.22 per cent, the data stated.

Cumulatively, 23,90,58,360 COVID-19 vaccine doses have been administered so far under the nationwide vaccination drive.&nbsp;

The 2,219 new fatalities include 702 from Maharashtra, 409 from Tamil Nadu, 179 from Karnataka and 124 from Kerala.&nbsp;A total of 3,53,528 deaths have been reported so far in the country, including 1,01,172 from Maharashtra, 32,099 from Karnataka, 27,765 from Tamil Nadu, 24,668 from Delhi, 21,425 from Uttar Pradesh, 16,460 from West Bengal, 15,219 from Punjab and 13,257 from Chhattisgarh.

The Health Ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities. 
"Our figures are being reconciled with the Indian Council of Medical Research," the ministry said on its website, adding that state-wise distribution of figures is subject to further verification and reconciliation.

COVID-19: Centre releases new guidelines for implementation of the vaccination programme

India on Tuesday logged 86,498 new Covid infections in 24 hours, less than 100,000 cases for the first time in past 66 days, the Union Health and Family Welfare Ministry said. 
 
It is also the lowest number of cases since April 2 when the country logged 89,129 new cases. 
 
In the past 24-hour, 2,123 more people succumbed to the pandemic. 
 
On Monday, India had reported 100,636 cases, lowest spike since April 6. 
 
India`s overall tally of Covid-19 cases now stands at 289,96,554 with 13,03,702 active cases and 351,309 deaths so far. 
 
Over the last few days, India`s fresh Covid cases have seen downward trend, maintaining over one lakh infections every 24 hours, while the deaths have also remained below the 3,000 mark. After battling a brutal second wave for weeks, fresh Covid cases came down below the three lakh-mark for the first time on May 17 after touching record high of 4,14,188 on May 7. 
 
In the last three weeks, India has recorded over 90,000 deaths. India registered record fatalities due to Covid-19 on May 21 with 4,529 deaths -- the highest from Covid infection in any country in a day since the coronavirus outbreak was reported in China`s Wuhan in December 2019. It surpassed 4,468 deaths in the US on January 12, 2021, and 4,211 in Brazil on April 6, 2021. 
 
According to the Health Ministry, a total of 1,82,282 people have been discharged in the last 24 hours, taking the total discharge to 2,73,41,462 till date.

India reports lowest number of new COVID-19 cases in two months

Nepal's embattled Prime Minister K P Sharma Oli has said that 'misunderstandings' with India have been resolved and that the two countries should move forward looking at the future, asserting that neighbours share both love and problems.

In a recent interview to BBC Hindi Service, Oli accepted the fact that once, there were misunderstandings between the two neighbours. However, he did not elaborate on those issues.

Oli, in a televised address to the nation last month, said that the outstanding issues relating to the border issue with India will be resolved through diplomatic channels on the basis of historical accords, maps and factual documents.

He told BBC: "Yes, there were misunderstandings at one time, but now those misunderstandings are gone. We should not be stuck in past misunderstandings but move forward looking at the future. We have to pursue a positive relationship,"&nbsp;the 69-year-old Nepal Prime Minister, now heading a minority government, said.

Nepal's Opposition alliance has approached the Supreme Court against the 'unconstitutional' move of President Bidya Devi Bhandari to dissolve the House of Representatives and fresh elections on the recommendation of Prime Minister Oli.

Nepal has a unique relationship with India, unlike with any other country, Oli said. "Neighbours share both love and problems. Don't people in Chile or Argentina have a problem," he asked.

Ties between India and Nepal came under severe strain after Nepal last year published the new political map that showed three Indian territories - Limpiyadhura, Kalapani and Lipulekh - as part of Nepal.

After Nepal released the map, India reacted sharply, calling it a 'unilateral act' and cautioning Kathmandu that such 'artificial enlargement' of territorial claims will not be acceptable to it.

India said that Nepal's action violated an understanding reached between the two countries to resolve the boundary issues through talks. The bilateral exchanges that had stalled due to the bitter boundary dispute were reset in the later part of 2020 with a series of high-level visits, as New Delhi emphasised that it sees itself as the Himalayan nation's 'foremost friend' and development partner.

Then Nepalese Foreign Minister Pradeep Kumar Gyawali visited New Delhi in January this year and held wide-ranging talks with External Affairs Minister S Jaishankar covering the entire expanse of bilateral ties.

