Mohib Ullah, a top Rohingya community leader was shot dead on Wednesday in Bangladesh's resort district of Cox's Bazar.

As per police spokesman of Cox's Bazar, Mohib Ullah was talking with other refugee leaders outside his office after evening prayers when four assailants shot him dead.

"Four to five unidentified assailants shot him from close range. He was declared dead at a MSF hospital in the camp," said Rafiqul Islam, police spokesperson.

He said police and the Armed Police Battalion, which is tasked with ensuring security for the country's 34 Rohingya camps, have stepped up security, deploying hundreds more armed officers.

No arrest has been made as yet.

"We are conducting raids in the area," he said, adding Ullah had not alerted police of any threats from any group.

Ullah was outside ARPSH office at Kutupalong, the world's largest refugee settlement when he was killed.

"He was in a pool of blood. He was brought dead to the nearby MSF hospital," Nowkhim said from a hideout, adding that many Rohingya leaders have gone into hiding after Ullah's killing.

No one has claimed responsibility, but a Rohingya leader told AFP that Ullah was killed by the extremist group Arakan Rohingya Salvation Army, which was behind several attacks on Myanmar security posts in recent years
"It is a work of ARSA," he said.

A high-profile cartoonist and a Sweden-based journalist were among seven men charged on Sunday under Bangladesh's internet law that critics say is being used against opposition figures.

A court in Bangladesh's capital Dhaka accepted formal charges laid out by police under the Digital Security Act against cartoonist Ahmed Kabir Kishore and rights activist and journalist Tasneem Khalil, prosecutor Nazrul Islam Shamim said.

The men were charged with publishing offensive and false information, defamation and intentionally publishing digital content that creates unrest or disorder.

They face up to 10 years in prison if found guilty.

"The court has also issued warrants of arrest against four of them who have been absconding," Shamim told AFP.

Rights groups including Amnesty International say the law is being used to silence and intimidate critics of the government in the country of 169 million people.

Kishore, 45, said he was a "victim of injustice".

"Drawing cartoons isn't a crime," he told AFP via a phone call after the charges were announced.

Following street protests, Kishore was granted bail in March after he was detained in May last year on preliminary charges under the internet law.

Kishore said he was tortured before police detained him.

He filed a petition with a Dhaka court over the torture allegations, which police have denied. There has been no decision on the petition so far.

Kishore said his alleged torturers had asked questions about cartoons he drew mocking a powerful businessman close to the government as well as a series criticising the government's response to the coronavirus pandemic.

Shamim did not detail the specific acts allegedly committed by the cartoonist.

Amnesty said in a July report that Bangladesh had at least 433 people detained under the internet law as of that month.

Children in Bangladesh flooded back into classrooms on Sunday as schools reopened after 18 months, one of the world's longest coronavirus shutdowns.

The resumption came after UNICEF warned that prolonged school closures during the Covid-19 crisis were worsening inequities for millions of children across South Asia.

In the capital Dhaka, students at one school were welcomed with flowers and sweets, and told to wear masks and sanitise their hands. Some hugged each other in excitement.

"We are really excited to be back at school," 15-year-old Muntasir Ahmed told AFP as he entered the campus.

"I am hoping to physically see all of my friends and teachers, not through a laptop window today."

At the gate, school officials checked the body temperatures of students before allowing them to enter.

The school's vice principal, Dewan Tamziduzzaman, said he "didn't expect such a big number to be turning up on the first day".

Only 41 percent of Bangladesh's 169 million population have smartphones, according to the country's telecom operators' association, which means millions of children cannot access online classes.

UNICEF warned in a report released Thursday that the pandemic has accentuated "alarming inequities" for more than 430 million children in the region.

"School closures in South Asia have forced hundreds of millions of children and their teachers to transition to remote learning in a region with low connectivity and device affordability," UNICEF's regional director, George Laryea-Adjei, said in a statement.

"As a result, children have suffered enormous setbacks in their learning journey."

In India, 80 percent of children aged 14-18 years said they learnt less than when they were in a physical classroom, according to UNICEF.

Among children aged between six and 13 years, 42 percent said they had no access to remote learning.

"Their future is at stake," Deepu Singh, a farmer in India's Jharkhand state, said last week of his children aged nine and 10.

