The defence minister said Tejas is going to be the backbone of the fighter fleet of the Indian Air Force in years to come.

Around three years back, the IAF had issued an initial tender for procurement of 83 Tejas aircraft, a four-and-half generation combat jet.

"LCA-Tejas incorporates a large number of new technologies many of which were never attempted in India. The indigenous content of LCA-Tejas is 50 percent in Mk1A variant which will be enhanced to 60 percent,' Singh said.

The defence minister said that aircraft maker Hindustan Aeronautics Ltd (HAL) has already set up second-line manufacturing facilities at its Nasik and Bengaluru divisions.

"Equipped with the augmented infrastructure the HAL will steer LCA-Mk1A production for timely deliveries to the IAF," he said.

Singh said the Tejas programme would act as a catalyst for transforming the Indian aerospace manufacturing ecosystem into a vibrant, self-sustaining one.

"I thank the Prime Minister Shri @narendramodi for this historic decision taken by the CCS today, " the defence minister said.

HAL said the "Army version" of LUH is now ready for initial operation clearance.

"A comprehensive test plan was executed at Leh which included envelope expansion, performance and flying qualities," the HAL informed.

"HAL has once again proved its indigenous capability in design and development," it added with all planned tests successfully demonstrated.

The tests were conducted in hot and high weather conditions in the Himalayas for around 10 days.

HAL completes new helicopter tests in Himalayas

India's first homegrown fighter aircraft has been deployed at the western front along the Pakistan border amid rising tensions with China along the Line of Actual Control(LAC).

"The LCA Tejas was deployed by the Indian Air Force on the western front close to the Pakistan border to take care of any possible action by the adversary there," government sources told ANI.

Tejas is a single-engined, lightweight, highly agile, multi-role supersonic fighter. It has quadruplex digital fly-by-wire Flight Control System (FCS) with associated advanced flight control laws. The first LCA squadron – No. 45 Squadron ‘Flying Daggers’ – equipped with IOC-standard aircraft became operational in July 2016.

The fighter which has been deployed at the western front (LoC) is the Mark 1 version with air-to-air refuelling (AAR) and beyond visual range (BVR) capabilities as well as updated avionics and flight control software.

The IAF and the Defence Ministry are expected to finalise the deal for the 83 Mark1A aircraft by the end of this year.&nbsp;

Mark1A is the advance version of Mark 1 with better avionics and flight control software, it fulfils all requirements of India Air Force. Mark 1A light fighter will have the same fuselage and General Electric (GE) F-404 engine as the Mark 1.

If the deal is signed by the end of this year then the delivery of the first Tejas Mark1A aircraft is expected to start in 2023.

Deployment of LCH

Recently India deployed it's two prototype twin-engined multirole light combat helicopter (LCH) apart from heavy lifter Chinook and heavy-duty Apache attack helicopter. IAF vice chief Air Marshal Harjit Singh Arora also took sortie in the LCH and examined its capabilities.&nbsp;

One of the twin-engined multirole rotorcraft conducted a simulated attack on a high-altitude target after which it landed at “one of the most treacherous helipads in the region”, HAL had said.

The need for LCH rose at the time of Kargil war when a number of IAF attack helicopters targetted enemies sitting at the peak of the mountains.&nbsp;

LCH is capable of operating at the world's highest battle airfields (14kft to 18kft depending on the payload) and is comparable to any other fighter helicopter of its class. LCH with a narrow fuselage has pilot and co-pilot/gunners in tandem configuration incorporating a number of stealth features, armour protection and night attack capabilities.

“It is the lightest attack helicopter in the world designed and developed by HAL to meet the specific and unique requirements of the Indian armed forces reflecting the crucial role of HAL in Atma Nirbhar Bharat”, Mr R Madhavan, CMD, HAL, said.

The IAF and the Indian Army together need around 160 LCHs. The Defence Acquisition Council (DAC) had approved the proposal for an initial batch of 15 LCHs. The IAF issued Request for Proposal (RFP) for 15 Limited Series Production (LSP) helicopter (10 for IAF and 5 for Army) and HAL has been submitted. Price negotiation has also been completed with the order expected soon.

