The sale will only be allowed at designated locations identified by district collectors and police commissioners, who have also been directed to publicise these sites widely.To ensure compliance, the police and local administrations have been tasked with forming patrolling teams to monitor these sales. These teams are expected to verify QR codes on cracker packages, conduct random checks, and ensure only licensed manufacturers’ products are sold. Firecrackers sold online will remain strictly prohibited. The Court also directed that crackers manufactured outside the NCR should not enter the region, and that non-NEERI-certified products must be seized immediately.<h2>But, what about Delhi's ‘poor’ AQI</h2>The Supreme Court has directed the Central Pollution Control Board (CPCB) to monitor the Air Quality Index from October 14 to 21 and submit its findings to the Court, including samples of sand and water from major bursting sites. &nbsp;

Xiang said he was 15 years old, when three killers, who were hired by their neighbour, murdered his father, who was 39 years old.&nbsp;

According to the report, his father was killed in his bedroom, after which the killers set the body ablaze.

After that, one of his friends lit the end of the firecracker and everyone scooted from the place to ensure their safety.

His friends rushed him to a hospital, but Shabarish succumbed to his injuries on November 2.

Six people were arrested by Konanakunte police in connection with the death of Shabarish and they have been charged with culpable homicide.

"A case of culpable homicide has been registered and the six people involved in the incident have been arrested and produced before the court," said Deputy Commissioner of Police (South Bengaluru) Lokesh Jagalasar.

On Monday (Nov 13), a thick smog blanketed the entire city, reversing the relief brought out by rains the previous day that had significantly improved the air quality in the national capital.

Addressing the reporters, Aam Aadmi Party (AAP) leader and Delhi environment minister Gopal Rai blamed the neighbouring BJP-ruling states Uttar Pradesh and Haryana, claiming that their lax attitude towards the firecracker ban allowed people to openly flout the rules.

<h2>'BJP-ruled UP, Haryana responsible'&nbsp;&nbsp;</h2>

“There is a ban on the production, storage and sale of firecrackers in Delhi. The firecrackers were brought to Delhi from UP and Haryana. The police of Delhi, Haryana and UP are under the control of BJP and no common man can easily supply the firecrackers amid the monitoring of these three police forces. Some specific people have done this,"&nbsp;Rai said.

The environment minister also announced that the anti-pollution measures under GRAP IV regulations will remain enforced in Delhi until the next order of CAQM (Commission for Air Quality Management).

"Under this, the ban on BS-III petrol vehicles and BS-IV diesel vehicles will remain. All trucks, except those carrying essential goods and connected to essential services and CNG and electric trucks, will not be allowed to enter Delhi," he announced.

The Bharatiya Janata Party (BJP) sharply hit back at the AAP government&nbsp;and accused&nbsp;the minister of doing ‘polarisation politics’ by pinning the blame on Diwali celebrations.

At least nine people, including a fireman, got injured after a massive fire broke out at a crackers market in India’s northern Mathura city in Uttar Pradesh state on Sunday (Nov 12).

At least seven shops were gutted in the fire that started in one of the shops that quickly spread to other stalls in the afternoon in Gopalbagh area.

"Seven shops selling firecrackers in the Gopalbagh area caught fire. Nine people suffered burn injuries. It seems that the fire was caused by an electrical short circuit," Raya police station SHO Ajay Kishor said, reports PTI news agency.

He added that the seven shops had permission to sell firecrackers.

<h2>Fired doused in half an hour</h2>

The blaze, in which 10 motorcycles were also gutted, was doused within half an hour, officials added.

On November 7, India's Supreme Court gave a clarification over its order to ban firecrackers across the country. The Court stated that the use of firecrackers, which are filled with barium and other banned chemicals, is banned in the entire nation, and not only in the National Capital Region. 
 
The clarification was given by a bench, comprising Justices A S Bopanna and M M Sundresh, when they were hearing an application which was seeking direction to the Rajasthan government for complying with the order of the top court on the on barium crackers and decreasing air and noise pollution. 
 
