Punjab Chief Minister Captain Amarinder Singh on Saturday said that the state government will cap the COVID-19 hospitalisation and treatment rates of private hospitals and those not adhering to the same will be shut down.

Singh termed such actions as `anti-people` and `anti-national` and warned that the private institutions would not be allowed to indulge in such shameless profiteering at the cost of the lives of people, according to an official release.

"If these hospitals do not agree to the government rates, we will close them down," he said.

With regard to the spike in COVID-19 cases in Punjab, Singh urged the Centre to make COVID-19 test certificates mandatory for people crossing the border.

Expressing concern over the spike in COVID-19 cases in the state, which he attributed to the large number of people coming from other places, the Chief Minister said that he had sought from the Centre permission to allow the state to make COVID-19 test certificates mandatory for all those crossing the border.

In fact, those leaving Punjab should also carry similar certificates to check the spread of the coronavirus into other states, he added."With 87,000 cars having entered Punjab from Delhi alone in recent days and the spike in cases in the past only due to outsiders, the threat of the pandemic spiraling further was acute," said the Punjab Chief Minister.

Speaking on the state`s medical preparedness, Singh said that 551 ventilators were already available with government and private hospitals and another 93 had been ordered.

"The state government had also ordered 4 lakh more N95 masks to supplement the existing stock of 9.25 lakh. In addition, the state had 79 lakh triple-layered masks, 2.39 lakh PPE kits and 2200 oxygen cylinders," he said.

As far as beds were concerned, more than 6,000 beds had been arranged in government hospitals and another 900 in private hospitals and currently, 2,500 were filled up.

"In the second state, the state plans to add 10,000 more beds, to be followed by another 30,000 in the third stage," Singh said.

In a bid to help Mozambique, a country in East Africa financially amidst COVID crisis, India has suspended debt repayment on $700 million concessional loans to the country till the end of this year, Indian envoy to the country has told WION.

Speaking to our Principal Diplomatic Correspondent Sidhant Sibal from capital Maputo, Indian envoy Rajeev Kumar said, "We have agreed to provide this relief to all the LCD countries who are going through debt stress due to the economic impact of the virus."

He also talked about how India is providing medicines to the country and also reaching out to stranded Indian nationals for repatriation.

Also read: Zimbabwe health minister arrested over $60 million COVID-19 supplies scandal

WION: How are India and Mozambique working together to combat the crisis?
Rajeev Kumar: As far as the bilateral relationships between India and Mozambique are concerned, particularly in this pandemic time, I should tell you, being the pharmacy of the world, our PM Modi has taken a great initiative of providing a healing touch to every country, every continent on the planet by offering medicines all around the world. We always believe in providing solutions to global problems and cure to the disease. This pandemic is no different.

On 3rd June, PM Modi called President of Mozambique to offer our assistance in the fight against COVID. Mozambique will soon be receiving medicines from India in the fight against the virus, some of the medicines are HCQ and azithromycin. The second offer as part of our g20 commitments is debt relief by the suspension to Mozambique. We have agreed to provide this relief to all the LCD countries who are going through debt stress due to the economic impact of the virus. These are two economic steps govt of India has taken to provide assistance to Mozambique.

WION: How have we helped in Medicines and also debt suspension?
Rajeev Kumar: As far HCQ is concerned, we have agreed and will provide 100,000 tablets to the country. We are providing several medicines by the end of June or early July. As far as the debt situation of the country is concerned, Mozambique has 100% of the debt of GDP which is huge.

The country also had two very bad cyclones in the month of March and April 2019. We were the first responders then by providing relief to the people. IMF, in October 2019, did a study and forecasted a GDP growth of 6 per cent but because of the pandemic, IMF has downgraded the forecast to 2.2 per cent. With this kind of public debt level and lower economic growth, and various other factors like lack of investment from abroad, that will create a situation in which the government here might not have space for the fiscal and monetary area.

This debt suspension by India will give them space to operate and provide cure or solutions to the larger population to meet the needs during a crisis. Example, a month back the government here had promised to increase the budget for the health sector by 0.1 per cent. Earlier it was 0.2per cent of GDP, now they will spend 0.3 per cent of GDP on the health.

