Working on logistics with Iranians for return of Indians due to coronavirus: Foreign Minister Jaishankar

Remembering late former Chief Minister of Odisha Biju Patnaik on his 104th Jayanti, Prime Minister Narendra Modi on Thursday shared a document from the pages of history (dated 1945), which gives a glimpse of the statesman`s courage and excellence.

The Prime Minister said Biju Babu worked tirelessly for India`s progress and pioneered the development of Odisha.

"It is true that, while in the employ of the Indian National Airways, Patnaik misused his position as a pilot by surreptitiously flying Ram Manohar Lohia (who was then underground) from Delhi to Calcutta. Internal conditions have since changes and, in present circumstances, we doubt if Patnaik can again misuse his position as a pilot. It can be argued that Patnaik may still be a danger so long as conditions on our Eastern border do not return to normal - but that would be to state a very hypothetical risk," the letter read.

"In the circumstances, we do not feel that we can urge, on strong security grounds, that Patnaik should be prevented from flying. Flying is Patnaik`s normal way of making a living, and we should prefer to see his employed rather than idle. The Indian National Airways can be persuaded through Mr Cambridge, the Managing Director, not to take Patnaik back. But if the Indian National Airways do not re-employ him, Tatas probably will - because he is an excellent pilot," it added.

The trade impact of the coronavirus epidemic for India is estimated to be about 348 million dollars and the country figures among the top 15 economies most affected as slowdown of manufacturing in China disrupts world trade, according to a UN report.

Estimates published by United Nations Conference on Trade and Development (UNCTAD) Wednesday said that the slowdown of manufacturing in China due to the coronavirus (COVID-19) outbreak is disrupting world trade and could result in a 50 billion dollar decrease in exports across global value chains.

The most affected sectors include precision instruments, machinery, automotive and communication equipment.

Among the most affected economies are the European Union ($15.6 billion), the United States ($5.8 billion), Japan ($5.2 billion), South Korea ($3.8 billion), Taiwan Province of China ($2.6 billion) and Vietnam ( $2.3 billion).

India is among the 15 most-affected economies due to the coronavirus epidemic and slow down in production in China, with a trade impact of 348 million dollars.

The trade impact for India is less as compared to other economies such as EU, the US, Japan and South Korea.

Trade impact for Indonesia is 312 million dollars.

For India, the trade impact is estimated to be the most for the chemicals sector at 129 million dollars, textiles and apparel at 64 million dollars, automotive sector at 34 million dollars, electrical machinery at 12 million dollars, leather products at 13 million dollars, metals and metal products at 27 million dollars and wood products and furniture at 15 million dollars.

Besides its worrying effects on human life, the novel strain of coronavirus (COVID-19) has the potential to significantly slowdown not only the Chinese economy but also the global economy. China has become the central manufacturing hub of many global business operations. Any disruption of China's output is expected to have repercussions elsewhere through regional and global value chains, UNCTAD said.

Over the last month, China has seen a dramatic reduction in its manufacturing Purchasing Manager's Index (PMI) to 37.5, its lowest reading since 2004.

This drop implies a 2 per cent reduction in output on an annual basis.

This has come as a direct consequence of the spread of corona virus (COVID-19).

The 2 per cent contraction in China's output has ripple effects through the global economy and thus far has caused an estimated drop of about $50 billion across countries,"UNCTAD said.

"The most affected sectors include precision instruments, machinery, automotive and communication equipment, it added.

UNCTAD said because China has become the central manufacturing hub of many global business operations, a slowdown in Chinese production has repercussions for any given country depending on how reliant its industries are on Chinese suppliers.

In addition to grave threats to human life, the coronavirus outbreak carries serious risks for the global economy, UNCTAD Secretary-General Mukhisa Kituyi said.

Any slowdown in manufacturing in one part of the world will have a ripple effect in economic activity across the globe because of regional and global value chains, he said.

Pamela Coke-Hamilton, who heads UNCTAD's Division on International Trade and Commodities, said for developing economies that are reliant on selling raw materials, the effects could be felt very, very intensely.

Assuming that it is not mitigated in the short-term, it's likely that the overall impact on the global economy is going to be significant in terms of a negative downturn, she said.

