Syrian army shelling destroys hospital

Jordan's health minister resigned on Saturday after six people died following an oxygen outage in a hospital treating coronavirus patients and police were deployed to hold back angry relatives, state media said.

The oxygen failure earlier on Saturday hit intensive care, maternity, and coronavirus wards in the new Salt government hospital west of the capital Amman.

A government spokesman said Prime Minister Bisher al Khasawneh asked Health Minister Nathir Obeidat to resign over the accident for which Obeidat had earlier said he carried 'moral responsibility'.

Obeidat said initial investigations showed the six deaths were caused by a one-hour disruption in oxygen to the wards and that prosecutors were handling the case.
Jordan's King Abdullah also later visited the hospital.

Jordan is facing a spike in Covid-19 infections attributed mainly to the fast transmission of the British variant of the virus. It announced last week stricter measures to curb the spread of Covid-19 and reimposed a full lockdown on Fridays.

The country reported 8,300 new cases of Covid-19 on Thursday, the highest daily death toll since the pandemic first surfaced in the kingdom a year ago.

Jordan, with a population of around 10 million, has recorded 385,533 cases of Covid-19 and 5,224 deaths.

Taiwan will more than double the number of people who have to quarantine at home to more than 5,000 as it seeks to contain a rare domestic cluster of Covid-19 connected to a hospital, the health minister said on Sunday.

While Taiwan has kept the pandemic well under control thanks to early and effective prevention, with the large majority of its 890 infections imported cases, it has since January 12 been dealing with a small number of domestic transmissions at a hospital.

While the 15 people infected so far at the hospital in the northern city of Taoyuan is small compared to many other parts of the world, it has unnerved the government, which has cancelled many large-scale events related to the upcoming Lunar New Year.

Health Minister Chen Shih-Chung told reporters that they will expand the number of people who have to quarantine at home for 14 days who may have had contact with the infected patients from the hospital cluster.

He put the number at about 5,000 people, compared to around 1,300 who are currently in quarantine.

The government has been testing all of those who have been in quarantine and has been announcing new cases amongst them as they are confirmed.

Taiwan has a well-honed system to track those who have been in contact with confirmed cases and an electronic monitoring network to ensure those in quarantine remain at home.

Despite the new infections, Taiwan only has 95 active cases being treated in hospital. The government holds news conferences to announce details of every new infection.

A giant sinkhole opened up in the car park of a hospital in Naples, Italy which is 20-metre-deep and has led to the temporary closure of a COVID-19 residence in the neighbourhood.

On Friday, at dawn, a large portion of the ground in the car park of a famous hospital started breaking out, leading to the formation of a giant sinkhole.

The sinkhole is 20-metre-deep (66ft), 2,000 sq metre (21,527 sq ft) and is located in the centre of the car park.

It also led to a temporary closure of a nearby residence which was giving a roof to coronavirus patients. Nobody from the COVID-19 residence was hurt during this incident.

However, the residence faced major power cuts and water services were also interrupted. The hospital, too, lost access to electricity and water, but the backup services let the hospital continue their work.

Local authorities believe this sinkhole may have been caused by an infiltration of water underground from the recent heavy rains, as reported by local media.

As of now, the regional governor has assured people the care home will soon reopen and the services will be restored as soon as possible in the COVID-19 residence and the hospital.

Hospitals are struggling to deal with a spike in coronavirus infections in recent weeks in Bangladesh, which has reported 38,292 cases and 544 deaths.

Some health experts are concerned that the real number of cases could be higher in a country of more than 160 million people where many have only limited access to healthcare.

Lax regulations and poor enforcement have often been blamed for large fires in the South Asian nation that have killed hundreds of people in recent years.

An India built a state-of-the-art energy-efficient hospital in Mauritius, which was opened by Indian PM Modi and PM of Mauritius Pravind Jugnauth last year on October 3rd is being used to deal with the COVID crisis, Indian envoy to the country has told WION. Speaking exclusively to our principal diplomatic correspondent Sidhant Sibal, India's High Commissioner to Mauritius Tanmaya Lal while talking about the COVID situation in the country lauded the "leadership of the country is taking commendable steps on various fronts to contain the pandemic" and thanked them for "testing and other procedures required" of several Indian workers after one Indian worker was confirmed COVID positive case. He also talked about the ongoing repatriation process for which the mission is currently getting ready and expects around 1000 Indians who may want to return. Remember Mauritius was one of the first countries to which India sent Hydroxychloroquine.

