A top Democratic senator has introduced a legislation in the US Senate to establish a forum for cooperation with India on clean energy technologies and energy transmission.

Introduced by Senator Robert Menendez, a ranking member of the Senate Foreign Relations Committee, the Prioritising Clean Energy and Climate Cooperation with India Act seeks to establish the US-India Clean Energy and Power Transmission Partnership (CEPTP) as the main forum for cooperation between the two nations on clean energy technologies.

The activities under the CEPTP include promoting joint research and development on clean energy technologies, encouraging US private investment in the Indian clean energy market and supporting initiatives to develop new and renewable energy generation capacity in India.

The legislation also promotes US-India cooperation on climate resilience and risk reduction, a statement said.

''Given the shared threat of climate change and India's growing need for electricity, there is a strong case to be made for strengthening the US-India clean energy partnership,''&nbsp;Menendez said.

''In that vein, I am introducing this legislation having witnessed firsthand the positive results that come when our nations work as a team to tackle common challenges,''&nbsp;he said.

It also sought America's participation in the International Solar Alliance led by India which is playing a key role in mobilising significant international investment in solar energy.

It urged the US to promote research, development and private sector cooperation on the production of electric vehicles and the planning and execution of an expansive charging station network to support extensive use of electric vehicles.

The Senate legislation, running into 39 pages, asks the Trump administration to support a report, within 90 days of its passage, detailing the scope and nature of the US' participation in Mission Innovation.

Observing that the US should support the Power for All initiative created by the Government of India through technical and other forms of assistance, the legislation said that the US should support the ambitious renewable energy generation goals set by the India through technical and other forms of assistance.

Increased demand for refrigeration and air conditioning in India, and the adoption of the Kigali Amendment to the Montreal Protocol, done at Montreal September 16, 1987, are driving innovation and investments in next-generation refrigeration equipment and refrigerants in India; it said.

As such the legislation says that enhanced United States-India bilateral cooperation and engagement on the development of technologies and chemicals that are compliant with the Kigali Amendment are in the interest of US industry leaders in the refrigeration and chemical coolant industries.

Menendez was part of a congressional delegation to India in the fall of 2019, during which he engaged with India's minister of New and Renewable Energy and Indian business leaders to discuss how the US and India can address the threat of climate change and deepen cooperation on clean energy production.

''By establishing the US-India Clean Energy and Power Transmission Partnership, we are laying the groundwork for successful partnerships between not only the US and Indian governments, but also our universities and private sectors. I am proud to lead this effort to further strengthen our relationship with India,''&nbsp;Menendez said.

President Donald Trump has "elevated and solidified" America's growing and critical partnership with India in ways not seen in any previous US administrations, according to a senior White House official.

President Trump has prioritised US-India relationship and worked to expand all facets of the partnership over the last three-and-a-half years, the senior administration official from the National Security Council of the White House told PTI on Monday.

"Given the two countries' democratic foundations and their mutual interests in rebuilding the global economy following COVID-19, diversifying global supply chains, and ensuring the Indo-Pacific region remains free and open, President Trump will continue to build this critical partnership in the years to come," said the official, who spoke on condition of anonymity.

During President Trump's historic visit to India February 24-26, he and Prime Minister Narendra Modi elevated the relationship to a Comprehensive Global Strategic Partnership. Prime Minister Modi was also one of the first foreign leaders to visit the White House after President Trump took office on June 26, 2017, the senior official said.

The two leaders have also spoken side-by-side at two major events, "Howdy, Modi!" in September 2019 in Houston, Texas, before a crowd of over 55,000 and again at "Namaste, Trump" in February 2020 in Ahmedabad, Gujarat, to address a crowd of 110,000 people, the official noted.

"These gatherings boosted our people-to-people ties and highlighted the warm personal relationship between the two leaders," the official said.

Trump's Indo-Pacific strategy prioritises closer cooperation between the United States and India to secure a free, open, inclusive, peaceful and prosperous Indo-Pacific region, the official said.

"We have boosted quadrilateral consultations among the United States, India, Australia and Japan, with the four foreign ministers meeting for the first time in September 2019," the official said.

"President Trump has strengthened all aspects of US-India security and defence cooperation to build a comprehensive, enduring, and mutually beneficial defence partnership," the official said.

Under the Trump Administration, the United States has become the second-largest arms supplier to India, growing from virtually no arms sales a decade ago to more than USD 20 billion today, the official said, adding that earlier this year, the US and India concluded USD 3 billion in defence sales, including MH-60R naval helicopters and additional AH-64 Apache attack helicopters.

To bolster India's role as a net provider of security in the Indo-Pacific, the Trump administration has lifted restrictions on the provision of sensitive defence technology, enabling India to become the first non-treaty ally offered an armed MQ-9 Unmanned Aerial System, the official said.

