Questions arose when a $800,000&nbsp;diamond ring disappeared from the Ritz hotel in Paris, sparking speculation about a targeted theft, an act of negligence, or an opportunistic swipe. Two days later, the hotel provided an unexpected answer to the mystery.

Contrary to various online theories, the Ritz hotel said that its security team had located the missing ring in the bag of a vacuum cleaner. While this explanation raised eyebrows, the hotel insisted that its client, a Malaysian businesswoman, was pleased with the outcome.

<h2>How did the ring end up in the vacuum cleaner?</h2>

The Malaysian guest reported leaving the ring on a table while she went window shopping, only to discover it missing upon her return.

The hotel initially explored all leads, and police were involved, with prosecutors prepared to handle the case if it pointed to a high-profile burglary. The potential loss was described as "colossal."

Additionally, five armed men had previously made off with jewels exceeding $4.3 million from display windows within the hotel.

The French police have arrested two conmen for duping elderly people by selling bedbug pest control services to them at exorbitant prices, even when most did not need to avail the service.&nbsp;

The two men would enter the victims' homes, carry out phoney control services and then overcharge for treatment products. The Strasbourg Police said the victims would be charged anywhere between $324 and $2265&nbsp;(£257 and £1,800).

The police added that they had received a total of nine formal complaints for suspected fraud and at least 48 were scammed.&nbsp;

The scammers preyed on widespread fears of bedbugs that gripped France this autumn. During the service, they would pretend to inoculate the space against bedbugs with an aerosol before handing an ointment they said would keep the bugs away from human skin.&nbsp;

However, once authorities were alerted, the identified suspects, put them under surveillance and soon arrested them as they were leaving the home of the latest victim.&nbsp;

Bedbugs, once nearly eradicated by the 1950s, have made a comeback in recent decades, driven by factors such as population density and mass transit. Approximately one-tenth of French households have faced bedbug issues in recent years, necessitating costly pest control interventions.

An anti-bedbug campaign was launched by the French government three years ago which includes a dedicated information hotline and website. However, it failed to make a major difference as the problem peaked earlier this year.&nbsp;

Iran hit back at the UK, France, and Germany for jointly condemning its recent missile advances, specifically the unveiling of the Fattah-2 ballistic missile, which Tehran says is "hypersonic."&nbsp;

In a joint statement, the E3 countries expressed concern and said, "Iran continues to develop its missile programme despite repeated international calls to halt it, and after years of disregarding UN restrictions."

The Fattah-2, equipped with an advanced warhead and hypersonic glide vehicle (HGV), was showcased at the Ashura Aerospace Science and Technology University in Tehran on November 19.

Fattah, translating to "conquer" in Farsi, represents an advanced iteration of its initial domestically produced hypersonic ballistic missile, also named "Fattah".

The new version boasts several notable features. It's HGV warhead is capable of maneuvering and gliding at incredibly high speeds, capable of evading air defence systems.

Propelled by a liquid-fuel rocket propellant, the precision-guided two-stage missile exhibits a striking range of 1500 kilometres. It also achieves a velocity of Mach 15, equating to 15 times the speed of sound, equivalent to 18522 kilometres per hour, as per reports.&nbsp;

The lifting of sanctions, reports say, allows Iran to sell its drones, ballistic missiles, and related technologies, potentially generating revenue for supporting militant and terror proxies in the Middle East.

"The E3 remain committed to taking every diplomatic step to prevent Iran from developing nuclear weapons and to holding Iran to account for its destabilising activity around the region and internationally," the statement read.&nbsp;

In response, Iran's Foreign Ministry spokesman, Nasser Kanaani, dismissed the E3 statement as misleading, politically motivated, and lacking legal grounding.

He said that Iran is committed to peaceful and defensive measures, urging the international community to recognise it.

Kanaani clarified that, according to the 2015 nuclear deal timetable, all missile restrictions on Iran should have been lifted by October 17, 2023.

Iran says claims over launch of Fattah-2 hypersonic missile 'misleading'

France used a watertight defence to stun world champions New Zealand 18-17 in a surprise result at the WXV1 top-tier women's rugby tournament in Wellington on Saturday. The French claimed an early lead and defended it bravely, making more than 200 tackles to snatch a first-ever win over the Black Ferns on New Zealand soil and hand the tournament hosts their first defeat against any side for two years.

