The United States, Mexico and Canada are set to sign an "initial deal" today finalising the United States–Mexico–Canada Agreement (USMCA).

"There is an initial deal between the governments," the Mexican President Andres Manuel Lopez Obrador told his daily news conference. Negotiators from the three countries are going to meet in Mexico City.

Obrador was due to chair a meeting of top officials from the three countries at the presidential palace at 1800 GMT.

"Today it will be signed by... the three countries' negotiators", he added

The agreement, which was initially signed in November 2018, is meant to replace the 25-year-old North American Free Trade Agreement (NAFTA), which President Donald Trump complains has been "a disaster" for the US.

Mexico is the only country to ratify it so far.

Opposition Democrats in Washington are urging for greater oversight of Mexican labour reforms under the new deal. These include wage hikes and increased unionisation.

Canada lost 71,000 jobs in November, pushing its unemployment rate up to 5.9 percent -- its highest level in more than a year, according to government data released Friday.

The losses were reported across Quebec, Alberta and British Columbia, mostly in manufacturing, natural resources and public administration, and affecting men in the core working ages of 25 to 54 and women over 55 years, Statistics Canada said.

Compared with a year earlier employment was still up, with 293,000 mostly full-time jobs added over the period, the agency said.

CIBC analyst Royce Mendes, however, said the November labor market pullback was "more than a breather," describing the losses relatively as "an apparent massive decline in employment."

Most recent indicators have heralded a slowing of the economy in the approach to the end of 2019.

The Bank of Canada on Wednesday signaled cautious optimism that global growth -- crucial for Canada's large export sectors -- is set to rebound and recession fears are "waning."

But Mendes said the weak job numbers "could have the Bank of Canada rethinking its on-hold (interest rate) stance if it were to continue."

At one, he described earlier comments by Macron as "very nasty".

The later conversation at the reception between Trudeau, British Prime Minister Boris Johnson, Macron and Dutch Prime Minister Mark Rutte was recorded on video and snippets were audible. Queen Elizabeth's daughter Princess Anne was also there.

"Is that why you were late?" Johnson asked Macron.

"...It was like a 40-minute press conference," Trudeau said. "Yeah, yeah, yeah! Forty minutes."

Other words were exchanged but could not be heard, before Trudeau added: "I just watched his team's jaws drop to the floor."

Canada must pay almost a billion dollars in settlements to hundreds of military victims of sexual harassment, sexual assault and gender-based discrimination, a federal court ruled Monday.

The victims, some of whom still work in the Canadian armed forces or the defence ministry, filed class action lawsuits in 2016 and 2017 after an independent investigation found "an underlying sexualized culture" in Canada's armed forces "that is hostile to women and LGTBQ members, and conducive to more serious incidents of sexual harassment and assault."

A settlement was reached in July and endorsed by the vast majority of some 700 victims. The settlement was formally confirmed on Monday.

Each victim will receive between Can$5,000 ($3,760) and Can$50,000 depending on the gravity of the case.

Some plaintiffs "who experienced exceptional harm such as post-traumatic stress disorder (PTSD) may be eligible for up to an additional $100,000," the court ruled.

The settlement "contemplates numerous systemic changes and programs," including "a restorative engagement program and other measures to rebuild the relationship between class members and the military, and promote culture change."

The armed forces must also undergo an external five-year review that will measure the institution's progress in addressing sexual misconduct in order to make recommendations to senior military officials.

The top leadership of Canada's military has redoubled their efforts in recent years to eradicate cases of sexual assault and harassment in its ranks by providing better support to victims and punishing perpetrators more severely.

A November 2016 official probe found that at least three cases of sexual aggression took place every day in the Canadian armed forces, usually committed by a superior against a victim of lesser rank.

Canada must pay up for military sexual assault victims: Federal court

A strike at Canadian National Railway Co, the country's largest railroad, entered the seventh day on Monday, sending further shocks through the economy with grain shipments scuttled and layoffs planned at fertilizer producers and an auto-shipment terminal.