Rudra is also a homegrown product which is a weaponised version of HAL manufactured Advanced Light Helicopter (Dhruv). The deployment of Rudra was noticed when the helicopter was seen participating in the exercise which was demonstrated to the defence minister Rajnath Singh when he visited at the eastern front to meet soldiers and review military preparedness last month.

The Indian Army currently operates over 50 HAL-built Rudras, with more in the pipeline for a total fleet of 78 airframes and Rudras which are capable of firing anti-tank guided Nag missile (HELINA) which has been named now as Dhruvastra.&nbsp;

Currently, Rudras are equipped with 70mm rockets and 20mm M621 cannon on a Nexter THL-20 chin-mounted gun turret.

All India Hindustan Aeronautics Limited Trade Unions Co-ordination Committee (AIHALTUCC) on Monday started its indefinite strike for 'fair and early settlement of wage revision of the employees'.

Speaking to ANI, General Secretary of Hindustan Aeronautics Employees Association (HAEA) Suryadevara Chandrashekhar said: "The HAL executives have taken a gross hike of 35 per cent and 110 per cent to 140 per cent in perks and we are just demanding parity." He said that so far 11 rounds of negotiations had been held with the management and wage committees but nothing fruitful was achieved as the management was claiming that the company's financial condition was not good.

Chandrashekhar said that the AIHALTUCC had "no other option as they are forced to go on agitation path, for achieving fair and early wage revision of the employees."

On October 1, in a letter to Hindustan Aeronautics Limited (HAL), Chandrashekhar had said that the firm "did not respect the advice of the Defence Ministry and the Conciliation authorities to negotiate and resolve the issue in an amicable way."

Responding to the letter, the HAL had said that the proposed indefinite strike by firm's trade union was illegal and workers would&nbsp;lose various company benefits if they go ahead with it.

The statement further read that the AIHALTUCC has decided to resort to an indefinite strike to fulfil their "untenable demands" and the unreasonable nature of their demands had been brought out in a number of meetings.

HAL added that the management was open for discussions and conclusion of wage revision effective from January 1 could be achieved only with the co-operation of the unions based on realistic and affordable demands.

Hindustan Aeronautics Limited employees launch indefinite countrywide strike over wage revision

Government-owned Hindustan Aeronautics Limited (HAL) said on Monday its turnover totalled Rs 19,400 crore during the financial year ended on March 31 against Rs 18,284 crore in the previous year.

The public sector company posted revenue growth in excess of 6 per cent during 2018-19 as compared to 3.8 per cent during 2017-18.

In FY 19, HAL produced 41 new aircraft and helicopters besides 98 new engines. It carried out overhaul of 213 aircraft and helicopters besides 540 engines.

"HAL produced 12 new advanced light helicopters against the contract of 40, out of which six were produced ahead of schedule for the Indian Army," said an official statement.&nbsp;

"HAL`s research and development projects are on track and are tailor-made for the requirement of armed forces," the statement added.&nbsp;

HAL Chairman and Managing Director R Madhavan said the company will focus more on design and development of indigenous products and technologies, develop aerospace and defence manufacturing eco-system and to be more dedicated to meeting the current and future requirements of customers.

"This strategy will also help HAL to be on the growth track in meeting the expectations of the shareholders," he said adding the company expects continued `excellent` MoU rating from the government.&nbsp;

Former Navy Chief Admiral Arun Prakash on Sunday said that there is a need to examine the performance of Hindustan Aeronautics Limited (HAL).

Taking to Twitter, Prakash on Saturday said that the military has, for decades, flown “poor quality HAL machines and often played with young lives but no reckoning for HAL management.Time to focus on the leadership and directors of this giant PSU,” he added.

Sources in the Air Force said initial reports suggest that the plane took off and then landed immediately with great force after which the parts of the front portion broke and it crashed into a gate near the runway.

The aircraft was being flown by two test pilots of the Indian Air Force- Squadron Leader Siddhartha Negi and Squadron Leader Samir Abrol. Both pilots were from the Aircraft and Systems Testing Establishment.

The avionics and electronic warfare capabilities of the planes were upgraded and the two pilots were taking it for an acceptance test when it crashed at the HAL airport.

One of the two pilots managed to eject from the plane, however, he fell on the debris and lost his life.The other pilot was rushed to a hospital but succumbed to his injuries.

The public sector entity Hindustan Aeronautics Limited designed and developed light combat helicopter (LCH) has successfully carried out air-to-air missile firing on a moving aerial target.