The estimated global effects of COVID-19 are subject to change depending on the containment of the virus and or changes in the sources of supply.

Meanwhile, the extent of the damage to the global economy caused by novel coronavirus COVID-19 moved further into focus as UN economists announced a likely $50 billion drop in worldwide manufacturing exports in February alone.

Highlighting the ongoing uncertainty surrounding the economic impact of the epidemic, in which there have been more than 90,000 confirmed cases in more than 70 countries (the majority in China) and over 3,000 deaths, Coke-Hamilton said that US measures in terms of visitor arrivals, cancelling various meetings were having a knock-on effect in terms of demand.

So right now, we're not clear on where it will go a lot will depend on what happens with COVID-19; if they are able to come up with a vaccine then hallelujah, hopefully it will end very quickly, but if not, the impact can be severe, she said.

India defended its contentious citizenship law as an internal issue Tuesday as the UN rights chief sought to join efforts challenging the legislation in the country's highest court.

The law, which makes it easier for religious minorities from three neighbouring countries to get Indian citizenship but not if they are Muslim, was the spark for last week's deadly riots in New Delhi.

More than 40 people were killed and hundreds wounded in the worst sectarian violence to rock the capital in decades.

That followed street demonstrations that have occasionally turned deadly across the Hindu-majority country since the law was approved by parliament in December.

"The Citizenship Amendment Act is an internal matter of India and concerns the sovereign right of the Indian parliament to make laws," foreign ministry spokesman Raveesh Kumar said.

"We strongly believe that no foreign party has any locus standi on issues pertaining to India's sovereignty."

Dozens of petitions filed in the Supreme Court, including by social rights activists and political parties, are challenging the law's constitutionality.

The UN High Commissioner for Human Rights Michelle Bachelet informed India on Monday of its application to be a third party in one petition brought by a former civil servant, Kumar said.

The court is hearing all the petitions together.

Kumar said the government was confident in the legality of the law, which was approved by parliament in December.

The UN application came as the government Tuesday summoned the Iranian ambassador over tweets by Foreign Minister Javad Zarif condemning the "wave of organized violence against Indian Muslims" in the Delhi riots.

Kumar said a "strong protest was lodged against the unwarranted remarks", adding that they were "not acceptable".

Army rescues 111 civilians stranded at 14,000 feet in Arunachal Pradesh

Supreme Court on Monday agreed to hear on March 4 a plea seeking immediate registration of FIR against BJP leaders Kapil Mishra, Anurag Thakur and others for their alleged "hate speech", that allegedly led to the violence in North-East Delhi.

The petition was filed by a group of Delhi violence survivors.

A bench of Chief Justice SA Bobde posted the matter for hearing on Wednesday after senior advocate Colin Gonsalves appearing for the survivors told the apex court that Delhi High Court had last week adjourned the issue for six weeks whereas people are dying every day.

Gonsalves said that it is an urgent issue and added that the top court should hear the matter today or tomorrow. The Chief Justice said that he "wished for peace" but added that the court cannot give preventive relief.

"We are not saying people should die. That kind of pressure we are not equipped to handle. We cannot stop things from happening. We cannot give preventive relief. We feel a kind of pressure on us... We can only deal with the situation after it occurs, the kind of pressure on us, we can`t handle that... it's like the court is responsible," Chief Justice Bobde observed.

"We read newspapers, we know the kind of comments that are made. Courts come on to the scene after the thing is done and courts have not been able to prevent such a thing. We wish peace...," he added.

The plea filed by a group of 10 Delhi violence survivors sought an immediate FIR against Kapil Mishra, Anurag Thakur, Parvesh Verma and Abhay Verma who allegedly "indulged in hate speech, rioting, murder, and arson".

It sought the constitution of a Special Investigation Team (SIT) with officers from outside Delhi to probe violence and call in the army to maintain law and order in the national capital. The plea further sought an inquiry committee headed by a retired judge to probe police persons involved in the violence and exemplary compensation to all victims.

The petitioners also sought postmortem reports to be released immediately to the families of victims. IT also sought a direction to the government and police to make public the full list of persons detained by police and paramilitary and to preserve all CCTV footage of violence-affected areas.