The pair have not been to school in a year and have no internet access at home, Singh told AFP, adding: "I do not know English. I cannot help him (my son), even if I want to."

Students in the rest of the region were similarly impacted, UNICEF reported.

In Pakistan, 23 percent of young children had no access to any device for remote learning.

Some towns in Nepal have been broadcasting radio lessons due to the lack of internet access.

"We are (in) a dangerous situation," Nepalese schoolteacher Rajani K.C. told AFP last week.

"If the pandemic continues and the academic sector loses more years, what kind of human resource will the country have in the future?"

Bangladesh Parliament recently declined to consider a weird proposal by an independent lawmaker who suggested a ban on marriages among the working people.

The proposal was made to address the unemployment issue in the country, drawing criticism from fellow parliamentarians.

Lawmaker Rezaul Karim argued that the children of working couples were often exposed to abuse by housemaids.

As per PTI, Karim said, "Men holding jobs want to marry working women, likewise, women in service want to marry service holders...if the trend continues you can't resolve the unemployment problem in the country".

The law minister Anisul Huq called the proposal a manifestation of "freedom of speech". He said, "I cannot move two steps off the House if I accept the proposal...this is unconstitutional."

Huq further said that being a public representative himself, he could not endanger his own career by accepting such a weird proposal.

Karim became a lawmaker from a constituency in northwestern Bogra district for the first time in 2018.

He drew massive criticism last year by blaming the feminist campaigns for growing incidents of rape.

Bangladesh began vaccinating on Tuesday Rohingya refugees living in congested camps as the impoverished South Asian nation battles a record surge in coronavirus cases.

Health officials say 2,600 COVID-19 cases and 29 deaths have been recorded in the camps housing 850,000 Rohingya but many experts say this is likely a gross underestimate.

The initial inoculation phase will see around 48,000 refugees aged over 55 get Chinese-made Sinopharm shots in the coming three days, local health chief Mahbubur Rahman told AFP.

At Kutupalong, the largest refugee settlement home to more than 600,000 people, Rohingyas including many elderly people queued up to get their shots from health workers in protective suits.

"We are scared of corona. We heard it would be good for us if we get vaccinated, that's why I came here today," said 60-year-old grandmother Rahima Khatun.

"We need the vaccine to live through the current crisis. It will save us from the disease everyone is worried about," said Mohammad Zafar, an elderly man.

Officials said they conducted a massive awareness campaign in the camps with volunteers going door to door among the flimsy shacks where the refugees live.

The coronavirus has killed nearly 23,000 people and infected about 1.4 million in Bangladesh, most of them in recent months. Around 98 per cent of new infections are from the more transmissible Delta variant first detected in neighbouring India.

Most of the Rohingya in Bangladesh fled an offensive by security forces in neighbouring Myanmar in 2017 and four years later, there remains little prospect of them returning home.

"Vaccination of all age groups is the only effective way to stop the virus (from) spreading further among the Rohingya population in the camps," said Romain Briey, head of the medical charity MSF in Bangladesh.

Hrusikesh Harichandan from the International Federation of Red Cross and Red Crescent Societies said the Rohingya were "living in the shadow of the global vaccine divide".

"Vaccinations are vital for families to live with dignity because staying home is so tough for people in these cramped camps and most still have limited access to water and sanitation facilities, escalating risks from COVID-19."

Officials said they were worried that rains could compel many Rohingya to stay at home and not get vaccinated.

Also read | Bangladesh locks down Rohingya camps after virus spike At Kutupalong, the largest refugee settlement home to more than 600,000 people, Rohingyas including many elderly people queued up to get their shots from health workers in protective suits. At least 16 people were killed and over a dozen injured on Wednesday when lightning struck a wedding party on a boat in northwestern Bangladesh, officials said.

The incident took place at Shibganj sub-district bordering India in Chapainawabganj district. The groom was among the 12 persons injured.

"Several lightning bolts within few seconds hit the boat carrying the wedding party revellers, killing 16 of them instantly," Chief Administrative Officer Sakib Al Rabby told reporters at Shibganj.

The bride was not with the wedding party, he said.

Rabby said the mishap took place as the revellers were disembarking from the boat one by one to take refuge at a shelter due to sudden monsoon rains that brought with it the unexpected thunderbolts.

