<h2>Who is Shashi Kiran Reddy?</h2>

Shashi Kiran Reddy made news last year over his alleged hand in the Dingucha case, where a&nbsp;Gujarati family of four was found frozen to death in Canada near the US border.

Reddy was connected to the 'donkey' journey. However, he was let off by the Gujarat police due to a lack of evidence. Now, his name has once again cropped up in connection to the alleged 'donkey flight'.

As per reports, 96 of the passengers aboard the Nicaragua-bound Airbus A340 flight were from Gujarat.

The Times of India citing sources reported that in the last two months, Reddy has sent around 800 illegal Indian immigrants to Nicaragua, posing as tourists.

"Earlier, he sent them on 50-seater flights that halted at Vatry airport. However, recently, French authorities refused to allow one such flight to halt at Vatry airport, and it returned to Dubai. So, Reddy arranged for an aircraft with 300 passengers, assuming it will be allowed to halt and refuel," reported the publication, quoting an unnamed source.

The source also told TOI that on the recent Nicaragua-bound flight, there were passengers who could not make it to Nicaragua previously. As per CNBC, in recent times, Nicaragua has emerged as a popular destination for those seeking asylum in the US.

<h2>The Dingucha case&nbsp;</h2>

In January 2022, a family of four from Dingucha village, in India's Gujarat, were found frozen to death in Canada's Manitoba. The family — a couple and their two minor children — was reportedly attempting to enter the United States illegally.

Jagdish Patel, his wife Vaishali, and their children Dharmik and Vihangi, as per a Times of India report, were told to walk in -35&nbsp;°C temperature to evade arrest by the Canadian or US Security agencies.&nbsp;

"Follow the lights of an American gas station because you will find no navigation available in the dark and extreme weather," they were told.

As per TOI, it was found that the victim Jagdish's brother Mahendra, along with Reddy, had coordinated the family's illegal entry into the US with human smugglers.

"Reddy had prepared the documents of Jagdish and his family and coordinated with offshore human smugglers to help them cross the US border." Along with Reddy, three other people were arrested in the case.

A Judge, on Tuesday, ordered their release on formal grounds. As per prosecutors, this was done considering that the head of the border police at France's main Charles de Gaulle airport "had not referred the case" to the judge within the timeframe stipulated by law.&nbsp;

The Bobigny prosecutor office also said that "they (the passengers) are therefore free to do as they please, even if they are in an irregular situation on French territory."

Among the passengers who stayed in France were five minors, who have now been taken into the care of child welfare services.

Writing to the Mumbai police, Mumbai special IGP, IPS officer Deepak Pandey, as per a Times of India report, asked them to inform his office about the probe. India and France on Friday announced that they will be jointly developing a combat aircraft engine and engine for the Indian Multi Role Helicopter (IMRH) being developed by Hindustan Aeronautics Limited.

The announcement came following the conclusion of bilateral talks between Indian Prime Minister Narendra Modi and French President Emmanuel Macron, as they announced a roadmap “to set the course for the bilateral relationship up to 2047”.

“India and France will extend their ground-breaking defence cooperation in advanced aeronautical technologies by supporting the joint development of a combat aircraft engine,” the statement provided by Indian Ministry of External Affairs read.

“They also support industrial cooperation for motorization of heavy-lift helicopters under the Indian Multi Role Helicopter [IMRH] programme with Safran Helicopter Engine, France. To enable progress on the IMRH programme, a Shareholders’ Agreement between Hindustan Aeronautics Limited (HAL), India and Safran Helicopter Engine, France has been concluded for engine development,” it added.

<h2>'Ventures in line with&nbsp;spirit of trust'</h2>

These ventures are in line with the spirit of trust that prevails between India and France in the sharing and joint development of critical components and technology building blocks, based on the successful Indo-French experience in technology transfer, the statement read.

A roadmap for this project will be prepared between Safran and the Defence Research and Development Organisation (DRDO) before the end of this year.

“Defence cooperation has been a strong pillar of our ties. It is a symbol of deep mutual trust between the two countries. France is an important partner in Make in India and self-reliant India,” Modi said at the joint press statement ahead of the bilateral talks at Elysee Palace.

The announcement came a day after India’s Defence Acquisition Council gave in-principle approval for the procurement of 26 Rafale-M fighters to operate off India’s aircraft carriers and three additional Scorpene-class diesel-electric submarines from France.