As global leaders with vibrant democracies, the United States and India have cooperated to respond to the COVID-19 pandemic. US and Indian pharmaceutical companies have collaborated to expand global supplies of critical medicines and are cooperating on vaccine development, the official added.

The United States has donated $2.9 million assistance package for India to help the Narendra Modi government brace itself against the coronavirus as countries across the world are coming together to combat the outbreak.

The funds will also help India combat the spread of COVID-19, provide care for the affected and support local communities with the tools needed to contain the disease, it added.

Moreover, being a global leader in health and humanitarian response to COVID-19, the US has provided approximately $18.3 million assistance package to ASEAN member countries to fight the contagion.

The funds will be used to prepare laboratories for large-scale testing for the lethal virus, infection prevention and control, enable risk communication, implement public-health emergency plans for border points of entry, activate case-finding and event-based surveillance for influenza-like illnesses, train and equip rapid-responders in investigation and contact-tracing and update training materials for health workers.&nbsp;

Violent clashes erupted in the parts of the northeast area of Delhi last week after rival groups clashed over the Citizenship Amendment Act.

Speaking to media on Wednesday, Union Defence Minister Rajnath Singh said that the situation is under control and is moving towards normalcy.

On Wednesday, in the wake of the violence, the United States embassy issued an advisory in which it told its citizens to "exercise caution" and avoid all-violence affected areas.

Furthermore, the National Mental Health Survey, 2016, conducted across 12 Indian states, has stated that 150 million persons are in need of mental health interventions and care.

According to a report, the US suicide rate increased on average by about 1 per cent a year from 2000 through 2006 and by 2 per cent a year from 2006 through 2016.

It's heartening to see that governments, people and organisations across the globe have acknowledged the challenges related to&nbsp;mental health. In 2018, the UK government had appointed Loneliness Minister for cross-government work on loneliness.

Moreover, fund allocations also have to be increased. Funds allocated to the National Mental Health Programme were not increased in the Union Budget for FY 2020. It was brought down to Rs 40 crore from Rs 50 crore in FY2018.&nbsp;

Also, more trained psychiatrists and psychologists should be made available at government health care centres to meet WHO prescribed norms so that people can avail mental health treatment at a cheaper cost.

Mental illness, like any other disease, does not discriminate. It affects all age groups, children, youth, elderly people. To tackle depression, loneliness and anxiety, it's important to deal with the illness at home, offices, schools and colleges. 
 
Other countries should also learn from this collaboration between the world's two largest democracies to deal with mental health challenges, and come together to tackle mental illness. 
 
Governments must, through there policies including programmes, educate people and organisations about the effects of mental health problems. Globally, we need to increase our efforts to tackle mental health problems.

India-US agreement on mental health is highly praiseworthy

India witnessed an unprecedented welcome for a foreign head of state, it was the biggest crowd that US President Donald Trump has ever addressed.

India left no stone unturned to throw a grand reception for the American President. It's a visit that will be remembered for the pictures and the bonhomie between <a href="https://www.wionews.com/opinions-blogs/heres-why-indians-love-us-president-donald-trump-282632">President Donald Trump</a> and Prime Minister Narendra Modi.

This visit certainly overshadows all previous State visits by American Presidents. Trump used this opportunity to cement his relationship with Prime Minister by the end of his trip.&nbsp;

The status of this relationship has now been elevated - India and America now call their relationship 'a comprehensive global partnership'. This is a significant move - experts see this as a vow by both parties to prioritise their partnership over other partners.

The conversations between America and India will now be closely watched, both sides are expanding their defence alliance. There is broad support over the issue of terrorism.

America has endorsed India positions on issues like Kashmir and the Citizenship Amendment Act (CAA). There is renewed momentum to settle trade differences - both sides are now considering a major agreement that could be signed before the end of this agreement.

When the American President, Donald Trump, addressing a 50,000 strong Indian - American crowd in Houston said, “I am so thrilled to be here at the great state of Texas with one of America’s greatest, most devoted and loyal friends, Prime Minister Modi”, the words and its associated impact, reverberated across the globe.&nbsp;

This camaraderie has come full circle with 'Namaste Trump', where Trump’s opening remarks are seemingly manifested in his, “… America respects India and America will always be faithful and loyal friends to the Indian people.”Such emphatic words are not entirely uncommon in Trump’s oration. However, the understated importance that his words carry for India and the Indian- American diaspora in this backdrop is laced with ambivalence. &nbsp;

The point of interest, in his speech at Motera, is when he can be heard saying, “In America, we have come to know of the splendour of Indian culture through its 4 million Indian-Americans living in the United States. They are truly spectacular people. Indian Americans enrich every aspect of our national life. They are titans of business, pioneers of Science, masters of art, innovation and technology.” The Trump-Modi show, without a doubt, has loomed larger than life, but the underlined question remains: Who and what are both Modi and Trump, openly serenading? Answer to this stays with the political capital that the Indian- American diaspora brings to US-India ties.&nbsp;