“At this juncture, no specific order will be necessary in as much as this Court in the course of hearing the petitions has passed several orders, where steps have been indicated to minimise and avoid air as well as noise pollution. Hence the said orders will bind every state in the country, including the state of Rajasthan,” stated a bench of Justice A S Bopanna and Justice M M Sundresh, in its order. 
 
“Therefore, we make it clear that the state of Rajasthan would also take note of this and take all steps to minimise air and noise pollution, not only during the festival season but even thereafter," it added. 
 
The Supreme Court's order came as India is gearing up for Diwali celebrations on November 12. The order raised questions like what type of firecrackers are permitted in the country and what are these firecrackers made of?

<h2>What orders have been issued by the Supreme Court on firecrackers?</h2>

The apex court in October 2018 placed a ban on the sale and production of all crackers except ‘green crackers’ and also those which have reduced emissions or improved crackers. 
 
The sale and manufacture of ‘joined crackers’ (which are long rows of joined crackers) was also banned and the use of barium salts in firecrackers was not permitted. The court had also stated that their noise levels should remain within permissible limits. 
 
This was reiterated by the October in its order issued on October 29, 2021. In September, the Supreme Court turned down a plea submitted by the firecracker manufacturers’ association which sought permission to the use of joined crackers and to add barium salt along with improved additives in the green crackers. 
 
The use and sale of all types of firecrackers in the National Capital Region was banned by the National Green Tribunal in 2020, which stated that the green crackers would only be allowed in towns and cities where air quality was poor or moderate.

<h2>What are firecrackers made of?</h2>

Generally, the firecrackers are made with four primary ingredients — colouring agents, fuel, oxidiser, and binder. An oxidiser is added to the cracker so that it can catch fire, the fuel helps in sustaining it and colouring agents add the colours and sparkles to the crackers, while the mixture is held in place by the binder till the cracker has been spent completely. 
 
Chemicals such as barium are a type of colouring agent, and they were banned by the court because they harmfully impact the health of human beings. These chemicals cause skin allergies, breathing difficulties, irritation in the respiratory tract, and even cancer. 
 
In a cracker, aluminium, magnesium and titanium emit the white colour, while carbon or iron emit&nbsp;orange colour. 
 
Similarly, sodium compounds work as yellow agents, while copper compounds and strontium carbonates emit blue and red colours, respectively. The green agent is barium chlorate barium nitrate or barium monochloride salts.

<h2>What are green crackers that cause less pollution?</h2>

Former director of the Council of Scientific &amp; Industrial Research’s National Environmental Engineering Research Institute (CSIR-NEERI) Dr Rakesh Kumar, while speaking to The Indian Express in 2018, stated that green crackers have been named so because they “do not contain harmful chemicals” which can cause air pollution. 
 
In the green crackers, the components used in traditional crackers are replaced with others which are “less dangerous” and “less harmful” to the atmosphere. 
 
A network of CSIR labs, which included the Central Electro Chemical Research Institute (CECRI), Indian Institute of Chemical Technology, National Botanical Research Institute and National Chemical Laboratory, had researched the ways of producing green crackers.

The Supreme Court on Wednesday (September 13), declined to meddle with the Delhi government's decision to ban the manufacture, storage, sale and bursting of firecrackers in the national capital.

BJP Lok Sabha MP Manoj Tiwari told a bench of Justices AS Bopanna and MM Sundresh that a comprehensive ban has been imposed on firecrackers despite the court allowing bursting of green firecrackers.

"No, we are not going to interfere. Where the government has banned firecrackers, it means a complete ban. People's health is important. If you want to burst firecrackers, go to states where there is no ban," the bench told the counsel for Tiwari.

The counsel said his client being an MP was responsible towards his constituents and the court has itself allowed the bursting of green firecrackers.

"You should make the people understand that they should not burst firecrackers. Even you should not burst firecrackers during victory processions after elections. There are other ways of celebrating the victory," the bench told Tiwari, who is an MP from North East Delhi.

<h2>Delhi government's blanket ban on firecrackers</h2>

Delhi's Environment Minister Gopal Rai announced a comprehensive ban on the manufacture, storage, sale and bursting of firecrackers in India's capital city on Monday (September 11).

