Gravitas: Saudi Arabia and Bangladesh are caught in a diplomatic row

Thousands of Bangladeshi migrant workers are protesting in country's capital because they want to return to Saudi Arabia. However, visas and work permits of many workers have expired and there are no flights or flight tickets available.

Bangladeshi migrant workers want to return to Riyadh

Bangladesh's Foreign Minister AK Abdul Momen has announced that the country will be extending visas and residency permits for the migrant workers whose documents have expired.

The announcement was made in a press conference on Wednesday night after hundreds of migrant workers in Bangladesh launched a protest asking their government to intervene and initiate talks with Saudi Arabia.

The migrant workers will be allowed to get their visas and permits extended from Sunday when the Embassy of Saudi Arabia in Bangladesh reopens.

The permits which will be expiring from September 18 to October 17 will also be extended under the same new rule announced on Wednesday.

In addition to this, the Biman Bangladesh Airlines have also been asked to resume their services between the two countries, weeks after the Saudi officials had asked the airlines to stop their commercial flight services.

The airlines has announced special flights on September 26 and 27 to Jeddah and Riyadh for those who had booked return tickets for March 16 and 17. There will be more soecial flights till the end of the month, and normal operations will commence from next month.

The decision was taken after hundreds of protestors took to streets outside the Ministry of Expatriates' Welfare and Overseas Employment in Dhaka's Eskaton.

However, Momen has warned the migrant workers to pratice patience and has warned of strict actions if the Saudi government took offence to the ongoing protests which saw various slogans against the Saudi government and Kingdom.

Saudi Arabia to extend visas and permits for Bangladeshi workers: Reports

Tens of thousands of people gathered to mourn the controversial leader of Bangladesh's largest Islamist group as his funeral was held on Saturday in a rural southeastern town, police said.

Allama Shah Ahmad Shafi, who had led the hardline Hefazat-e-Islam group since it was formed in 2010, died of age-related complications on Friday in the capital Dhaka. He was believed to be over 100 years old.

His death came just a day after an unprecedented revolt involving thousands of students at his highly influential madrasa, or Islamic school, forced him to resign after three decades as its chair.

Shafi made his mark in national politics when he marched tens of thousands of his followers into central Dhaka in May 2013, demanding harsh blasphemy laws and the execution of atheist bloggers.

That rally ended bloodily when police evicted his followers from the capital's main commercial centre. Around 50 people were killed in clashes with security forces -- most of them shot dead -- in some of the worst political violence the country had ever seen.

Around half a dozen bloggers and secular activists were later hacked to death by Islamist extremists.
On Saturday, after Shafi's body was brought back to his school in Hathazari outside the port city of Chittagong, vast crowds of his followers rushed to the town to pay their respects.

Local TV stations aired live footage of people, mostly men in religious dress, packing roads and spaces in and around the school.

"Some 150,000 people have already gathered here on the madrasa ground, in the buildings and out on the roads to his funeral prayers," regional police chief Anwar Hossain told AFP. Shafi's supporters said the turnout was far higher.

Madrasa revolt

As supreme leader of Hefazat-e-Islam, Shafi oversaw its growth into the South Asian country's biggest Islamic fundamentalist group with millions of supporters.

Bangladesh is 90 percent Muslim and Shafi drew on support from seminaries at the tens of thousands of Islamic schools in the conservative nation of 168 million people.

His followers saw him as a key defender of the faith, but to his critics he was known as the "Tamarind Cleric", who wanted to roll back the secular character of modern Bangladesh.

Prime Minister Sheikh Hasina praised Shafi's contribution to the expansion of Islamic education in the country in a statement.

Shafi's unceremonious resignation as head of the madrasa -- which is considered the heart of conservative Islam in Bangladesh -- took place on Thursday night after a two-day long demonstration at the school.

Up to 3,000 madrasa students took part in the revolt, a police spokesman told AFP, which was triggered by the sacking of three madrasa teachers, allegedly orchestrated by Shafi's powerful son Anas Madani.

The students also forced Madani's sacking from the school.

In recent years, relations have improved between Hefazat-e-Islam and the secular government, which agreed to the group's demands for recognition of madrasa degrees and allowing students from all madrasas to compete for government jobs.