As Canada's biggest rail strike in a decade dragged on, the industry has piled pressured on the government to intervene. Teamsters Canada, the union representing the 3,200 striking CN employees, said it was no closer to an agreement than when its members first hit picket lines.

The Unifor labour union said 70 employees would be laid off effective Thursday at a Nova Scotia facility contracted by CN to handle vehicles shipped in and out of Canada.

Meanwhile, frustrated farmers facing propane shortages dumped wet corn in front of the prime minister's local Quebec office and pleaded for the government to step in.

Striking conductors and yard workers are demanding improved working conditions, including worker rest breaks.

The Teamsters released a recording of what it called an exchange between an exhausted conductor who wanted regulator Transport Canada to intervene before agreeing to a manager's request to move a train after a 10-hour shift. The union said its contract requires rest after 10 hours of work.

CN said Monday it is aware of the recording and is "looking into" the matter. Reuters could not verify the recording.

Transport Canada, which requires railway workers to rest after a 12-hour shift, said it had not received a complaint regarding the case.

Canada relies on CN and Canadian Pacific Railway to move products like crops, oil, potash, coal and other manufactured goods to ports and the United States. Industry figures show about half of Canada's exports move by rail, and economists have estimated a prolonged strike could eat into economic growth.

The federal government has sidestepped industry calls to force employees back to work, insisting collective bargaining is a quicker solution.

CN said its officials continue to negotiate and called for binding arbitration, a demand the union has rejected thus far.

Vessels pile up

The strike left at least 35 vessels waiting at Canada's West Coast to load grain shipments, Mark Hemmes, president of Quorum Corp which monitors the movement of prairie grain for the Canadian government, told Reuters. Hemmes said many of the grain handling facilities at major ports on the West Coast are serviced only by CN.

Shipments from those ports supply international markets, including Asia.

An association of Canadian exporters has declared an event of a delay, allowing members to avoid contract penalties due to circumstances outside their control.

Nutrien Ltd said it was preparing to shut down its largest potash mine, at Rocanville, Saskatchewan, for two weeks effective Dec. 2. The north shore of Port of Vancouver's Burrard Inlet is home to a major potash and coal export terminal as well as grain terminals operated by Cargill and Richardson International that are normally serviced only by CN.

A "trickle of cars" from CP was reaching the grain terminals, but they are "for all intents and purposes shut down," said Wade Sobkowich, executive director of the Western Grain Elevator Association. Cargill Ltd spokeswoman Connie Tamoto said the company had taken "mitigation measures" to ensure customer needs are met. Richardson International did not respond to requests for comment.

Around 300 farmers, angry at a shortage of propane they need to dry grain, gathered with a dozen tractors near Prime Minister Justin Trudeau's parliamentary office in Montreal on Monday to demand government action to end the strike. Some farmers held bags of grain and signs that read "To dry grain, you need propane."

CN is a key link in transporting propane to parts of Eastern Canada where it is also used to heat homes and hospitals.

Spain's talisman Rafael Nadal sealed a sixth Davis Cup title for his country on Sunday when they beat Canada 2-0 in the final of the revamped event.

After a week of relentless tension and late-night heroics, it was perhaps asking too much for the first final in the Davis Cup's new guise to deliver a classic and so it proved as Spain became the last nation standing of the 18 who assembled in Madrid.

With Spain's King Felipe watching on, the 33-year-old Nadal fought off Canadian youngster Denis Shapovalov 6-3 7-6(7) to give Spain their first title since 2011.

If any player deserved to get his hands on the famous old trophy again it was Nadal after he worked overtime all week, often into the small hours, to win all eight matches he played.

But he surely would have been happy had it been teammate Roberto Bautista Agut to have delivered the winning point.

Bautista Agut had given the hosts a flying start, beating Felix Auger-Aliassime 7-6(3) 6-2 after returning to the squad following the death of his father.

"An amazing week in every way," said Nadal, who has now won 29 successive Davis Cup singles matches since 2004. "The vital person has been Roberto Bautista."

After beating Auger-Aliassime, Bautista Agut was embraced by his captain Sergi Bruguera and there were emotional scenes at the end as roars of "Campiones" echoed around the arena.