At least 46 people lost their lives and more than 200 others sustained serious injuries in the violence that rocked North-East Delhi last week.

India's factory activity growth slowed in February from the previous month's eight-year high due to a modest weakening in demand and output, although overall conditions remained firm, a private survey showed on Monday.

The Nikkei Manufacturing Purchasing Managers' Index, compiled by IHS Markit, fell to 54.5 last month from January's 55.3, above a Reuters poll forecast of 52.8.

It has stayed above the 50-point threshold mark, which separates growth from contraction, for over two years.

"Factories in India continued to benefit from strong order flows in February, from both the domestic and international markets," Pollyanna De Lima, principal economist at IHS Markit, wrote in a release.

"The pick-up in demand meant that companies were able to further lift production and input buying at historically-elevated rates."

While the latest survey showed the new orders sub-index, a proxy for domestic demand, slipped to 57.5 in February, it remained above the long-term average since the index was introduced in March 2005.

That encouraged firms to maintain solid output.

However, foreign demand and optimism were weaker in February than in January on rising concerns the spread of coronavirus outside China would affect major Asian economies significantly.

"Alarm bells are ringing for Indian goods producers as the COVID-19 outbreak poses threats to exports and supply chains. Businesses became less confident about the year-ahead outlook for output, in turn restricting hiring activity," De Lima said.

On the price front, both input cost and output charge growth slowed last month, suggesting retail inflation may cool.

That would give policymakers some headroom to address key issues after the recent high inflation-low growth conundrum.

"Price data continued to highlight a lack of inflationary pressure in the sector. Only modest increases in input costs and output charges were recorded in February, a trend that has been a key theme of the manufacturing PMI survey for over a year," added de Lima.

India will be part of of the Afghan peace deal that will be signed today between the US and the Taliban later today.

Earlier Prime Minister Narendra Modi wrote a congratulatory letter to newly elected Afghan President Ashraf Ghani and said India was committed to a principled position of support for an inclusive Afghan-led, Afghan-owned & Afghan controlled peace & reconciliation process.

In November 2018, India sent two retired diplomats -- former envoy to Kabul Kumar Sinha and former high commissioner to Pakistan TCA Raghavan -- to the Afghan peace conference. The duo represented New Delhi at the Moscow talks but with a disclaimer that they were representing on 'non-official' level.

That was a major departure from India's gameplan in the war-torn country.

It was the first time India shared a table with the Taliban and now India has been officially invited to the signing of the peace deal.

India has always refused to engage or negotiate with the Taliban. In the past, for strategic purposes, India sided with other forces.

In the 1980s India formed a failed alliance with the Afghan communists alongside the Soviet Union. A similarly futile effort in the 1990s saw it backing the so-called northern alliance with the support from Iran and Russia.

The northern alliance fought a defensive war against the Taliban government-backed by Pakistan, which ended with the US invasion and its dissolution.

Since 2001, under the security umbrella of US-led NATO forces, India has built a sizeable developmental and considerable intelligence footprint.

Today, India values its role as a constructive regional player helping Afghanistan in political, military and economic terms.

India has pumped in more than $2 billion in aid and infrastructural development and has reopened consulates across the country. While it does not have the financial resources like the US to support state-building, India needs to protect its presence and interests.

And for that, it has to deal with the Taliban.

Responding to Leader of Opposition Harpal Cheema, Singh later said Ashu had mentioned all these cases in his election affidavits. Ahead of the US President Donald Trump's visit to India on Monday, Washington has said that Pakistan needs to act on terror groups for having a successful dialogue with India.

A senior US administration official said, "We continue to believe a core foundation of any successful dialogue between the two is based on continued momentum in Pakistan's efforts to crack down on terrorists and extremists on its territory. So we continue to look for that."

The comments come even as Pakistan remains on anti-terrorist financing body FATF's 'grey list' due to its failure to implement its action plan which calls acting on terror groups based on its territory and territories under control. The FATF in a statement released on Friday said, "all deadlines in the action plan have expired" and it now has time till June of this year or "FATF will take action".