As a goodwill gesture, Bangladesh government allowed export of 1450 Metric Tonnes of Padma Hilsa to India on the occasion of Durga puja.

The first consignment of quintessential Bengali delicacy - Padma Hilsa arrived in several fish markets of West Bengal today. People thronged in huge numbers this morning to buy their favourite fish.

The entire quantity of 1450 MT of Padma Hilsa will arrive in batches over a month and each fish will weigh approximately 1kg or 1.2kg. The prices will soar around Rs.1, 000 to Rs.1, 200.

However, this morning the first consignment of Hilsa was sold at Kolkata’s fish markets at around Rs.1, 400. Fish traders claimed that since this is the first batch the prices will gradually decrease.

“Since this is the first consignment that has arrived, the prices are a little higher. We are expecting a dip in the prices as we are told that the fish will arrive almost every day till the first week of October. However, despite the high prices, people are still buying the Hilsa today,” said Shiba Mondal, fish trader.

Hilsa, a sea-water fish makes its way into the fresh waters traveling up to 1300-km during the mating season. This feature gives Padma Hilsa a distinct taste compared to Hilsa of other regions. Bangladesh also produces almost 75% world’s total Hilsa fish production.

Last year, the Bangladesh Government allowed exports of 500 MTs of Padma Hilsa on the occasion of Durga puja.

Bangladesh Government imposed a ban on export of Hilsa to India in 2012 after the West Bengal Chief Minister Mamata Banerjee opposed the Teesta water sharing pact.

Myanmar's military has sought to undermine the confessions of two soldiers who said they were ordered to "exterminate" Rohingya Muslims before taking part in the massacre of scores of men, women and children.

NGO Fortify Rights and the New York Times on Tuesday released details of the filmed interviews -- seen by AFP -- of Private Myo Win Tun, 33, and Private Zaw Naing Tun, 30, in which they described "wiping out" entire villages.

The soldiers allege they were ordered by senior commanders to "shoot all that you see and hear" during the military operations in 2017 that forced some 750,000 Rohingya to flee to Bangladesh.

Widespread atrocities have been documented by UN investigators and rights groups in violence that now sees Myanmar facing charges of genocide, but this is the most detailed account so far given by alleged perpetrators.

Military spokesman Brigadier General Zaw Min Tun admitted to BBC Burmese late Wednesday the men were former soldiers, but claimed they had been "taken hostage" by the Arakan Army (AA) militant group and "threatened and coerced into confessing".

The AA is fighting the military in the country's northwest for more autonomy for ethnic Rakhine Buddhists.

Both sides frequently trade accusations of human rights abuses in a civil war raging in the same area where the military operations against the Rohingya took place three years ago.

The AA dismissed the military's claims, telling AFP Thursday the two soldiers had deserted.

"They voluntarily confessed about the war crimes committed by Myanmar's military," AA spokesman Khine Thu Kha said, adding other defectors had given similar testimonies, which they have posted online in recent months.

AFP is unable to independently verify the video or statements, but Fortify Rights said it published its analysis of the confessions only after being certain they were not made under duress.

The NGO said the men appeared at the Bangladesh-Myanmar border asking for protection, and have since been taken to The Hague, where the International Criminal Court (ICC) is investigating atrocities against the Rohingya.

'Exterminate all Rohingya'

Fortify Rights is calling for the men to be prosecuted at the ICC, calling this a "monumental moment" in the Rohingya's ongoing struggle for justice.

Working in different teams in separate townships, the soldiers confessed to killing up to 180 women, men and children between them, burying many of the bodies in mass graves.

Myo Win Tun also admitted to rape.

They gave the names and ranks of 17 other soldiers they say committed atrocities -- including six senior commanders who ordered them to "exterminate" all Rohingya.

Myanmar's military has always justified its 2017 operations as a means to root out Rohingya militants after attacks against around a dozen security posts and police stations.

In parallel to the ICC investigation, Myanmar also faces genocide charges at the UN's top court, the International Court of Justice (ICJ).

Civilian leader Aung San Suu Kyi led the country's defence team at preliminary hearings in December, conceding the army might have used "disproportionate" force, but denying genocide.