The result also exacts some revenge for France's heartbreaking Rugby World Cup exit last year, when beaten by New Zealand by a single point in the semi-finals.

Captain Manae Feleu said her third-ranked French side had tackled their way to victory.

"We knew it was going to be a great battle against the Black Ferns, they are world champions," she said."We knew it was going to be hard and tough for 80 minutes and I'm just grateful we gave it 100 percent."

Operating with less possession, France opened up a 15-7 lead at halftime through long-range tries to wingers Emilie Boulard and Cyrielle Banet. Liana Mikaele-Tu'u scored New Zealand's opening try but her team slipped further behind when Morgane Bourgeois landed penalties on either side of the interval.

New Zealand's chances diminished when replacement prop Chryss Viliko was shown a red card for an illegal cleanout with 15 minutes remaining but her team regrouped and created a try for winger Katelyn Vaha'akolo to close within one point.

Black Ferns captain Ruahei Demant said her team would need to improve for their remaining matches against Wales and England.

"We were down in their half a lot but we didn't capitalise on the pressure we were putting them under," Demant said."We know what the French bring. You can't mistake because they punish you."

It completed the first of three rounds of matches at the inaugural tournament which features the six leading women's teams. Canada beat Wales 42-22 earlier on Saturday, after top-ranked England opened with a 42-7 rout of Australia on Friday.

Goal-kicking forward Sophie de Goede scored 17 points for Canada, converting all six of their tries, including her own.

The fourth-ranked Canadians pulled clear in the second half after leading by four points at the interval.

The second round of matches is in Dunedin next week, with England facing Canada in the clash of two unbeaten sides, while New Zealand play Wales and France meet Australia. The tournament concludes in Auckland, where the highlight is expected to be a rematch of last year's World Cup final, between New Zealand and England.

New Zealand's chances diminished when replacement prop Chryss Viliko was shown a red card for an illegal cleanout with 15 minutes remaining but her team regrouped and created a try for winger Katelyn Vaha'akolo to close within one point. Black Ferns captain Ruahei Demant said her team would need to improve for their remaining matches against Wales and England. "We were down in their half a lot but we didn't capitalise on the pressure we were putting them under," Demant said."We know what the French bring. You can't mistake because they punish you." It completed the first of three rounds of matches at the inaugural tournament which features the six leading women's teams. Canada beat Wales 42-22 earlier on Saturday, after top-ranked England opened with a 42-7 rout of Australia on Friday. Goal-kicking forward Sophie de Goede scored 17 points for Canada, converting all six of their tries, including her own. The fourth-ranked Canadians pulled clear in the second half after leading by four points at the interval. The second round of matches is in Dunedin next week, with England facing Canada in the clash of two unbeaten sides, while New Zealand play Wales and France meet Australia. The tournament concludes in Auckland, where the highlight is expected to be a rematch of last year's World Cup final, between New Zealand and England. French police have arrested three men for robbing the head of the Mongolian Olympic delegation during a visit to Paris, making off with a bag containing almost 600,000 euros worth of jewels in a drive-by heist, law enforcement sources told AFP. France is preparing to host the Summer Olympics in 2024 and the member of the International Olympic Committee arrived in Paris to attend a security committee meeting ahead of the Games.&nbsp;

The three men were arrested last week in Seine-Saint-Denis,a low-income suburb north of Paris that is to host key Olympic events and the athletes' village, several law enforcement sources, who asked not to be named, told AFP late on Wednesday. On October 11, the Mongolian official, who was not named, and his wife were travelling from Charles de Gaulle Airport when they were robbed in the Landy Tunnel heading to the centre of the capital, according to the prosecutors.

The 1.3 km (0.8 mile) long tunnel is notorious for smash-and-grab thefts. During the heist, a scooter with two men approached the car, with one of the thieves breaking a window and snatching a bag containing jewellery from the back seat, a police source said.

The Mongolian couple estimated the contents of the stolen bag at 570,000 euros ($605,000), prosecutors said. According to the International Olympic Committee, the victim runs several companies in Mongolia.