WION: How are India and Mauritius cooperating on Covid? We sent them HCQ.

Tanmaya Lal: Well, as you are aware, India and Mauritius share a very special relationship. As part of our close ties, there is a longstanding partnership between our countries on the issue of public healthcare. On the Covid pandemic also we are engaging very closely. Mauritius was one of the first partner countries where India was able to bring medicines. Government of Mauritius had made an early request for Hydroxychloroquine and some other medicines. The first consignment of around 13 tons of medicines from India arrived in Mauritius on 15 April. This included half a million tablets of Hydroxychloroquine. This was greatly appreciated here. Hon. Vice Prime Minister Mrs Dookun received the consignment at the airport. Warm messages were exchanged between our Prime Ministers on this. The gesture was well-liked by people, healthcare specialists and received wide media attention. We are working to bring the next consignment of essential medicines in the coming days. This will also include Ayurvedic medicines that have been requested by the Government of Mauritius. You may know that last October Prime Minister Pravind Jugnauth and Prime Minister Modi had jointly e-inaugurated a new state-of-the-art Hospital in Mauritius as part of our development partnership. The Hospital is currently being extensively used in the context of Coronavirus situation. There are many other ongoing and earlier instances of our partnership in the healthcare sector including in Ayush and traditional medicines fields. In February this year, two senior experts from Mauritius participated in an International Ayush Conference in India. On Monday both India and Mauritius participated in the online meeting of the Contact Group of Non-Aligned Movement on Covid 19. I must point out that the Government of Mauritius has been extremely supportive in helping us take care of the Indian nationals here. Their senior leadership has reassured us of their attention to any facilitation required. They assisted with testing and other procedures required in cases of the large number of Indian workers, which became necessary after one Indian worker was confirmed as a Covid positive case. We are grateful for their help.

WION: How has the Indian mission reached out to stranded Indians in the country?

Tanmaya Lal: There are around 10,000 Indian nationals in Mauritius. We estimate that around 1,000 of these may need to return to India. These mainly include hotel interns, students, tourists, workers and other professionals. The High Commission has been proactive in reaching out to the Indian nationals here. We are in regular touch with colleges where these students are studying; hotels where interns were working and their agents; and companies where Indian workers are deployed. My colleagues have reached out personally to hundreds of Indians in Mauritius and are also in touch with many of the parents in India and landlords where interns, students and tourists are staying to facilitate their welfare. We have facilitated the issue of various permits and special passes, transport, and medicines during the curfew. We are operating three helplines that are operational 24x7. We are very active in our messaging on social media including Twitter, Facebook and Website. I also reach out through regular video messages. In the initial days of the lockdown and curfew, when supermarkets had been closed down, the Mission worked hard to procure essential groceries and my colleagues went out to distribute these for a large number of those who were facing serious problems. My colleagues also visited colleges and institutions where a large number of Indian students are studying to ascertain the conditions including the food arrangements.

WION: How has the ground situation in Mauritius changed?

Tanmaya Lal: Mauritius is a small remote island but its population density is among the highest in the world. Their economy, especially the tourism sector, and supplies are to a very large extent dependent on the external environment. Despite such concerns and limitations, the Government of Mauritius took strong measures at an early stage to stop international traffic and impose lockdown and then Curfew. The leadership of the country is taking commendable steps on various fronts to contain the pandemic, ensure essential supplies, and institute supportive measures for vulnerable sections and businesses. While the curfew remains extended until the end of this month, a carefully phased reopening is being planned. There are daily high-level briefings. Testing is going on. Mauritius is doing comparatively well in this regard according to the Africa Centre for Disease Control and Prevention. Quarantine measures are strictly imposed. The graph of infected cases appears to be flattening. Mass Testing has now commenced.

WION: Have we shared any Indian containment model and how are the Indian diplomats doing?