They will require funds and relief will help achieve that promise. Loans are not commercial loans by India but concessional loans by EXIM bank of India. The loan has been of the tune of $700 million for infrastructure projects and has been helping in the country's growth path. On account of concessional loans, they have debt service commitments, so on those commitments, we have agreed to give suspension till the end of this year--31st Dec 2020 and they to pay the obligations. This will help them fight COVID crisis.

WION: How have you be helping when it comes to stranded Indians in the country?
Rajeev Kumar: The first COVID case was reported in capital Maputo on March 23 and the total number of cases stands at 662 cases and 4 deaths. The number of deaths is low. The maximum number of cases was on June 6 -- 55 cases total. Out of 662, 175 have recovered so far. We have 487 active cases.

In the month of April, two Indians have also got infected by COVID but have fully recovered. The country has done 22,000 tests so far.

In the ranking of the COVID cases, Mozambique has been placed at 39 positions. The situation is not that bad, with 0.1 death per million but this month it has been increasing. As far as Indians are concerned, we have a large number of the Indian community here, close to 3000 Indians, passport holders.

Ever since the first case was reported, the high commission has reached out. They told us the visas were expiring and we spoke to authorities and they have agreed to extend them. Authorities have extended visa till June 30 and Indians have a legal document to stay in the country. We would like to thank the President and the Financial Minister for taking care of Indians stranded the country.

We created a helpline on March 23 with three officers dedicated. We have received a number of calls. GOI has started a help desk - a WhatsApp number. On March 30, the government of Mozambique imposed a state of emergency for a month; we created an online platform for Indians to register themselves.

Till date, 2,856 and 144 Indians have required for repatriation. As soon as we received a direction from Delhi that flights can go to India, we initiated a proposal to have a charted flight from Maputo to India for 144 stranded Indians. The Indians community is very dynamic, very supportive and with their support like from Indian cultural association, charted flight will take 100 passengers from Maputo to Mumbai. The 100 passengers are not only Indian but one was also Bhutanese. Five Indians coming came from neighbouring countries.

WION: How has the Indian community helping out in efforts?
Rajeev Kumar: For me, the Indian community is the most important card in my ambassadorial toolbox. My last posting was in Senegal till August 2019, they were the one behind many positive outcomes. Here also in Mozambique, I can proudly tell u, Malayalee association helped 500 Bihari migrant labourers in March with food and provision. When they wanted to leave Kerala for Bihar, one individual who lives here in Maputo, Ms Vidya Vilas, contacted Kerala government to take care of them for more than a month.

Indian community provides us with help and when we saw first COVID cases here, I created a WhatsApp group to seek advice. The general manager of the best hotel here is an Indian offered Indians to stay here for free. Another Indian offered his hospital here. This gives you confidence, particularly during a crisis. I might be HC, but they are the real HC. All Indians have come together. Community is providing money and organising everything. I thank them for the help and support. They are the real envoys of India.

Pakistan gets international aid of USD 1.5 billion to handle COVID outbreak

Officials in Beijing are carrying out tests to detect traces of coronavirus on all food and parcel delivery workers in an effort to rein in a new outbreak, state-backed media reported on Saturday.

Officials in the Chinese capital have been expanding nucleic acid testing across the city of 20 million since a cluster of infections linked to a food wholesale market erupted just over a week ago.

The outbreak, the first in Beijing in months, has now surpassed previous peak numbers in the city in early February.
A nucleic acid test involves a swab sample taken from the back of a person's throat or respiratory tract, and the sample is then tested for the presence of the coronavirus' genome.

Testing was initially focused on residential areas near the sprawling Xinfadi market and on people who worked or shopped there.

Officials are now targeting the tens of thousands of delivery personnel who regularly traverse the city, where fleets of motorised pedicabs and scooters ridden by couriers delivering parcels and food are a common sight.

Workers at SF Express, China's second biggest courier firm, arrived in batches at testing points in Beijing on Friday evening, Beijing News reported.

Food delivery firm Meituan Dianping confirmed that all of its riders in the city would be tested and those who had carried out deliveries in high-risk areas would be temporarily taken off duty, undergo nucleic acid tests and be quarantined at home for 14 days.

Customers will be able to view details on disinfection of the delivery package and their courier's body temperature online, Meituan said on its Wechat account.

