<p>Often we see headlines pertaining to extrajudicial killings by police in self-defence mostly with gangsters and terrorists. Hindi movie industry often showcases brave scenes of encounters, good cop single-handedly winning the battle in the fight against evil.</p>

<p>I argue here that encounter itself is an issue. Encounter as a mean to dispense instant justice fails the presence of an established justice system. I understand the emotional turmoil and gut-wrenching stories of women who have been subjected to rape. However, we fail to understand due process, rule of law and secure remedy through the long-established justice system.&nbsp;</p>

<p>The encounter of rapists, who as per the police version was trying to flee the spot, raises similar and serious questions. The act has satiated the bloodthirst of the society which was tired of waiting for ‘right’ justice from the state and judiciary. I must confess at the beginning of this article that I believe that rapists deserve capital punishment and rightly so.</p>

<p>I understand the rage of the victim’s family, but I believe that the death penalty should come from the order of the court and not from the barrel of the gun. I believe that there is a fundamental difference between vengeance and justice. A society can demand revenge or lose faith in the justice system sometimes due to the lengthy process.&nbsp;</p>

<p>We have a fair and equal justice system. The burning question is whether or not stringent laws in crimes against women will ensure a safe and secure society. Often we argue we require and demand strong laws to fight heinous crime. Is the death penalty for rape deterrent enough?</p>

<p>Has India invested enough in education so that boys grow up to be responsible men? Why is civil society blind to its own responsibility where men are groomed to see women as sexual objects? How can civil society be blind to its own ability to deal with gender issues and blame the state for sexual crimes? Why do we have a culture of letting off perpetrators when they commit crimes - stalking, whistling, voyeurism, indecent proposal, unwanted touch? Why aren’t these acts punished in a way that perpetrator stops in their track and do not graduate to higher crimes? These questions are reserved for us, the society, but the celebration of the encounter essentially is a poor reflection on the country’s police and judicial system.</p>

<p>Although significant reforms were made to the law on rape. Post the gruesome case of Nirbhaya, crimes against women secured national interest. The big question - were the reforms effective? We as a society have failed the women of this country. Today, anger and frustration result in a celebration of an encounter, failing to comprehend it jeopardises the fabric of the justice system- 'objective, evidence-based procedures'.</p>

<p>Civil society celebrating an encounter is highly questionable. If the rules of war or extraordinary situations are to be applied to today's incident, then it would break the edifice of the republic. All modern nations are based on the rule of law.&nbsp;</p>

<p>Telangana encounter has exposed the weakness of the state. The act shows that the state does not believe in its own system of justice and its ability to give punishment in time. Even in the US, where the rendition programme was launched to tackle Al-Qaida were eventually closed down. The prisons to contain the radicals became the center of radicalisation.</p>

<p>Rapists deserve to die. It is not a question of human rights of rapists. It is a question of the state failing to dispense justice in a way Constitution imagined it could and should. Unfortunately, the state has lost trust in its own ability to dispense justice and judiciary has failed to tackle slowdown of cases at the trial level. All these things have led to revenge being treated as justice by us.</p>

Encounter celebrations show how little faith people have in the judiciary

<p>On November 27, a doctor was brutally gang-raped and killed by four persons before they burnt her body in Shahshabad area. The four accused were in judicial custody at Cherlapally Central jail in Hyderabad.</p>

<p>The burnt body of the 26-year-old veterinary doctor was found on November 28 under a culvert on the Hyderabad-Bengaluru national highway.&nbsp;</p>

<p>The Cyberabad police had arrested four men on November 29 in connection with their involvement in the rape and murder case.</p>

<p>The accused were identified as Mohammad Areef, Jollu Shiva, Jollu Naveen, and Chintakunta Chennakeshavulu. Mohammad Areef (25), who worked as a driver, was the prime accused in the case.</p>

<p>The minister had added that efforts would be made to spread awareness about the use of police helpline numbers in the future. "We will try to spread awareness about the use of '100' number. It is for the help of the public," said Ali.</p>

The burnt body of the veterinary doctor was found at Shadnagar outskirts in Telangana`s Ranga Reddy district last week. <p>Telangana Chief Minister K Chandrashekar Rao on Sunday instructed the setting up of a fast track court to deal with the rape and murder case of the female veterinary doctor and promised stringent punishment for the perpetrators of the ghastly crime.</p>

