Atta Mohammad Noor, a Prominent Afghan politician and former member of the Northern Alliance resistance group against the Taliban has had a series of meeting with India's external affairs minister Dr S Jaishankar and Foreign Secretary Harsh V Shringla in New Delhi and discussed the recent increase in violence in Afghanistan even as the peace process is underway.

Ministry of external affairs spokesperson Anurag Srivastava in response to a WION question said, &nbsp;"During the meeting views were exchanged on the current situation in Afghanistan including on the ongoing peace process and the increased level of violence in Afghanistan. We reiterated our long-term commitment towards the reconstruction and development of Afghanistan".

The peace process or the intra Afghan talks between the Afghan government and the Taliban which started in September are underway but increasingly the country. Recently heavy violence was seen in the country's southern Helmand province backed by the Taliban. This comes ahead of US troops withdrawal from the country by Christmas as announced by US President Donal Trump.

Earlier speaking to WION, Atta Noor said, "India has the right and should engage the Taliban and in line with their national interests".

Atta Noor is the third prominent politician to visit India in the last one month. Earlier Abdul Rashid Dostum, former vice president of Afghanistan and Chairperson of Afghanistan's High Council for National Reconciliation Dr. Abdullah Abdullah had visited India.

In 2016, he personally took up arms back to repel a terrorist attack on the Indian consulate in Mazar-i-Sharif and&nbsp;protected it. During the Taliban rein in the country in 1990s, Noor had served as a commander in Ahmad Shah Massoud's Nothern front.

Atta Noor: Thanks, in the name of God. I am very happy to be in India on an official invitation from our friends, our brotherly and friendly country. It is the old friend of the Afghan government and the Afghan people. Our people have affection for this country. I&nbsp;am happy and have met with the leadership. We discussed issues of mutual interest. Regarding peace, the talks are going on. people of Afghanistan want peace, this is one of the desires of the Afghan people. We have been suffering for the last 42 years. Our country has been burning. The talks are going on, but with no results. Regarding the talks and the regional issues, India as an influential and big country with a big economy and capacity, it should engage in the peace talks in Afghanistan. It should be amongst the countries facilitating the talks and also it should be a member of the regional countries in consensus. India has got a good relationship with the Afghan government and we appreciate it. India has got a good relationship with its old and traditional friends, who stood against the imposed war in the past.&nbsp;

WION: You met with the Indian leadership, External Affairs Minister S Jaishankar, and&nbsp;FS Shringla. What were the talks like?

Atta Noor: I have had a good meeting with FS Shingla, a seasoned diplomat. I have also had insightful meetings with MEA Jaishankar, who is a scholar too. I talked about the common concerns we have, the common enemies we have. We also discussed the peace talks. We have common values, trade, and cultural values with India. I am satisfied with the messages I have received. India has reiterated to stand by the Republic and by gains we have made and by the Afghan people.&nbsp;

WION: Do you think India should engage with the Taliban?

Atta Noor: India as one of the biggest regional and Asian countries has its own interests and I appreciate and respect their plans. But regarding the peace process in Afghanistan, they have to have a pro-active policy and engage the ongoing talks. When China has the right to meet the Taliban and meet their interests, but when the Russians and Iran and other countries, so India has the right and engage the Taliban and in line with their national interests and helping the Afghanistan people.

WION: Do you think the repetition of what happened in the 1990s, the Taliban coming?

Atta Noor: we are hopeful that the 90s will not repeat again. I hope that the US will not repeat what the Russians did. I hope the peace process will yield results and our strategic friends care for Afghanistan. If there is no active diplomacy and the gains of the 19 years are not preserved and if the former resistance leaders and prominent leaders are not supported, the situation will get worst. If we have active diplomacy and the results of the peace deal will be in line with what our people want, and there is justice in the talks, we won’t get back but otherwise, we have to prepare ourselves for a second resistance&nbsp;

WION: How do you see Pakistan's role?

Atta Noor: There is no doubt that Pakistan is our neighbour and shares a border of 2500km. We share culture. There have to be good relations between the two countries. Pakistan is the mother of the Taliban, supporters of the Taliban, and sending them to Afghanistan,. no one can ignore this. If Pakistan believes that peace in Afghanistan is peace in the region, we will work towards building good relations. If Pakistan thinks they can support insurgents in northern Waziristan and they send it to Kashmir as well, it will be repetition that will burn both countries. Pakistan says that they support the peace process led by Afghanistan, I hope they really mean it. Time will reveal it.