Gyawali said both the countries have a common commitment to resolve the issue. "We have the common commitment to resolve it. The sanctity and security of the border is extremely important for expanding the overall developmental cooperation... We both have realised the urgency (to resolve the border issue)," he had said. Gyawali was the senior-most political leader from Nepal to visit India after relations nosedived following the boundary row.

On the issue of COVID-19 pandemic, Prime Minister Oli said that India should help in a different way than other countries in controlling and ending the spread of the contagion.

Nepal and India have open borders, he said, adding that India should pay special attention to help Nepal in some places. Oli said that if the COVID-19 pandemic is controlled in India and not in Nepal, it would have no meaning as the virus would ultimately spread.

He thanked India for providing the vaccine for the first time and other healthcare supplies, but regretted that Nepal did not get as much help as it needed from India. There were high expectations from India, he said, adding that he would like to make a request to Prime Minister Narendra Modi.

"In view of these times and our friendly relations, India should extend full cooperation to Nepal. That doesn't mean I haven't got help from India. At this time, Nepal needs vaccinations, for which Nepal will and is urging both its neighbours and all countries. Whoever provides us vaccines, be it India, China, the US or the UK, it is fine to receive vaccines. It is not necessary to politicise it and we thank both our neighbours very much," Oli said.

"On one hand, China has given us 1.8 million vaccines and on the other India has given 2.1 million vaccines. We have the help of both. We are also getting medical equipment from both. So, thank you both," the Prime Minister added.

External Affairs Minister S Jaishankar is expected to visit Kuwait on Wednesday to explore steps to further deepen India's ties with the oil-rich Gulf nation, diplomatic sources said.

The visit comes nearly three months after the two countries decided to establish a joint ministerial commission to formulate a framework to strengthen ties in sectors like energy, trade, investment, manpower and labour and information technology.

Kuwaiti Foreign Minister Sheikh Ahmed Nasser Al-Mohammad Al-Sabah visited India in March during which both sides decided to set up of the joint commission.

Jaishankar is likely to carry a letter from Prime Minister Narendra Modi for Kuwaiti Emir Sheikh Nawaf al-Ahmad al-Sabah on ways to enhance bilateral ties, the sources said.

During his visit to India, Al-Sabah said that the 'catalogue of cooperation' between India and Kuwait is vast and that there were lots of avenues to explore further.

It was announced during Al-Sabah's visit to India that the joint commission at the level of foreign ministers will steer the relationship and will act as an umbrella body for all bilateral institutional engagements.

Kuwait has been supporting India in dealing with the coronavirus pandemic by supplying relief material as well as medical oxygen. Indian Navy ships have brought large quantity of medical oxygen from Kuwait in the last few weeks.

"Keeping in mind the UN Peacekeepers, who operate in such difficult circumstances, we would like to announce today a gift of 200,000 doses for them," Jaishankar had said, while addressing the UN Security Council open debate on the implementation of resolution 2532 (2020) on the cessation of hostilities in the context of the COVID-19 pandemic.

Quoting the Bhagavad Gita, Jaishankar had said, "Do your work with the welfare of others always in mind."

The government on Saturday issued a notice to Twitter giving it one last chance to 'immediately' comply with the new IT rules and warned that failure to adhere to the norms will lead to the platform losing exemption from liability under the IT Act.

The Ministry of Electronics and Information Technology (MeitY) said that Twitter's refusal to comply with the rules demonstrated the microblogging site's 'lack of commitment and efforts towards providing a safe experience for the people of India on its platform'.

"Despite being operational in India for more than a decade, it is beyond belief that Twitter Inc has doggedly refused to create mechanism that will enable the people of India to resolve their issues on the platform in a timely and transparent manner and through fair processes, by India based, clearly identified resources," the IT ministry said.

The ministry said that though with effect from May 26, 2021, 'consequences follow' given Twitter's non-compliance with rules "however, as a gesture of goodwill, Twitter Inc is hereby given one last notice to immediately comply with the rules, failing which the exemption from liability available...Shall stand withdrawn and Twitter shall be liable for consequences as per the IT Act and other penal laws of India."

The notice, however, did not given a specific deadline to comply with the rules.

Asserting that both Prime Minister Narendra Modi and Chinese President Xi Jinping are 'responsible' leaders, Russian President Vladimir Putin on Saturday said they both are capable of solving issues between the two countries, and that it was important that no 'extra-regional power' should interfere in the process.