The Rohingya are widely seen as illegal immigrants in Myanmar, denied citizenship and stripped of rights.

The Arakan Rohingya Society for Peace and Human Rights congratulated the soldiers for "coming forward and beginning to repair the relationship between Rohingya and Burmese people in Rakhine state".

Ethnic Rakhine mobs were widely accused of collaborating with the military to drive the Rohingya out.

But times have now changed and the AA has an "obvious interest in making the Myanmar military look bad", said Yangon-based analyst Richard Horsey, adding there were questions about the group's motives and the credibility of the videos.

"But that doesn't mean the soldiers themselves can't be credible witnesses or sources of information."

A special NIA court here has sentenced four militants of the banned Jamat-ul-Mujaheedin of Bangladesh (JMB) terror group to seven years imprisonment and imposed a fine of Rs 5,000 each for their involvement in the Burdwan blast case of 2014.

Ziaul Hoque, Motiur Rahaman, Mohammad Yusuf and Jahirul Sheikh have been jailed for seven years and fined Rs 5,000 by the court which delivered the judgement on Tuesday, an NIA spokesperson said.

On October 2, 2014, a powerful blast caused by an improvised explosive devise (IED) took place at the first floor of a rented house in the busy Khagragarh locality of West Bengal's Burdwan.

The IED had accidentally gone off at the time of its fabrication by members of the Bangladesh-based banned terrorist organisation JMB.

The rented house was occupied by JMB members for the nefarious activity of bomb making, the National Investigation Agency (NIA) official said.

Two terrorists had succumbed to their injuries caused due to the bomb blast and another survived with grievous injuries.

The case was initially registered by the West Bengal police and was subsequently taken over by the NIA on October 10, 2014.

The JMB conspired to radicalise, recruit and provide training in arms and explosives to its members in India as well as to commit terrorist acts and wage a war against the democratically-established governments of India and Bangladesh, the official said.

A large number of IEDs, explosives, hand grenades, training videos were recovered during the investigation of the case.

A total of 33 accused were charge-sheeted for various offences in this case, out of which 31 were arrested.

Earlier on August 30 last year, as many as 19 accused and on January 15 last year five accused were convicted and sentenced for various terms by the NIA special court.

Bangladesh Government is likely to extend suspension of the prison term of former premier Khaleda Zia by another six months. Family of Khaleda Zia, who is now the main opposition leader in the country, requested suspension of prison term for her medical treatment.

Khaleda Zia has been serving 17-year term but has been out of the jail for last six months. The six-month suspension currently in effect will end on September 24.

Zia's family had filed a plea with the government on August 25 for further suspension of the prison sentence.

Bangladesh law ministry spokesman told PTI that it had cleared the fresh proposal.

The official added that the fresh proposal had come from the home ministry and that it would now be forwarded to Bangladesh Primie Minister Sheikh Hasina.

Zia served thrice as the premier since 1991. Her party was routed in the 2018 election, bagging only six seats in 300-seat Parliament.

Her conviction on "moral turpitude" charges barred her from contesting the polls.

She was sent to jail in February 2018 by a local court on charges of embezzling foreign donations meant for an orphanage, named after her slain husband and president Ziaur Rehman, during her premiership between 2001 and 2006.

Rehman, a military ruler-turned-politician, was the founder of the Bangladesh Nationalist Party.

She was convicted in another corruption case later the same year, though her party claims both cases are politically motivated.

(With PTI inputs)

India has again reiterated that when it comes to COVID-19 vaccine, Bangladesh will get a priority. Ministry of external affairs spokesperson Anurag Shrivastava in his weekly presser said, "As a close neighbour and strategic partner, we have assured the Bangladesh side that Bangladesh will get high priority in supply of vaccine, once ready. We are glad to note that enterprises on both sides are also taking steps towards this end."

Issue of COVID-19 vaccine was discussed during Indian Foreign Secretary Harsh Vardhan Shringla to Dhaka. Days after that visit, Bangladesh's largest pharma company Beximco Pharmaceuticals announced that it is investing in the Serum Institute of India for the vaccine.