The bridegroom survived the disaster, but he was injured along with 11 others, the officer said, adding that the wounded are being treated at a government hospital with burn wounds.

Lightning strikes, especially in monsoon season, kill hundreds of people every year in Bangladesh. The country in 2016 declared lightning strikes a natural disaster, though many thunderstorm deaths are never officially recorded.

In 2016, over 200 people, including 82 on a single day, died in the month of May alone due to lightning strikes. Most of them were farmers and died while working in their fields.

Experts attribute the rise in fatal lightning strikes to deforestation. According to them tall trees would have drawn lightning strikes.

Bangladesh to vaccinate 10 million in seven days

Bangladesh's elite anti-crime and anti-terrorism force RAB on Wednesday detained the country's well-known film actress Pori Moni after raiding her house here "based on specific allegations", days after two models were arrested on blackmail charges.

Moni, 28, who has over lakhs of followers on social media, initially claimed that unknown people attacked her house and sought police protection even as a huge contingent of the Rapid Action Battalion (RAB) cordoned off the building in an upscale Dhaka neighbourhood.

"We have specific charges against her (Moni) but we will explain our action later," RAB spokesman Major Roisul Azam Moni told journalists as she was detained from her house while hundreds of onlookers thronged the scene.

A senior official, on the condition of anonymity, said Modi amassed huge wealth through "immoral activities".

Live TV footage showed an entire floor of her multi-storied house with shelves filled with liquor and other types of narcotics.

The RAB, which draws men from the Army, the Navy and the Air Force, carried out the raid along with the police in presence of TV cameras.

On June 14, the actress levelled allegations of attempted rape and murder on a Dhaka businessman.

She had sought Prime Minister Sheikh Hasina's intervention to bring the "culprits" to justice.

On her allegations, the police arrested businessman Nasiruddin Mahmood, also a former footballer and student leader, along with two others.

They were granted bail after being imprisoned for 18 days.

Last month, a club filed a case with the police accusing Moni of vandalising their bar.

The raid came three days after the police arrested models Faria Mahbub Piasha and Mou Akter after raiding their Dhaka residences from where contraband drugs and liquor were seized.

"They (the two models) are members of a group that carry out organised blackmailing" People from well-off families used to visit their houses to be entrapped eventually," a police spokesman had said after their arrest.

England's cricket tour of Bangladesh for September-October has been postponed until 2023, the two countries said Tuesday as both struggled with the fallout from the Covid-19 pandemic.

The nations' cricket boards said they had "mutually decided" to delay the three one-day internationals and three Twenty20 internationals.

The postponement makes it possible for players from both teams to take part in the Indian Premier League, which resumes in the United Arab Emirates on September 19.

As India-Bangladesh connectivity firms up, a goods train from Haldibari in India reached Chilahati in Bangladesh on Sunday. The rail link brought with it construction material, and heralds commercial engagement between the two sides. The service between the two sides is expected to be around 20 times per month.

"India and Bangladesh have started regular operation of freight trains through the Haldibari — Chilahati Rail Route w.e.f 1st August 2021. Indian Railways dispatched the first freight train loaded with stones from Damdim Station of Northeast Frontier Railway to Bangladesh today," the Indian high commission in Dhaka in a statement said.

The Haldibari-Chilahati rail link was inaugurated in December 2020 during a virtual summit between PM Modi and Bangladesh PM Hasina. On the inauguration day, a goods train was flagged off by the Railway Minister of Bangladesh, Md. Nurul Islam Sujan, from Chilahati station.

Both India and Bangladesh aim to revive all pre-1965 rail links. As of now, five links connecting West Bengal with Bangladesh have been made operational which include Petrapole (India) - Benapole (Bangladesh), Gede (India) - Darshana (Bangladesh), Singhabad (India) Rohanpur (Bangladesh), Radhikapur (India) - Birol (Bangladesh) with Haldibari-Chilahati forming the fifth such link.

Chilahati-Haldibari rail link will be used for passenger train service — Mitali Express. This train is on Dhaka-New Jalpaiguri-Dhaka route, which was inaugurated jointly by PM Modi and PM Hasina, during the latter's Dhaka visit in March. As of now, both countries are working on two rail links — the Karimganj/Mahisasan (India) – Shahbazpur (Bangladesh) rail link and Agartala – Akhaura (Bangladesh) rail link connecting Tripura and Bangladesh.