With Russia publicly critical of the Quad, the four-nation grouping of India, the US, Japan and Australia, Putin also said that though it was not up to Moscow to assess how any nation should participate in an initiative and to what extent they should build their relations with other countries but no partnership should be aimed at making friends against anyone.

The Russian president's remarks, in response to a question on Moscow's view on Quad as well as India's participation in the grouping, were a veiled reference to the Chinese claim that the grouping is to contain Beijing's influence in the strategic Indo-Pacific region.

He also asserted that there were no 'contradictions' in Russia's partnership with India and the ties between Moscow and Beijing. "Yes, I do know that there are some issues related to India-China relations but there are always a lot of issues between neighbouring countries but I know the attitude of both the Prime Minister of India and also the President of China. These are very responsible people and they earnestly treat one another with utmost respect and I believe that they will always arrive at a solution to any issue that they might face. But it is important that no other extra-regional power is interfering with that," the Russian President said through a translator during a virtual interaction.

It has been more than a year since the military standoff between China and India erupted in eastern Ladakh on May 5, 2020 during which there were fatalities on both sides for the first time in 45 years. They have made limited progress in achieving disengagement at the Pangong Lake area while negotiations for similar steps at other friction points remained deadlocked.

Asked about the growing proximity between Russia and China and if that will impact the Indo-Russia security and defence cooperation, Putin said the relations between India and Russia were developing quite rapidly, quite successfully based on 'trust'. "We highly appreciate such a high level of cooperation with our Indian friends. These relations are of a strategic nature. They cover a whole range of avenues of our cooperation in economy, energy and hi-tech. In defence, and I am not just talking about purchase of Russian arms...We have very deep profound relations with India based on trust," he said.

Putin also asserted that India is Russia's only partner that they are working together with on 'elaborating and manufacturing, especially in India, advanced weapon systems and technologies but that is not where our cooperation ends because our cooperation is multifaceted.'

During the interaction with select top editors of major international news agencies, including from the US, India, the UK, Germany and France, Putin replied to wide ranging issues, including Russia-US ties, the pandemic situation, the US sanctions against Russia and the Gaza issue.

India's external affairs minister Dr S Jaishankar will visit Kuwait next week, as the country steps in to&nbsp;help India amid the second wave of the coronavirus pandemic.

Infact, India and Kuwait established a maritime bridge for the transportion&nbsp;of medical oxygen and oxygen carrying equipment. The bridge saw Indian Navy ships bringing key supplies under its Operation Samudra Setu II.

On May 27, Indian Navy Ship INS Shardul had reached Kochi with 270 Metric Tonnes (MT) of liquid medical oxygen from Kuwait and UAE including 11 International Standardisation Organisation (ISO) containers, two semi-trailers and 1200 Oxygen cylinders. Kuwait had sent 185 metric tonnes of liquid medical oxygen in seven ISO Tanks of 20 MT capacity and three&nbsp;semi-trailers of 25 MT capacity each, around 1,000 oxygen cylinders and oxygen concentrators.

As part of solidarity for India, the iconic Kuwait Towers were lit in Indian flag's colours amid the covid crisis with a message in Hindi&nbsp;'कुवैत आपके साथ है' (Kuwait stands with you).

At the interbank foreign exchange, the domestic unit opened lower at 73.13 against the dollar, and lost further ground and touched 73.17, registering a fall of 27 paise over its previous close. On Tuesday, the rupee had settled at 72.90 against the US dollar.

"The course ahead for the currency could remain uneven amid uncertainties around the development of the pandemic situation and the economic recovery," Reliance Securities said in a research note.

Most Asian currencies have started flat to weaker against the US dollar this morning and could weigh on the local unit, the note added.

Meanwhile, the dollar index, which gauges the greenback's strength against a basket of six currencies, rose 0.08 per cent to 89.90. Global oil benchmark Brent crude futures rose 0.24 per cent to USD 70.42 per barrel. On the domestic equity market front, BSE Sensex was trading 354.99 points or 0.68 per cent lower at 51,579.89, while the broader NSE Nifty fell 83.90 points or 0.54 per cent to 15,490.95.

Foreign institutional investors were net sellers in the capital market on Tuesday as they offloaded shares worth Rs 449.86 crore, as per exchange data.