"It was a dream day and all the team members have made an incredible effort, especially Rafa, going to sleep at three, four and five in the morning and the next day going out to play," Bautista Agut said. "It can only be because we are Spanish."

For Gerard Pique, the Barcelona soccer player who has made revamping the Davis Cup into a tennis World Cup his mission, it was the perfect climax to a week in which the new format suffered glitches but could be judged a qualified success.

Too many late nights, one session finishing at 4.07 a.m., a complicated group stage and tiny crowds at some ties mean there is still lots to improve if the $80 million Pique's Kosmos company is investing in the event each year is sustainable.

But Sunday felt like an authentic Davis Cup final, even if an appearance from pop singer Shakira added a little more glamour than usual.

Once the tennis began it quickly became apparent that Canada captain Frank Dancevic's decision to change his lineup for the first time all week might have backfired.

Vasek Pospisil, ranked 150, had been outstanding all week, beating Italy's 12th-ranked Fabio Fognini and American Reilly Opelka in the group phase, taking down Australia's John Millman in the quarter-finals and partnering Shapovalov to a deciding doubles victory over Russia in the semi-final.

Auger-Aliassime, who has been out with an ankle injury, was given his first call of the week but was outplayed by a rock-solid Bautista Agut, who rejoined the squad on Saturday.

That left Shapovalov seemingly facing mission impossible and his only chance was Nadal's tank being dry.

Having come this far there was no chance Nadal would falter, not with 25,000 Spaniards roaring at every whipped winner.

When he took the opening set with a single break it was all feeling a little anti-climactic for the neutrals but Shapovalov injected some late drama into the proceedings.

The Canadian's serve began to click and his groundstrokes finally took the zip out of Nadal's legs.

Incredibly Nadal showed mercy at 6-4 in the tiebreak, failing to put away a short forehand, and Shapovalov arrowed a winner down the line. The Canadian cheered on by hundreds of his countrymen, saved another match point then had a set point of his own but Nadal averted the danger with a heavy serve.

Nadal got to a third match point and this time Shapovalov could not fight back.

Rafael Nadal leads Spain to Davis Cup win over Canada

The US national security adviser urged Canada on Saturday not to use Huawei 5G technology, saying that doing so would put in jeopardy intelligence sharing with the United States and expose Canadians to being profiled by the Chinese government.

Canadian Prime Minister Justin Trudeau postponed a decision on whether to use Huawei Technologies Co Ltd 5G network equipment until after the October federal election. He has not commented on the issue since winning the October 21 vote.

Intelligence sharing "would be impacted if our close allies let the Trojan horse into the city," national security adviser Robert O'Brien told reporters at a security conference in Halifax.

The detention of the two men as "leverage shouldn't be allowed to stand," O'Brien said.

US Senator Angus King, who also spoke in Halifax, echoed O'Brien's concerns.

"It would make it very difficult to have a full intelligence-sharing information with a partner who has installed a direct line to Beijing," King said.

The US national security adviser urged Canada on Saturday not to use Huawei 5G technology, saying that doing so would put in jeopardy intelligence sharing with the United States and expose Canadians to being profiled by the Chinese government.

Canada's use of Huawei 5G would hamper access to US intelligence: US official

Rafael Nadal admitted he gave everything he had left to lead Spain to their sixth Davis Cup success on Sunday after they beat Canada in the final in Madrid.

Nadal's 6-3, 7-6 (9/7) victory over Shapovalov confirmed another triumph for Spain after Roberto Bautista Agut had earlier seen off Felix Auger-Aliassime 7-6 (7/3), 6-3.

All five of Spain's squad played a part over the course of the week but Nadal's colossal effort in front of the home fans at the Caja Magica proved the difference.

The 33-year-old won eight out of eight rubbers, including two in the singles and doubles in a pulsating win over Britain on Saturday and then the decisive match that clinched the title against Shapovalov.

"I played one of the toughest possible opponents at the end of a long and difficult week, physically too because I put into this whole event all the energy that I had inside me," said Nadal.

"Honestly it's the perfect end to the season for all of us. We know how difficult it is to win this and how difficult it will be to win it again. We knew we had to convert this opportunity."