Beijing News said that all couriers in the city would be tested by next week.

Officials have highlighted the risk of contamination through packaging in Beijing, which reported 22 new cases on Friday. The capital has now recorded more than 200 locally transmitted infections since June 11.

Officials have been testing people working in catering, including restaurant staff, as well as imported food after the virus was found on chopping boards at Xinfadi used to handle salmon.

Whole communities to be tested
A total of 2.3 million nucleic acid tests had been carried out in Beijing as of 0600 local time on Saturday (2200 GMT on Friday), Zhang Qiang, an official from Beijing's municipal committee, said at a news conference.

Residents of 40 communities under lockdown in the capital are required to self-isolate at home to avoid possible further transmission of the virus, Zhang said.

Those that do not comply will be centrally quarantined for 14 days, after which they should take another nucleic acid test and are free to leave if the result is negative, he added.

In Dongcheng district in the eastern part of Beijing, two Reuters journalists received notice on Friday that everyone living in their communities would be tested, even though they were in low-risk areas.

Dongcheng currently has four neighbourhoods designated as medium-risk, while there are now 34 medium-risk neighbourhoods across the whole city.

Mainland China saw 27 new confirmed coronavirus cases on Friday, with four imported and the other local transmission reported in the northern Hebei province that surrounds Beijing.

There were no new deaths recorded on Friday, leaving the death toll at 4,634.

British government has been reviewing the decision of reducing the social distance of two-metre for the past few days now. The country reopened its economy a week back and the government has been thinking of taking the suggestion of business owners of reducing the required social distance.

The pending decision will soon be revealed, culture minister Oliver Dowden told in a local media interview on Saturday.

"We have committed to reviewing the two-metre to one-metre rule and we will be concluding on that shortly," he said.

"Within the coming days we will get the outcome."

Prime Minister Brois Johnson had announced a review of the two-metre distance last week, after the UK reported a 20 per cent collapse in April. If the required social distance is lowered, it would allow more pubs and shops to open with more capacity, which can revive UK's economy.

Last week, Finance Minister Rishi Sunak had also said "The prime minister has put in place a comprehensive review of the two-metre rule. That review will involve the scientists, economists and others," he said, adding that safety would not be put at risk by any changes.

The Drug Controller General of India (DCGI) has granted permission to use the anti-viral drug favipiravir for COVID-19 patients.

However, the drugis only for "restricted emergency use" in mild to moderate cases of COVID-19, according to official sources.

The nod from DCGI came at a point when there has been a rapid increase in the number of coronavirus cases on a daily basis in the country.

The officials have also granted fast-tracked permission to Glenmark, a pharmaceutical company, to manufacture and market the anti-viral tablets.

This approval has been granted based on the evaluation of data and in consultation with the Subject Expert Committee, as part of the accelerated approval process, considering the emergency situation and unmet medical need of the COVID-19 outbreak. It is for restricted emergency use in India.

The doctors and hospitals have been told to check that all patients have a signed consent form before the tablets are used for treatment.

A senior health ministry official told a news agency, "The DCGI has approved favipiravir drug for restricted emergency use for the treatment of mild to moderate cases of COVID-19. This emergency use authorisation has been given on several conditions. The company has to take written consent from each patient. Also, in the first 1,000 patients, the pharma company has to do active post-market surveillance to evaluate the efficacy and safety of the drug being administered."

"The patient will receive a dose of 3,600 mg on the first day as a loading dose. After this, the patient would receive 1,800 mg for some days which will depend upon his/her viral load," he said.

"The drug cannot be given to patients with severe liver and renal diseases including pregnant and lactating mother," added the official.

Now that permission has been granted and the company has to get the license to manufacture from the Central Drugs Standard Control Organisation (CDSCO) under the Drug and Cosmetic Act and Rules.

COVID 19: Anti-viral drug Favipiravir gets DCGI nod for 'restricted emergency use'

Britain's statistics office on Friday released figures that highlights the increased risk that the Asian and Black community face in the country during the pandemic.

According to the data, the death rate from the novel coronavirus in England and Wales is higher among people who identify as Muslims, Jews, Hindus or Sikh, when compared to people who identify as Christians or those with no stated religion.