Addressing a press conference on Monday in the Delhi secretariat, Rai said, “Chief Minister Arvind Kejriwal has brought a comprehensive policy to bring down pollution levels in Delhi. The government is stepping up its preparations this year and in this sequence, the government has imposed a ban on crackers in Delhi this year.”

Just as instructions have been given to impose a complete ban on firecrackers in Delhi, similarly a ban should be imposed in the NCR states because the firecrackers burst in NCR have an adverse effect on the air of Delhi,” the minister added.

He further elucidated that the air quality worsens greatly, making it crucial to restrain the usage of firecrackers.

He said, “Pollution levels increase inside Delhi in winter. From January to August, the average AQI of Delhi has been quite low. AQI 45 was recorded in Delhi yesterday. But gradually in October, with the increase in winter, the atmosphere of Delhi becomes humid and particle matter starts accumulating here. In this, the pollution outside Delhi and inside Delhi makes the air here more polluted. On 23 October 2018, the Honorable Supreme Court permitted the manufacture and sale of only green crackers. But because of the increasing problem of pollution in 2019, on 1st December 2020, the NGT directed to impose a complete ban on all types of firecrackers if the AQI is in the poor and above category. Based on that, DPCC had imposed a complete ban on firecrackers in 2021. A complete ban was also imposed in 2022 and this year instructions have been given to impose a complete ban on all types of firecrackers.”

Gopal Rai said that on September 14th, a joint meeting involving 28 concerned departments will gather in order to frame a coordinated action plan against pollution.

“The meeting will include all senior representatives from the Environment Department, DPCC, MCD, NDMC, Cantonment Board, NHAI, Revenue, Delhi Jal Board, Delhi Fire Services, DTC, DMRC, DIMTS, Horticulture, DSIIDC, GAD, Power Department, DDA, CPWD, PWD, Traffic Police, Education, Industry, Forest, I&amp;FC, UD, DUSIB, Transport Department, and Development Department etc. The major goal of this meeting is to create a coordinated action plan in the fight against Delhi's pollution. Based on the key points outlined in the Winter Action Plan, specific responsibilities will be given to various departments during the meeting scheduled for September 14,” he added.

Supreme Court refuses to interfere with Delhi government's ban on firecrackers

A 24-year-old Indian student, who was studying B.SC, committed suicide by bursting a firecracker inside his mouth on Sunday.

The deceased boy, who was identified as Brajesh Prajapati from Sheopur, Madhya Pradesh, decided to take his life after his family informed him that they won't be able to send him to any big or metropolitan city for pursuing studying higher studies because of their bad financial conditions,

“Deceased Prajapati took the extreme step as he was tense over some issues,” said a police official who was quoted as saying by the Indian news agency PTI.

"Prajapati burst a 'sutli' bomb cracker in his mouth when he was in the toilet at around 9 am. After hearing the sound, his family members rushed in. They shifted him to a hospital, where doctors declared him dead," the police official added.

The police registered a case of suicide and further investigation into the incident is being carried out. The student's elder brother Hridyesh said that his brother scored good marks in exams and was completing a B.SC course from a local college.

The police officials said that due to the bursting of a sutli bomb or hydro-bomb inside his mouth, his face was extensively damaged which lead to his death.

Recounting the horrific incident, the family members stated that they suddenly heard the sound of firecrackers bursting inside the household and hence, they rushed to the toilet.

When the door was broken with the help of neighbours, they discovered the lifeless body of the boy lying on the floor in a pool of blood and his face badly torn.

A matchbox and the remnants of the twine bomb were also found at the site of the incident. The gruesome sight left the family shocked and in disbelief.

The neighbours said that the boy was a bright student who had previously secured a rank in the list of the top 10 best-performing students of the district by scoring 82 per cent in Class 10.

The locals said that it was the family's financial constraints which prevented the boy from fulfilling his aspirations because of this his behaviour changed and he decided to end his life.

The district hospital's civil surgeon Dr Dilip Singh Sikarwar, who performed the postmortem, stated that due to the twine bomb's explosion in the boy's mouth, there was significant damage caused to his nose, jaw and surrounding bones, which led to his death.