Tanmaya Lal: There is a lot of interest in the Mauritian leadership and public health experts in understanding the developments and best practices in India. I have personally shared many of the steps underway and containment plans in India with their leadership. At the same time, there is interest in the research being carried out in India especially on drugs and vaccine development and other affordable practical innovations on medical equipment. We are sharing these extensively on our social media platforms also. There is also serious interest in the use of Ayurveda for boosting immunity. I have shared Ayush guidelines with them. We are also regularly sharing these on social media. Mauritian experts are attending some of the technical webinars on managing Covid pandemic organized under our ITEC programme by Indian medical institutions, including by the All India Institute for Ayurveda. Our Culture Centre is conducting online Yoga classes, which also has a high resonance here. Let me thank you for asking about my colleagues. The pandemic and the curfew has also been a quick learning curve for all of us. While we are mostly working from home and engaging regularly through video conferencing, many of us also have to move out daily as part of our work. My colleagues have visited the Medical College before the Curfew and were present at the airport when the last commercial flight was departing to assist Indian students and tourists before the travel restrictions kicked in. They have also assisted a large number of Indians by going out to procure and distribute groceries when required despite the curfew and risks of infection. At the individual level, we continue to take precautions and our morale remains high. We are now engaged in preparing for arrangements for the Indians who need to return to India.

In a first in India, three hospitals have been rewarded by the government with `gold certificates` for bringing in quality culture in providing healthcare services to the patients under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PMJAY).

These hospitals are UN Mehta Institute of Cardiology and Research Centre based at Ahmedabad, Cygnus Super Speciality Hospital in Haryana and Spine Institute of Orthopaedic in Ahmedabad.

"We have a very robust system, which closely monitors the compliance with the norms related to the quality certificate given by the PMJAY. So far we have received four applications for the certificate," said Dr JL Meena, General Manager, Hospital Networking and Quality Assurance at AB-PMJAY while talking to ANI.

"Three hospitals have fulfilled the criteria for the gold certificate. Application for one hospital is still under scrutiny. This entire process is aimed at building a culture of quality healthcare for the patients," added Dr Meena.

Last month, the implementing body of AB-PMJAY -- the National Health Authority framed comprehensive guidelines for hospitals to be empanelled with the healthcare scheme to apply for a quality certificate.

This list of guidelines includes infrastructure, human resource requirements, appropriate space for the ambulance in hospital for patient movement, proper lighting facility inside and outside the hospital, medical instruments and equipment, their maintenance, fire fighting equipment and basic amenities like safe drinking water, hygiene, canteen, suitable toilets for men and women.

The guidelines for a self-assessment tool kit to get a quality certificate is very user-friendly, practical and has no language barrier, an official said.

As of now, there are 18,097 hospitals on board with the AB-PMJAY, which have treated around 50 lakh patients.

Are we making a world in which all humans can live together, or are we sinking into the abyss of an unequal future and hampered growth? Despite the economic success of India Inc, this is a question that is worrying when we look at the situation of healthcare in India.

The health of a nation is intrinsically associated with the wellbeing of its citizens. Though the performance of India with respect to health and nutrition on the millennium development goals (MDGs) has improved, it has not matched the growth expectations needed to make India into a truly healthy society.

As of June 2019, India’s ranking in sustainable development goals (SDG) of good health and wellbeing was the highest at 79.9. We need to ensure that health remains a policy issue so that various stakeholders can actively participate in the process of making India truly healthy.

The government’s intent to provide a conducive environment for this sector is evident from the fact that the Union Budget, 2019, has earmarked the highest ever allocation for healthcare and has also increased the budgetary allocation for healthcare research by 9 per cent. It is a step in the right direction as R&D is important given that the nature of our diseases change frequently due to the effects of climate change. Consequently, as our smartphones take continuous software updates, so do our diseases.

This is evident in the trend that India’s burden of disease is shifting from communicable to non-communicable diseases. As health also includes mental wellness, it is important to focus on the rise of mental health epidemic in India, as one in every five individual suffers from depression.

As the purchasing power of Indians rise and their lifestyles change, so does the type of disease. Behavioural factors and changing living patterns have made Indians susceptible to lifestyle diseases like hypertension, diabetes, asthma, respiratory, cardiovascular problems and cancer.

The spurt of social enterprises in different clusters, the rise of the health tech industry and the use of digital technologies in healthcare will help meet shortcomings.

