<p>On Tuesday morning, Sen. Charles Grassley, R-Iowa, announced that he had been exposed to the coronavirus and by late afternoon he disclosed that he had tested positive. With Sen. Rick Scott, R-Fla., also in quarantine, Democrats who opposed her nomination had a chance to hold back confirmation with some Republican support.</p>

<p>Sens. Mitt Romney of Utah and Susan Collins of Maine, both Republicans, voted against advancing her nomination, and a third Republican, Sen. Lamar Alexander of Tennessee, also opposed Shelton but was not present for the vote because of what a spokesman said were family matters.</p>

<p>In a sign of how narrow the margin was, Sen. Kamala Harris of California, the vice president-elect, returned to Capitol Hill for the first time since the presidential election in part to vote against Shelton’s advancement.</p>

<p>“Sen. Harris knows this is an important vote, and she’s here for it,” Sen. Chuck Schumer, D-N.Y., the minority leader, said at his weekly news conference. “She didn’t need contacting.”</p>

<p>The procedural vote ultimately failed 47-50, with McConnell changing his vote from agreeing to advance the nomination to opposing it so he could revive it before the end of the lame-duck session.</p>

<p>If confirmed, Shelton, 66, would take one of seven seats on the central bank’s Washington-based board. With her addition, five of the six filled seats would contain Trump’s appointees. The president has nominated Christopher Waller, a Federal Reserve Bank of St. Louis official, to fill the remaining seat. It is unclear when his less contested nomination could come to a vote.</p>

<p>But Shelton’s prospects might prove dim. Mark Kelly, a Democratic senator-elect who flipped a Senate seat in Arizona, can be sworn in once his election is certified at the end of the month. Shelton has such a narrow margin of support that losing that one vote could cost her any chance of confirmation.</p>

<p>Still, if Grassley or Scott returns before Kelly is seated, Shelton might be approved.</p>

<p>That leaves Biden and his team unable to coordinate with government officials on crucial continuity of issues like national security, but also on emergencies like a distribution plan for Covid-19 vaccines to tens of millions of Americans.&nbsp;</p>

<p>From Trump, Biden will inherit an economy that has suffered millions of job losses during a pandemic that has killed more than 246,000 people in the United States. US COVID-19 cases are surging as Biden prepares to take office on January 20.</p>

<p>To this end, Biden said business and labour leaders had signalled willingness to work together to bolster the pandemic-battered US economy but stressed COVID-19 first must be brought under control.</p>

<p>"We're going into a very dark winter. Things are going to get much tougher before they get easier," Biden said of the pandemic.</p>

<p>Biden again called upon the Trump administration to cooperate with his transition team on containing the surge in cases. "More people may die if we don't coordinate," he said.</p>

<p>"If we have to wait until (inauguration day) January 20 to start that planning, it puts us behind for a month, a month and a half," Biden told reporters.</p>

<p>"And so it's important that it be done, that there be coordination now."</p>

<p>Biden insisted, however, that Trump's refusal to concede was not inhibiting his transition efforts. "I find this more embarrassing for the country than debilitating for my ability to get started," he said.</p>

<p>The United States added one million new cases in less than a week, a dizzying rise to more than 11 million confirmed infections and 246,000 American deaths, a global high.</p>

<p>Trump health advisor Scott Atlas, who has no relevant experience or qualifications in public health or infectious disease, has urged people in Michigan to "rise up" against Covid-19 measures rather than engage in an all-hands-on-deck effort to defeat the pandemic.</p>

<p>Biden said Moderna Inc's announcement that its experimental COVID-19 vaccine was 94.5% effective based on interim data from a late-stage trial provided fresh hope for beating the coronavirus. Coupled with positive results last week on a rival Pfizer Inc shot, Moderna's news added to optimism that widespread vaccination in the coming months could help tame the pandemic.</p>

<p>Asked whether he personally would be willing to get vaccinated with one of the newly developed shots, Biden told reporters, "I wouldn't hesitate to get the vaccine."</p>

<p>He stressed that it appeared the vaccines are "on a clear path" towards safe usage. "They appear to be ready for prime time, ready to be used, and if that continues along that road, I would take the vaccine."</p>

Yet four years earlier Bush had lost the popular vote, in a race in which progressives were divided and a decisive number voted third party. Surely, it seemed, with the right mobilization, Democrats should be able to defeat him this time.</p>

<p>Liberal groups launched what Matt Bai described in The New York Times Magazine as “the largest get-out-the-vote effort ever undertaken to win a single presidential campaign.” It wasn’t enough. Democrats &lt;em&gt;did&lt;/em&gt; increase their turnout, but Republicans increased theirs even more.</p>