WION: While you are in Delhi, Hekmatyar is in Islamabad. How do you see him, and his ties with you?

Atta Noor: Respecting Hekmatyar who is a jihadi leader and leader of&nbsp;Hezbi Islami, but over the last 20 years who he has been in a hideout, I don’t see any changes in his character. when he surrendered to the Afghanistan government, we thought his attitude would have been charged, but nothing changed. We are living in the 21st century, we have a new generation that is equipped with new equipment and are connected with the world, but his mindset has frozen 50 years ago. He still has discrimination, he has an ego. maybe it is a coincidence that I am here and he is there, I have also been to Pakistan for a peace conference, his invitation to Pakistan is against the former resistance. we have seen that the Afghan government wants peace, it had loyal jirga, made the negotiation team, it even gave privileges to the Taliban, the government to make peace released 5000 Taliban prisoners. But Hekmatyar’s first word was that the Afghan government doesn’t want peace. In short, Hekmatyar is waiting for the opportunity to spread his venom to the former resistance group and to the regional friends.

Qatar invites India to be witness in Afghan peace deal in Doha

A special cadre of 20 women officers of the Afghanistan National Army (ANA) has been undergoing training for over three weeks at the Indian Army Officers Training Academy in Chennai, as a part of India’s efforts to improve bilateral ties with Afghanistan.&nbsp;

Officers ranging from the&nbsp;Lieutenant to Captain ranks are being imparted field training, tactical knowledge, radiotelephony, weapons training and physical training at the Academy since November 24.

The Officers are also being coached in basic communicative English, computer training.&nbsp;

"We are being exposed to English classes, computer training, Ak-47 firing and much more. There is a major difference in the overall training regimen, as it is much more challenging and of higher standards in India. Here in the Indian Army, there is very strict discipline being maintained and there is an added emphasis on being punctual. India’s Army is very professional and there’s a lot of honour in doing one's duty", Captain Sonya Noori told WION.

In comparison, the officers also find differences in the marching style and the salute that is followed in India. While officers in Afghanistan stomp while marching, in India the feet must be raised at around 45 degrees, as the heel portion hits the ground. In terms of the salute, the Indian Army follows a salute that exposes one's palm to their superior, whereas the Afghan Army's salute is done in a manner where the palm faces downwards.&nbsp;

Imparting the training isn’t as simple as it seems, due to the language barrier, as most Afghan officers are not conversant in English or Hindi. That’s where the two interpreters from the Indian Army and the interpreter from the Afghan Army come into the picture. They ensure that the language barrier is bridged by ensuring that Pashto and Dari and translated to English, Hindi and vice versa.&nbsp;

Beyond the military training that hardens the body and mind, there’s also the Bollywood connect that draws Afghans towards India. With a smile, the officers stated that Bollywood movies were aired almost daily on Afghan television channels, and recalled names of their favourite actors, Ajay Devgn, Salman Khan, Katrina Kaif.

Thanks to the Hindi that they learnt from watching and observing Bollywood flicks, two Afghan Officers, even took questions from journalists in Hindi and responded in fluent Indian language.

With nearly 10 more days of training to go, the women officers from Afghanistan are a confident lot, hoping that they would be able to make the most of their training, by sharing the knowledge with their juniors and colleagues back in their home country.&nbsp;

India's development partnership is premised on five pillars - infrastructure, capacity building, humanitarian assistance, economic development and connectivity.&nbsp;

On the infrastructure front, India is building a 218 km road from Zaranj to Delaram for facilitating movement of goods and services to the Iranian border.&nbsp;

The highway will connect Iran with the Garland highway, which links Kabul, Kandahar, Mazar-e-Sharif Herat and Kunduz. The construction of 220kV DC transmission line from Pul-e-Khumri to Kabul and a 220/110/20 kV sub-station at Chimtala will not only bring electricity and light to smaller towns and villages but also provide a key element of security for Afghan and US forces.&nbsp;

The India prime minister along with Afghan President Ashraf Ghani had inaugurated the India-Afghanistan friendship dam (Salma Dam). The dam has an installed capacity of 42 MW and supplies water for irrigating 75,000 hectares of land. Since its inauguration in 2016, the project has been generating electricity and releasing water for irrigation. The new Afghan parliament is also built with Indian support.&nbsp;

On capacity building, more than 3,500 Afghans are undergoing various training programmes in India. New Delhi also offers 500 Indian technical and economic cooperation (ITEC) slots to Afghanistan annually.&nbsp;

As far as humanitarian assistance is concerned, India has supplied of 1.1 million MT of wheat to Afghanistan. The Indira Gandhi Institute of Child Health IGICH - a 400-bed hospital is the main hospital in Afghanistan and caters to the well-being of children from all across Afghanistan.&nbsp;

Also, the direct air freight corridor between India and Afghanistan established in 2017 has increased the market for Afghan good in India.

