The United States has imposed extensive human rights-related sanctions on Bangladesh's paramilitary force, the Rapid Action Battalion (RAB). The sanctions took aim at officials accused of political violence in Bangladesh under the guise of a war on drugs.

During the war Pakistan captured many Bengali intellectuals, they abducted army personnel, government, and non-government employees, freedom fighters, and freedom-loving civilians of Bangladesh. Those kidnapped were brutally tortured and killed at the time of the war. Pakistani forces chose at least a thousand secluded places across the country for silent killings and massacres. WION's Bangladesh correspondent Lakmina Jesmin Soma visited some of these historically significant places.

President of India Shri Ram Nath Kovind is all set to pay an official visit to Dhaka from December 15-17 to participate in the ongoing Victory Day celebrations currently underway to observe the golden jubilee of the birth of Bangladesh in 1971 – a happening which was largely possible due to India’s direct and indirect intervention both diplomatically, and militarily.

Similarly, India too, December 16, which is marked as the Victory Day (Vijay Divas in Hindi), is celebrating in a big way holding meetings, workshops, photo exhibitions commemorating the 50th anniversary of Bangladesh as a free and liberated nation. While Dhaka is all spruced up to receive the Indian President, on its part, India sending its President to Bangladesh is an extraordinarily huge gesture signifying the importance India accords to Bangladesh. Such a gesture and the subsequent visit is bound to further reinforce the bilateral ties between the two friendly countries.

Bangladesh also seems enthusiastic to welcome the Indian President and his entourage and is thus reciprocating the gesture in equal measure in Dhaka. Other than being present in the Victory Day celebrations, President Kovind will hold talks with his Bangladesh counterpart, Abdul Hamid and will also be called upon by Prime Minister Sheikh Hasina, the Home Minister, other Cabinet Ministers and top dignitaries of the Bangladesh government.

Regarding this high-profile upcoming visit of the Indian President, it will not be impertinent to remind the readers about Prime Minister Narendra Modi’s Bangladesh visit (March 26 – 27, 2021) to take part in the centenary celebrations of the founding father of Bangladesh, Sheikh Mujibur Rahman and the visit was impactful. Yet, there were mischievous elements backed by Islamic fanatics, who went into a violent mob frenzy after the commencement of the visit which sadly saw trails of destruction of Hindu property including vandalization of the Ustad Alauddin Khan musical academy in Brahmanbaria that shows that the communal elements are still active in Bangladesh primarily to target Indian cultural places due to the former’s religious intolerance and a radical mindset.

This is being mentioned to prime the host authorities to be extra vigilant on the Indian President’s visit as anti-India forces, ostensibly with the tacit support of the forces in Bangladesh, i.e. Pakistan ISI and pro Pakistan elements, may try to sabotage the atmospherics by engaging into unpleasant activities.

Some quarters may feel that such an apprehension is perhaps far-fetched or unrealistic, yet, an alert law and order apparatus needs to be on its toes to ensure that no untoward incident is allowed to happen in an attempt to impair Indo-BD relations or foment a communal divide. This seems more imperative in view of the recent reports when pro-Pakistan supporters donning jerseys and carrying Pakistani flags were seen in the stadium cheering the Pakistani team in the cricket tourneys.

In sum, this means pro-Pakistan, and by implication, anti-India forces are still active and their nefarious plans to dampen the bilateral ties this should not be permitted to succeed.

To tie up the loose ends on the emerging visit of the Indian President, the Indian Foreign Secretary, Harsh Vardhan Shringla, who has also been the Indian High Commissioner in Bangladesh, not very long ago, paid a visit to Dhaka which was considered significant as he carried an important communication from the Indian government.

Amid these rejoicings, however, there was a sudden dampener for Bangladesh when the US recently imposed sanctions on Bangladesh’s prestigious security outfit the Rapid Action Battalion (RAB) and its top officials including the top cop, Benazir Ahmad.

In total, six current and former officials have been indicted by the US on the International Human Rights’ Day.

However, Bangladesh was quick to react and protested against the US for slapping sanctions/bans. Bangladesh Foreign Secretary, Masud Bin Momen summoned the US Ambassador in Dhaka, Earl R Miller to register a formal protest against the US decision. In the same vein, Dr Hasan Mahmud, the Bangladesh Information and Broadcasting Minister charged (December 11) the US for first peeping into its own track record of human rights’ abuses before casting aspersions on Bangladesh.

From these angry reactions, it would appear that Bangladesh will not accept such diktat from the US and continue to make a noise. Bangladesh is more upset on the US decision for revoking the visa of former Army Chief Gen Aziz Ahmed for his alleged charges of corruption and irregularities. These developments are unlikely to affect the President’s visit but are worth taking note of to get a holistic picture of the prevailing scenario.