Also read: Queen Elizabeth thanks businesses worldwide for being considerate during COVID

The Office for National Statistics (ONS) analysed data from the start of March until May 15 to check the mortality rate pattern and analysed that the mortality rate among Muslims was higher than any other group. The Muslim community is followed by the Jewish, Hindu and/or Sikh communities.

Explaining that the reason behind this might be circumstances or the neighbourhoods the said communities live in, the report stated, "With ethnicity included, (this) demonstrates that a substantial part of the difference in mortality...between religious groups is explained by the different circumstances in which members of these groups are known to live; for example, living in areas with higher levels of socio-economic deprivation and differences in ethnic makeup."

"However, after adjusting for the above, Jewish males are at twice the risk of Christian males, and Jewish women are also at higher risk," said Nick Stripe, Head of Life Events at the ONS.

The mortality rate among Muslim men was 98.9 deaths per 100,000 and 98.2 deaths per 100,000 for women. For those who said they had no religion, as recorded in 2011 Britain census, the figure was 80.7 deaths per 100,000 males and 47.9 deaths per 100,000 females.

The research also pointed out that black men were at 255.7 per 100,000 compared to a rate of 87 deaths per 100,000 white males, and black women were 119.8 per 100,000 for black women whereas white women's mortality rate is 52 per 100,000.

"Significant differences also remain for Bangladeshi, Pakistani and Indian men," Stripe said.

However, ONS has also stated that more research needs to be done on this to study the causes and effects on the mentioned communities in the pandemic.

As the UK reopened its economy post coronavirus lockdown, the county is struggling to lift up its economy that has suffered huge losses due to the lockdown.

In order to bring the economy back on track, the government might have to make some cuts. Although there hasn't been an official word from the British government yet, local media has reported that the government might have to temporarily break the link between wage growth and annual increases in old-age pensions, a senior legislator said on Friday.

Following the 'triple lock' system, set up in 2010, Britain's state pension has seen a rise by whichever is higher of consumer price inflation, average earnings growth or 2.5 per cent.

However, this time that might not be the case, which is in direct contrast to the expected sharp increase in wage growth next year, after the end of job retention scheme started by the UK government this year to help people during the pandemic.

"A way forward might be to temporarily suspend the wages element of the lock," Mel Stride, chair of parliament's Treasury Committee, said. "This might not entirely conform to the Conservative Party manifesto, but I think most people would recognise that a potential double-digit percentage increase is unrealistic."

However, the government has, till now, denied any such possibility.

COVID 19: Human trials for potential vaccine begins; initial results expected in August

Tamil Nadu’s Capital City, Chennai, and its three adjoining districts are to be under a 12-day lockdown starting from the morning of June 19 until June 30. While all of India is on ‘unlock’ starting June, Tamil Nadu has become the only state to announce a strict lockdown, based on the suggestions of an expert medical committee.

This 12-day lockdown announcement which was made on Monday, had come as a real surprise to the people of Tamil Nadu. Last week, when there were talks of an impending lockdown, the Chief Minister himself quelled them and termed them “rumors”, only to make a public flip-flop on Monday.

Also read| Tamil Nadu government orders 'intense lockdown' in Chennai amid rising COVID-19 cases

A member of the expert committee who is advising the State government told WION that the committee had only suggested few specific strategies and not a lockdown. However, the government had decided to go in for a lockdown based on the decisions taken at their cabinet meeting. The senior medical professional emphasised that the government needed to focus on better inter-department coordination and monitor ground-level implementation of its initiatives. The committee had also suggested that the government go in for rapid testing and more mobile clinics.

At a time when Tamil Nadu has surpassed a total of 52,000 COVID-19 cases, experts that WION spoke to say that the government needs to plan and execute many more steps in tandem with the lockdown. These steps are highly crucial at a time when the state has been seeing over 2,000 new cases for the last two days.

Infectious Diseases Specialist Dr. Subramanian Swaminathan said that a 12-day lockdown alone would be inadequate to interrupt the transmission. “To interrupt transmission, mathematical models suggest at least a three week lockdown. We also need a clear audit process to verify the grassroots data that health workers are collecting on a door-to-door basis. Only when we have authentic data can the authorities plan adequately and take measures,” he told WION.

