G20 leaders agree on historic corporate tax deal

Prime Minister Narendra Modi will be attending an event hosted by US President Joe Biden on “Supply Chain Resilience” on the sidelines of the G20 Summit in Rome on Sunday, officials have said.

Briefing press on Modi’s schedule on Sunday, Foreign Secretary Harsh Vardhan Shringla said, “PM Modi will attend an event hosted by US President Joe Biden on ‘Supply Chain&nbsp;Resilience’ and hold other bilateral meetings on the sidelines of the G20 summit in Rome.”&nbsp;

PM Modi invited G20 countries to make India their partner in economic recovery and supply chain diversification. He also brought out the fact that despite challenges posed by the pandemic, India continued to be a trusted partner in the context of reliable supply chains, Shringla said.

"The PM also brought out the fact that despite challenges of the pandemic, India continued to be a trusted partner in the context of reliable supply chains," Shringla told the special briefing in Rome on Saturday.

The Supply Chain Resilience Initiative (SCRI) was launched by India, Japan and Australia, in April, will help in promoting trade facilitation by identifying supply chain risks and mapping out the complementarities.

The SCRI, first&nbsp;proposed by Japan, aims to reduce dependence on China&nbsp;amid a likelihood of rechurning of supply chains in the Indo-Pacific region amid the COVID-19 pandemic.

On Sunday, the prime minister is also expected to have a meeting with Prime Minister of Spain Pedro Sanchez and German Chancellor Angela Merkel on the sidelines of the G20 Summit apart from participating in discussions on “Climate Change and Environment and Sustainable Development”.

He will begin the day in Rome by visiting the historical centre - the Trevi Fountain. The historical Trevi Fountain has drawn many filmmakers to it who have popularised the Baroque art-styled monument as the epitome of a place of romance.

While we are, in the first place, not responsible for the problem, and despite supporting 17 per cent of the world population, our contribution to the global gas emission is just&nbsp;under 3 per cent.

"Yet, as a responsible global citizen, we are participating actively in the world’s efforts to resolve the future problems that climate change can bring. We are walking collectively with other nations and trying to protect the interests of the low- and middle-income countries, so that adequate finance and appropriate technologies at&nbsp;affordable prices are made available to them in their future development work,” Goyal&nbsp;told WION.

“We are ensuring that adequate policy space is available for the developing countries to bring prosperity to the people. And in some sense, India speaks and is a voice of billions of people who have been left behind in this space for prosperity. We are very confident that in G20, we will be a powerful voice in addressing concerns around climate change,” he added.

India has been raising the issue of black money and terrorism in various international fora. Asked about India’s agenda on this&nbsp;issue at the summit, Goyal said, “The fact that world has moved towards accepting a minimum global corporate tax is itself reflective of the support that PM Modi’s idea got. Because ultimately when people were finding safe haven and avoiding paying taxes in any jurisdiction through various tax mechanisms, that itself was a form of encouraging money transfers and flows without accountability. So, I think we have come a long way. PM Modi continues to persevere and global attention to this very important subject and the good part is that the world is listening to him.”

Speaking on exporting Covid vaccines, Goyal said that India has sufficient stocks of vaccines and will be speeding up its efforts to support other developing and less developed nations with affordable vaccines.

“India has demonstrated to the world of its tremendous capabilities, both in the development of vaccines and the rapid rollout of our vaccination programme. As you are aware, we administered a billion doses of vaccines to a very large section of our population. The speed at which we vaccinated, almost all willing adults are close to being vaccinated. In fact, as our health minister mentioned, we are running a door-to-door campaign to encourage people who are left out to come and take vaccines. We have sufficient stocks of vaccines available, and we will be supporting several other less developed and developing countries with affordable vaccines in sufficient measure,” Goyal said.

Biden's top advisers have voiced concerns about energy suppliers not boosting production enough to meet surging demand.

Rocketing natural gas prices, with the European benchmark up almost 600 per cent&nbsp;this year, have been fuelled by low inventories and surging demand as economies recover from the COVID-19 crisis.

Biden's national security adviser Jake Sullivan raised similar issues&nbsp;during a visit to Brussels this month, singling out Russia for its "history of using energy as a tool of coercion, as a political weapon."

Russia, a major natural gas supplier to Europe, and its energy giant Gazprom are being urged to do more to ease prices in the spot market.

The official said G20 leaders would not specifically target the Organization of the Petroleum Exporting Countries (OPEC), which includes Saudi Arabia, or set any targets for energy production. 
Russian President Vladimir Putin will not attend the summit in person, but is expected to participate virtually.

Novak said clearing the pipeline could help ease shortfalls, sparking concerns that Russia has failed to boost its production of gas - now delivered via land-based pipelines - precisely to put pressure on Europe to approve Nord Stream 2.

"To help advance toward the global goals of vaccinating at least 40 per cent of the population in all countries by the end of 2021 and 70 per cent by mid-2022 &nbsp;we will take steps to help boost the supply of vaccines and essential medical products and inputs in developing countries and remove relevant supply and financing constraints," the G20 ministers said in a communique seen by Reuters.

The previous goal had eyed vaccinating 70 per cent&nbsp;of the world's population by the autumn of 2022.

"We establish a G20 Joint Finance-Health Task Force aimed at enhancing dialogue and global cooperation on issues relating to pandemic prevention, preparedness and response, promoting the exchange of experiences and best practices, developing coordination arrangements between Finance and Health Ministries, promoting collective action, assessing and addressing health emergencies with cross-border impact and encouraging effective stewardship of resources," the statement said.

The ministers said they were setting up the new body because the COVID-19 pandemic had exposed "significant shortcomings" in the world's ability to coordinate its response.

They pledged to support "all collaborative efforts" to provide access to safe, affordable, quality and effective vaccines, therapeutics, diagnostics, and personal protective equipment, particularly in low- and middle-income countries.

To reach the vaccination goals, they said they would work to boost the supply of vaccines and essential medical products and inputs in developing countries, while removing constraints on supply and financing, but gave no specific details.