A value analysis of the diaspora optics makes for a moot point, in that, for a developing-world country like India, to be able to even get into the game of even, with the most enterprising nation in the world is in itself a huge plus for New Delhi and its current dispensation, catapulting Modi to a higher political stratosphere.&nbsp;

In Howdy, Modi, the optics and crowd size appeared to be Trump’s main motivations to take the unprecedented step of attending a large ethnic rally for a foreign leader. In the same fashion, Namaste Trump follows suit, in what appears as though Indian side thinks of the optics (and) the event mobilisation as something of a deliverable.&nbsp;

The Modi rally in Houston was an opportunity for Trump to present himself as a supporter of legal immigrants while opposing illegal immigration - "We are proud to have you as Americans," Trump said, praising the Indian diaspora for accepting American values. This, I think, makes for an interesting observation. He seems to send across a view of holding this diaspora as the kind of immigrants he would like for America. Indian Americans comprise the second biggest sub-group of Asian immigrants after the Chinese. According to the Pew Research Centre, Indians are the highest-earning ethnic group in the US, with a median income of $100,000, which is almost double that of the national median, and also the highest of any ethnic group in the US. &nbsp;

Stands in juxtaposition to Trump’s glorification of the Indian-American diaspora is his immigration policies. 'Namaste Trump' which was predicated on 'Howdy Modi', has garnered enough pomp, but has it managed to walk the talk, is something one needs to closely understand. The Indian-American community is currently suffering the brunt of the US’ tightened policy on the H1B visa, a non-immigrant document for temporary workers, of which they are the largest beneficiary – nearly 76 per cent of all H1B holders are Indian. In addition to it, Trump’s affirmations to revoke the H-4 work permit for the spouses of H1B visa holders, which will render thousands of Indians unable to work in the US.&nbsp;

A sharp decline in US visas provided to highly skilled workers can be seen affecting the diaspora adversely. The point of contention here is, Trump’s rhetoric of pitting one “model” minority against another does not and will not bode well with the community. Trump has billed Asians and Indians as model minorities who were “skilled” and had entered the country the legal way, as opposed to others, mostly from Central and Latin America, who did so illegally.&nbsp;

That said, there is enough reason to believe that a bulk of the Indian-American community loves Modi, as evidenced by how actively the community supported him earlier this year when he was seeking re-election. As US citizens, they could not vote, but that did not stop them from campaigning hard, with some travelling to India. In trying to tie the two subsets together with an overarching structure, it compels us to look at the diaspora diplomacy in the backdrop of a larger Modi-Trump narrative vis-à-vis Indian – Americans as agents of mobilisation. 
 
Both 'Howdy Modi' and 'Namaste Trump', have all the bearings of a changing world order that’s marked more by symbiotic compulsions rather than a Big Brother’s one-upmanship that the globe is currently witnessing. Since Indian-Americans are overwhelmingly a Democrat, the fact that they can be supportive of Hindu supremacists while dissenting against right-wing White Supremacists (in the US) is telling of a diaspora who is not overtly subservient to the larger politics at play. &nbsp;

Add to that, a programme arranged entirely by and for the Indian diaspora in America, to offer a public podium to a visiting prime minister, had well and truly transcended the protocol-bound, dogmatic plane of diplomacy and immersed itself into a celebration of Indo-US ties, whereby, the holders of the highest public offices in the world’s largest and oldest democracies not only walked in terms of their shared concerns for areas of common interests, but were also seen holding hands, literally, for much of their public appearance together. 
 
All is not white and black for this subgroup, but due credit can be attested to the diaspora, who has worked tirelessly in ensuring their status quo and keeping at it, while the future inroads and crossroads made with events like 'Howdy Modi' and 'Namaste Trump' dictate a different tomorrow for India-US ties. &nbsp;