India is at an interesting cross-road today. This can be seen in her grappling with mixed emotions of political certainty reflected by the vision of Modi 2.0 and an environmental crisis of which Chennai is the poster child.

In this era of disruptive growth and rising inequalities, I believe social entrepreneurship along with public-private partnership can guide India through this friendly fire by looking at it like an opportunity.

Globally, the march towards the need to undertake actions that trigger social change is not only being headed by educational institutions, but also by consumers who are willing to pay marginally more for products that come from sustainable brands.

Closer home, social entrepreneurship has flourished despite the shortcomings of public sector schemes, along with the development of an ecosystem that aims to promote a triple bottom line and mandates CSR.

As access to sanitation and clean water to every Indian is still a distant reality and the fact that poor access to these facilities has untoward consequences for one’s health and the nation, I would like to recommend WASH (Water, Sanitation and Hygiene) as an area where India should develop pioneering frugal innovations, on a priority basis.

Consequently, the impact of this should not be restricted to just ensuring better health, but also extend to creating models of sustainable employment.

As creativity can be found in chaos, I trust that healthcare innovations will be guided by increased penetration of smartphones and access to data. This can be supplemented by investor confidence and their deployment of funds in health tech Indian start-ups — the value of which stands at $510 million as of 2018.

Digital disruption will help in making evidence-based healthcare a norm, turn a mobile app into your doctor next door and will aid India in avoiding the problem of physician burnout among the limited healthcare personnel that we have today.

However, a key question remains: How can various stakeholders work in synergy to promote this sunrise sector? Somewhere between the religious justification for certain indigenous medical treatments and the fault lines of Indian society, we need to develop a structure for healthcare that has a deep impact along with being accessible across the very hinterland of India.

We don’t need slogans, which are usually veneers; what we truly need is an action plan. For us, this action plan is an ecosystem wherein the government at the Centre, along with civil society organizations and corporate bodies develop a cornucopia of strategies to effectively improve the health of Indians by crafting a health policy based on the 3Ds - demographics, demand and digital disruption.

Guided by these 3 Ds, this action plan should have roots like that of a eucalyptus tree as it will not only help citizens of India rise above from the fear of having bad health but will also help us remain humble to a policy of implementing a social security system (the healthcare ecosystem linked with Aadhaar) that India can achieve in the next five years.

With AI in sight, I feel this technological disruption along with a progressive policy framework will guide the development in healthcare over the next few years.

We can begin by changing the DNA of healthcare by using constituency data to map health and malnutrition trends in order to be more effective in the long run and thereby making all stakeholders proportionately accountable. Ergo, we need to reshuffle the cards of health in India in order for New India to become a $5 trillion economy.

Eleven-year-old Bess waits patiently to be immersed in water just a little cooler than her body temperature.

Her hydrotherapy session will last only 17 minutes but it does wonders for this arthritis sufferer. Bess is a cat.

To ease her joint pain, the Maine Coon, a touch overweight at 21 pounds (10 kilograms), is taken every week to the Friendship Hospital for Animals, a veterinary clinic on a pleasant Washington street.

Beyond traditional veterinary treatment, the clinic offers forms of care once reserved for humans, such as acupuncture and therapeutic ultrasound.

Pets are now increasingly seen as genuine family members, said Christine Klippen, one of the 63 veterinarians who are available at the clinic every day of the year.

And this is particularly true for millennials, she said, who see themselves as moms and dads to their "fur babies."

Given the higher incomes in the US capital, they often seek out the best pet care available.

In the United States, 84.9 million households, or 68 per cent, have a pet, according to Steve King, head of the American Pet Products Association.

"Millennials are the largest pet-owning demographic among all generations," he said, and have surpassed the postwar Baby Boom generation.

Last year, consumer spending on pets hit a record $72.6 billion and the APPA expects this will rise to $75.4 billion in 2019.

Health care spending is the fastest-rising category as pet owners learn about available treatments.

"There's less pushback than there was," said Brant Hassell, a veterinarian practising at the District Veterinary Hospital.

"These dogs are a lot of people's first children," he said.

"If I say, 'Oh, my goodness. This dog has a loose tooth,' they're just like, 'my baby!'"

Back at Friendship Hospital, Bess the cat walks on an underwater treadmill, the water up to her whiskers, the pace slow and regular as a metronome.