Tennis: Italy make winning start to Billie Jean Cup Finals campaign, defeat France

The trial of Monique Olivier, widow of a French&nbsp;serial&nbsp;killer&nbsp;known as the "Ogre of the Ardennes", opened on Tuesday over her role in three murders dating back several decades, including the killing of a British woman whose body was found in a river in 1990.

Olivier's husband, Michel Fourniret, was charged with abduction, rape and murder in the cases but died in 2021, aged 79, before he could be brought to trial.

Olivier arrived in court around 10:00 am (0900 GMT) with short, grey hair and wearing a white sweater, to face a wall of cameras.

"I will do my best," she told the lead judge in a low voice when asked if she would answer questions.

The crimes date back to 1988 in the case of Marie-Angele Domece, who disappeared aged 18 from Auxerre, and 1990 for 20-year-old British woman Joanna Parrish, whose naked body was found in the Yonne river that runs through the department of the same name in central France.&nbsp;

Olivier is charged with aiding and abetting the kidnapping and murder of the girls.

Her third charge is for complicity in the 2003 disappearance of nine-year-old Estelle Mouzin, whose body has never been found two decades on, despite intensive searches.

The body of Domece has also never been found.

"I regret everything that happened," Olivier told the court after lead judge Didier Safar read out the charges.

It was "essential" to hold a trial for Olivier, said Corinne Herrmann, a lawyer representing Domece's family, adding that it was "harrowing" but also "a release for the families".

<h2>'Long battle'</h2>

Many of the witnesses set to be called in the three-week trial are investigators from France and Belgium, where Fourniret was arrested in 2003.

They are also set to include Sabine Kheris, the investigating magistrate who took Fourniret's confession.

She is now in charge of a recently created "cold cases" unit based in the Paris suburb of Nanterre. This case is the first of the unit's to come to trial.

France has for years been simultaneously repelled and fascinated by the crimes of Fourniret, who was dubbed the "Ogre of the Ardennes" by media after the hilly region on the French-Belgium border where he lived and preyed on his victims.

The trial is "the result of a very long battle", said Didier Seban, a lawyer representing Mouzin's father, Eric.

That Fourniret never stood trial for the crimes shows "we didn't manage to run the investigation the way it should have been", Seban said.

Fourniret himself asked in 2008 to be tried in all three cases but "nothing was done", Herrmann recalled ahead of the trial.

The trial of Olivier alone is "somewhat short of the mark" for Eric Mouzin, who threw all his energy into finding out what happened to his daughter.

"It will be difficult to pass judgement with only a single defendant," he said, even though Olivier herself is charged with "significant" crimes.

Neither does he hope for anything from the woman in the dock herself, beyond seeing her "sentenced in line with the seriousness of the crime".

<h2>No 'revelations'</h2>

Olivier's lawyer, Richard Delgenes, said the court should "not expect any revelations" on her part but that her "participation" in the process is what sets her apart from her husband.

"Unlike him, she takes no special pleasure in the pain of his victims or of the families," he added.

The 75-year-old has already been convicted twice of aiding and abetting in some of her husband's crimes.

She fled in the early 1980s from her violent first husband, with whom she had two children, before becoming a penpal of Fourniret while he was serving a jail sentence for rape.

The two sealed a pact that she would find him virgins to rape if he would kill her then-husband -- which he never did.

They lived together after he was released in 1987 -- buying a chateau with stolen gold dug up from a graveyard -- and had a son together.

Olivier received a life sentence in 2008 over her role in four murders and a rape committed by Fourniret, and could face a second in the present trial.

In 2018, Olivier was given a further 20 years' jail for her part in the killing of Farida Hammiche, the wife of one of Fourniret's former cellmates.

In 2019, she overturned her husband's alibi for the day Mouzin disappeared, prompting him to admit responsibility months later. Fourniret had earlier admitted killing Parrish and Domece.

French police on Friday detained Algerian international Youcef Atal, who plays for Ligue 1 football side Nice, in a probe into suspected "justification of terrorism" after he published a social media post on the Israel-Hamas war, prosecutors said. Last month the 27-year-old defender was banned for seven matches over the post, which he quickly deleted and for which he subsequently issued an apology.