<p>"The Chief Minister has instructed officials that the accused of the woman veterinary doctor's ghastly murder should be inquired on a fast track basis and the culprits should be given stringent punishment. The Chief Minister also decided to set up a fast track court to deal with the case," according to an official release issued from the office of the Telangana CM.</p>

<p>The release added that the "verdict should come quickly and the Chief Minister announced that the government would extend all necessary help and support to the members of the victim's family."</p>

<p>Four persons have been arrested in the case so far and sent to the judicial remand of 14 days by a local court. The four accused have been identified as Mohammad Areef, Jollu Shiva, Jollu Naveen and Chintakunta Chennakeshavulu.</p>

<p>Earlier on Saturday, three cops were suspended over alleged negligence in filing the FIR in connection with the rape and murder of the veterinarian.</p>

<p>"Sub-inspector M Ravi Kumar and Head Constables P Venu Gopal Reddy and A Sathyanarayana Goud have been placed under suspension till further orders based on the findings of a detailed inquiry," said Cyberabad Police Commissioner VC Sajjanar.</p>

<p>He said that a detailed inquiry on the dereliction of duty was carried out on Saturday.&nbsp;</p>

<p>"We are also opposing on behalf of the customers to wave off the heavy charges levied upon them by virtue of minimum balance charges, cash handling charges or whatsoever it maybe," he added.</p>

<p>Charylu, President of Dena Bank Union while speaking to ANI said, "We are participating in this strike. We are against the government policies towards employees and customers. We also demand the removal of extra charges levied on transactions by the customers. These charges are reducing our customers. We also want the wage revision to be considered by the government as well as higher recruitment in banks."&nbsp;</p>

<p>A suspected Students` Islamic Movement of India (SIMI) terrorist Azharuddin, also known as `Chemical Ali` who was allegedly involved in the 2013 Bodhgaya and Patna bomb blasts was on Friday nabbed by Chhattisgarh police from Hyderabad airport after he landed from Saudi Arabia, a senior police officer said Saturday.</p>

<p>"Azharuddin, a resident of Moudhapara in Raipur named in connection with the blasts, had been absconding for the past six years and was hiding in Saudi Arabia where he was working as a driver and a salesman at a supermarket," Senior Superintendent of Police Arif Sheikh told reporters at a press conference here.</p>

<p>A joint team of Chattisgarh Police along with Anti-Terrorism Squad squad made the arrests based on specific input about Azharuddin`s arrival at the airport here.</p>

<p>The team under the direction of Deputy Inspector General of Police and Senior Superintendent of Police, Arif H. Shaikh, under the leadership of Municipal Superintendent of Police, Civil Line Trilok Bansal (IPS) Raipur Police and ATS special team made the arrest and brought him to Raipur.</p>

<p>The SIMI operative, is said to be part of a sleeper cell and had allegedly given shelter to the accused in the Bodhgaya and Patna bomb blasts, will be produced in the court today and the probe agencies will seek a two-day police remand.</p>

<p>One passport, two driving licenses, a voting pass and a voter identity card has been seized from the possession of the accused, the police officer said.</p>

<p>A Tibetan monk and a tourist were injured in the 2013 blast that took place when a large number of devotees had gathered near the sacred Bodhi tree for morning prayers.&nbsp;</p>

<p>As many as nine blasts took place within a span of 30 minutes which rocked the sacred city of Bodh Gaya, marking the first terrorist attack on the soil of Bihar.</p>

<p>Not only that, but the terrorists had also planted a cylinder bomb under the Bodhi tree as well which fortunately did not explode.</p>

<p>In October 2013, there were crude bomb explosions in Patna before Narendra Modi arrived to address thousands of supporters and launch his party`s campaign for the national election.</p>

<p>A total of 17 were arrested in connection with the Bodhgaya and Patna blasts and Azharuddin had been absconding, police said.&nbsp;<br />

<p>"However, bleeds were still in off position which resulted into pressurisation failure during a climb," the DGCA said in its suspension letter, adding that the action jeopardised the safety of the aircraft and its occupants.</p>

<p>"In exercise of the powers delegated under Clause (a) of the Sub-Rule (3) of Rule 19 of the Aircraft Rules, 1937, the undersigned hereby suspend the license of Captain Sunil Mehta and Captain Vikram Singh for a period of four months from the date of the incident," the civil aviation watchdog said.</p>

<p>Earlier on September 23, the DGCA had issued a show-cause notice to the pilots giving them a time period of 15 days to explain why action should not be taken against them.</p>

