<p>Authorities in Delhi have over Rs 1,500 crore, collected as green fund to combat air pollution, lying largely unused, even as the national capital struggles to ward off a toxic haze.</p>

<p>The lion&#39;s share of the amount - Rs 1,003 crore (till November 10) - comes from an Environment Compensation Charge (ECC) imposed by the Supreme Court in 2015 on trucks entering Delhi while the rest is made up of cess on every litre of diesel sold, in effect since 2008.</p>

<p>The Central Pollution Control Board (CPCB) has amassed Rs 62 crore as one per cent cess from dealers selling diesel cars with engine capacity of 2000cc+ and above in the Delhi-NCR region following a directive of the Supreme Court in August last year.</p>

<p>The South Delhi Municipal Corporation (SDMC) collects the ECC and hands over the amount to the city&#39;s transport department every Friday, Usman Nasim, a researcher with the Centre For Science and Environment (CSE), said.</p>

<p>The cess on diesel was announced by the Sheila Dikshit government in December 2007 as part of its efforts to control air pollution due to vehicular emissions.</p>

<p>The corpus, known as &#39;Air Ambience Fund&#39;, is maintained by the Delhi Pollution Control Committee (DPCC). Over the years, it has assumed a substantial size and stands at around Rs 500 crore currently, Nasim said.</p>

<p>When contacted, a senior transport department official of the Delhi government said that only yesterday (on Tuesday) a decision has been taken to use the fund to subsidise the procurement of electric buses.</p>

<p>&quot;We will use the fund for electric mobility. E-buses are very costly upfront and need to be subsidised in the first phase. Subsequently, running them does not entail much expenditure,&quot; the official said.</p>

<p>However, it could not be immediately confirmed as to how many electric buses the government is planning to buy and the amount required to do so.</p>

<p>Moreover, around Rs 120 crore from the ECC corpus will also be used to install radio-frequency identification devices (RFID) on trucks for effective and credible collection of levy and the ECC, according to a 2016 Supreme Court order.</p>

<p>The CPCB plans to use a part of its green fund, collected as the diesel cess, for conducting studies on improvement and management of air quality in the region, while around Rs 2.5 crore is being used in setting up pollution monitoring centres across NCR.</p>

<p>The apex pollution regulator recently invited Expression of Interest (EOI) and proposals for such studies, which, it said will lay major emphasis on boosting its pollution monitoring infrastructure.</p>

<p>According to the EOI document, the projects will have to focus on areas such as the health impact of air pollution and on possible steps to create awareness among the masses by installing LED panels displaying pollution levels among others.</p>

We recognised our deep and shared concern over the recent episode of heavy smog in the National Capital Region. We agreed upon the need for action on many measures aimed at preventing its re-occurrence in the winter of 2018. During discussions we agreed that the serious health risks to which such episodes of smog expose one and all require concrete and quick action on a number of fronts.</p>

<p>In today&#39;s meeting, we covered crop residue burning and vehicular pollution issue. We resolve to put in sustained efforts in pursuance of the jointly identified action points in the coming days, weeks and months. <p>Kejriwal had earlier said that Mr Khattar had called him to Chandigarh today since he was very busy and he could not meet him in Delhi.</p>

<p>In a letter to Mr Kejriwal on November 10, Khattar had asked Kejriwal what steps he had taken to end stubble burning by farmers in areas near the national capital.</p>

<p>The Delhi chief minister had sought a meeting with his counterparts from Haryana and Punjab to find a solution to stubble burning in neighbouring states, a major source of high pollution levels in Delhi during winters. He had earlier said that the Centre, Haryana, Punjab and Delhi governments should keep political differences aside and come together to find a permanent solution to stubble burning.</p>

<p>The practice of burning of crop residue by farmers of the two states of Punjab and Haryana has been blamed for the toxic smog enveloping the region every winter.</p>

<p>Delhi Lieutenant Governor Anil Baijal on Tuesday replied to Arvind Kejriwal&#39;s letter on the theft of his Wagon R car, saying the chief minister was expected to cooperate with policemen in their efforts to ensure parking of vehicles in designated places.</p>