<p>Reporting from Ohio megachurches and right-wing rallies, I could see that many conservatives were motivated by the specter of gay marriage, which had been recognized in Massachusetts a few months earlier. In the election, 11 states including Ohio — including &lt;em&gt;Oregon&lt;/em&gt; — passed ballot initiatives against same-sex marriage. Postelection surveys showed that “moral values” beat out issues like Iraq and the economy as voters’ chief concern.</p>

<p>As I look back from 2020, two things seem obvious to me. LGBTQ activists had justice on their side, even if the campaign for marriage equality caused a terrifying backlash before it triumphed. At the same time, it’s understandable why Democratic politicians like Barack Obama publicly opposed same-sex marriage in 2008, because to do otherwise risked producing permanent right-wing rule. Good policy and good politics are not the same thing.</p>

<p>The 2004 election illuminates some of the dilemmas faced by today’s Democrats, who are locked in an internecine battle between progressives and moderates. It’s a frustrating and destructive fight because both sides are partly right.</p>

<p>It’s the job of the activist left to push political limits, staking out positions that sound radical today but could, with enough work, seem like common sense in the future. But in the short term, an assertive left that garners national attention can threaten the political survival of Democrats who answer to a more conservative electorate.</p>

<p>In a postelection interview with The Times’ Astead Herndon, Rep. Alexandria Ocasio-Cortez expressed frustration with those who are blaming leftists for Democrats’ down-ballot losses. “Progressive policies do not hurt candidates,” she insisted, noting swing-district Democrats who had co-sponsored "Medicare for All" legislation and the Green New Deal and had kept their seats.</p>

<p>But most candidates who endorsed those initiatives were in safer districts than those who didn’t. When moderate Democrats like Conor Lamb and Abigail Spanberger say that left-wing slogans are poisonous in their communities, people who don’t live in those communities should take them seriously.</p>

<p>Left-wing populists often believe that there’s a silent majority who agree with them, if only they can be organized to go to the polls. If that were true, though, an election with record high turnout should have been much better for progressives. Instead, 2020 was a reminder of something most older liberals long ago had to come to terms with: The voters who live in the places that determine political control in this country tend to be more conservative than we are.</p>

<p>Yet that doesn’t mean that the Democratic Party doesn’t need the left. Leaders like Bernie Sanders and Ocasio-Cortez were loyal soldiers in this election. After the primaries, they put aside their disappointment to rally voters whom Joe Biden might not have reached. One analysis showed that voting by young people was up 8% in 2020, and after the coronavirus, the issues young Biden voters cared about most were racism and climate change. The Democratic Party can’t afford to alienate the people inspired by Sanders and the Squad.</p>

At the time, even civil unions for gay couples were controversial — the Ohio ballot initiative was one of several that banned them along with same-sex marriage. Agitation for marriage equality turned support for such unions into the moderate liberal position, then into the centrist position. Then marriage equality became the law of the land.</p>

<p>Similarly, the Green New Deal made a climate plan like Biden’s, the most ambitious ever proposed by a major party presidential nominee, look moderate. Calls to defund the police are unpopular, but the slogan has already made other reforms — like changing the law to make it easier to hold police officers liable for misconduct — seem centrist and practical.</p>

<p>Moderates need radicals to expand their scope for action. Radicals need moderates to wield power in a giant heterogenous country with sclerotic institutions and deep wells of reaction. Neither camp could have defeated Donald Trump on its own. It’s frustrating now, as it was heartbreaking in 2004, that revanchist Republicans retain such a hold on America. But that’s all the more reason for Democrats to stop their counterproductive sniping and work together to beat them.</p>

Leftists and moderates, stop fighting. You need one another

<p>Fifty-nine of the country’s top computer scientists and election security experts rebuked President Donald Trump’s baseless claims of voter fraud and hacking on Monday, writing that such assertions are “unsubstantiated or are technically incoherent.”</p>

<p>The rebuttal, in a letter to be published on various websites, did not mention Trump by name but amounted to another forceful corrective to the torrents of disinformation that he has posted on Twitter.</p>

<p>“Anyone asserting that a U.S. election was ‘rigged’ is making an extraordinary claim, one that must be supported by persuasive and verifiable evidence,” the scientists wrote. In the absence of evidence, they added, it is “simply speculation.”</p>

<p>The first two words -- coming days after a verbal slip in which Trump said "time will tell" if he remains president -- were immediately seized upon as one more step towards a concession.</p>

<p>But the president soon made a U-turn, tweeting: "He only won in the eyes of the FAKE NEWS MEDIA. I concede NOTHING! We have a long way to go."</p>