Feliciano Lopez, who played alongside Nadal during Spain's doubles win against Britain's Jamie Murray and Neal Skupski on Saturday, said Nadal had been a "super-hero".

"There are things you can't describe with words," said Lopez. "The things he produced in doubles yesterday and then today against Shapovalov are things only Rafa can do.

"If you ask me for my opinion, I will tell you he is a super-hero. He can do things none of us can do. He is a great person and an extraordinary tennis player."

At the end of his win, Nadal hoisted up Bautista Agut, who had returned to the team after withdrawing on Thursday due to the death of his father Joaquin.

"It was very difficult," Bautista Agut said. "I took the decision to go home on Thursday morning and I was back yesterday (Saturday) afternoon to support the team.

"I had the opportunity to play today (Sunday) because all the team and all the players and the rest of the team have made an unbelievable effort since the first day. It was an amazing feeling on the court."

"Tennis is really hot right now in Canada," said Canada's team captain Frank Dancevic. "It's really wonderful to see this young generation is playing so well. We have a really bright future ahead of us."

"The Canadian team are amazing," added Nadal. "Probably they are going to be one of those teams that will be almost unbeatable in the next couple of years."

Canada see off Australia to reach Davis Cup semis

Canada's Prime Minister Justin Trudeau unveiled an inward-looking cabinet Wednesday, with rising star Chrystia Freeland swapping foreign affairs for a new role healing the country's internal divisions.

The former foreign minister has been promoted to deputy leader tasked, alongside new Environment Minister Jonathan Wilkinson, with wooing western provinces alienated by Ottawa's environmental policies.

Trudeau expanded his cabinet to a slightly larger 36 members after the Liberals lost 20 seats on October 21, reducing a once-mighty juggernaut to a minority government.

The laundry list of looming issues is also longer and more complex than when Trudeau took office in 2015, including a slowing economy and geographic political divisions.

One particular worry for his chastened Liberals is the emergence of a separatist movement in the western province of Alberta, where the party was shut out at the ballot box.

Climate change emerged as one of the few galvanizing issues in the election, with two-thirds of Canadians voting for parties promising a tougher response.

But oil-rich provinces such as Alberta and Saskatchewan have rejected a federal carbon tax -- one of the few of its scope in the world -- unveiled earlier this year.

"As we move forward on issues that matter across the country like energy and environment and other large issues, we will have to engage in a strong and positive way with different orders of government right across the country," said Trudeau.

"I am very much looking forward to doing that with Chrystia by my side," he said, to help bridge "very different perspectives across the country."

But the debonair world statesman faces an emboldened opposition at home, making every vote in parliament count.

The outlook is further complicated by a resurgence in chauvinism in the French-speaking province of Quebec that has triggered a revival of the separatist Bloc Quebecois.

In Ottawa, the government's fortunes have been placed in the hands of veteran MP Pablo Rodriguez.

As House leader, Rodriguez will have to negotiate with a fractious parliament to push the government's agenda, which will be unveiled in detail on December 5. A middle-class tax cut will be the first order of business, Trudeau said.

On the international stage, Freeland's replacement Francois-Philippe Champagne will have to deal with a diplomatic and trade row with China.

Freeland, however, will continue to nurture Canada's key relationship with the United States and handle ratification of a new continental trade pact with its neighbour and Mexico.

Several ministers in Trudeau's previous cabinet kept their jobs in the shuffle: David Lametti remains justice minister, Bill Morneau keeps his finance portfolio and Harjit Sajjan stays at defence.

Former cop Bill Blair was made public safety minister, and will work on tougher gun-control measures.

Shortly before midnight on Tuesday in Madrid's La Caja Magica, Rafael Nadal punched the air as chants of "Rafa, Rafa" echoed around the arena and the Davis Cup Finals burst into life.

After generally disappointing attendances so far at the glitzy new version of the 119-year-old competition, a sell-out crowd in the cavernous 12,500-seat stadium roared the world number one to a 6-3 7-6(7) win over Russia's Karen Khachanov.