"This is the first time in the country that a helicopter has carried out air-to-air missile engagement. None of the helicopters with the military services in the country has demonstrated such a capability. With this, LCH has successfully completed all weapon integration tests and is ready for operational induction," chief R Madhavan said.

"During the tests conducted at integrated test range, Chandipur Odisha recently, Wg Cdr Subash P John, VM (Retd), test pilot, Col Ranjit Chitale, (Retd), Flight Test Engineer from and Gp Capt Rajeev Dubey, test pilot from the IAF, executed a flawless mission and achieved a direct hit on the aerial target, destroying it completely," said spokesperson Gopal Sutar in a press release.

Other weapons on the LCH include a 20mm Turret gun and 70 mm Rockets, the firing trials of which have already been completed last year. LCH is the only attack helicopter in the world capable of operating at altitudes as high as Siachen glacier.&nbsp;

Designed and developed by Rotary Wing Research &amp; Design Centre (RWRDC) in response to the operational needs of the IAF, its capabilities far exceed that of contemporary attack helicopters of its class.

Equipped with Helmet mounted sight and a forward-looking infrared sighting system, LCH pilots can now detect and destroy any target on the ground or in the air.

Using these sights, pilots can now launch a missile onto any target without having to turn the helicopter. The fire and forget missile is effective against all types of aerial threat including UAVs and microlight aircraft.

HAL successfully conducts missile firing on moving aerial target

Hindustan Aeronautics Limited (HAL) on Sunday expressed optimism that the public sector entity's financial condition would improve by the end of the current fiscal.

The state-owned aerospace firm has said to have "taken an overdraft of Rs 962 crore but the situation is expected to improve by end of the financial year" thanks to "anticipated collections."

"In view of the various media along with reports on HAL, following is clarified, HAL has taken overdraft of Rs 962 crore. With anticipated collection up to March, the cash position is expected to improve. Orders for LCA Mk1 A (83) &amp; LCH (15) are in advanced stages," Bangalore-based HAL tweeted.

A political controversy erupted after a media report quoted HAL CMD R Madhavan, saying that after many years, the aerospace company had to borrow close to Rs 1,000 crore as an overdraft.

There were other reports as well, suggesting the HAL was yet to get orders from the Central government.

Some portion of the offset business from various other programmes were being administered at the HAL, but it does not form a major business, Madhavan said.

"HAL will continue to get these offset business," he added.

The Congress recently accused the government of forcing Dassault Aviation to make Reliance Defence its offset partner for the Rs 58,000 crore deal to purchase 36 Rafale jets.

It alleged that the government was helping the Anil Ambani group get a contract worth Rs 30,000 crore from the deal.

However, the Reliance Group, in a statement, has said Dassault Aviation's investment in Reliance Airport Developers Limited has no link with the Rafale fighter jet deal, and has accused the Congress of resorting to "blatant lies" for political gains.

Reliance has also said the Indian government, the French government, Dassault and Reliance have clarified on multiple occasions that there was no offset contract for Rs 30,000 crore to Reliance as alleged by the Congress.

Earlier, in an interaction with the media on November 2, Madhavan had said that the HAL was completely out of the Rafale deal, but at one point of time, it was part of it, which did not kick-off.

"We are not in that (Rafale) business now. We were in it at one point of time. It is a direct purchase by the government and (I) cannot make any comments on pricing and policy changes," he had said.

IAF Chief BS Dhanoa said Wednesday that the Rafale fighter jet, when it is inducted into the air force, will be a "game changer". And he added that HAL continues to stay in the deal.&nbsp;

Dhanoa was speaking at a press conference in Delhi.&nbsp;

"It's a very good aircraft. When it comes to the subcontinent, it will be a game changer. We have lots of advantages in the Rafale deal," ANI quoted Dhanoa as saying.&nbsp;

"It was decided to buy two squadrons through Government to Government, to meet up emergency requirements. HAL was involved in ToT (Transfer of Technology) and licensed production. There is no question of HAL being left out," Dhanoa said.&nbsp;

The opposition Congress has said there is a scam in the new Rafale deal signed between Prime Minister Narendra Modi and the then French Prime Minister Francois Hollande in 2015.&nbsp;