All of the relationship that we have is based on trust, based on two countries, based on two sovereign governments, two people that have a long history," he said, responding to a question at the School of Advanced International Studies of the Johns Hopkins University.

India and Afghanistan will continue to have strong cultural, educational ties as well as commercial ties, he said.

"Our hope is that we have a similar relationship with Pakistan. But I think it's Pakistan that has to decide what they would like to do as part of it in where they would like to be," the Afghan finance minister said early this week.

Noting that Pakistan has the sixth largest population in the world, yet, he said, it has an economy smaller than Israel. So, the conflict is not in the interest of Pakistan, he said.

For the betterment of the people of Pakistan, he said it would be helpful for Pakistan to have closer linkages and ties with India and Central Asia as a whole.

He said the South Asia region is ripe for being a very functioning economic ecosystem but right now it is the least integrated region of the world economically. "It's not helping anyone," Qayoumi said.

"We hope Pakistan can really see that as a way on how we can work together as a region, as equals, as sovereign nations, but also as a region that can have a future together successfully where economically and politically all areas can work together," he said.&nbsp;

The inauguration of the first India-China joint training programme for Afghan Diplomats will be held today at the Indian Foreign Service Institute here, according to Chinese Ambassador to India, Luo Zhaohui.

Zhaohui took to his official Twitter account to announce the inauguration of the joint training program, while also informing that he would read out the message of the Chinese State Councilor and Foreign Minister of China at the event.

The training is being conducted under the aegis of the Trilateral Cooperation between India, China, and Afghanistan.

The Ministry of External Affairs confirmed that the joint program would be held from October 15 to October 26 via an official press release.

The Dean of the Foreign Service Institute will deliver the welcome note beside also reading out the External Affairs Minister, Sushma Swaraj`s message at the event, the MEA added.

Earlier, Indian Ambassador to Afghanistan, Vinay Kumar, had hosted 10 Afghan diplomats ahead of their departure for the 1st India-China Joint Training Programme on October 13.

The event is slated to be live-streamed on the Chinese Ambassador`s Twitter account.

"We fully welcome and support the joint ventures in Afghanistan by India and China to ensure that we have regional support for stability, peace and development. We look forward to it," Abdali said.

This, he said, would lead all neighbours of Afghanistan to support regional economic projects in the war-torn country.

In an informal summit between Modi and Xi held at Wuhan last week, the two countries agreed to work jointly on an economic project in Afghanistan, a development that can be expected to discomfit Pakistan that has worked strenuously to exclude India from a region it considers its strategic backyard.&nbsp

"Unfortunatley, Afghanistan is affected by issues that are in the region between neighbours. We really want tensions to be finished. We hope all, including Pakistan, will support such initiatives because the resolve of this initiative would be peace and stability," he said.

Abdali was responding to a question at an event organised by the Foreign Correspondent's Club.

Iranian Foreign Minister Javad Zarif had invited Pakistan to participate in Chabahar seaport project and development of its link with Gwadar Port.

When asked about Iran's move, Abdali said, "That is what we look at regional initiatives. That means Chabahar port is open for everyone but with sincerity to come and invest in Chabahar and look at it as a regional hub and not as a threat to anything else."&nbsp

He noted that the Chabahar project had helped Afghanistan diversify its trade links with India.&nbsp

India and Afghanistan started an air-corridor last year that gave better Kabul a better access to Indian markets.&nbsp

Abdali said the air corridor was doing very well and after Mumbai and Delhi, there were plans to have direct air-connectivity to Amritsar and Hyderabad.

The trade volume between India and Afghanistan is nearly USD 2 billion.

The major thrust of the event was a terror strike in Kabul that killed 11 journalists.&nbsp

Abdali described it as the "bloodiest year for journalists" and the message behind the attack was to "shut down voice of justice, equality".