While the reaction to Nadal's victory sounded like Spain had won the old trophy for a sixth time it actually just levelled the Group B tie at 1-1.

The victory would come shortly before 2 a.m. when veteran duo Feliciano Lopez and Marcel Granollers beat Khachanov and Andrey Rublev 6-4 7-6 to clinch a 2-1 win.

With Russia having beaten defending champions Croatia 3-0 on Monday there was some anxiety on the Spain bench when Rublev surged back to beat Wimbledon semi-finalist Roberto Bautista Agut 3-6 6-3 7-6(0) and put them ahead.

That left the 33-year-old Nadal with no margin for error against dangerous world number 17 Khachanov. But if ever there is a man for a crisis it is Nadal.

He had won his last 24 Davis Cup singles rubbers since losing on his debut in 2004 and was not about to stop now, not on home soil with his country depending on him.

Khachanov stretched him to breaking point at times, especially in the second set, but the 19-times Grand Slam champion fought off a set point before claiming victory.

Afterwards he said the new format, with ties consisting of three rubbers rather than the traditional five, made things dangerous for the fancied nations.

"The format makes things very difficult because every mistake puts you in a position that you don't want to be," Nadal told reporters, anxiously peering at the television to keep track of his compatriots playing doubles.

"The atmosphere has been amazing. The only negative thing in my opinion is we are just starting the last match at 1 a.m. That makes big trouble for us, for the players and the people who come to the stadium because tomorrow is a work day."

Spain can reach the quarter-finals on Wednesday by beating Croatia, who axed captain Zeljko Krajan two days before their opening tie and will be without injured talisman Marin Cilic.

Canada's tennis resurgence continued as they became the first nation through to the last eight after beating the United States for the first time in 16 attempts.

Vasek Pospisil, ranked 150th in the world, edged youngster Reilly Opelka 7-6(5) 7-6(7) before Denis Shapovalov beat Taylor Fritz. The Canadians' second 2-1 win, having beaten Italy on Monday, sealed top spot in Group F.

"Right now, Canada is really in the best place it's been in

tennis history," Pospisil said.

Canada could face Australia in the last eight after Nick Kyrgios returned from a two-month lay-off to put his team on their way to a 3-0 win over Colombia in Group D.

Australia face Belgium in a group decider on Wednesday.

Top seeds and last year's runners-up France had a close shave as they beat Japan 2-1, Nicolas Mahut and Pierre-Hugues Herbert winning the decisive doubles 6-7(4) 6-4 7-5 against Ben McLachlan and Yasutaka Uchiyama.

There were no French fans there to watch it, however.

The Les Bleus supporters club has boycotted the event in protest at radical changes that have largely replaced the 10-month long home and away knockout format with an 18-nation season-ender in a single city, played over seven hectic days.

"Actually, it was pretty special because it was the first time I hear myself singing La Marseillaise," Herbert joked.

Argentina beat Chile 3-0 in Group C while in Group E Kazakhstan edged the Netherlands 2-1.

The six group winners and two best-placed runners-up progress to the quarter-finals.

"The atmosphere has been amazing. The only negative thing in my opinion is we are just starting the last match at 1 a.m. That makes big trouble for us, for the players and the people who come to the stadium because tomorrow is a work day." Spain can reach the quarter-finals on Wednesday by beating Croatia, who axed captain Zeljko Krajan two days before their opening tie and will be without injured talisman Marin Cilic. "Right now, Canada is really in the best place it's been in tennis history," Pospisil said.

Davis Cup: Rafael Nadal sparks Spanish comeback, levels Group B tie

Canada became the first nation to reach the quarter-finals of the revamped Davis Cup on Tuesday after beating the United States for the first time at the 16th attempt.

For the second day in a row, 150th-ranked Vasek Pospisil gave them the perfect start before 20-year-old Denis Shapovalov finished the job to make it two wins from two in Group F.

Pospisil, who upset the rankings to beat Italy's Fabio Fognini in their opening tie, edged out towering American youngster Reilly Opelka 7-6(5) 7-6(7) to the delight of a vocal Canadian contingent in the stands.