But to keep up, Bella, a "senior" dog, needed a little extra motivation in the form of peanut butter.

"We are more selective with food when they're overweight," said Janay Austin-Carlson, a rehabilitation practitioner.

Walking in water creates greater resistance to movement, making exercise more effective.

"One minute in here is much harder than one minute outside," she said.

Given Washington's often oppressive summertime heat, where temperatures can easily hit 95 degrees Fahrenheit (35 degrees Celsius) and humidity rises to 70 per cent, the animals can also exercise in relative comfort.

"We can play with the speed, the water level," said Austin-Carlson. "All those things create different dynamics."

$15,000 for dialysis

Bella's "mom," 45-year-old Freya Jackson, says hydrotherapy has been a godsend.

"When she comes, she's usually tired afterwards and needs a long nap. But the day after you can really see she could move around more freely," said Jackson.

Still, Bella's fitness regime is not exactly free: A 20-minute hydrotherapy session runs to $89 and comes after 15 minutes of laser therapy at $65.

And Bella has stuck to this weekly routine for a year.

Jackson said having a healthy dog helps her own exercise habits and, given that she has no children, the expense fits her budget.

"I'm investing in myself to stay fit and healthy and be able to run around," she said. "It is a part of my wellbeing."

Pet owners are generally healthier people, coping better with conditions such as autism, dementia and cardiovascular disease, according to studies funded by the Human-Animal Bond Research Institute.

Having a dog or cat in the house typically lowers blood pressure and children may suffer less frequently from allergies.

Generally, pets improve mental health, according to Klippen of the Friendship Hospital.

"Because we view our pets in a more human way it is no longer meaningful enough for us to simply give them a biscuit," said King of the APPA.

And some pet owners are ready to spare no expense: Dialysis can run between $12,000 and $15,000 while the price tag on orthopaedic surgery ranges from $5,000 to $7,000.

But humanizing pets can involve controversial or even dangerous health practices such as needlessly imposing grain or gluten-free diets on animals.

This simply does not suit their nutritional needs and can cause premature death, according to Klippen.

In the meantime, US authorities say they have begun scrutinizing potential ties between such popular, newfangled diets and the prevalence of heart disease in dogs.

Resident Doctor's Association & Students' Union of All India Institute of Medical Sciences (AIIMS) in New Delhi on Saturday said that the strike against certain provisions of National Medical Commission (NMC) Bill will continue.

However, the emergency services will resume with immediate effect from Saturday at AIIMS.

''While we appreciate the gesture of the Hon'ble Union Health Minister, Dr Harsh Vardhan, in attempting to explain and clear our apprehensions regarding the controversial provisions in the NMC Bill 2019 cleared by Rajya Sabha, we regret to inform that many of the concerns pertaining to medical fraternity have not been adequately addressed,'' AIIMS said in a press statement.

''In the view of unanswered questions, AIIMS RDA and SU stands steadfast in our decisions to continue the ongoing indefinite strike against certain provisions of NMC Bill along with medical fraternity across the nations,'' the press statement further added.

Doctors have also been raising their voices against sections 32 and 15 of the Bill pertaining to licence to health providers and the entrance exam for post-graduate course/NEXT.

Doctors have also been raising concerns over section 45 of the Bill. They say that the Bill empowers Central government to override any suggestion of the NMC. The Bill will decrease the representation of elected members from 75 per cent in MCI to 20 per cent in NMC.

The organisation was also of the view that this proposed Bill will increase corruption and decrease autonomy in medicine.

The nursing staff reportedly left Hasan unattended for nearly an hour on Monday after the family of another patient became violent after hearing the news that their loved one had died. The family members blamed the death of the female patient on doctors' negligence.

Hospital staff claimed that relatives of the patient had broken windows, switched off ventilators and hit medical staff.

Treating surgeon Dr Maazul Hassan said upon the return of medical staff to the ICU, Hasan had already suffered a heart attack and all attempts to resuscitate him were futile.

Hasan's wife, Malooka Bibi, blamed her husband's death on the relatives who caused the disruption.

A hospital spokesperson said that they were investigating the incident and examining CCTV footage.

Last month, the army helped rescue Hasan from his home and transferred him to hospital after a plea for help on social media by the father of seven yielded no responses.