<p><strong>WHAT'S NEXT?</strong></p>

<p>Looking at the current state of affairs, Trump will not budge so easily. His continued refusal to concede defeat poses a host of national security dangers.</p>

<p>At least 20 people were arrested after skirmishes erupted, reports said, including four for firearm violations and one for assault on a police officer.</p>

<p>Trump himself made a drive-past of the rally in his armored motorcade, on his way to play golf, smiling through his limousine window to wild cheers.</p>

<p>Near the Supreme Court, some counter-protesters carried black umbrellas and makeshift shields, while others formed a line of bicycles to prevent pro-Trump protesters from approaching their group from the rear. They called Trump supporters “Nazis;” the protesters shouted back a profanity about antifa.</p>

<p>Until now, the president has refused to cooperate in the shift to a Biden administration -- denying the Democrat both federal funding for transition work and vital briefings by outgoing officials.</p>

<p>Democrats say this could have a damaging impact both on national security and on the grave and mounting challenges posed by the coronavirus, with cases soaring past 11 million since the start of the pandemic Sunday -- one million of those in the last six days alone.&nbsp;</p>

<p>Biden won 306 votes to Trump’s 232 in the state-by-state Electoral College system that determines the winner, according to Edison Research, far more than the 270 required to win the election. He also leads in the national popular vote by more than 5.5 million votes, or 3.6%.</p>

<p>With the election results becoming clearer, Trump has discussed with advisers possible media ventures and appearances that would keep him in the spotlight ahead of a possible 2024 White House bid, aides said. But his repeated allegations that the election was “rigged” have inflamed his supporters and stalled the transition to a new administration.</p>

<p>The Trump campaign filed a flurry of cases in swing states, starting with Pennsylvania which Biden won on November 7.</p>

<p>The Trump campaign immediately filed a lawsuit, alleging that around 680,000 ballots were illegally processed. It wanted these votes to be removed from the final tally. But that demand has now been dropped, making Trump's lawsuit in Pennsylvania effectively toothless.</p>

<p>Since election night - Trump has spent most of his time at his golf course. The White House has virtually stopped addressing the COVID-19 outbreak in the US. His administration is yet to ratify Biden's victory, which has delayed the transition process.</p>

<p>Officials have, however, said the dispute affects a small number of ballots in the state, where Democrat Joe Biden is projected to win by more than 60,000 votes.</p>

<p>Biden clinched the election after news media and Edison Research called him as the victor in Pennsylvania, putting him over the 270 electoral votes needed to win. Edison Research said on Friday that Biden had won 306 Electoral College votes to Trump's 232.</p>

<p>He still hopes and believes that there is a way for the courts to erase enough votes to tip the election in his favor. This will not happen.</p>

<p>His legal challenges in swing states across the country are largely being met with defeat and setback. In court, you have to provide evidence. Lies, accusations and conspiracy theory don’t cut it. Trump has spent his life gaming the system. It is unfathomable to him that this system can’t be gamed.</p>

<p>In the end, Trump hopes to push his case to the Supreme Court, where he has seated three conservative justices. That is also not likely to be a winning strategy.</p>

<p>Trump believes he can use the judiciary as a weapon against the American people. The judiciary is not likely to allow itself to be used.</p>

<p>Barring that, he is committed to destroying faith in the electoral process itself. If he didn’t win, he insists he must have been cheated because, in his mind, failure is not a possibility.</p>

<p>Like he has done for the entirety of his presidency, he is lying, concocting a narrative detached from reality.</p>

<p>His Twitter feed since the election — he has made precious few appearances or official statements during this time — has been an unprecedented attack on election integrity and the voting franchise as a whole.</p>

<p>He keeps complaining that the election was rigged, that it was stolen from him, that computer software switched millions of votes from him to Joe Biden.</p>

<p>On Sunday, in reference to Biden, he tweeted: “He only won in the eyes of the FAKE NEWS MEDIA. I concede NOTHING! We have a long way to go. This was a RIGGED ELECTION!”</p>

<p>But Trump has gone further, appearing to attack the voters who cast their ballots for Biden. He retweeted a post by a Richmond, Virginia, television station that read: “Virginia Wesleyan University business professor and dean Paul Ewell wrote that anyone who chose Biden for president is ‘ignorant, anti-American and anti-Christian.’ ” To that tweet, Trump appended, “Progress!”</p>

<p>Trump will no longer be president on Jan. 20. That is a hard fact, an unmovable date. Biden will be sworn in and will become the president.</p>