They are titans of business, pioneers of Science, masters of art, innovation and technology.” The Trump-Modi show, without a doubt, has loomed larger than life, but the underlined question remains: Who and what are both Modi and Trump, openly serenading? Answer to this stays with the political capital that the Indian- American diaspora brings to US-India ties. A value analysis of the diaspora optics makes for a moot point, in that, for a developing-world country like India, to be able to even get into the game of even, with the most enterprising nation in the world is in itself a huge plus for New Delhi and its current dispensation, catapulting Modi to a higher political stratosphere. According to the Pew Research Centre, Indians are the highest-earning ethnic group in the US, with a median income of $100,000, which is almost double that of the national median, and also the highest of any ethnic group in the US. Stands in juxtaposition to Trump’s glorification of the Indian-American diaspora is his immigration policies. 'Namaste Trump' which was predicated on 'Howdy Modi', has garnered enough pomp, but has it managed to walk the talk, is something one needs to closely understand. The Indian-American community is currently suffering the brunt of the US’ tightened policy on the H1B visa, a non-immigrant document for temporary workers, of which they are the largest beneficiary – nearly 76 per cent of all H1B holders are Indian. In addition to it, Trump’s affirmations to revoke the H-4 work permit for the spouses of H1B visa holders, which will render thousands of Indians unable to work in the US. A sharp decline in US visas provided to highly skilled workers can be seen affecting the diaspora adversely. The point of contention here is, Trump’s rhetoric of pitting one “model” minority against another does not and will not bode well with the community. Trump has billed Asians and Indians as model minorities who were “skilled” and had entered the country the legal way, as opposed to others, mostly from Central and Latin America, who did so illegally. That said, there is enough reason to believe that a bulk of the Indian-American community loves Modi, as evidenced by how actively the community supported him earlier this year when he was seeking re-election. As US citizens, they could not vote, but that did not stop them from campaigning hard, with some travelling to India. In trying to tie the two subsets together with an overarching structure, it compels us to look at the diaspora diplomacy in the backdrop of a larger Modi-Trump narrative vis-à-vis Indian – Americans as agents of mobilisation. Both 'Howdy Modi' and 'Namaste Trump', have all the bearings of a changing world order that’s marked more by symbiotic compulsions rather than a Big Brother’s one-upmanship that the globe is currently witnessing. Since Indian-Americans are overwhelmingly a Democrat, the fact that they can be supportive of Hindu supremacists while dissenting against right-wing White Supremacists (in the US) is telling of a diaspora who is not overtly subservient to the larger politics at play. Add to that, a programme arranged entirely by and for the Indian diaspora in America, to offer a public podium to a visiting prime minister, had well and truly transcended the protocol-bound, dogmatic plane of diplomacy and immersed itself into a celebration of Indo-US ties, whereby, the holders of the highest public offices in the world’s largest and oldest democracies not only walked in terms of their shared concerns for areas of common interests, but were also seen holding hands, literally, for much of their public appearance together. All is not white and black for this subgroup, but due credit can be attested to the diaspora, who has worked tirelessly in ensuring their status quo and keeping at it, while the future inroads and crossroads made with events like 'Howdy Modi' and 'Namaste Trump' dictate a different tomorrow for India-US ties. Students hold India-US flags to welcome US President Donald Trump in Ahmedabad

The US India strategic partnership is based on shared values of democracy, common geopolitical interests, mutual respect and understanding, and marked by warmth and friendship between the political leadership and its people. &nbsp;

That, President Trump, has chosen to visit India, in a busy election year, when Presidencies are focused on their campaigns and domestic agenda, is an indicator of the level of mutual comfort and trust between the leaders. &nbsp;

This visit may have more political and optic overtones than economic, but that does nothing to take away the bilateral significance of the visit, as well as, the significant progress made in the areas of strategic importance, like defence, counter-terror, security, oil &amp; gas and trade ties.

The key takeaways from the visit would probably be in the fields of Defence, Trade and Space.&nbsp;&nbsp;

The deepening of the defence ties between the two nations has witnessed steady progression with the Defence Trade and Technology Initiative (DTTI), 2+2 dialogues, increased frequency of military exercises, moving from the annual YUDH ABHYAAS series to TIGER TRIUMPH – a tri-services joint exercise facilitated by the signing of the LEMOA and Communication, Compatibility &amp; Security Agreement. &nbsp;

It is expected, that TIGER TRIUMPH tri-service exercise with India will become an annual event and it is a vindication of the India’s emergence as the strategic partner of the US not only in the region but outside of NATO, as the only nation to have been given the status of major defence partner, to whom the US has consented to share sensitive military technologies, weapons and equipment – in no small means catalysed by the STA-1 status that India enjoys. &nbsp;

A free democratic and emergent power, India, is the ideal counterweight to an authoritative and expansionist China and this balancing of the two Asian powers is reflected in the formation of the QUAD of India, US, Japan and Australia. The recognition of India as a Strategic Partner is an outcome of the designation of China as a competitor by the present Trump administration.&nbsp;

The US pivot to Asia precedes the Trump Presidency – and the focus on India, from President Bush to Obama and Trump. It also highlights the bipartisan support that India enjoys on Capitol. &nbsp;

These issues may have local domestic political overtones fueled in no small measure by the hostile press that India has attracted in the recent past especially under Modi 2.0 government.&nbsp;

Defence Trade: The defence trade between India &amp; US has moved from a few hundred thousand dollars to approx. $20 billion, if the present visit results in the widely anticipated sale of 24 MH60R helicopters for the Indian Navy and the 6 Apache helicopters for the Army Aviation – both deals which have been years in the making. However, with the present administration pulling out all stops – the anticipated sale of NASAM-II system, 30 Armed Sea Guardian drones, 6 more P8I aircraft with advanced onboard communication and surveillance systems and 13 Mk45 naval guns. &nbsp;

The cherry on the cake will be if the Indian Navy opts for FA 18 Super Hornet Block III, though the multi-role aircraft for IAF, with both Lockheed Martin and Boeing throwing their hats in the ring, may take more time than anticipated riding on the back of the sluggish economic growth with more funds being allocated for infrastructure and social sector.&nbsp;

