US President Joe Biden has announced his intention to propose 11 people for key positions on Tuesday.

Rahul Gupta and Atul Gawande are the two Indian-Americans among the 11 nominees who will play crucial roles in the US government.

Atul Gawande is the candidate for Assistant Administrator of the Bureau for Global Health, United States Agency for International Development, while Rahul Gupta is the nominee for Director of National Drug Control Policy.

Gawande has four New York Times best-selling books to his credit -- Complications, Better, The Checklist Manifesto, and Being Mortal.

During the call, the White House said, Biden underscored the need for Russia to take action to disrupt ransomware groups operating in Russia and emphasised that he is committed to continued engagement on the broader threat posed by ransomware.

During the call, Biden reiterated that the United States will take any necessary action to defend its people and its critical infrastructure in the face of this continuing challenge.

“The President has also called on governments and agencies to modernise their defences to meet this threat, building on the President’s executive order on cybersecurity that was released in May,” a senior administration official told reporters.

"I feel good about our ability to be able to respond." 
 
Friday's ransomware attack scrambled the data of hundreds of small businesses worldwide, including many in the United States. REvil, a prolific, Russia-linked cybercrime syndicate, took credit for the breach. 
 
The president's comments follow a statement from Kaseya that the attack never posed a threat to critical US&nbsp;infrastructure, which Biden declared off-limits during a summit with Russian President Vladimir Putin last month. 
 
But the attack was another illustration of how cybercriminals believed to be operating from Russia are running amok in the United States. Biden has sought to push Putin to bring Russian cybercriminals to heel, so far to little visible effect. 
 
Attacks have escalated recently. 
 
Last month REvil extorted an $11 million ransom out of meatpacker JBS after snarling its supply chain. In May, an intrusion by another Russia-linked group at major US&nbsp;fuel transporter Colonial Pipeline led to panic buying, price spikes, and gasoline shortages up and down the East Coast. 
 
The Republican National Committee said on Tuesday, it learned over the weekend that third-party provider Synnex Corp had been breached, but an investigation by Microsoft Corp determined that no RNC data had been accessed. 
 
White House spokeswoman Jen Psaki said earlier on Tuesday that senior US&nbsp;officials would meet their Russian counterparts next week to discuss the ransomware menace. 
 
"If the Russian government cannot or will not take action against criminal actors residing in Russia, we will take action, or reserve the right to take action, on our own," she said. 
 
The Russian Embassy in Washington and the US&nbsp;National Security Council did not return messages seeking further details about the meeting. 
 
On Wednesday, Biden will meet with officials from the Justice Department, State Department, the Department of Homeland Security and the intelligence community to discuss ransomware and US&nbsp;efforts to counter it, Psaki said. 
 
The hack that struck Kaseya's clients, many of whom are back office IT shops commonly referred to as managed service providers, did not have the same kind of impact in the United States as the ransoming of Colonial Pipeline. 
 
Disruption elsewhere was more severe. 
 
In Sweden, many of the 800 grocery stores run by the Coop chain are still in the process of recovering from the attack, which knocked out most of its supermarkets, though a spokesman said, "we have more open stores than closed ones now." 
 
In New Zealand, 11 schools and several kindergartens were affected. 
 
Germany's cybersecurity watchdog, BSI, said on Tuesday that it was aware of three IT service providers in Germany that were affected, with a spokesperson estimating that several hundred companies were touched overall. 
 
"In Germany, there are no cases as prominent as the one in Sweden," the spokesperson added. 
 
The hackers, who claimed responsibility for the breach, have demanded $70 million to restore all the affected businesses' data, although they have indicated a willingness to temper their demands in private conversations with a cybersecurity expert. 
 
Kaseya's CEO said he would not reveal whether his company planned to pay the ransom or not, or even whether it was negotiating with REvil. 
 
Psaki said that while the administration discouraged such payments, questions about whether the data would be ransomed should be directed to Kaseya.