In addition to this, railways through which connectivity is being firmed up but via bridges, ports and inland waterways. March saw both leaders inaugurating a road bridge over River Feni in Tripura. In 2019, an agreement was signed for use of Bangladeshi ports of Chattogram and Mongla Ports, and for this, a trial run of trans-shipment of Indian cargo through Chattogram Port to Tripura was conducted in July 2020. The second addendum to Protocol on Inland Waterways Trade and Transit (PIWTT), signed in May 2020, saw two more inland water routes being added that will link Tripura to National Waterways.

Matthew Wade has been named captain for Australia's five-match Twenty20 series against Bangladesh, which starts in Dhaka on Tuesday.

Wade replaces regular captain Aaron Finch after he returned to Australia to undergo surgery on a knee injury sustained in the Caribbean last month.

The 33-year-old Wade takes the captain's arm-band for the second time in his career having previously led the team during the second Twenty20 meeting with India in Australia in December.

"I'm going to be wicketkeeping, so the distance between bowler and myself is a lot greater," said Wade of the challenge he faces leading the team.

"That means that there's a lot more responsibility on the individual, the bowler and the senior players around that to help me out around the ground.

"When you're coming in and taking over from someone it's just giving the ability for those guys to take ownership of their game and at the top of the mark, they need to execute."

Regular vice-captain Pat Cummins is one of several senior players not on the tour as the Australians ramp up their preparations for October's Twenty20 World Cup in the United Arab Emirates and Oman.

Alex Carey took over from Finch as captain of the one-day side during the 2-1 series win over the West Indies and Wade believes his experience can lift Australia's youthful batting line-up after losing the Twenty20 series in the Caribbean.

"Where my leadership might come in a little more is with our batting group," he said.

"We've probably got a younger batting group than we've had on these tours, not a lot of international experience between all our batters.

"The bowling takes care of itself with guys like (Adam) Zampa, (Mitchell) Starc and (Josh) Hazelwood – they've all played a lot of cricket together and they can take care of themselves."

The first goods train carrying stone chips to Bangladesh through the revived Haldibari-Chilahati rail link departed from Damdim station of Jalpaiguri district in West Bengal on Saturday.

With this, the commercial services on the railway link between India and Bangladesh, which had been defunct since 1965, have started.

The Haldibari-Chilahati rail link was part of the broad gauge main route from Kolkata to Siliguri but the war of 1965 effectively cut off all the railway links.

The rail link will provide a shorter route for the transit of goods into Bangladesh from Assam, West Bengal, Nepal, and Bhutan, the NFR said.

This rail link will enhance rail network access to the main ports, dry ports, and land borders to support the growth in regional trade and to encourage economic and social development of the region.

"Economic activities of these South Asian countries will also be benefitted from this new rail link," the statement read.

At least 20 people have been killed and more than 300000 people stranded as floods continue to wreak havoc in Bangladesh. Flood relief has not been able to reach the Rohingya camps in Cox's Bazar, one of the worst-hit regions in Bangladesh. This is a result of the COVID-19 induced nationwide lockdown.

Both the boards consented to include both the bio-bubble from their respective tours visits as a component of the ten-day isolate before the series.

'It is unfair what happened with Mushfiq. We came in a commercial flight passing through three airports so I don't know if it makes much sense to keep Mushfiq out of the series, A BCB official, told ESPNcricinfo

The wicket-keeper batsman had intended to be back in the group following the country's visit to Zimbabwe. He had at first wanted to skip the T20Is against Zimbabwe, keeping in the series against Australia.

Because of the agreement with BCB and CA over no access from outside the bio-bubble, he was asked to stay with the squad. Yet, he ultimately left the Bangladesh camp after his parents caught the virus.

“The agreement between CA and BCB says that there is no chance for allowing anyone from outside into the bio-bubble. We have to hold the series with only those inside the bio-bubble," he said.

There will be challenges but this is the new normal. I think the selectors have picked the players who are best available during this scenario. There are no alternatives but to take our best available options,” he concluded.

However, Cricket Australia has would not permit anybody from outside the bio-bubble to participate in the series.