The public prosecutor in Nice opened a probe following a request from the local prefect and mayor of Nice. The arrest means Atal can now be questioned by police in detention and could be charged, or released with no further immediate action taken, once the detention period expires. &nbsp;

Atal had already been suspended by his club "until further notice". Despite the player's apology, OGC Nice said that it decided to "take immediate" action, "prior" to any sanctions that might be taken by sporting or judicial bodies, "given the nature of the publication shared and its seriousness".

In mid-October, the Nice public prosecutor announced the opening of an investigation into "justification of terrorism." Atal has been criticised for sharing a video from a Palestinian preacher on Instagram, purportedly calling for violence against Jewish people.&nbsp;

Six teenagers accused of involvement in the beheading of French history teacher Samuel Paty in 2020&nbsp;will face trial behind closed doors on Monday (Nov 27).
&nbsp;
Paty, 47, had shown cartoons of the Prophet Muhammad in a class on freedom of expression, sparking anger among some Muslim parents and students. The portrayal of the Prophet is considered blasphemous in Islam.

<h2>False accusation by a 15-year-old</h2>

Among the accused minors is a 15-year-old girl who initially claimed Paty showed caricatures in her class. However, it was later established that she wasn't present during the incident, leading to a charge of false accusation.

The assailant, an 18-year-old born in Russia to Chechens, beheaded Paty outside his school in a Paris suburb. The attacker was subsequently shot dead by the police.

The remaining five minors, aged between 14 and 15 at the time, will face charges of premeditated criminal conspiracy or ambush.

They are suspected of assisting the murderer by identifying Paty or monitoring his exit from the school.

All six minors, now before the children's court, could potentially be sentenced to 2.5 years in prison. The hearings are scheduled to last until December 8.

Six teenagers accused of involvement in the beheading of French history teacher Samuel Paty in 2020 will face trial behind closed doors on Monday (Nov 27). Paty, 47, had shown cartoons of the Prophet Muhammad in a class on freedom of expression, sparking anger among some Muslim parents and students. The portrayal of the Prophet is considered blasphemous in Islam. False accusation by a 15-year-old Among the accused minors is a 15-year-old girl who initially claimed Paty showed caricatures in her class. A French woman parliamentarian said she was “trembling and sweating” and fearing that she might have a heart attack as he narrated her ordeal about her drink being allegedly spiked by a senator.

Sandrine Josso, an MP for the centrist MoDem party, broke her silence on Wednesday (Nov 22) after centre-right senator, Joël Guerriau, 66, was last week arrested and charged with “administering to a person, without their knowledge, a substance that could alter their judgment or self-control in order to commit a rape or sexual assault”.

He was also charged with possession and use of substances classed as drugs.

The incident rocked the French establishment and exposed deeper malice over, what the MP said, was the “scourge” of drink-spiking in France.

In two separate interviews, Jasso said that she was “still in a state of shock” after the alleged incident last week.

Speaking to France 5 TV, the parliamentarian said that she wants to raise awareness that it can happen to anyone, regardless of their status and age.

<h2>'Want to raise awareness'</h2>

&nbsp;“Anyone can go through what I suffered,” Josso told France 5 TV, urging the government to take action.

Josso accused the senator of giving her a glass of champagne spiked with the drug ecstasy.

The incident happened last Tuesday when Guerriau, who is said to be a work friend of Josso for 10 years, invited the MP to his re-election to the Senate.

They were supposed to meet at a restaurant. “But then he said it would be at his [home]...because there would be less people, less noise and he would cook fajitas,” Josso told BFMTV. She had only been to his home once in the past decade.

<h2>Here's what happened&nbsp;</h2>

When Josso was in the living room, Guerriau brought two glasses of champagne from his kitchen.

“What seemed bizarre was this desire to clink glasses several times, so I would drink again. The champagne didn’t taste normal, it tasted sweet,” Josso said.

She said doctors had later told her that turning lights up bright and then lowering them are thought to activate the effects of a drug.

She then somehow left the senator’s house and was helped by the taxi driver and parliamentary colleagues who met her and called paramedics.

She then called the leader of the lower house of parliament, Yaël Braun-Pivet, who helped her file a police complaint.