President Joe&nbsp;Biden&nbsp;celebrated US Independence Day on Sunday with an upbeat assessment of a country he said is roaring back to post-pandemic life, even if Covid-19 has yet to be fully "vanquished."

Speaking before a festive crowd of 1,000 guests on the White House South Lawn,&nbsp;Biden&nbsp;drew a comparison between the declaration of independence from the British Empire in 1776 and today's rapid recovery from the coronavirus.

"Two hundred and forty-five years ago, we declared our independence from a distant king. Today, we are closer than ever to declaring&nbsp;our independence from a deadly virus," he told the crowd of invited military members and essential workers.

"We’ve gained the upper hand against this virus," he said. But he added, "Don't get me wrong: Covid-19 has not been vanquished. We all know powerful variants have emerged, like the Delta variant."

Biden&nbsp;paid tribute to those who have lost their lives, with the staggering number of deaths in the United States now at more than 600,000.

Partying like pre-Covid

Large crowds packed the National Mall for a huge fireworks display in yet another sign that the United States is looking to its July 4th holiday as a moment to put the virus in the rearview mirror.

During last year's holiday, with the pandemic near its summer peak and towns across America reeling from anti-racism and anti-police protests, Washington and other big cities held only muted celebrations.

Despite the atmosphere of Sunday's victory party, the&nbsp;Biden&nbsp;administration says it is concerned about the large numbers of people who have still not got vaccinated.

The heavily promoted White House goal of getting seven in 10 adults their first shot by Independence Day has narrowly failed.

And when it comes to full vaccinations, only 46 per cent of Americans have taken the two doses.

That lag comes as the highly contagious&nbsp;Delta variant continues to spread.

Public health officials are eying swaths of rural America where hospitals are starting to fill up again, especially in Utah, Missouri, Arkansas and Wyoming.&nbsp;

Anthony Fauci, America's top infectious disease expert, told NBC unvaccinated people now account for 99.2 percent of Covid-19 deaths.&nbsp;

Summer agenda

The fireworks smoke will have barely cleared before&nbsp;Biden&nbsp;has to return to a complex political fight for the survival of his legislative agenda this summer.

Negotiations continue on a bipartisan infrastructure deal and fractious debate within his Democratic Party looms on a much broader spending package that has no support from Republicans.&nbsp;

The president visited a cherry farm in Michigan on Saturday to tout a positive June employment report hailed as a sign of America's economic resurgence.&nbsp;

In his speech on the South Lawn,&nbsp;Biden&nbsp;said the country was on the move again. "We're seeing record job creation and record economic growth -- the best in four decades and, I might add, the best in the world."

And the White House -- at least outwardly -- continues to brim with confidence.&nbsp;Six in 10 respondents in a new poll by&nbsp;The Washington Post&nbsp;and ABC News give&nbsp;Biden&nbsp;positive ratings for his handling of the pandemic.

Biden, in his first meeting as president with a top Israeli official, also said Iran would not come to possess a nuclear weapon during his time in office. 
 
“My commitment to Israel is ... ironclad,” Biden told Rivlin at the start of their meeting in the Oval Office. He said the two officials would discuss a range of topics, including Iran.

The meeting took place just weeks after Bennett took over as Israel`s new prime minister, replacing Benjamin Netanyahu. US&nbsp;officials are working on setting up a meeting between Biden and Bennett in the coming weeks. 
 
“He’s going to invite the prime minister of Israel in the very next days in order to find a way to go forward and to exchange ideas," Rivlin said of Biden after their meeting. 
 
The get-together comes amid concerns in Israel and Arab capitals about US&nbsp;efforts to re-enter the Iran nuclear deal because of fears a resumption of the accord may eventually allow Tehran to acquire atomic weapons that would leave them vulnerable to Iranian intimidation or military threat.

Still apparently hoping to slow the US pullout, Ghani and Abdullah met Thursday with members of Congress, many of whom criticize Biden's decision to leave -- even though the withdrawal actually began under his predecessor Donald Trump last year.