In the meantime, to keep up the atmospherics and also in line with keeping up the spirit of the two countries alive, the Indian High Commissioner in Dhaka, Vikram Doraiswamy stated (December 10) that the secular identity of Bangladesh is intact and the country had, changed the `ideological map’ of South Asia through it’s liberation in 1971.

He further said that Indo-BD friendship is guaranteed because a nation that is comfortable on its own identity that Bangladesh is, will always be a friend to its neighbor. Such articulations on a clear note of optimism, is a perfect backdrop under which President Kovind’s visit to Bangladesh is afoot and this is expected to open a new vista in the bilateral relations further cementing ties, also proving to be an example to other nations in South Asia.

Bangladesh doctors who are treating ailing opposition leader and country's former prime minister Khaleda Zia said on Sunday that her life was in danger if she was not allowed to go abroad for medical treatment. Zia (76) is arch-rival of current Prime Minister Sheikh Hasina. Zia has been diagnosed with liver cirrhosis.

Her doctors said she suffered three massive internal bleedings in the past two weeks.

"We don't have the means and supportive technology... here to control and stop rebleeding," her chief doctor Fakhruddin Mohammad Siddiqui told reporters at her home, flanked by four other doctors on her medical team.

He said there was a 50 percent chance that Zia would suffer another internal bleeding in the next week, and a 70 percent chance it would occur in the next six weeks.

"The chances of controlling the rebleeding are slim," he said. "In that case, there is higher risk of her death."

"If we want to save the life of the patient, we need to do TIPS," he said, referring to a sophisticated medical procedure that he said was available only in developed countries such the United States, Britain and Germany.

Zia has been in the critical care unit of a Dhaka hospital since November 13, just five months after she recovered from Covid-19.

But the leader of the main opposition party has been barred by a court from leaving the country after being convicted on graft charges in 2018.

As her condition has worsened, activists and supporters of her Bangladesh Nationalist Party (BNP) have staged protests across the country, demanding she be allowed to travel abroad for treatment.

Former Pakistan captain Shahid Afridi was left furious as Pakistan and Bangladesh produced another low-scoring thriller in the third T20I of the three-match series between the two sides in Dhaka on Monday (November 22). Afridi slammed Bangladesh over the poor quality of the pitches in the country and advised them to do some soul searching.

The track at the Shere Bangla National Stadium in Dhaka remained sluggish throughout the three-match series with batters facing difficulty in scoring runs. All three T20Is were low-scoring affairs with visitors Pakistan claiming the three-match rubber 3-0.

“Bangladesh really need to do some soul searching, do they want to win on such pitches and give ordinary performances abroad and in World Cups? They have great talent and passion for the game but desperately need better pitches if they want to progress," Afridi wrote in a tweet after Pakistan defeated Bangladesh by 5 wickets in the third T20I on Monday.

In a significant break from protocol, Indian Defence Minister Rajnath Singh on Monday visited the Bangladesh high commission in Delhi on the occasion of the Armed Forces Day of Bangladesh.

He was accompanied by Chief of Defence Staff Bipin Rawat, Indian Army chief General MM Naravane, Air Chief Marshal Vivek Ram Chaudhari and Navy Chief Admiral Karambir Singh.

Bangladesh’s Armed Forces Day is observed every November 21. It was on this day in 1971 that the Battle of Garibpur began, in which Indian and Bangladeshi liberation forces came together against the Pakistani forces.

This year marks 50th anniversary of Bangladesh’s war of liberation that resulted in the emergence of the modern state of Bangladesh. The year is being celebrated both in India and Bangladesh.

Paying tributes to the “sacrifices made by the brave soldiers of the Indian Armed Forces, who stood steadfast with their Bangladeshi brothers and sisters”, the defence minister said, "The extraordinary leadership in India rose to the occasion against all odds and limitations in 1971, in support of a struggling nation fighting against the injustice and unspeakable atrocities perpetrated by the Pakistani Army."

The defence minister highlighted that “Indian Armed Forces and paramilitary forces worked together with the courageous Muktijoddhas (the fighters of the 1971 Bangladesh Liberation War) in their valiant struggle. In the course of the conflict, more than 1,650 brave Indian soldiers made the supreme sacrifice".

“I am glad that the cooperation between the Armed Forces of both countries is steadily progressing, by way of several activities - defence dialogue, staff talks, joint training, exercise and high-level exchanges. Defence cooperation between India and Bangladesh has increased with New Delhi extending USD 500 million Defence Line of Credit to further consolidate ties,” Singh said.