<p>The iconic blue Wagon R associated with Kejriwal was stolen from outside the Delhi Secretariat on October 12 and was found abandoned in Ghaziabad two days later.</p>

<p>On October 13, Kejriwal had written to the Lieutenant Governor, saying the theft of his car pointed towards the rapidly &quot;deteriorating&quot; law and order situation in the national capital.</p>

<p>In his letter to Kejriwal, Baijal wrote, &quot;Hope that the CM would not only cooperate with Delhi Police in its efforts to motivate and encourage residents of Delhi to park their vehicles in authorised parking sites and install security equipments, but also boost the morale of its policemen by appreciating their commendable efforts that led to the recovery of his stolen car within two days.&quot;</p>

<p>&quot;The Delhi Police Commissioner submitted a status report apprising about several teams constituted in search of the car. Intense scanning of CCTVs, checks in parking places were carried out and all the picket staff were put on alert,&quot; Baijal said, emphasising that all these efforts led to recovery of the car within two days.</p>

<p>Baijal said he regularly reviewed law and order situation of Delhi and various decisions were taken in meetings with the police commissioner and other&nbsp;senior officers.</p>

<p>Registering his objection, Baijal had said that matters relating to &#39;services&#39; fall beyond the legislative competence of the Legislative Assembly of the National Capital Territory of Delhi and that the proposed legislation was not in accordance with the Constitutional scheme.</p>

<p>Kejriwal alleged that the files relating to the regularisation of the teachers were never shown to Deputy Chief Minister Manish Sisodia, who also holds the education portfolio, by the officials in the direction of the LG.</p>

<p>Kamal&nbsp;Haasan, 62, said that many issues including corruption were discussed during the meeting. He also lauded Arvind Kejriwal for his fight against communalism and corruption, PTI reported.</p>

<p>Senior advocate Ram Jethmalani in an explosive letter has claimed that Delhi chief minister Arvind Kejriwal &ldquo;used worse abuses than a mere crook&rdquo; for finance minister Arun Jaitley.</p>

<p>&quot;When Arun Jaitley filed the first suit and criminal case, you naturally sought my services. Ask your conscience how many times you used worse abuses than a mere &#39;crook&#39;. You have hundred times asked me to teach this crook a lesson,&quot; the lawyer said in a letter that he wrote to Kejriwal on July 20, a copy of which was uploaded on his <a href="http://ramjethmalanimp.blogspot.in/">blog</a>.</p>

<p>On May 18, Jethmalani had called the finance minister a &ldquo;crook&rdquo; in court, after which Jaitley had filed a fresh Rs 10-crore suit against Kejriwal.</p>

<p>The chief minister, however, clarified in the Delhi High Court that he had not asked Jethmalani to use derogatory and objectionable words against Jaitley.</p>

<p>District officials in Buldhana, Maharashtra have admitted to a flaw in an electronic voting machine (EVM) used in recent zila parishad (district panchayat) elections.&nbsp;</p>

<p>The DNA newspaper reported on Sunday that votes given to an independent candidate were &quot;occasionally&quot; recorded by the EVM as having been given to the BJP candidate.&nbsp;</p>

<p>The newspaper added that RTI activist Anil Galgali had filed a query with the Buldhana district collectorate asking for information about the complaint filed by independent candidate Ashatai Arun Zore and details of the inquiry report submitted by the returning officer (RO).</p>

<p>The newspaper said a report signed by Ramnarayan Sawant, the official in charge of the polling centre, and election officer Manikrao Bazad stated that a complaint made by a voter at around 10 am was found to be without substance.&nbsp;</p>

<p>However, a similar complaint was made again at 1.30 pm band was found to be correct.&nbsp;</p>

<p>This was brought to the notice of the assistant returning officer, who visited the centre and verified the complaint.</p>