Senate Republican leader Mitch McConnell urged Biden to delay the withdrawal after talks with the Afghan leaders.

"President Biden's decision to withdraw US forces leaves our Afghan partners alone to confront threats that his own top advisors acknowledge are&nbsp;grave&nbsp;and growing worse," McConnell said.

On Friday, Ghani and Abdullah will meet with Biden in the White House and, separately, with Defense Secretary Lloyd Austin at the Pentagon.

"One of the things that we will certainly be talking with President Ghani about tomorrow is what the enduring commitment of the United States to his government is going to look like," said Pentagon spokesman John Kirby.

Biden is expected to reaffirm billions of dollars in US aid for the country, and possibly make arrangements for US civilian contractors -- essential to keep the Afghan air force flying -- to remain there.

The United States will also provide three million doses of the Johnson &amp; Johnson coronavirus vaccine to Afghanistan to be shipped as soon as next week, according to Jean-Pierre.

Andrew Watkins, an Afghanistan expert at the International Crisis Group, said Ghani wants to show he has US support as the country's leader.

"Ghani doesn't have a lot of domestic legitimacy. His legitimacy comes maybe more than from any other source or any other factor from international recognition and support," Watkins said.

The US side, meanwhile, is likely to pressure Ghani and Abdullah to strike a power-sharing deal with the Taliban sooner rather than later.

"We believe that a negotiated political settlement is the best way to end the conflict," Jean-Pierre told journalists.&nbsp;

Possibly underscoring how uncomfortable the situation is for both sides, no press conference was planned.

US President Joe Biden is looking forward to a meeting with his Afghan counterpart Ashraf Ghani during which the two leaders will discuss ways to ensure Afghanistan never again becomes a safe haven for terrorist groups who pose a threat to America, the White House has said.

Biden will meet Ghani at the White House on Friday for the first face-to-face interaction ahead of the withdrawal of the remaining US and NATO forces from the war-torn country by September 11.

"The President looks forward to welcoming him to the White House for a meeting on Friday. I expect their focus of their conversation will be to continue to discuss how we can work together to ensure that Afghanistan never again becomes a safe haven for terrorist groups who pose a threat to the US homeland," White House Press Secretary Jen Psaki told reporters on Monday.

Their conversation will also be about how they can work together to continue to implement humanitarian assistance, other assistance that the United States remains committed to, even as the US works to draw down its troops from Afghanistan.

The US defence department said that Defense Secretary Lloyd Austin and the military leadership are constantly looking at the pace we're going at, and the capabilities we have, and the capabilities that we're going to need throughout to complete the withdrawal. Biden has directed the Pentagon to withdraw troops from Afghanistan by September 11 this year.&nbsp;

The high-level meeting between Biden and Ghani will take place as the Taliban insurgents have in recent weeks captured dozens of new districts in Afghanistan and both sides are said to have suffered heavy casualties.

The escalation in fighting between Afghan security forces and Taliban militants have dealt fresh blows to the US-brokered peace negotiations between Kabul and the insurgents.

The US military exit from Afghanistan before September 11 stems from the February 2020 agreement Washington signed with the Taliban in return for counterterrorism guarantees and pledges the group would negotiate a political settlement to the war with the Afghan government.

In April, President Biden announced that the US will withdraw all remaining troops from Afghanistan by the 20th anniversary of the September 11 terror attacks, in an effort to end a deadly conflict that has cost trillions of dollars and the lives of more than 2,300 American troops.

Biden has made it clear that a continued military strategy was no longer sustainable in Afghanistan.&nbsp;"We cannot continue the cycle of extending or expanding our military presence in Afghanistan hoping to create ideal conditions for the withdrawal and expecting a different result," he said in a major policy speech on April 14 from the Treaty Room of the White House - where former president George W&nbsp;Bush first informed the nation of US strikes on al-Qaida training camps in Afghanistan in October 2001.