The original deal, brokered by the previous UPA government, had said France's Dassault Aviation would supply India with 126 Rafales.&nbsp;

The new government-to-government deal signed by Modi and Hollande said India would get only 36. The new deal also junked the transfer of technology clause in the deal, a major loss to India.&nbsp;

And finally of course, the India partner in the deal — Hindustan Aeronatics Ltd — was summarily dismissed in favour of Anil Ambani's Reliance Defence Ltd.&nbsp;

Reliance Defence has no experience in the defence or aerospace industry, and Congress President Rahul Gandhi has relentlessly called Ambani's inclusion in the deal a case of crony capitalism.&nbsp;

He has also accused the NDA government of agreeing to pay three times as much for every Rafale fighter jet as the earlier UPA government had.&nbsp;

Days after Defence Minister Nirmala Sitharaman questioned the production capacity of Hindustan Aeronautics Limited (HAL), the public limited company announced its highest ever turnover of Rs 18,28,386 lakh in Financial year 2017-18, in comparison with the previous year's turnover of Rs. 17,60,379 lakhs.

The company underlined that it has produced 40 aircrafts and helicopters, including Su-30 MKI, LCA Tejas and Dornier Do-228 in fixed wing and ALH Dhruv and Cheetal Helicopters in rotary wing.

In addition, the company said it has produced 105 new engines, overhauled 220 aircraft/ helicopters and 550 engines and 146 new aero-structures for space programs were produced during the period.&nbsp;

This was disclosed during the HAL's 55th Annual General Body Meeting of Shareholders, first after its listing at the new HAL Management Academy (HMA) campus at Bengaluru on Friday.&nbsp;

The disclosure comes close to the Defence Minister's claims that one of the reason for the deal for 126 Rafale planes falling under the UPA regime was that HAL did not have required capability to produce them.&nbsp;

On Thursday, Minister of State for Heavy Industries Babul Supriyo said HAL had quoted double man power hours to Dassault Aviation for a job that could be done in "100 man-hours".&nbsp;

HAL's new Chairman and Managing Director, R Madhavan, in his address to the shareholders, presented the performance highlights for the year 2017-18 and discussed the future plans of the company besides addressing the concerns of the shareholders.&nbsp;

"He acknowledged the trust and confidence of the Shareholders and reiterated his commitment to pursue growth opportunities for the Company. He said that in spite of the challenges, the Company has achieved significant growth in revenue and profits," HAL said in a statement.&nbsp;

The 55th Annual Report for the Financial Year 2017-18 was circulated to all the stake holders.&nbsp;

HAL's Profit Before Tax for the year was Rs. 3,32,284 lakhs as against Rs.3,58,258 lakhs in the previous year.&nbsp;

The Profit After Tax (PAT) for the year was Rs. 2,07,041 lakhs.&nbsp;

Talking to ANI, an HAL official said: "We are producing so many complex platforms like Sukhoi and different versions of MiGs. So, with the help of the Original Equipment Manufacturer (OEM) we would have done it (Rafale) too."

Disagreements between Hindustan Aeronautics Limited (HAL) and Dassault Aviation led to the collapse of negotiations between the two in the Rafale fighter plane deal during the UPA term.

According to Defence sources, HAL in a letter to Ministry of Defence (MoD) in 2012 mentioned the differences with Dassault pertaining to work share.

In July 2014, HAL in a subsequent letter to MoD also highlighted one major unresolved issue regarding responsibility sharing between Dassault and HAL for license manufacture of aircraft. Besides, the man hours required for the manufacture of various components of the aircraft in HAL was also a point of disagreement between the two.

"Due to all these reasons the proposals for 126 MMRCA could not progress further," sources said. 
 
According to a media report, T. Suvarna Raju, former chairman and managaing director (CMD), claimed that Dassault and HAL had signed the mutual workshare contract and given it to the government. He further said that the life-cycle costs of the aircraft would have been cheaper if the aircraft were made in India.

Responding to this, sources said that since the workshare between Dassault and HAL was never agreed upon, reports claiming the lower life-cycle cost of the planes, was completely "presumptive" and termed the media report based on HAL ex-CMD statement as "factually incorrect".

The opposition parties have been blaming NDA Government for not taking on board HAL in the Rafale deal and questioned Dassault's tie-up with Reliance Group under the off-set clause.&nbsp;