The only threat to this otherwise thriving partnership could come from the potential acquisition of the S400 missile system by India – though the US has shown flexibility in the past in accommodation of key Indian strategic interests such as the Chabahar port for the land route to Afghanistan, support during Doklam crisis and the abrogation of Article 370, besides diplomatic support to Indian counter-terror initiatives, but S400 deal with Russia could test this resolve.&nbsp;

Energy has been an area of increased cooperation between India and the US, and the energy exports to India from the US (both oil and gas) have registered an impressive growth of nearly $8 billion and may touch $10 billion, with Petronet LNG ($2.5 billion) &nbsp;and other companies, investing a total of $4 billion in US &nbsp;and have contracted 9 million metric tons per annum of LNG. This has helped bridge the trade deficit and has the potential to meet the ever-growing demands of energy in India – both in conventional and non -conventional sources including Nuclear energy as a part of the clean energy initiative of the government. &nbsp;

Space is an area which has seen slow yet steady cooperation of ISRO with NASA, with the space agencies building the strategic NISAR satellite at an estimated cost of $1.5 billion for studying the hazards, environmental change and natural processes. NISAR will be launched aboard an Indian launch vehicle in 2022. India and the US have been collaborating on space missions, and space crafts have carried their scientific instruments. The confirmed discovery of water on the south surface of the moon is credited to Chandrayaan 1 which carried a NASA probe.&nbsp;

Apart from US Administration’s desire to see India &amp; Pakistan engage more bilaterally, more so in view of the Afghanistan Peace Deal to be announced on February 29 and the impending withdrawal of US troops and the recent offers of mediation, US would like to see greater involvement of India in Afghanistan even though PM Modi has ruled out boots on ground and has its reservations on the role of Taliban in the new Afghan dispensation, which could embolden terror outfits in Kashmir, but India could support the new Afghan government in terms of assistance, lines of credit and trade through the Chabahar route.&nbsp;

Trade: Trade is a major challenge in the US –India bilateral relations. The US-India trade grew at 10 per cent annually for the last two years and crossed $160 billion in last year. The trade deficit – something that the present administration has constantly focused on, has narrowed by 9 per cent. Historically, India has had a trade surplus but it is changing with the US goods trade deficit with India was at $20.8 billion in 2018, a 9 per cent decrease ($2.1 billion) over 2017.&nbsp;

Though bilateral investment has room for much improvement but Indian companies have invested almost $18 Billion and created direct employment for US citizens, so have US companies in India. Major US companies as Google, Microsoft, GE, Honeywell, Boeing, Lockheed Martin and Collins Aerospace have technology centers and joint ventures in India which have contributed to both the economies&nbsp;

The list of requests from the US TR is long with respect to access to the Indian markets, to single-brand retail, medical devices (reduction of duties /higher margins), pharma, insurance, banking and financial services. Higher FDI limits in the sectors not permitting more than 49 per cent FDI, data localisation, IPR protection, and e-commerce issues, have in the recent past been a bugbear for both the ministers – Lighthiser and Goyal. While India may have its share of issues such as the H1B visas for Indian technology giants, higher tariffs on aluminium &amp; metals, and the withdrawal of the GSP privileges.&nbsp;

President Trump has often quoted Indian tariffs and barriers, as an impediment. It is true that the US may be a more open market than India, but it can be said, that Indian tariff structure is WTO compliant with Japan and South Korea levying a higher tariff on certain goods. Apart from Harley &amp; Ford, there is scope for early outcomes in food, dairy, pharma, medical devices and IPR protection in trade talks between the two democracies.&nbsp;

Way Forward: Undoubtedly, these are barriers to entry and do not make for ease of doing business, but the way forward, could be - by breaking down into individual milestones, dividing their mutual interests into smaller segments, than to attempt a large all-encompassing deal that has been long in the making. &nbsp;

There is enough scope to work on this and the trade relationship between India and US is not a 100 meters dash but more akin to a long-distance marathon, where not stamina alone but technique, even pace and focusing each mile at a time ensures success.&nbsp;

Defence and trade will be the highlight of US President Donald Trump's India visit

Modi further reaffirmed his dedication to cooperation between the countries to Trump, ANI reported.

According to a statement released by the Prime Minister's office, Modi, during the call, highlighted the progress achieved in terms of improving inter-country partnership.

Reportedly, Trump reverted Modi's words with a similar message and expressed satisfaction over the relationship and its progress. Trump also reiterated his readiness to improving ties. 
 
"He expressed satisfaction at the achievements in the relationship in the last few years and reiterated his readiness for further deepening bilateral cooperation", PMO India said.

"The 150th anniversary of Mahatma Gandhi and the 90th anniversary of Martin Luther King is a strong connection for all of us," Pelosi underlined while calling "satyagraha" as a spiritual gift that India has given to the US.