"Canada is really in the best place it's been in tennis history," Pospisil told reporters.

"We have incredible young talents in Denis, Felix (Auger Aliassime), Bianca (Andreescu), and then some older guys... myself now and Milos (Raonic). It's just currently right now we're on a run and we have tons of great players."

Shapovalov, who reached the Paris Masters final this month and has risen to 15th in the rankings, then beat Taylor Fritz 7-6 6-3 to seal the win.

The doubles rubber was conceded by the Canadians as three of their players were declared unfit to play, an ITF spokesman said, so the final result was 2-1 to Canada, the same scoreline by which they beat Italy by Monday.

"USA will get one match win and a 6-0 6-0 scoreline in terms of sets and games won. If Italy defeats US, it will have no impact at all," the ITF said in a statement.

Canada captain Frank Dancevic said they conceded the doubles to avoid risk of injury.

"We had a very, very tough two days," he said. "The guys put their hearts on the line out on the court and ... they had some injuries that we didn't want to risk going into the doubles today.

"There was a risk to get hurt going into the practices tomorrow and later on in the week. So it's best to pull out."

The 18 nations taking part at La Caja Magica are split into six groups with the group winners and two best runners-up moving through to the quarter-finals on Thursday and Friday.

Tuesday's clash was the first between the north American neighbours since 1965. Canada had lost the last four meetings, all played under the old five-rubber system, 5-0.

The United States have won a record 32 Davis Cups but none since 2007.

Canadian Prime Minister Justin Trudeau will shuffle his cabinet on Wednesday and insiders say he may well move Foreign Minister Chrystia Freeland into a new job and ask her to prevent a national unity crisis.

Trudeau's Liberals lost their majority in an October election and now have no legislators in the western energy-producing provinces of Alberta and Saskatchewan, which oppose tougher environmental laws that critics say could cripple the oil industry. Polls show separatist sentiment is growing.

Freeland, an undisputed cabinet heavyweight, successfully led Canada through 15 months of tough talks to renegotiate a new continental trade treaty.

Public broadcaster Radio-Canada said on Tuesday that Freeland would be replaced by Infrastructure Minister Francois-Philippe Champagne, indicating she will move.

Freeland was born in Alberta and grew up there. Three Liberal sources say Trudeau's team is seriously considering whether to make her minister of intergovernmental affairs, the government's point person to deal with the provinces.

"There are still some big foreign affairs files but does she need to handle them? No," said one senior Liberal, who requested anonymity given the sensitivity of the situation.

"You have to take the people with star power and deploy them to address your biggest concerns."

National unity tensions are a particularly painful issue in Canada, where the province of Quebec held a 1995 referendum on independence that only just failed.

Alberta premier Jason Kenney regularly castigates Ottawa for treating his province badly and the Liberal government's challenge grew ever larger on Tuesday when workers at Canadian National Railway went on strike, hitting western exports such as grain and oil.

The Liberal sources said nothing had been decided finally, adding last-minute changes were still possible. Trudeau is to due unveil his cabinet at 1.30 pm Eastern Time (1830 GMT) and hold a news conference at 3.30 pm.

The offices of Trudeau and Freeland declined to comment.

A potential drawback is that the minister of intergovernmental affairs is a second tier role and would on paper represent a demotion for Freeland.

One solution could be to also give her the job of deputy prime minister, which is a largely ceremonial post and much less significant than the role of U.S. vice-president.

Giving Freeland the formal title though could help strengthen her credentials as one of the leading candidates to one day replace Trudeau. Trudeau did not name a deputy prime minister after taking power in 2015.

Canada's Trudeau to shuffle cabinet, foreign minister set for big new role

About 3,000 workers of Canadian National Railway, the country's largest railroad operator, went on strike on Tuesday, labour union Teamsters Canada said after both parties failed to resolve contract issues.

"Conductors, train person and yard workers at Canadian National Railway are now officially on strike," the union said.

Canada, one of the world's biggest exporters of farm products, relies on its two main railways to move canola and wheat over the vast distances from western farms to ports. Crude oil shippers in Alberta have also increasingly used trains in the past year to reach US refineries as an alternative to congested pipelines.