<p>But Trump is not going to allow this transition to be smooth. He rose in spectacle and he will flame out in it. We should put nothing beyond him. He will do everything he can do not to assume the posture of the defeated. He will do everything to secure a future for himself and his family that is comfortable and secure. He will do everything with the last bits of power from his presidency.</p>

<p>His attack on the election system is doing damage to our democracy. So is his refusal to concede. So is his sulking. But, of course, Trump doesn’t care about our democracy. He doesn’t care about democracy, period. He cares about money and power. He cares about managing the mob. He cares about adoration.</p>

<p>But the problem here is bigger than Trump. Republicans in Congress are indulging Trump’s delusion, which has the effect of granting his derangement credence in the eyes of his loyal followers.</p>

<p>Trump became president in part because the Russians interfered with our election to help him in 2016. That was a fact. Trump repeatedly called the investigation into that interference a hoax. Election officials have deemed this election “the most secure in American history.” That is a fact. Trump keeps claiming it was wracked with corruption.</p>

<p>Trump is depressingly predictable: constantly lying and denying, constructing a world in which he is the winner and hero.</p>

<p>We know why Trump does what he does. He is depraved. Republicans in Congress, by going along with this nonsense, are proving once again that they are so cowardly and craven that they will join Trump in his depravity.</p>

<p>They underscore that the Republican Party is a thing that now exists in name only. This is Trump’s party, bought and paid for.</p>

<p>In other years, the rising stars of the party would emerge in this period offering a post-loss vision for an alteration that would ensure victory the next time out. Not this year. They are all too afraid to tell the loser that he lost.</p>

<p>And, if Trump declares soon that he will run again in 2024, as some have speculated, it will further cow other 2024 contenders. Any suggestion that they would run would put them immediately in a fight with the man who just received a record number of Republican votes.</p>

In the end, Trump hopes to push his case to the Supreme Court, where he has seated three conservative justices. That is also not likely to be a winning strategy. Trump believes he can use the judiciary as a weapon against the American people. The judiciary is not likely to allow itself to be used. Barring that, he is committed to destroying faith in the electoral process itself. If he didn’t win, he insists he must have been cheated because, in his mind, failure is not a possibility. Like he has done for the entirety of his presidency, he is lying, concocting a narrative detached from reality. His Twitter feed since the election — he has made precious few appearances or official statements during this time — has been an unprecedented attack on election integrity and the voting franchise as a whole. He keeps complaining that the election was rigged, that it was stolen from him, that computer software switched millions of votes from him to Joe Biden. On Sunday, in reference to Biden, he tweeted: “He only won in the eyes of the FAKE NEWS MEDIA. I concede NOTHING! We have a long way to go. This was a RIGGED ELECTION!” But Trump has gone further, appearing to attack the voters who cast their ballots for Biden. He retweeted a post by a Richmond, Virginia, television station that read: “Virginia Wesleyan University business professor and dean Paul Ewell wrote that anyone who chose Biden for president is ‘ignorant, anti-American and anti-Christian.’ ” To that tweet, Trump appended, “Progress!” Trump will no longer be president on Jan. 20. That is a hard fact, an unmovable date. Biden will be sworn in and will become the president. But Trump is not going to allow this transition to be smooth. He rose in spectacle and he will flame out in it. We should put nothing beyond him. He will do everything he can do not to assume the posture of the defeated. He will do everything to secure a future for himself and his family that is comfortable and secure. He will do everything with the last bits of power from his presidency. His attack on the election system is doing damage to our democracy. So is his refusal to concede. So is his sulking. But, of course, Trump doesn’t care about our democracy. He doesn’t care about democracy, period. He cares about money and power. He cares about managing the mob. He cares about adoration. But the problem here is bigger than Trump. Republicans in Congress are indulging Trump’s delusion, which has the effect of granting his derangement credence in the eyes of his loyal followers. Trump became president in part because the Russians interfered with our election to help him in 2016. That was a fact. Trump repeatedly called the investigation into that interference a hoax. Election officials have deemed this election “the most secure in American history.” That is a fact. Trump keeps claiming it was wracked with corruption. Trump is depressingly predictable: constantly lying and denying, constructing a world in which he is the winner and hero. We know why Trump does what he does. He is depraved. Republicans in Congress, by going along with this nonsense, are proving once again that they are so cowardly and craven that they will join Trump in his depravity. They underscore that the Republican Party is a thing that now exists in name only. This is Trump’s party, bought and paid for. In other years, the rising stars of the party would emerge in this period offering a post-loss vision for an alteration that would ensure victory the next time out. Not this year. They are all too afraid to tell the loser that he lost. And, if Trump declares soon that he will run again in 2024, as some have speculated, it will further cow other 2024 contenders. Any suggestion that they would run would put them immediately in a fight with the man who just received a record number of Republican votes. <p><strong>WHAT IS A POLL WATCHER?</strong></p>