The Speaker underlined that the US is "blessed" with the Indian diaspora in her country.

"We have a running start on how we go forward in this particular relationship. We have to be respectful of India's priorities. There is a need to recognise the public part of the public-private partnership," Pelosi said.&nbsp;

"I am deeply concerned by the inconsistencies between the administration's rhetoric and actions toward India, which are further exacerbated by the lack of a confirmed assistant secretary more than two years into this administration's term," Engel said in his letter to Pompeo.

H said tensions have increased over each side's tariff policies, starting with the US "Section 232" tariffs on steel and aluminum.

There is a growing view that the administration is attempting to coerce India into complying with the US demands on a variety of issues, rather than negotiating with them as a strategic partner, Engel said.

By slapping tariffs last week on US exports covering 28 items, India has made a good beginning. &nbsp;

India also has the second highest percentage of Internet users (12 per cent) in the world, behind China (21 per cent) but ahead of the US (8 per cent). Washington does have legitimate complaints on India’s restrictive laws on e-commerce firms. As commerce and industry minister, Piyush Goyal is well suited to negotiate knotty trade disputes with the US. The MoS in the commerce ministry, Hardip Singh Puri, is another experienced negotiator, having spent several years as India’s permanent representative at the United Nations in New York. &nbsp;

Finance Minister Nirmala Sitharaman’s stint as defence minister will prove useful while negotiating the difficult terrain over India’s commitment to buy the S-400. Advance payment has already been made to Russia and cancelling the contract is neither feasible nor desirable. India needs to maintain its links with Russian defence contractors to avoid over-dependence on American military hardware. &nbsp;

India’s trump card is the fact that both the US and China need it in their corner. Washington knows that a China-Russia axis can pose a threat to the Western alliance. With the European Union sclerotic and Britain enervated by Brexit, the US has few allies apart from India with both large economies and militaries. &nbsp;

China, for its part, needs to keep India onside as an antidote to the US bullying. The Wuhan spirit and Xi’s likely return trip to Modi’s constituency Varanasi in October this year is aimed at keeping India in good humour and as far out of Washington’s orbit of influence as possible. &nbsp;

Modi will this have to play his cards deftly in Osaka. It is likely to be another decade before India’s economic and military heft reaches a level that makes it part of an emerging Isosceles triangle with the US and China. Till then, stay flexible, but on core issues, resolute as Trump lumbers through the G20 summit in Japan next week.

"We request that Congress support the department's new security cooperation programme in South Asia, the Bay of Bengal Initiative, with $30 million in foreign military financing that will build maritime and border security capacity for Sri Lanka, Bangladesh and Maldives," Alice G Wells senior State Department official for South and Central Asian Affairs told House Foreign Affairs Subcommittee for Asia, the Pacific and Non-proliferation in a prepared statement on Wednesday.

The sub-committee of the House Foreign Affairs Committee is scheduled to hold a hearing on US Interests in South Asia and the FY 2020 Budget on Thursday.&nbsp;

"We also request $64 million for regional activities to support raising infrastructure standards, supporting regional energy and digital connectivity, and bolstering cyber security," she said in her prepared remarks submitted to the Congressional sub-committee.&nbsp;

The Department continues to explore options for providing additional resources to support the Indo-Pacific Strategy in line with this request, and if available it intends to return to Congress to discuss them, she said.

With the Asia Reassurance Initiative Act, she said, the Trump administration stands together with Congress by signalling to the region that America, itself an Indo-Pacific nation, is committed to promoting mutual prosperity.&nbsp;

The Department requests $468 million for South Asia for the fiscal 2020 which increases regional economic and security assistance, as well as development funding for India and Maldives. This more than doubles US' fiscal 2019 request, she added.

In the Indo-Pacific, the Trump administration is committed to ensuring a rules-based order, with free and open commerce, freedom of navigation, democracy, and the peaceful resolution of disputes, Wells said.

These principles have helped to improve living standards for half of the world's population living in the Indo-Pacific region, and they remain critical for the region's long-term future, she said.&nbsp;

Seventy per cent of global commerce passes through the oceans of the Indo-Pacific, and the US will protect its seas and skies through our diplomatic engagement, development efforts, and security cooperation, she noted.&nbsp;

At the same time, the US, alongside India, Japan, Australia, and other trusted allies and partners, will support the political and economic autonomy of Indo-Pacific countries to ensure they can chart their own path to freedom and prosperity, as satellites to none, she told the lawmakers.&nbsp;

"We cannot allow China, or any other country, to subvert our partners through unsustainable infrastructure projects that push economies into unsustainable debt, or by contributing to an erosion of transparency and democratic norms," Wells said in her prepared remarks.

She told lawmakers that the Maldives is testament to the power of a free, open and rules-based Indo-Pacific region.

