Hong Kong marks 23 years of handover to China with protests and mass arrests

China today enforced its controversial national security law in Hong Kong, a law that will essentially hammer the principle of “one country, two systems” guaranteed to the city of Hong Kong as part of its handover process to China.

As part of this law, naysayers of the Chinese government will be put in prison for three-ten years depending on the gravity of crimes. Those who commit “serious crimes” may also face life imprisonment. However, this is all speculative as Beijing has not made the draft of this law public.

Reports suggest that the law bans secession, subversion of state power, terrorism, foreign intervention. Additionally, it allows mainland China’s security agencies to operate in the city.

The law was passed unanimously by China’s rubber-stamp parliament.

A timeline of China's excesses in Hong Kong leading up to the national security law

Hong Kong authorities threw a security blanket across the city early on Wednesday, the 23rd anniversary of the former British colony's handover to Chinese rule, hours after new national security legislation took effect in the financial hub. The contentious law will punish crimes of secession, subversion, terrorism and collusion with foreign forces with up to life in prison, heralding a more authoritarian era for China's freest city. About a dozen demonstrators rallied to protest against the new law, which critics fear will crush wide-ranging freedoms promised to Hong Kong for 50 years when it returned to Beijing under a "one country, two systems" style of governance. Authorities barred an annual march due to be held on Wednesday, citing a ban on gatherings of more than 50 people in a bid to curb coronavirus, but many activists pledged to defy the order and march later in the afternoon. The annual rally is traditionally held to air grievances over everything from sky-high home prices to what many see as Beijing's increasing encroachment on the city's freedoms. "We march every year, every July 1, every October 1 and we will keep on marching," said pro-democracy activist Leung Kwok-hung. On July 1 last year, hundreds of protesters stormed the city's legislature to protest against a now-scrapped bill that would have allowed extraditions to mainland China, trashing the building in a direct challenge to authorities in Beijing. Those protests evolved into calls for greater democracy, paralysing parts of the city and paving the way for Beijing to directly impose national security law on Hong Kong, a move that has drawn condemnation from some Western governments. Critics fear the legislation will crush wide-ranging freedoms in Hong Kong denied to people in mainland China that are seen as key to its success as a global financial centre. Authorities in Beijing and Hong Kong have repeatedly said the legislation is aimed at a few "troublemakers" and will not affect rights and freedoms, nor investor interests.

The new law will punish crimes of secession, subversion, terrorism and collusion with foreign forces with up to life in prison, will see mainland security agencies in Hong Kong for the first time and allow for extradition to the mainland for trial.

As thousands of protesters gathered downtown for an annual rally marking the anniversary of the former British colony’s handover to China in 1997, riot police used pepper spray and fired pellets as they made arrests after crowds spilled into the streets chanting “resist till the end” and “Hong Kong independence”.

Police fired water cannon to try to disperse the protesters and said they had made more than 180 arrests for illegal assembly and other offences, with some involving violations of the new law.

Police posted pictures on Twitter of an officer with a bleeding arm saying he was stabbed by “rioters holding sharp objects.” The suspects fled while bystanders offered no help, police said.

United Kingdom Prime Minister Boris Johnson on Wednesday announced officially that his country would offer immigration rights to the people of Hong Kong in the aftermath of China passing the controversial national security law in Hong Kong.

Even though China claims it will let Hong Kong take care of its affairs, in rare circumstances people could be extradited to mainland China. In essence, this law materialises the goals of the now-panned extradition law while effectively ensuring no dissent against Chinese administration brews in the financial hub.

Even before the law was formalised, the UK had promised assistance to Hong Kongers if China went ahead with the legislation. As per this promise, those in possession of the British National Overseas passport could live in the UK, and work there. This would pave way for citizenship.

"That is precisely what we will do now," Johnson told the parliament.

HK Security Law explained | China unveils details of the law | South Asia

China on Tuesday unveiled details of a contentious new national security law for Hong Kong, ending weeks of uncertainty that have exacerbated concerns over Beijing's erosion of freedoms in the global financial hub.

Beijing passed the legislation on Tuesday, bypassing the city's local parliament and setting the stage for the most radical changes to the former British colony's way of life since it returned to Chinese rule 23 years ago.

The law defines four crimes: separatist activity, state subversion, terrorist activity and collusion with foreign forces.

Beijing said the legislation was necessary after sometimes violent anti-government and anti-Beijing protests rocked the city since June last year, plunging it into its biggest crisis in decades. Protesters are angry at what they see as Beijing's tightening squeeze on Hong Kong's affairs.

China denies interfering and accuses Britain and the United States of fomenting the unrest.

Following are details of the law, which took effect at 1500 GMT.

* Crimes of secession, subversion, terrorism and collusion with foreign forces punishable by up to life in prison.

* Companies or groups that violate national security law will be fined and could have operations suspended.

* Damaging certain transportation vehicles and equipment will be considered an act of terrorism. Secretary of State Mike Pompeo had said the United States would restrict visas for unspecified current and former officials of the Chinese Communist Party "who were responsible for eviscerating Hong Kong's freedoms."