A statement by the company said, "Once the vaccine receives regulatory approvals, SII will include Bangladesh among the countries who will be the first to receive an agreed quantity" of the COVID-19 vaccine.

India currently produces over 60 per cent of the world's vaccine and amidst the COVID-19 pandemic supplied hydroxychloroquine and paracetamol to over 100 countries. Three COVID-19 vaccines are currently in different stages of development, and India is expected to start mass production after regulatory approval.

When it comes to COVID-19 assistance to Bangladesh, India has sent medicines to the country and also been conducting capacity building courses.

The week has had two encouraging stories for women's rights in South Asia. Other than the historic judgment in Bangladesh, a development in Afghanistan has had women's rights activists celebrating.

A cabinet committee of Afghanistan government has okayed the inclusion of mother's name in the national identity card of a person. This seemingly small step is a big leap in a deeply patriarchal Afghan society.

In Afghanistan, women do not enjoy equal social rights as men and are often only represented with respect to male relatives in their family.

Muhammad Imran: He was a great friend of Bangladesh and the first one who raised the issue of Bangladesh in Parliament of India. In fact any parliament outside of Bangladesh and after our Independence he was one of the most good friend of Bangladesh. He always updated himself on Bangladesh India issue and we had a very informal relationship with him. As a Bengali, very much frank and very much supportive of Bangladeshi cause. So it was natural that Bangladesh is also observing a day of mourning on his demise.

Muhammad Imran: In recognition of his contribution we, Bangladesh government and people conferred on him "Muktijuddho Sommanona", special award when he visited Bangladesh in 2013 as President of India. We, in fact, we are honoured to confer this award on him.

Bangladesh authorities have decided to restore internet in Cox's Bazar settlement of Rohingya Muslims. The Cox's Bazar settlement is the largest refugee settlement in the world. Bangladesh had snapped 3G and 4G internet from the Rohingya settlement about a year ago. The move had attracted international condemnation.

"Our Foreign Minister and International NGOs are saying that we have an international pressure to restore the service. Besides, we have information in our hand that the Rohingyas are using Myanmar’s SIM card that means they are going through Myanmar’s network. So who are they talking to?..." Asaduzzaman Khan Kamal, Bangladesh Minister of Home Affairs told WION.

He added that as Bangladesh Government wanted the Rohingyas to use the country's network, it was restoring 3G and 4G network.

"... We want to get them back in our network to keep their activities in control," he said

Kamal added that Bangladesh government does not want to "control general Rohingya people in the camps" but said that government want to keep an eye on terrorist elements that may "sometimes provoke the Rohingyas"

The Home Minister however, warned that the government can shut down the internet again if situation demands it.

"...Yes, we have some concerns about how we control this huge population of using the internet. But we will shut down it again, if needed. Actually we can do anything to ensure our people’s security,’’ he said.

Bangladesh had received flak for continuing to suspend internet services even amid coronavirus pandemic. Human Rights groups had warned that such move may give rise to unnecessary rumours

Foreign Secretary Masud bin Momen was quoted by AFP saying that the spread of "baseless rumours and misinformation" could create panic and destabilise the camps, where a few Rohingya have been killed in internal clashes in recent years.

"However, responding to the requests from our friends and also for the need of imparting education and COVID-19 response, for greater internet connectivity, we have taken a decision on lifting the restrictions on 3G and 4G mobile networks, which will be effective very soon," Momen said.

The first infection in the camps was detected in May but fears that the virus could spread quickly have so far not been realised.

Khin Maung, head of the Rohingya Youth Association, said the restoration of internet access was "very good news".

"We can now get regular updates on COVID-19. And we can mobilise people against the activities of the human traffickers," he said.

Those forced to become refugees overnight do realise that despite the daily hardships they remain safe on Bangladeshi soil.

Three years after escaping genocidal violence, nearly 1 million Rohingya refugees continue to find shelter in Bangladesh.

The country now hosts over 90 per cent of refugees registered in the Asia-Pacific region, ensuring their protection and offering life-saving support.

It is no easy task for a country with one of the highest population densities in the world and an economy which for the first time crossed the $2000 per capita income mark only this year.

Yet, Bangladesh continues to shelter the Rohingyas, despite inadequate international support and its domestic challenges.