The union had issued a 72-hour strike action notice period to the company on Saturday after the talks reached a stalemate, setting the momentum for the first strike at Canadian National in a decade.

Teamsters Canada spokesman Christopher Monette had said on Monday the strike comes because workers are "hitting a wall on issues related to health and safety".

The labour union's Facebook account also shared pictures of dozens of CN workers carrying placards in support of the strike on the streets of Saskatoon, Saskatchewan.

CN workers voted in favour of a strike in September after negotiations failed to produce a contract. The previous collective bargaining agreement expired on July 23.

The union and CN did not immediately respond to Reuters requests for comment.

Canadian Prime Minister Justin Trudeau on Tuesday reconvened parliament for December 5, when he will reach out to the opposition to back his minority government and its agenda, which includes tax cuts and measures to fight climate change.

Liberal Party leader Trudeau held onto power in the October 21 election, but unlike his first term, the prime minister does not hold a majority of seats in the 338-member House of Commons.

"Last month Canadians elected a parliament that they expect to work together, and that's exactly what I'm going to be focussing on doing," Trudeau said in his office just before a meeting with Andrew Scheer, the Conservative Party leader.

Trudeau cited affordability, a tax-cut for the middle class, and the fight against climate change as priorities of his new government, which will be sworn in on November 20.

During the campaign, polls suggested that Scheer had a chance to defeat Trudeau, but in the end the Conservatives won decisively only in Canada's western oil patch, where the Liberals did not pick up a single seat, but fared poorly in the more populous provinces of Ontario and Quebec.

"We found some areas of common ground, such as tax cuts for new parents," Scheer told reporters after meeting the prime minister. Scheer would not say whether he would back the so-called Throne Speech, which will outline the government's priorities and will be followed by a confidence vote.

The Throne Speech is likely to be delivered on December 5 after the House elects a speaker, a government official said, but the confidence vote could come the following week.

Trudeau also met on Tuesday with the right-leaning premier of Saskatchewan, Scott Moe, who wants the federal carbon pricing scheme put on hold because he says it hurts the economy.

Moe was critical afterward, saying, "I did not hear that there was going to be anything different ... I heard more of the same."

Trudeau's most likely ally going forward is not a conservative but the left-leaning New Democratic Party (NDP), which shares much of the Liberals' agenda.

The NDP, whose 24 seats would be enough to help secure a majority, last month challenged Trudeau to act immediately on universal coverage for prescription drugs.

Trudeau will meet with NDP leader Jagmeet Singh on Thursday, according to the government official, and he will meet with the leader of the Bloc Quebecois, another potential ally on some issues, on Wednesday.

Canada's Davis Cup Finals hopes suffered a blow when Milos Raonic withdrew from the team on Monday with a back injury.

The 28-year-old former world number three will be replaced by 94th-ranked Brayden Schnur for the week-long event in Madrid.

"It is very hard and disappointing for me that I will not be able to represent my country at Davis Cup," he said in a statement issued by Tennis Canada.

"My health has continued to let me down through this entire year and now once again. I will take the appropriate time to get healthy and I look forward to being back on the court next season."

Even without Raonic, Canada have a strong squad with world number 15 Denis Shapovalov and fellow youngster Felix Auger-Aliassime, ranked 21st, both making the trip.

Canada are one of 18 nations contesting the first edition of the Davis Cup since its radical revamp.

They will be in Group F with the US and Italy.

"I believe in my teammates, and I know they'll give everything to secure Canada's first Davis Cup title.

"I'll be following them very closely and I wish them the best," former Wimbledon runner-up Raonic said.

Ties will consist of two singles and a doubles with the top team from each group and two best runners-up progressing to the quarter-finals. Round-robin matches begin on Monday with the final on Sunday, November 24.

Canadian Prime Minister Justin Trudeau on Wednesday cited "positive momentum" in the US process to ratify a new North American trade deal, which has been in limbo for months amid concerns over labor standards.

The US-Mexico-Canada Agreement (USMCA) was signed almost a year ago by the three countries, ending a period of difficult negotiations after US President Donald Trump demanded the North American Free Trade Agreement be renegotiated or scrapped.