When asked about the top precautions that the public must follow on during the lockdown, Dr. Swaminathan emphasised on the need of wearing masks and following social distancing. “In most areas with high cases, people are not wearing masks, that’s why there is an explosion of cases. When we compare between disinfectant spraying and wearing of masks, mask-wearing is more important in controlling transmission at source,” he added.

Public health experts reiterated the view that lockdowns need to be bolstered with additional measures, which are strictly implemented at the ground level. They feel that the public have the larger responsibility of following basic cleanliness and health practices to keep danger at bay.

“Washing out hands with soap is far more effective than using sanitizers. Sanitizers can be used for disinfecting medical equipment, personal belongings, billing counters etc. We must keep the elderly people indoors and ensure that they take their medication (for existing heath issues) regularly, besides healthy food. Health workers on door-to-door campaigns can also use pulse oximeters to check the health of those who are vulnerable,” Dr. Kolandaisamy, Retired Director of Public Health, told WION.

Lockdowns are not just about restrictions, but about performing more tests and tracing, isolating the affected individuals. “Tamil Nadu has done nearly 25,000 tests on Wednesday alone and it is a significant number. The authorities have been talking about scaling up efforts in coming days. When this is done consistently for about a month or more, then definitely we will be able to bring the situation under control,” Healthcare Consultant and Senior journalist Dr. Sumanth C Raman told WION.

While wearing a mask is important, doctors don’t recommend the N-95 and 3-ply masks for common people. They say that two-layered, washable cotton masks would be adequate, whereas a dupatta or a handkerchief would not be advised.

“In case one feels sore throat, body ache, tasteless sensation, loss of sense of smell or other symptoms, they can isolate themselves at home for a few days. If the condition persists for a few days, they must reach out for medical help, before they suffer breathlessness and reach a hospital immediately. After recovery as well, it is imperative to be under quarantine for seven to ten days,” Dr. Ramasubramanian, Infectious Diseases Specialist told WION.

While the number of coronavirus cases has been on a constant rise in the western state of India, the government has decided to allow students to return to their classrooms from July.

The decision has been taken only for the schools located in the non-red zones, and only for selected classes.

As of now, students of only classes IX, X and XII will be allowed to go back. In addition to the schools, the attendees, including the staff and students, should only be from the non-red zones (non-containment zones).

Classes VI to VIII will be allowed to resume classroom teachings from August.

The schools will have to make sure everyone wears a facemask at all times, and all norms of social distancing are followed.

The decision was announced after School Education Minister Varsha Gaikwad met the Maharashtra Chief Minister Uddhav Thackeray.

"Classes of Standard 1 and 2 are exempted from online teaching. However, for remaining standards certain hours per week have been defined by the government. We are trying to use All India Radio (AIR) network as well to reach out to students with the curriculum," Gaikwad said.

Rishi Sunak, finance minister of the United Kingdom, has said that the country will urgently look into its two-metre social distancing rule.

Sunak has announced this in an interview with a news channel. The review is being planned after many employers voiced their concerns and said it was hard for them to get their businesses back on track due to the present rules.

"The prime minister has put in place a comprehensive review of the two-metre rule. That review will involve the scientists, economists and others," he said, adding that safety would not be put at risk by any changes.

Talking about the economic slowdown of the country, he said, "We have always known that was going to happen, but now the numbers are starting to show that."

As per the latest reports, UK's economy shrank by a quarter over March and April. However, Sunak believes that the slowdown will prove out to be temporary, and the reopening of retail sector this week will help revive the economy.

If the distance is reduced from two metre, it will allow three quarters of pubs to reopen, rather than about one third.

The country has seen a decline in the number of cases, following which the government has reopened the economy in phases.

He also said the government is looking for options against the two-week quarantine rule for all visitors, and may come up with an alternate to the rule that was met with criticism from the aviation industry.

"We all want to see travel open again, of course we do, and like everything else we want to make sure we have the right measures at the right time informed by the science and everything else that we have to consider," Sunak said in an interview with a news channel.

"We are looking at all options to ensure that that is possible and people have got suggestions about how we might be able to open up some travel corridors over time and so the transport secretary is actively looking at all of those options," he continued.