The district hospital's civil surgeon Dr Dilip Singh Sikarwar, who performed the postmortem, stated that due to the twine bomb's explosion in the boy's mouth, there was significant damage caused to his nose, jaw and surrounding bones, which led to his death. And it is squarely blamed either on stubble burning, as it coincides with crop harvesting season and fireworks. However, a recent study done by the Indian Institute of Technology (IIT) Delhi has dispelled this notion.

According to their study, the reason air quality dips in the national capital a day after Diwali is because of biomass burning emissions rather than firecrackers.

The study titled 'Chemical speciation and source apportionment of ambient PM2.5’ has shed light on the pollution sources impacting the ambient air quality in New Delhi before, during, and after Diwali. &nbsp;

The researchers found that the metal content in PM2.5 levels rose by 1100 per cent, and the fireworks alone accounted for 95 per cent of the metal PM2.5during Diwali.

“However, the impact of the fireworks plummets within around 12 hours following Diwali,” reveals Chirag Manchanda, the lead author of this study.&nbsp;

The research study published in the journal “Atmospheric Pollution Research” has presented source-apportionment results for highly time-resolved elemental and organic fractions of PM2.5 to address the challenge.

“Both stubble burning and increased heating requirements of the region in winters drive the biomass burning activity”, adds Prof Vikram Singh, Department of Chemical Engineering, IIT Delhi, who was one of the investigators.&nbsp;

The study concludes by arguing, “The result of this study provides crucial insights into a topic of long-standing debate and concern between air quality experts and policymakers committed to alleviating the extreme air pollution events in the capital of Delhi following Diwali,” said the principal investigator Prof. Mayank Kumar, Department of Mechanical Engineering, IIT Delhi. &nbsp;

Those still planning to burst firecrackers for some light-and-sound fun to celebrate the Festival of Light better be beware, for the Delhi Police is deploying flying squads in various district across the national capital to check sale and bursting of crackers before, during, and after Diwali. 
 
The SHOs have been asked to constitute special teams in their respective jurisdiction to oversee there is no sale while beat staff will ensure no crackers are burst. 
 
The move comes after the National Green Tribunal imposed a total ban on the sale and bursting of firecrackers in Delhi and adjoining areas from midnight of November 9 to November 30. 
 
The District Deputy Commissioners of Police will constitute police station-level teams to ensure compliance with the NGT ban order. Each Beat staff shall be properly briefed by the SHOs concerned to enforce the directions. 
 
"All temporary fireworks licensees shall be informed in writing about the cancellation of such licences. Police teams will inspect the premises of all lincesees, seal the stocks, and ensure its storage in safe custody of the licensees so that they are not misused. Also, unauthorised sellers` stocks shall be seized and legal action initiated against them," said a senior police officer. 
 
All permanent licences issued by the Licensing Unit as well as Joint Chief Controller of Explosives, Faridabad, will be suspended and licensees informed in writing. The inventory and stock registers shall be checked regularly to prevent any sale and diversion of the stocks. 
 
Team of Licensing Unit be constituted to undertake surprise inspections in this regard. 
 
"Proper coordination with RWAs/MWAs and other NGOs shall be made beforehand to ensure that the directions reach all residents in the area. District DCPs shall ensure proper legal action under appropriate law against violators. Strict action against the staff will be initiated for non-compliance with the orders," the officer added.

Delhi Police gets cracking to ensure firecrackers-free Diwali

The National Green Tribunal on Monday ordered imposition of a total ban on sale or use of all kinds of firecrackers in the national capital region or any other city or town across the country where the average ambient air quality from November 9-10 to the midnight of November 30-December 1 falls under the `poor` and above category. 
 
A bench of NGT Chairperson Adarsh Kumar Goel passed the order on a batch of petition seeking remedial action against the use and sale of firecrackers amid the double whammy of pollution crisis and rising coronavirus infections. 
 
The green tribunal emphasised that citizens were entitled to breathe fresh air, a right cannot be defeated on the ground that enforcement of such right will lead to the closing of such business activity. 
 