But the Democratic-led US House of Representatives has yet to hold a formal vote to ratify it. Democrats want better mechanisms to enforce labor and environmental protections and to ensure the deal does not lead to higher drug prices.

US House Speaker Nancy Pelosi said last week she would not rule out a vote on the deal slipping into next year, but hoped it could happen sooner.

"It is a pleasure to see the positive momentum that seems to be happening on this renewal of this very important trade deal," Trudeau said at the start of talks in Ottawa with the Democratic chairman of the House Ways and Means Committee, Richard Neal.

Mexico has already ratified the new deal, but Canada is holding back on the grounds it wants to move in tandem with the United States on the trade agreement that will replace NAFTA.

Canadian Foreign Minister Chrystia Freeland has made it clear that Ottawa has no intention of reopening the pact.

Freeland said in a statement that the two sides had discussed "the shared commitment ... to support the implementation of important labor reforms in Mexico."

Neal, who also met with Canadian Labour Minister Patty Hajdu, said the trip was productive. "I particularly stressed the importance of meaningful enforcement mechanisms that ensure the protection of workers in all three nations and of our shared environment," Neal said.

Neal's committee said a US House Democratic working group had made "substantial progress" in negotiations with US Trade Representative Robert Lighthizer, and was working to resolve remaining critical questions on "worker protections and labor-specific enforcement mechanisms."

US Senate Finance Committee Chairman Chuck Grassley told reporters on Wednesday he felt more "positive" about getting the agreement ratified this year after his discussions with Pelosi and Republicans on the House Ways and Means Committee.

A Canadian government source, who requested anonymity given the sensitivity of the situation, said: "Our interlocutors are not the Democrats but the White House."

A chastened Canadian Prime Minister Justin Trudeau, whose grip on power was weakened after an election this week, said on Wednesday he would reach out to his opponents but ruled out any kind of coalition government.

The ruling Liberals lost their parliamentary majority in Monday's vote and must now rely on other parties to govern. A top Trudeau ally lost his seat and the Liberals were wiped out in two western provinces, putting more strain on national unity.

"Canadians gave me a lot to think about on Monday night. ... I am going to take the time necessary to really reflect on how best to serve Canadians," Trudeau told a news conference.

His tone was notably more muted than it had been on Monday when he triumphantly told supporters he had been given a new mandate to pursue priorities such as climate change.

Liberal officials say Trudeau will seek support in parliament on a case-by-case basis, most likely from the left-leaning New Democrats, and should easily survive for two years.

"I can tell you it is not in our plans at all to form any sort of formal or informal coalition," said Trudeau, adding he would reach out to all party leaders in the coming weeks.

The Liberals, despite losing the popular vote to Andrew Scheer's Conservatives, ended up with more seats than any other party. The New Democrats, their most likely partners, are likely to demand action on a list of priorities such as increased social spending.

Trudeau, speaking to reporters for the first time since the election, said he would present his new Cabinet on Nov. 20 and promised that a middle-class tax cut would be the first order of business. He did not say when he might convene parliament.

Pledges pipeline expansion

Trudeau promised to address the concerns of the country's western oil patch, in particular, the provinces of Alberta and Saskatchewan. The Liberals lost every single legislator in both provinces, including Public Safety Minister Ralph Goodale, one of the top performers in Trudeau's Cabinet.

Critics say new tougher environmental rules are hurting the energy industry.

In a bid to assuage western anger, Ottawa last year bought the Trans Mountain crude pipeline that runs from Alberta to the Pacific province of British Columbia and promised to push through a planned expansion.

Environmentalists and indigenous groups have launched repeated legal challenges against the project.

"We will be continuing with the Trans Mountain pipeline expansion," said Trudeau.

Global credit rating agency Fitch Ratings said on Wednesday a deal between the Liberals and New Democrats "raises risks that power-sharing pressures could lead to a more expansionary federal government fiscal policy."

Next year's budget "will be a key signal for whether the new parliamentary makeup will lead to greater spending pressures and an increased federal deficit," it added.