Paying tributes to the “sacrifices made by the brave soldiers of the Indian Armed Forces, who stood steadfast with their Bangladeshi brothers and sisters”, the defence minister said, "The extraordinary leadership in India rose to the occasion against all odds and limitations in 1971, in support of a struggling nation fighting against the injustice and unspeakable atrocities perpetrated by the Pakistani Army." The defence minister highlighted that “Indian Armed Forces and paramilitary forces worked together with the courageous Muktijoddhas (the fighters of the 1971 Bangladesh Liberation War) in their valiant struggle. Bloodstains still mark the spot where assassins gunned down Mohib Ullah, an activist who was a leading voice for the 850,000 Rohingya living in fear in Bangladeshi refugee camps.

In the weeks since the murder, a senior member of the now-shellshocked volunteer group that Ullah headed has received phone calls telling him he'll be next. And he's not alone.

"They can hunt you down the way they have brazenly shot dead our leader and so many people," Noor, too frightened to give his real name or be filmed, told AFP.

"They", he believes, are members of the Arakan Rohingya Salvation Army (ARSA), an insurgent group fighting the Myanmar military but also thought to be behind a wave of killings and criminal activity in the camps.

ARSA has denied it killed Ullah.

Most of the Rohingya have been in the camps since 2017 when they fled a brutal military offensive in Buddhist-majority Myanmar, where the predominantly Muslim minority are reviled and seen as illegal immigrants.

Refusing to go back until they are assured of security and equal rights, the refugees remain stuck in bamboo-and-tarp shacks with no work, poor sanitation and little education for their children.

Overflowing latrines fill narrow mud lanes with excrement in monsoon season, and fires can rip through the flimsy homes in minutes during the hot summers.

By day the Bangladesh authorities provide some security. But at night the camps become the domain of gangs -- allegedly linked to ARSA -- that traffic millions of dollars worth of methamphetamine from Myanmar.

"The scenario is different as soon as the sun sets," Israfil, a Rohingya refugee who goes by one name, told AFP.

"The dark time is the long hours when they do whatever they want to do," he added.

'Brutal carnage'

Working among the chaos and unease in the camps, Ullah and his colleagues quietly documented the crimes that his people suffered at the hands of the Myanmar military, while pressing for better conditions.

The former schoolteacher shot to prominence in 2019 when he organised a protest of around 100,000 people in the camps to mark two years since their exodus.

That year he met US President Donald Trump in the White House and addressed a UN meeting in Geneva.

But his fame appears to have gone down badly with ARSA.

They saw Ullah as threatening their place as the sole voice representing the Rohingya -- one who was opposed to their violence, his colleagues and rights activists say.

"He became a thorn in ARSA's side," said Nur Khan Liton, a top rights activist in Bangladesh.

"ARSA was also frightened by his enormous popularity."

Three weeks after Ullah's murder in late September, gunmen and machete-wielding attackers slaughtered seven people in an Islamic seminary that had allegedly refused to pay protection money to ARSA.

But although they have arrested dozens of people over Ullah's killing, they are in denial about ARSA's activity, blaming instead "rivalries" in the camps.

"ARSA has no presence in the camps," Naimul Haque, the commanding officer of the Kutupalong camp, insisted to AFP.

Fear stalks Rohingya refugee camps after murders

Bangladesh police have arrested 172 Rohingya in recent weeks after a crackdown sparked by the brutal murder of a prominent community leader, the force said Monday.

Mohib Ullah was shot dead in late September in a refugee camp near the port city of Cox's Bazar, in a region home to over 700,000 members of the stateless Muslim minority who fled a 2017 military crackdown in Myanmar.

The 48-year-old teacher was a respected advocate for the community but in the weeks before his assassination he had been the target of death threats from the Arakan Rohingya Salvation Army (ARSA) militant group.

Among those arrested in the weeks since were 10 suspected of involvement in the killing, said Naimul Haque, commander of the elite Armed Police Battalion (APB).

"Our drives against the miscreants in the camps will continue," he added.

Another 114 people taken into custody had declared themselves ARSA members, Haque's unit said in a statement.

Bangladesh routinely denies that the insurgents operate in the refugee camps, claiming instead that criminals involved in armed violence and drug trafficking use the group's name to trade on their reputation.

But Ullah's family and colleagues have blamed the group for his murder, an allegation that ARSA denies.

Police have also relocated more than 70 people, including the slain advocate's family and relatives of seven people shot dead last month in an assault on an Islamic school -- another attack blamed on the militants.

"All the families of the victims were terrified after these incidents," senior officer Kamran Hossain told AFP.

Nurul Islam, a Rohingya refugee whose son was killed in the school attack, said his family felt too afraid to remain in the camps.

"All Rohingya are unsafe from ARSA," he told AFP by phone. "They want to kill us, they want instability."

The UN refugee agency has also helped move some refugees to "safe locations" since Ullah's killing, UNHCR spokeswoman Regina De la Portilla told AFP.