It ordered, "There will be total ban against the sale or use of all kinds of firecrackers in the NCR from midnight of November 9-10, 2020 to the midnight of November 30-December 1, 2020, to be reviewed thereafter." National capital region includes Delhi, Gurugram, Faridabad, Noida, Greater Noida, Ghaziabad, Muzaffarnagar, Bhiwani, Karnal, Sonipat, Meerut, Hapur, Charki Dadri, Panipat, Rohtak, Jind, Bhagpat and Bulandshahr. However, the Haryana Chief Minister Manohar Lal Khattar on Sunday announced that people are allowed to sell and burst firecrackers for two hours on Diwali. 
 
These directions will also apply to all the cities and towns in the country where the average of ambient air quality during November, as per the available data of last year, falls under the `poor` and above category. 
 
"The cities or towns where air quality is `moderate` or below, only green crackers be sold and the timings for use and bursting of crackers be restricted to two hours during festivals, like Diwali, Chatt, New Year or Christmas Eve etc., as may be specified by the concerned state," the green court added. 
 
The bench, also comprising of Judicial Member S.K. Singh and Expert Members Dr. S.S. Garbyal and Dr. Nagin Nanda further ordered that if nothing is specified by the state, timing for imposition of ban will be 8 to 10 p.m. on Diwali and Gurpurb, 6 a.m. to 8 a.m. on Chatt and 11.55 p.m. to 12.30 a.m. during Christmas and New year eve. 
 
At other places, bans or restrictions are optional for the authorities but if there are more stringent measures under orders of the authorities, the same will prevail. 
 
All States, UTs, Pollution Control Boards and committees have been directed to initiate special drives to contain air pollution from all sources in view of the potential of aggravation of Covid-19. The Chief Secretaries and the DGPs have been asked to issue and circulate orders with appropriate enforcement guidelines. 
 
The Central Pollution Control Board and the State Pollution Control Board or Committees may regularly monitor the air quality during this period which may be uploaded on their respective websites. The CPCB has been asked to compile information on the subject, including the status of compliance of the order from all the states or UTs and file a consolidated report on December 1. 
 
Prior to the order, Odisha, Rajasthan, Sikkim, Delhi and UT Chandigarh had prohibited sale and use of fire crackers to protect the vulnerable groups like elderly, children, persons with comorbidities and others considering the potentially harmful consequences of burning of crackers amidst Covid-19 pandemic situation and approaching winter.

Complete ban on crackers from midnight to Nov 30 in Delhi-NCR

A massive blast rocked North 24 Parganas district’s Naihati town amidst the detonation of seized firecrackers on Thursday.

Police officials from Barrackpore commissionerate had reached the riverbank of Ganges at Naihati town to detonate the seized firecrackers. But the impact of bomb detonation was so massive that two police vehicles were damaged and houses on the other side of the river – Chuchura in Hooghly district braced massive impact.

Houses situated kilometres away from the blast site saw massive impact with rooftops being damaged and glass window panes were shattered. Infuriated locals gheraoed Chandannagore Police Commissioner Humayun Kabir who reached the spot on either side to assess the situation.

On the other hand, site of the blast which falls under the Barrackpore Police Commissionerate limits left locals wondering what led to the massive blast.

On reaching the spot, Barrackpore Police Commissioner Manoj Verma said, “We are investigating the matter. We have been detonating firecrackers and explosives for the last three days. We did not face any trouble in the last two days. We will investigate what went wrong, it is difficult to comment now.”

On the other hand, BJP leaders including state president Dilip Ghosh demanded NIA enquiry into the incident.

This apart, the West Bengal Governor, Jagdeep Dhankhar took to Twitter and demanded a serious probe.&nbsp;

“The explosion leaves nothing to the imagination. It calls for a thorough probe in view of its seriousness, intensity and damage caused. Only expert investigation can unearth issues involved. This ominous development should be an eye-opener for law enforcing and regulatory regime in State,” he wrote on Twitter.

"I would say do not burn firecrackers. I hope that children, students will tell their parents to not bring firecrackers," Javadekar told a press conference. 
However, he said, if people wanted to use firecrackers as part of celebrations, they should use only green crackers. 
 
"If you have to, do not buy other firecrackers, buy green firecrackers," he said.