Hospital tests later revealed that Josso’s drink was spiked with ecstasy.

In an effort to mend ties strained by a European anti-subsidy investigation into Chinese electric vehicles (EVs), France's top diplomat, Catherine Colonna, is set to embark on a crucial visit to China this week.

According to Bloomberg, the probe, initiated by the European Union in September, has ignited trade tensions, prompting concerns of a potential tariff war. Colonna aims to advocate for a balanced relationship that respects EU sovereignty, emphasising the need to navigate these issues without jeopardising access to China's market.

French car manufacturers Stellantis NV and Renault SA are facing challenges due to increased imports of affordable EVs from China, where government support provides a competitive edge. In response, France is expected to introduce new criteria for EV support next month, likely excluding China-made vehicles based on their carbon footprint.

"The visit of Catherine Colonna is a pivotal moment as France has been at the forefront of advocating for a more assertive approach to China. The EU investigation into Chinese EVs has heightened tensions, and it's crucial to find common ground," Bloomberg quoted a diplomatic source as saying. The visit comes amid a series of high-profile European visits to Beijing, with Ursula von der Leyen and Charles Michel set to hold the first in-person summit with Chinese leadership in four years.

Beyond the EV tensions, France is also grappling with concerns over intellectual property rights for cosmetics giants such as LVMH and L’Oreal SA. China's request for detailed data from manufacturing processes to formula compositions has raised alarm.

Colonna's two-day visit, starting Thursday, is expected to address these concerns, along with broader geopolitical issues, including the war in Ukraine, the Israel-Hamas conflict, and North Korea’s support for Russia.

"The diplomatic efforts are crucial in managing not only the trade tensions related to EVs but also addressing broader geopolitical challenges. Colonna's discussions on cultural and scientific cooperation agreements and facilitating visas for Chinese businesspeople highlight the multifaceted nature of the diplomatic mission," an official in Macron's office told Bloomberg.

The visit comes after a phone call between Presidents Emmanuel Macron and Xi Jinping, where the Chinese leader expressed a welcome for more French investment. Xi's potential visit to France next year, coinciding with the 60th anniversary of bilateral relations, adds another dimension to the diplomatic landscape.

In a bid to curb the state deficit, France is contemplating the sale of real estate and reducing government spending on office space, according to statements by Budget Minister Thomas Cazenave on Sunday.

According to Reuters, Cazenave emphasised the potential for savings in office space, suggesting a 25 per cent reduction in administrative space and possible real estate sales. He highlighted the excess ratio of office space per civil servant compared to private industry standards.

This move aligns with the evolving work landscape post-COVID-19, with increased remote work. Additionally, Finance Minister Bruno Le Maire acknowledged the need for courageous choices, especially in reviewing unemployment benefits for seniors, to achieve the ambitious target of reducing the unemployment rate to 5 per cent by 2027.

Reuters cited Finance Minister Bruno Le Maire, who spoke on the necessity of revisiting social policies to achieve the government's goal of lowering the unemployment rate to 5 per cent by 2027. Le Maire specifically pointed to the need for bold decisions regarding schemes related to seniors' unemployment benefits.

This statement follows the government's efforts in reducing the unemployment rate from 9 per cent to 7 per cent. The proposed changes aim to address structural issues and ensure sustained economic recovery.

In response to Prime Minister Elisabeth Borne's discussions on Thursday, Budget Minister Thomas Cazenave confirmed that the government is pursuing an additional 12 billion euros in spending cuts for the 2025 budget. The overall objective is to trim spending by 16 billion euros for the 2024 budget and an additional 12 billion euros for the 2025 budget.

Cazenave emphasised the government's commitment to reducing deficits, targeting 4.4 per cent of GDP in 2024 and further lowering it to 3.7 per cent in 2025.

France mulls real estate sales and senior unemployment benefit to tackle budget deficit

France on Thursday (Nov 16) assured support to India, Brazil, Germany and Japan for the permanent membership at the UN Security Council, asserting its longstanding stance on reforming the Security Council.

India, Brazil, Germany and Japan are also the part of G4 political cooperative alliance who support each other's bids for permanent seats in the UN Security Council.