In response to Biden's announcement, Afghan President Ghani said his country respects his American counterpart's decision to draw down their troops by September of this year and Kabul will ensure a smooth transition.

Ghani pointed out that the Afghanistan National Defence and Security Forces have been carrying out most of the operations independently since the US-Taliban agreement of February 2020 to defend the people and the country. 
"Our forces are capable of defending Afghanistan against current threats," the Afghan president said in a statement in April.

US officials share many of the concerns Trump cited in his order banning TikTok, according to one person familiar with the matter. Notably, they fear that China could track the locations of US government employees, build dossiers of personal information for blackmail and conduct corporate espionage.

While the new order does not name companies, it could end up capturing more apps than the Trump bans and hold up better if challenged in court. Reuters is the first to report details on how the Biden administration plans to implement the order, including seeking support from other countries.

US officials have begun speaking with allies about adopting a similar approach, one source said. The hope is that partner countries will agree on apps that should be banned.

US Commerce Secretary Gina Raimondo will decide which apps to target for US action, but they must meet certain criteria. For instance, they must be owned, controlled or managed by a person or entity that supports the military or intelligence activities of a foreign adversary such as China or Russia.

If Raimondo decides an app poses an unacceptable risk, she "has the discretion to notify the parties" directly or publish the information in the government's official daily publication, the Federal Register, a Commerce Department spokesman said.

Companies will then have 30 days to object or propose measures to secure data better, the Commerce spokesman said.

The process stems from a May 2019 Trump executive order for reviewing information and communications technology from foreign adversaries.

Apps from China are most likely to find themselves in the Commerce Department's crosshairs given escalating tensions between Washington and Beijing, the Chinese government's ability to exert control over companies and the number of Chinese apps used by Americans.

WeChat, TikTok and eight other apps targeted by the Trump administration in its last months are eligible for review by Biden's team, one source said.

The Trump targets also included Ant Group's Alipay mobile payment app, WeChat Pay, Tencent Holdings Ltd's QQ Wallet, Tencent QQ, CamScanner, SHAREit, VMate published by Alibaba Group subsidiary UCWeb and Beijing Kingsoft Office Software's WPS Office.

Responding to a request for comment, Chinese Embassy spokesman Liu Pengyu said Washington should 'stop elevating its relationship with the Taiwan region in any substantive way ... so as to avoid serious damage to China-US&nbsp;relations and peace and stability across the Taiwan Strait." 
 
Kritenbrink described China as the 'major challenge the United States faces today' and said new guidelines adopted by the Biden administration for Taiwan relations were 'significantly liberalized' and 'explicitly designed to further develop our relationships and our partnership'.&nbsp;He said Washington should continue to take steps to hold to account Chinese leaders responsible for what it calls genocide against Uyghurs and other Muslims in China's Xinjiang region. 
 
"The ongoing genocide in Xinjiang shocks the conscience," he said. "We estimate more than 1 million Uyghurs have been forcibly detained, put into re-education camps, forced to provide labor, and many other disturbing allegations about how they are being treated," he said. 
 
"We need to continue to take steps using all the tools that the US&nbsp;government has at its disposal to hold to account the leaders who are carrying out these atrocities," Kritenbrink said. 
 
Liu repeated Chinese denials of abuses in Xinjiang, saying: "Facts have proved that there has never been any genocide in Xinjiang." 
 
In a tweet, Sophie Richardson, China director for Human Rights Watch, called Kritenbrink's Xinjiang remarks a 'strong pledge',&nbsp;while adding: "Follow through critical."

"I want to make it clear: NATO is critically important for US interests in and of itself. If there weren't one, we'd have to invent it," he said.

NATO trained its guns on China and Russia as well.&nbsp;

"Until Russia demonstrates compliance with international law and its international obligations and responsibilities, there can be no return to 'business as usual'," the summit's final statement said.

"China's stated ambitions and assertive behaviour present systemic challenges to the rules-based international order and to areas relevant to Alliance security," a summit statement said.