"President Trump promised to punish the Chinese Communist Party (CCP) officials who were responsible for eviscerating Hong Kong`s freedoms. Today, we are taking action to do just that," he had said while announcing the visa restrictions.

"Beijing`s continued actions undermine its commitments and obligations in the Sino-British Joint Declaration to respect Hong Kong`s high degree of autonomy. At the same time, Beijing continues to undermine human rights and fundamental freedoms in Hong Kong by putting pressure on local authorities to arrest pro-democracy activists and disqualify pro-democracy electoral candidates," he added.

Meanwhile, Hong Kong has witnessed sporadic protests since June 2019 condemning the increasing influence of the Chinese on the special administrative region.

The latest wave of protests was caused by a security bill tailored by Beijing for Hong Kong.

The security legislation, which bans secessionist activities, among other things, is seen by Hong Kong residents as undermining their liberties. However, both Hong Kong's leadership and the central government say the bill would not affect the legitimate rights of the residents.

In the backdrop of China passing its controversial national security law in Hong Kong, activist groups in the city have disappeared from social media, and most pro-democracy campaigns shut fearing repercussions.

Fearing jail time, or worse, naysayers of the Chinese government will be put in prison for three-ten years depending on the gravity of crimes. Those who commit “serious crimes” may also face life imprisonment.

What emerged as a protest against China’s now scrapped extradition law for Hong Kongers, turned into a larger demand for democracy and against Chinese influence in the city.

On July 1, Hong Kong will mark 23 years since it was returned to China by Britain, as part of the “one country, two systems” deal, which gives special privileges to the people of Hong Kong which are not available elsewhere in the Chinese mainland.

Additionally, the city is judged by its mini-constitution called “Basic law”.

Chinese foreign ministry spokesman Zhao Lijian did not specify which measures Beijing would take. US Secretary of State Mike Pompeo on Monday barred arms exports to Hong Kong and as China moved ahead with imposing a new national security law for Hong Kong that many fear Beijing and the Chinese Communist Party will use to clamp down on dissent in the former British territory. Pompeo said Hong Kong will soon require licenses for the sale of items to Hong Kong that have both civilian and military uses. Hong Kong bans major protests against China: Protests after HK police deny permission

UN's experts have slammed China over Hong Kong. Urging Beijing to withdraw the draft National Security Law. But it will be too late before the UN stops China.

The controversial bill has moved a step closer to take its final form. Hong Kong's freedom is nearing its end. China's top law-making committee discussed the draft law yesterday in Beijing.

It could be put to vote and adopted as law in the next few days. Chinese parliament had endorsed the legislation last month.

It was sent to this standing committee to plug the loophole and make the law as oppressive as possible.

The three-day meet ends on Tuesday. So, the bill could be passed as early as Wednesday.

In two days, Hong Kong could be under the National Security Law.

The people of Hong Kong do not know what is coming. Except that the law is intended to target dissenters and that -- it will override most of their freedoms.

It's so repressive that China has not made the draft public. Hong Kong's pro-China delegates were called to the meet. What they have said to the media over the last 24 hours is chilling. For dissenters -- Hong Kong security law could mean a life sentence. Not 3 to 10 years in prison, as believed earlier.

The legislation could be applied retroactively.

Protests erupted in Hong Kong as soon as the standing committee began its meeting in Beijing. At least 53 people were arrested.

The Hong Kong police fired tear gas and pepper spray at many peaceful protests across the city.

In a few days, the situation could turn worse. But, help is arriving for Hong Kong's residents. Taiwan is welcoming people of Hong Kong with open arms.

It will open a special office on Wednesday.

Taiwan's President Tsai Ing-wen has said necessary expenses will be covered and Taiwan will be a haven especially for hong kong activists seeking political asylum.

This move will surely anger China. But Taiwan's Tsai Ing-wen is clear about her responsibility to protect democracy in the region. It's not just Taiwan that has come to Hong Kong's rescue.

British prime minister Boris Johnson, who engineered the Brexit -- is ready to go against his voter base to give asylum to Hong Kongers.

He has pledged to admit 3 million people, who hold a British overseas passport. A group of UK ministers had even called for an international monitor group over the proposed law in Hong Kong.

The UK is standing up to China. Hong Kong needs support. Even if it is arising out of rare British guilt for handing over hong kong to the Chinese in 1997.

Over the weekend, the US stepped up its pressure on China. Once it got the clearance from the senate. The US imposed visa restrictions on current and former Chinese officials.

US secretary of state Mike Pompeo said: "President Trump promised to punish the Chinese Communist Party (CCP) officials who were responsible for eviscerating hong kong’s freedoms. Today, we are taking action to do just that."

Particularly those who have contributed to the stifling of Hong Kong's freedom.

These visa sanctions are not as severe as economic sanctions, but it sends a message to Beijing.

Bejing got the message and retaliated with a tit-for-tat move. Now, China will impose visa restrictions on US officials. China has warned the US From imposing any kind of sanctions.

Pompeo says in the interest of preserving free societies, the US and its European partners must awaken to China's challenge.