<p>A poll watcher is a partisan appointee who monitors voting or ballot counting to help ensure their party gets a fair shot.</p>

<p>They are not supposed to interfere in the electoral process, except to report issues to party officials or polling place authorities, and are typically required to register in advance with the local election office.</p>

<p>Tasked this year with monitoring a record number of mail ballots, poll watchers are designated by a political party or campaign to report any concerns they may have.</p>

<p>With a few reports of overly aggressive poll watchers, election officials said they were carefully balancing access with the need to minimise disruptions and social distance concerns over the coronavirus pandemic.</p>

<p>In many places, they were ordered to stand 6 feet away.</p>

<p>The ruling is another victory for proponents of the Barack Obama-era programme -- Deferred Action for Childhood Arrivals (DACA) -- after the US Supreme Court in June rejected Trump's cancellation of it.</p>

<p>The federal judge in New York ruled that President Donald Trump's acting Homeland Security Secretary Chad Wolf was not lawfully serving in his role when he issued the new rules for the DACA programme in July.</p>

<p>Wolf, who has not been confirmed in his role by the US Senate,&nbsp;issued new restrictions on the programme in response to the Supreme Court ruling.</p>

<p>President-elect Joe Biden, who defeated Trump in the November 3 votes, had pledged to reinstate the programme when he takes office on January 20.</p>

<p>The court Saturday said Wolf's restrictions "effectively suspended" DACA, while the Trump administration reviewed how to proceed.</p>

<p>Wolf's rules said new applications would not be accepted and renewals would be limited to one year instead of two.</p>

<p>They are now invalid because Wolf "was not lawfully serving as Acting Secretary of Homeland Security under the Homeland Security Act" when he issued them, the ruling said.</p>

<p>Trump entered office promising to halt almost all immigration and to expel the more than 10 million people estimated living in the country, many for decades, without legal immigration documents.</p>

<p>The Obama administration sought to address the issue in 2012, with the DACA policy offering protection at renewable two-year periods, including authorisation to work, to people brought into the United States illegally as children and then growing up here.</p>

<p>DACA, and the subsequent DAPA program -- Deferred Action for Parents of Americans and Lawful Permanent Residents -- were executive actions by Obama to eliminate the constant threat of deportation for more than four million undocumented migrants.</p>

<p>Trump canceled DAPA just after coming to office and then went after the more established DACA, but immediately faced a series of court battles over it.</p>

The federal judge in New York ruled that President Donald Trump's acting Homeland Security Secretary Chad Wolf was not lawfully serving in his role when he issued the new rules for the DACA programme in July. Wolf, who has not been confirmed in his role by the US Senate, issued new restrictions on the programme in response to the Supreme Court ruling. President-elect Joe Biden, who defeated Trump in the November 3 votes, had pledged to reinstate the programme when he takes office on January 20. The court Saturday said Wolf's restrictions "effectively suspended" DACA, while the Trump administration reviewed how to proceed. Wolf's rules said new applications would not be accepted and renewals would be limited to one year instead of two. They are now invalid because Wolf "was not lawfully serving as Acting Secretary of Homeland Security under the Homeland Security Act" when he issued them, the ruling said. Trump entered office promising to halt almost all immigration and to expel the more than 10 million people estimated living in the country, many for decades, without legal immigration documents. The Obama administration sought to address the issue in 2012, with the DACA policy offering protection at renewable two-year periods, including authorisation to work, to people brought into the United States illegally as children and then growing up here. DACA, and the subsequent DAPA program -- Deferred Action for Parents of Americans and Lawful Permanent Residents -- were executive actions by Obama to eliminate the constant threat of deportation for more than four million undocumented migrants. Trump canceled DAPA just after coming to office and then went after the more established DACA, but immediately faced a series of court battles over it.

<p>Two days ago, the Republican had said "time will tell" of who will come to power while writing on a nationwide lockdown on Twitter.</p>

<p>Meanwhile, on Saturday, thousands of Trump supporters protested on Saturday, claiming of fraud in the presidential polls.</p>

<p>The protests also caused clashes, which led to the arrest of at least 20 people, four people for firearm violations and one for assault on a policeman, reports said.&nbsp;</p>

<p>Trump also made an appearance at the protests as he was on his way to play golf in his Limousine, smiling at the demonstrations from inside his car at wild cheers and signs that read: "Best prez ever" "Best prez ever" and "Trump 2020: Keep America Great."</p>