The GSP has been around since the mid-1970s and aims to help the “World’s poorest countries to use trade to grow their economies and climb out of poverty.” India has two options. Second, India can simply wait; the US has re-instated the GSP in the past (case in point, Argentina, 2018). However, the decision to end the GSP is actually a great compliment towards India.&nbsp;

First, India’s massive market is something that America just cannot look away from and do without. The USA needs to have access to India’s population. India currently carries 1.3 billion people and, more significantly, carries one of the strongest, most vibrant workforces in the world (over 65 per cent under the age of 35 years old). This is a goldmine for employability for American MNCs now present in India like Walmart, Facebook, Google, etc.&nbsp;

The list also includes future superstar MNCs like Netflix and Uber. When these companies first came to India, it was PM Modi that worked efficiently and placed regulations for business. This prevented companies from being too bullish and operating with too much autonomy in India. While foreign leaders were not happy with this, it did not really make much if a difference in terms of companies still pursuing business in India. Case In point, Apple. Despite restrictions hurting Apple phone sales, CEO Cook remains extremely bullish in India, still aggressively penetrating the Indian market. Similarly, it is not likely that MNCs are going anywhere no matter how stringent regulations are. &nbsp; &nbsp;

Second, India has garnered top levels of foreign direct investment with America being a heavy investor. Just recently, Goldman Sachs CEO David Solomon expressed confidence in the Indian market due to Modi returning and the accelerating pace of NDA reforms. Many foreign firms carry the same sentiment. These investors will continue to be involved in India’s rewarding market. The Modi 1.0 government saw record-high FDI levels which will continue to rise over the next five years. And FDI is not the only thing the USA wants to keep engagement in India with.&nbsp;

Just hours after the GSP was taken away, there was a statement by the USA: American plans on increasing the ‘scope, complexity and frequency of military engagement with India.’&nbsp;

The USA considers India a ‘major defence partner’ which has facilitated greater interoperability and information spending over the past few years. This is strategic for the Indian economy in multiple ways: it brings employment, technological development, research, strategy and innovation to name a few. Thus, the impact caused by taking away GSP will be offset by this engagement. &nbsp;

What is the real impact on&nbsp;India’s economy by the move? Out of about $36 billion worth of exports by India to the USA, $5.7 billion worth of exports are affected, or just about 15.83 per cent. Many Indian experts are expecting that the USA will likely reinstate the GSP because the products that are exported will be hard to replace with India’s competitive advantage: items like natural pearls, pharmaceuticals and machinery. Furthermore, even if the GSP does not get reinstated, it is not really a concern. India is steadily turning into a global manufacturing hub via reforms during the Modi 1.0 and now 2.0 government. For these reason along with reducing costs and diversifying, hundreds of US companies are looking to move their manufacturing bases from China to India. Likewise, the Modi 2.0 government is looking to export in new markets. All of these actions will offset any loss created by eliminating GSP. Lower crude oil prices will also minimise the blow. &nbsp;

The root reason why the GSP has been taken away is because Trump is frustrated at India’s regulatory restrictions that were placed by PM Modi during his first term. Otherwise, American firms would bully India by running unregulated and autonomous in the market which would fatally impact India’s economy at a crucial point. &nbsp;

What’s the best way to treat a bully? Indifference. Schoolyard taunts are not meant to get a response. India has spoken maturely on this matter and asked for a dialogue to reach mutual terms. If not, no biggie. India has stated that the two nations will continue to work together regardless.