Nicolas de Rivière, France's Permanent Representative in the United Nations said that "reform of the Security Council is necessary for its authority and representativeness".

Rivière suggested that an enlarged Council could have up to 25 members, "including new permanent and non-permanent members".&nbsp;

"We would also like to see a stronger presence of African countries, including among the permanent members," the French ambassador to the UN added, reflecting a sense of bilateral convergence between Paris and New Delhi to prioritise <a href="https://www.wionews.com/world/the-capitals-delhi-delivers-as-the-voice-of-global-south-634649">inclusion of African nations</a> to ensure an equitable representation at multilateral high-tables.&nbsp;

Later, India's Permanent UN Representative Ruchira Kamboj noted that under India's presidency of the G20, Africa secured a permanent seat at the table.

This, Kamboj said, "serves as a compelling call to action" for reforms at the UN Security Council.&nbsp;

<h2>'We have no voice at the high table': India on Global South's absence in the UNSC</h2>

A day before India hosted the second edition of the Voice of Global South summit in virtual mode, India at the United Nations said that it shares its collective angst with the countries of Global South that on the issues of core concern to the South, "we have no voice at the high table".&nbsp;

Global South refers to countries often characterised as developing, less developed, primarily located in Africa, Asia, and Latin America and generally do not have an equitable representation in key UN bodies.&nbsp;

India's Permanent Representative to the United Nations Ruchira Kamboj made these formal comments while addressing the 'question of equitable representation on and increase in the membership of the Security Council and other matters related to the Security Council'.&nbsp;

Kamboj called out the nature of the Inter-Governmental Negotiations (IGNs), an informal mechanism at the United Nations to address the question of reforms in the UN Security Council, slamming the lack of transparency in the process put in place in 2008.

Since 2008, the Inter Governmental Negotiations (IGN) occur in the informal plenary of a session of the UN General Assembly. These "informal" negotiations are meant to address the question of equitable representation and increase in the membership of the Security Council.&nbsp;

Due to their "informal" nature, the Inter-Governmental Negotiation (IGN) on UN Security Council reform does not have any draft text on the table to negotiate.&nbsp;

"There are no records of previous meetings of the intergovernmental negotiations available with the UN. There are no deadlines set for the negotiations to conclude. Even the two co-chairs of the negotiations are appointed by the President of the UN General Assembly from the same side of the issue, i.e., the elected non-permanent members," Ambassador Asoke Mukerji, India’s former Permanent Representative to the United Nations told WION.

India is a staunch advocate of formalising the Inter-Governmental Negotiations for the UN reforms. New Delhi calls for "a clear deadline to complete negotiations" towards the reforms, "and if there is no consensus on the outcome of the negotiations, then a recorded two third majority vote in the UN General Assembly can be done as provided for in the UN Charter," Ambassador Mukerji added.&nbsp;

"Fifteen years since their inception, our dialogue remains largely confined to exchanging statements, speaking at, rather than with each other. No negotiating text. No time frame. And no defined end goal. We turn up each, year make statements and go back to the drawing board," Kamboj said on Thursday.

The discourse related to the reforms in the United Nations Security Council is picking up the pace ahead of the UN Summit of the Future scheduled for 22 and 23 September 2024. Described by the United Nations as a "once-in-a-generation opportunity" to mend eroded trust between the countries, the summit is aimed to forge a new global consensus on what our future should look like, and what be done to secure it.

Since 2008, the Inter Governmental Negotiations (IGN) occur in the informal plenary of a session of the UN General Assembly. These "informal" negotiations are meant to address the question of equitable representation and increase in the membership of the Security Council. Due to their "informal" nature, the Inter-Governmental Negotiation (IGN) on UN Security Council reform does not have any draft text on the table to negotiate. New Delhi calls for "a clear deadline to complete negotiations" towards the reforms, "and if there is no consensus on the outcome of the negotiations, then a recorded two third majority vote in the UN General Assembly can be done as provided for in the UN Charter," Ambassador Mukerji added. Described by the United Nations as a "once-in-a-generation opportunity" to mend eroded trust between the countries, the summit is aimed to forge a new global consensus on what our future should look like, and what be done to secure it.