<p>The promise was made on the floor of the Rajya Sabha, but there was no mention of it in the Andhra Pradesh Reorganisation Act, 2014.&nbsp;</p>

<p>After the NDA government assumed power, the promise made by the previous UPA regime was not fulfilled on technical grounds. However, the NDA announced a special package for the state, which was accepted by TDP-led state government.&nbsp;</p>

<p>But soon, the political discourse in the state changed with Jagan’s YSRC picking up the issue of Centre’s apparent betrayal over its SCS promise. &nbsp;</p>

<p>Former Union finance minister Arun Jaitley even went to the extent of assuring that special package was better than SCS and there was basically no difference between the two.&nbsp;</p>

<p>However, regional sentiments were worked up against the Centre. Jagan, who walked over 3,600 km across AP during his ‘praja Sankalpa yatra’, raised the SCS issue at his public meets.&nbsp;</p>

<p>Meanwhile, TDP, then a part of the NDA, snapped its ties with the BJP. Naidu and his MPs even staged protests across AP and even in the national capital. &nbsp;</p>

<p>The criteria for granting SCS to a state includes parameters like hilly and difficult terrain, strategic locations along the country’s borders, low population density and economic and infrastructure inadequacies, among others. It was first introduced in 1969 to provide certain disadvantaged states with benefits in the form of central assistance and tax breaks. So far, 11 states have been granted the SCS.</p>

<p>In 2013, a panel headed by the then chief economic advisor Raghuram Rajan, recommended a new index of backwardness to determine which states need special assistance.&nbsp;</p>

<p>On the allocation of central funds, the report suggested that each state should get a basic fixed allocation of 0.3 per cent of the overall funds and an additional allocation depending on its development needs and performance, thus subsuming the concept of SCS.&nbsp;</p>

<p>Naidu repeated the same mistake in 2014, which caused his debacle in 2004. In 2014, Naidu, after becoming the first chief minister of newly bifurcated Andhra, dedicated his entire focus in building Amaravati as a commercial hub and the new capital city, without settling other issues with Telangana and developing the rest of Andhra. He was also too late to react over the SCS issue.&nbsp;</p>

<p>As sentiments in AP were already inflamed against both UPA and NDA regimes over alleged betrayal on SCS promise, Jagan was seen as the most suitable option.&nbsp;</p>

<p>The way ahead for Jagan, however, is not easy, as he has no leverage to pressure the BJP-led government at the Centre over his demand. The Centre fears that if AP is offered SCS as a special case, other states would follow suit.&nbsp;Jagan had raised the issue at his very first meeting with Prime Minister Narendra Modi. The newly appointed CM has asked officials to prepare a report to be placed before the 15th Finance Commission, stressing the need for SCS. He has made it clear that he will not just let go off the SCS, but there’s only little that he can do.&nbsp;<br />

<p>Kumar achieved the target on Sunday after he served food to more than 1,000 people at three different places.</p>

<p>First, he has served food at Gandhi Hospital, then at Rajendra Nagar and finally at Amma Nanna orphanage home in Chowtuppal.</p>

<p>The award was presented by Universal Book of Records India representative KV Ramana Rao and Telangana representative TM Srilatha.</p>

<p>Talking to ANI, Kumar said, "I started Serve Needy organisation in 2014 and now we have around 140 volunteers. We have been doing these types of social activities since 2014. But today, I have served food to more than 1,000 people single-handedly. So, it was a world record."</p>

<p>"Universal Book of Records has given me the certificate for the same. My organisation's main motto is 'No one deserves to die like an orphan when our organisation is there'. We are expanding our organisation so that no one will die in hunger. We are expecting help from others and the government to help more people," he added.&nbsp;</p>

<p>"Since the gate sales of the knock-out matches is BCCI's prerogative, we had to take a call. We would be having two knock-out matches in Vizag," he added.</p>

<p>The three stands make up for more than 12,000 tickets and BCCI would have lost out on a few crores of the gate money.</p>

<p>The stands have remained closed since 2012 except one international match between India and Pakistan when an exception was made.</p>

<p>Asked if all the knock-out matches' ticket sales are BCCI's prerogative, why was Qualifier 1 allotted to Chennai, Rai reasoned: "CSK, by virtue of being defending champions, were allotted the Qualifier 1 and final. Now if they finish in top two, you cannot take away all the games. They deserve to get at least one of the knock-out games."</p>

<p>Hyderabad only got the final and not the Eliminator or Qualifier because of the general elections in the Cybercity on May 6, 8 and 10.</p>