The pictures of Malaysian officials refusing to take in Rohingya refugees being stranded for days at sea earlier this year makes Bangladesh's mammoth humanitarian effort even more commendable.

Not just Malaysia, most of the members of the OIC, the umbrella of all the Islamic nations in the world has done little more than lip service for the Rohingyas.

The OIC backed its member Gambia in filing a case against Myanmar at the ICJ, however, even its rich and powerful members like Turkey, Saudi Arabia, UAE have offered little in terms of assistance to those refugees who are in need shelter, food, healthcare aid opportunities to rebuild their lives.

Numbers tell the story of Bangladesh's incredible effort in tackling one of the worst humanitarian crises in decades.

Over One million Rohingya in Bangladesh live in five camps that cover an area equivalent to one-third of Manhattan. About half of the refugees are children, and there are more women in the camps than men.

The population density in these camps, mostly in Cox’s Bazar is a staggering 40,000 per square km, with the highest population density in some sections increasing to over 70,000 per km.

460,000 Rohingya refugee children are living in Cox’s Bazar district and studies indicate that nearly half of these children are unable to get inadequate nutrition.

Despite these challenges, Bangladesh has not given up on the Rohingya refugees. In January, Bangladesh allowed Rohingya children to formally study up to the age of 14 following the Myanmar curriculum. Those older than 14 will get skills training.

Bangladesh has even decided to restore mobile networks and internet services in Rohingya refugee camps to ensure better services amid the coronavirus pandemic.

Bangladesh has spent millions of dollars to provide better living conditions to Rohingya refugees to decongest the overcrowded camps at Cox Bazar. It has made over 100,000 dwellings in Bashan Char islands off the coast of Bangladesh

The houses have been built four feet above the ground, to protect the refugees from high tidal waves.

Environmentalists have raised their concerns over the ecology of the region but given the conditions of camps in Cox Bazar Bangladesh's move is not without sound logic.

Bangladesh continues to do its bit, but clearly, the international community needs to do more, nations and world bodies need to create sustained conditions and pressure for Myanmar to repatriate Rohingyas back to Rakhine state, a move even India endorses, Bangladesh needs help as it continues to help the helpless.

Bangladesh and Tripura to be connected through Gumti river from September

Rohingya Muslim refugees in Bangladesh held a "silent protest" on Tuesday to mark the third anniversary of clashes between Rohingya insurgents and Myanmar security forces that set off a huge movement into Bangladesh of people seeking safety. More than 1 million Rohingya live in the world's largest refugee settlement in southern Bangladesh, with little prospect of returning to Myanmar, where they are mostly denied citizenship and other rights.

Malaysia has deported a Bangladeshi worker who criticised the government`s treatment of migrants in a documentary made by broadcaster Al Jazeera, the country`s director general of immigration confirmed on Saturday.

Mohammad Rayhan Kabir was deported to Bangladesh late on Friday, Khairul Dzaimee Daud told Reuters. He did not respond to further queries on why Rayhan was deported.

Accompanied by immigration officers, he was seen waving and giving a thumbs up to reporters at the Kuala Lumpur International Airport on Friday night, state media outlet Bernama reported.

Malaysia arrested 25-year-old Rayhan and blacklisted him from entering the country last month, after Al Jazeera`s July 3 documentary on Malaysia`s treatment of undocumented foreign workers during the COVID-19 pandemic sparked a backlash in the Southeast Asia nation.

At that time, Qatar-based Al Jazeera said it was disturbing Rayhan had been arrested "for choosing to speak up about some of the experiences of the voiceless and the vulnerable."

Rights groups have accused the government of suppressing media freedom after authorities questioned Al Jazeera`s journalists, raided their office, and opened into alleged sedition, defamation and violation of a communications law.

Malaysia arrested hundreds of undocumented foreigners, including children and Rohingya refugees, after the country imposed a lockdown to contain the spread of the new coronavirus.

Malaysian officials said the arrests were necessary to prevent the spread of the virus, which human rights activists have condemned as inhumane.

Activists have also voiced concerns that the nearly six-month-old administration of Prime Minister Muhyiddin Yassin is stifling dissent amid a series of clampdowns, an accusation the government has denied.