Moreover, a Memorandum of Understanding (MoU) was also signed between India's Mazagon Dockyard Ltd and France's Naval Group for the construction of three additional submarines under the P75 programme.

PM Modi meets prominent individuals in Paris; discusses yoga, science, skill development

Indian Prime Minister Narendra Modi is on a 2-day visit to France. This will be the Indian Prime Minister's sixth visit to France. The French government has invited the Indian Prime Minister to attend the bastille day parade as the chief guest. This is a rare honour since the French do not invite foreign dignitaries to the parade every year.

The Indian proposal comes amid the government's Atmanirbhar Bharat policy under which local manufacturing of defense equipment has been the focus. During the visit of French&nbsp;Defence Minister Florence Parly, both sides had discussed joint manufacture of aero engines in India.

At an event of an Industry chamber, Defence Minister Rajnath Singh had announced that ''a big French company will manufacture an engine in India...in collaboration with an Indian company''.

India and France have a robust defense relationship, from annual ministerial-level defence dialogue to regular defense exercises of the three&nbsp;services. &nbsp;The Indian Navy also participated in the French-led La Pérouse exercise, along with other Quad members from 5 to 7 April 2021.

And not just for French Rafales, India is focusing on Jewar-Noida International Airport to be a large MRO hub. Indian Prime Minister Naredra Modi had laid the foundation of the airport in a grand ceremony in November 2021. It is touted to become India's largest airport.

France has deployed the Horizon-class air defence destroyer FNS Chevalier Paul in the Indian Ocean as part of France’s permanent military presence in the region.

The French government said the destroyer is making a port call at Mumbai currently and will later sail to Kochi as part of Indo-French naval cooperation.

Captain Antoine Vibert, commanding officer of the Chevalier Paul, told WION that a multi-role destroyer specialises in air defence. It protects high-value units from any threat.

The principal mission of the destroyer&nbsp;is the "escort and protection" of a Carrier Strike Group. It can also be deployed for a variety of other tasks. The destroyer has a crew of 215 with 15 per cent being women.

Vibert added that France always deploys one frigate or a destroyer in the Indian Ocean while adding that France has many strategic interests in the Indian Ocean and it wants to protect them.&nbsp;

In April, India and France had held the “Varuna” bilateral exercise with military drills taking place in the&nbsp;Arabian Sea. The French aircraft carrier Charles de Gaulle had taken place in the exercise.&nbsp;

India had also taken place in the French-led “La Pérouse” naval exercise which included navies from Australia, US and Japan.

France on Saturday said French foreign minister Jean-Yves Le Drian and his Indian counterpart S Jaishankar agreed to work on a common programme of "concrete actions" to jointly defend a truly multilateral international order.

After a phone conversation between Le Drian and Jaishankar, the French foreign ministry said the two ministers also decided to deepen their strategic partnership based on a relationship of "political trust" between the two "great sovereign nations" of the Indo-Pacific.

The conversation between the two foreign ministers came a day after France recalled its ambassadors to the United States and Australia in protest against a trilateral security alliance among the US and the UK and Australia.

The alliance resulted in France effectively losing a multi-billion dollar deal to build 12 conventional submarines for Australia. France is also upset over its exclusion from the alliance.

India is yet to react to the formation of the trilateral security partnership.

"The two ministers decided to deepen their strategic partnership, based on a relationship of political trust between two great sovereign nations of the Indo-Pacific," the French foreign ministry said in a statement.

It said they also discussed the situation in Afghanistan, which is "deteriorating".

"The two ministers agreed to meet again in New York next week, on the sidelines of the United Nations General Assembly, to work on a common program of concrete actions to jointly defend a truly multilateral international order," the ministry said.

The AUKUS (Australia, the UK and the US) partnership was unveiled by US President Joe Biden, Australian Prime Minister Scott Morrison and British PM Boris Johnson on Thursday.

Australia's High Commissioner to India Barry O'Farrell on Friday said China's massive military modernisation programme, challenging strategic environment in the Indo-Pacific and intensification of great power competition in the region prompted Canberra to become part of the ambitious AUKUS partnership.

Other strains with known risks, such as those first detected in the United Kingdom, Brazil and South Africa, have been categorised as "variants of concern," a higher threat level.

France will impose a 10-day quarantine for travellers arriving from India in the coming days to prevent the spread of a worrying Covid-19 variant that is hammering Indian hospitals, government spokesman Gabriel Attal said on Wednesday.