With this unruffled response, India has shown its new strength and place as a frontrunner on the international stage. It is no longer a nation that can be bullied. Rather, it is a strong, stabilising economy that is expanding its domestic sectors and fostering lucrative international engagement through positive development. And with a strong, abled, young, dynamic workforce driving innovation and setting higher standards for New India, the nation’s economy is most definitely ‘the new place to be.’ It’s about time that the USA gets this message. Just recently, Goldman Sachs CEO David Solomon expressed confidence in the Indian market due to Modi returning and the accelerating pace of NDA reforms. Many foreign firms carry the same sentiment. These investors will continue to be involved in India’s rewarding market. The Modi 1.0 government saw record-high FDI levels which will continue to rise over the next five years. And FDI is not the only thing the USA wants to keep engagement in India with. Just hours after the GSP was taken away, there was a statement by the USA: American plans on increasing the ‘scope, complexity and frequency of military engagement with India.’ The USA considers India a ‘major defence partner’ which has facilitated greater interoperability and information spending over the past few years. This is strategic for the Indian economy in multiple ways: it brings employment, technological development, research, strategy and innovation to name a few. Thus, the impact caused by taking away GSP will be offset by this engagement. What is the real impact on India’s economy by the move? Out of about $36 billion worth of exports by India to the USA, $5.7 billion worth of exports are affected, or just about 15.83 per cent. Many Indian experts are expecting that the USA will likely reinstate the GSP because the products that are exported will be hard to replace with India’s competitive advantage: items like natural pearls, pharmaceuticals and machinery. Furthermore, even if the GSP does not get reinstated, it is not really a concern. India is steadily turning into a global manufacturing hub via reforms during the Modi 1.0 and now 2.0 government. For these reason along with reducing costs and diversifying, hundreds of US companies are looking to move their manufacturing bases from China to India. Likewise, the Modi 2.0 government is looking to export in new markets. All of these actions will offset any loss created by eliminating GSP. Lower crude oil prices will also minimise the blow. The root reason why the GSP has been taken away is because Trump is frustrated at India’s regulatory restrictions that were placed by PM Modi during his first term. Otherwise, American firms would bully India by running unregulated and autonomous in the market which would fatally impact India’s economy at a crucial point. What’s the best way to treat a bully? Indifference. Schoolyard taunts are not meant to get a response. India has spoken maturely on this matter and asked for a dialogue to reach mutual terms. If not, no biggie. India has stated that the two nations will continue to work together regardless. With this unruffled response, India has shown its new strength and place as a frontrunner on the international stage. It is no longer a nation that can be bullied. Rather, it is a strong, stabilising economy that is expanding its domestic sectors and fostering lucrative international engagement through positive development. And with a strong, abled, young, dynamic workforce driving innovation and setting higher standards for New India, the nation’s economy is most definitely ‘the new place to be.’ It’s about time that the USA gets this message. Asserting that the strategic partnership between<a href="https://www.wionews.com/india-news/trump-to-end-trade-privileges-for-india-on-june-5-223286"> India and the US </a>has strengthened significantly during the past two decades, the Pentagon on Friday told the Congress that both countries recognise the importance of the Indo-Pacific to global trade and commerce and share a common outlook on the region.

The Indo-Pacific region contributes two-thirds of global growth in the gross domestic product (GDP) and accounts for 60 per cent of the global GDP.&nbsp;

This region includes the world's largest economies- the United States, China and Japan- and six of the world's fastest-growing economies - India, Cambodia, Laos, Myanmar, Nepal and the Philippines.

A quarter of US exports go to the Indo-Pacific. Exports to India and China have more than doubled over the past decade due to free and open trade routes through the air, sea, land, space and cyber commons that form the current global system.

"Both countries recognise the importance of the Indo-Pacific to global trade and commerce and acknowledge that developments in this region will shape the larger trajectory of the rules-based international order,"&nbsp;the Pentagon said in an Indo-Pacific Strategy Report to the Congress amidst China flexing its muscles in the South China Sea.

India, through its "Act East"&nbsp;policy, continues to make significant security, economic and development investments to secure the vision of a free and open Indo-Pacific region, said the report which is a comprehensive articulation of its role within a whole-of-government strategy for the Indo-Pacific region.&nbsp;

As an implementation document, the report provides clarity on the US National Defence Strategy as it applies to the region and highlights the role of allies and partners in implementing our shared vision for a free and open Indo-Pacific.

Noting that the Indian Ocean Region is at the nexus of global trade and commerce, with nearly half of the world's 90,000 commercial vessels and two thirds of global oil trade travelling through its sea lanes, it said the region boasts some of the fastest-growing economies on Earth and is home to a quarter of the world's population.

While the region offers unprecedented opportunity, it is also confronting a myriad of security challenges, including terrorism, transnational crime, trafficking-in-persons, and illicit drugs.&nbsp;

To combat these challenges, the United States seeks opportunities to broaden and strengthen partnerships with India, Sri Lanka, the Maldives, Bangladesh and Nepal to respond to shared regional challenges, the report said.

The US and India maintain a broad-based strategic partnership, underpinned by shared interests, democratic values and strong people-to-people ties, it said.

"The US-India strategic partnership has strengthened significantly during the past two decades, based on a convergence of strategic interests, and the United States and India continue to use their deepening relationship to build new partnerships within and beyond the Indo-Pacific,"&nbsp;the Pentagon said.

Noting that in June 2016, the US designated India a "Major Defense Partner,"&nbsp;a status unique to India, the Pentagon said the designation seeks to elevate the US defence partnership with India to a level commensurate with that of the United States' closest allies and partners.

The establishment of the US-India 2+2 Ministerial Dialogue in September 2018 also serves as a tangible demonstration of our commitment to promoting the shared principles of a free and open Indo-Pacific, it said.

According to the Pentagon, the US continues to pursue a range of initiatives with India to enable cooperation, strengthen their inter-operability, and establish a strong foundation for defence trade, technology sharing, industrial collaboration, and broader cooperation on defence innovation.

The signing of the Communications, Compatibility and Security Agreement in 2018 represents a significant development in our military-to-military relationship, facilitating greater inter-operability and real-time secure information-sharing. Department of Defense and the Indian Ministry of Defence are increasing the scope, complexity, and frequency of our military exercises.

Later this year, the US and India will conduct their first tri-service exercise, it said.&nbsp;