The world has been under a lockdown, partial or complete, since few months now. As the pandemic took over the world, majority countries closed their economies and people quarantined themselves in their homes.

While some countries are now re-opening economies, citizens of some countries are still in self-isolation.

Some researchers studied this situation and conducted a research on the effect that this self-isolation can have on people.

UCL researchers based at the Wolfson Institute and the Sainsbury Wellcome Centre researched on how while the isolation period can bring up loneliness, it can also result in a decreased desire for social interaction.

Also watch| Study: Virus may get inactive, if exposed to direct sunlight

To understand the paradox, the researchers investigated social behaviour in Zebrafish, a freshwater fish. The researchers chose Zebrafish as most of them demonstrate pro-social behaviour, but approximately 10 per cent are `loner` fish. These loner fishes show different brain activity than the pro-social Zebrafish.

It has also been observed that on a usual basis too, Zebrafish avoid social interaction after a period of isolation.

The researchers tried to test, through this research, if the pro-social behaviour Zebrafish mimic the behaviour of the loner fish, or does it depend on the circumstances.

To test the theory, the researchers isolated typically social zebrafish from other fish for a period of two days and then compared their brain activity to zebrafish, who demonstrated aversion to social interaction without having been isolated.

The isolated fish demonstrated sensitivity to stimuli. It showed increased activity in the areas of brain related to anxiety and stress. However, the activity settled quickly after a dose of an anti-anxiety drug.

The difference between the social and the loner Zebrafish was observed in the hypothalamus, the region of the brain responsible for social rewards.

The loner fish did not show the same pattern of activation during social exposure as the pro-social behaviour one. This proved that the loner fish did not experience rewards in the same way as typical fish during social interactions.

"A detailed view of the zebrafish brain can provide important clues for all of us currently experiencing the effects of social isolation," said Dr Elena Dreosti.

"Our understanding of the neural mechanisms of social behaviour are limited, but we do know that zebrafish and humans share a fundamental drive for social interaction that is controlled by similar brain structures," Dreosti added.

Although the researchers admit that the human brain and behaviour is much more complex, this study does provide an insight that the humans won't be loners after the lockdown, but will be anxious upon returning to normal social lives.

The research has been conducted by PhD students Hande Tunbak and Mireya Vazquez-Prada, Postdoctoral Research Fellow Thomas Ryan, Dr Adam Kampff and Sir Henry Dale Wellcome Fellow Elena Dreosti, and was published in eLife.

Italy cannot afford to return to normality after the coronavirus emergency but should turn the crisis into an opportunity to reform the country, Prime Minister Giuseppe Conte said on Saturday.

"This is the time to work on a clear project to come out of the crisis," Conte said in the opening speech of a nine-day policy consultation in Rome.

"We must take advantage (of the situation) to turn the crisis into an opportunity, and remove all the obstacles that have slowed (Italy) down," he added.

Addressing Italian policymakers at the congress via video-link, European Commission president Ursula von der Leyen said Italy must deliver planned reforms to access money from EU funds to help pull the country out of its coronavirus-induced slump.

The Commission has proposed a 750-billion euro recovery fund to help kickstart growth on the continent, which will be debated by EU leaders next week.

Italy is set to be the largest beneficiary, based on the Commission's proposed criteria for distributing the cash, expecting some 170 billion euros from the new fund.

Von der Leyen said that "with the right reforms", Italy can make the most of the EU funds, pointing to promises made by Conte to cut red tape, reform the country's tax system and deliver a more effective judicial system.

COVID 19: Pak former PM Yousuf Raza Gilani tests positive; son blames Imran Khan

With a rapid increase in the number of coronavirus cases in India, the country is gearing up to start domestic production of the anti-viral Remdesivir drug.

The drug will be allowed only for "restricted emergency use" on COVID-19 patients. The approval was granted by India's Drug Controller General of India (DCGI), on the condition that it will be strictly used only for severely ill hospitalised coronavirus patients.

Also watch| Remdesivir prevents COVID-19 lung damage: Tested on macaque monkeys

DCGi is currently evaluating application from India's top four pharma giants who want to seek the approval to manufacture and sell Remdesivir in India.

"Their applications are being thoroughly studied and examined day and night. It had certain shortcomings for which the respective pharma companies are furnishing their report.