The move comes a few days after Paris announced a ban on all flights from Brazil to stave off the P1 coronavirus variant, and required quarantines for passengers on flights from Argentina, Chile and South Africa.

"For certain countries where the health situation is very serious and worrisome in particular, we will again tighten the screws," Attal said after a cabinet meeting on the pandemic response.

"India will be added to this list," he said, with details of the travel restrictions to be unveiled in the coming days.

India has been in the grips of a second wave of infections blamed on lax government rules and a new "double mutant" virus variant, adding almost 3.5 million new cases this month alone.

In 2017, France, supported by the United States and the United Kingdom, had moved a proposal at the UN Sanctions Committee 1267 to get Azhar declared as a "global terrorist", but it was reportedly blocked by China.

Earlier this week, sources had said Pakistan Foreign Minister Shah Mehmood Qureshi's recent comments on Azhar confirmed that the Pakistan government is in touch with the Jaish chief, thereby strengthening India`s case to put him in the UN Sanctions list.

Meanwhile, Ziegler, while reacting on the pre-emptive airstrikes conducted by the Indian Air Force in Pakistan's Balakot on February 26, said France recognises the legitimacy of India to assure its security against cross-border terror.

He also welcomed the release of IAF pilot Wing Commander Abhinandan Varthaman, who was captured by Pakistani troops when his MiG 21 was downed after he shot down an F-16 that transgressed into the Indian airspace on February 27.

"Of course we recognise the legitimacy of India to assure its security against cross border terror. We also welcome the release of Wing Commander Abhinandan. Easing tension was also a relief. It was a gesture of restraining and responsibility by both the governments," he said.

Ziegler also acknowledged that the UNSC should recognise the "new balance of power", in response to a question on France backing India`s prospects of becoming a permanent member of the UNSC.

French President Emmanuel Macron will pay a four-day visit to India from March 9 during which he would discuss the economic, political and strategic ties between the two countries, a statement by the Ministry of External Affairs said today.&nbsp;

Prime Minister Narendra Modi will hold delegation-level talks with the French president on March 10.&nbsp;

The leaders will co-chair the Founding Conference of the International Solar Alliance (ISA) a day later. The initiative to form the ISA for harnessing solar energy was taken by Modi and Macron&#39;s predecessor Fran&ccedil;ois Hollande, it said.&nbsp;

The French president&#39;s spouse Brigitte Marie-Claude Macron will also accompany him.&nbsp;

The last visit of the French president to India was in January 2016 when Macron was the chief guest at the Republic Day celebrations that year. Modi last visited France in June&nbsp;2017, immediately after Macron was elected to office.&nbsp;

India-France strategic partnership, established in 1998, is one of the most important and comprehensive bilateral engagements.

France is the 9th largest foreign investor in India with a cumulative investment of USD 6.09 billion from April&nbsp;2000 to October&nbsp;2017.&nbsp;

Close to 1,000 French companies are present in India and about 120 Indian companies have invested in excess of Euro 1 billion in France and employ close to 7,000 people.&nbsp;

The India-France CEO&#39;s Forum will also take place during Macron&#39;s visit to India, the statement said.&nbsp;

The visit is also aimed at forging not only strong manufacturing and technology partnerships&nbsp;but also greater people-to-people contacts, especially through greater exchanges of students and researchers, it added.&nbsp;

French President Emmanuel Macron will pay a four-day visit to India from March 9 during which he would discuss the economic, political and strategic ties between the two countries, a statement by the Ministry of External Affairs said today. Prime Minister Narendra Modi will hold delegation-level talks with the French president on March 10. The leaders will co-chair the Founding Conference of the International Solar Alliance (ISA) a day later. The initiative to form the ISA for harnessing solar energy was taken by Modi and Macron's predecessor François Hollande, it said. The French president's spouse Brigitte Marie-Claude Macron will also accompany him. The last visit of the French president to India was in January 2016 when Macron was the chief guest at the Republic Day celebrations that year. Modi last visited France in June 2017, immediately after Macron was elected to office. India-France strategic partnership, established in 1998, is one of the most important and comprehensive bilateral engagements. "We have enhanced and ongoing cooperation in the defence, maritime, space, security, and energy-related sectors, and are increasingly working together on all issues of concern including terrorism, climate change, sustainable growth and development, infrastructure, smart urbanisation, S&T cooperation, and youth exchanges. "The visit of President Macron is aimed at strengthening the economic, political and strategic dimension of our bilateral engagement," the statement by the MEA said.