<p>On February 16, when elections to the Buldhana zila parishad were held, Zore and her representatives had objected to the LED light flashing for the BJP candidate when votes were cast for Zore on an EVM unit in Sultanpur.&nbsp;</p>

<p>That meant that when votes were polled for Zore, they were instead tallied in favour of the BJP candidate.&nbsp;</p>

<p>Delhiites can avail 52 life-saving surgical services from private hospitals if government hospitals don&#39;t provide a date within one month of diagnosis, Delhi Chief Minister Arvind Kejriwal said on Saturday.&nbsp;</p>

<p>&quot;Health services are so expensive today that if anyone suffers from a serious ailment, the biggest worry for the family is not the health of the patient, but where the money would come from,&quot; Arvind Kejriwal said.<br />

<p>The government has tied-up&nbsp;with 48 private hospitals collectively in Delhi, Gurugram, Noida and Faridabad. If any of the 24 Delhi Government hospitals refer a patient to a private hospital, they can avail treatment there and the fee will be paid by the government. No upper limit has been set for these treatments.</p>

<p>The 52 surgeries that the government has shortlisted include bypass, kidney, prostate, and thyroid. The proof of income&nbsp;is not required while residential proof is, as evidence of being a resident of Delhi.</p>

<p>A patient can also choose a&nbsp;private hospital if and when the need arises.&nbsp;</p>

<p>The government has allotted one-fourth of its budget to education and 14-18 per cent to the health sector.&nbsp;</p>

<p>&quot;Within a month we will launch a scheme to provide free treatment at private hospitals to victims of road accidents, acid attacks and people who suffer burn injuries,&quot; said health minister Satyendra Jain.</p>

<p>The accident scheme will be open to all, not just people from Delhi. The only condition will be that the accident should have taken place in Delhi.</p>

<p>This announcement comes as the third &quot;one-of-its-kind&quot; initiative taken by the Delhi Government under the health scheme that aims at improving health-related facilities. The other two were the provision of free medicines in all Government hospitals and free medical tests provided at private diagnostic centres.</p>

<p>Sources in the government told PTI that as on May 31, the fine, which is essentially penal rent, amounts to Rs 27,73,802.</p>

<p>The fine amount, which is 65 times the license fee, will pile up further if the party doesn&#39;t vacate the premises, the sources said.</p>

<p>In April, the PWD had issued a notice to AAP&#39;s national convenor Arvind Kejriwal asking him to immediately vacate the office, which it said that was allotted in &quot;violation&quot; of rules.</p>

<p>The party had then said that it would seek a legal recourse against this action as other political parties too have been allotted bungalows to use as office space.</p>

<p>The three-member Shunglu committee, formed by the then Lt Governor Najeeb Jung to examine over 400 files pertaining to the decisions taken by the AAP government, had pointed out &quot;irregularities&quot; in allotting the office.</p>

<p>Sunita Kejriwal&#39;s remarks came a day after Kapil Mishra accused the Delhi chief minister of laundering money and the AAP of lying to the election commission about the source of their funding.</p>

<p>On Sunday, he accused the AAP of concealing around Rs 36 crore from the party workers and the Election Commission. He said the party acquired the money through shell companies, fainting soon after his remarks.</p>

<p>Kapil Mishra was suspended from the party on May 8, a day after he accused Kejriwal of taking a bribe of Rs 2 crores from health minister Satyendra Jain. The bribery allegations came after he was sacked as water minister for poor performance.</p>

<p>Kapil Mishra&nbsp;had been on an indefinite hunger strike since May 10, at his official residence in the capital demanding that the Delhi Chief Minister reveal the source of funding of the foreign trips of five AAP leaders -- Sanjay Singh, Ashish Khetan, Raghav Chadhha, Satyendra Jain and Durgesh Pathak -- in the last two years.</p>

<p>He broke his fast today and was discharged from the hospital where he was admitted after he had fainted at a press conference here yesterday.</p>

<p>Soon after being discharged, Mishra said he would go to the offices of the CBI and the Central Board of Direct Taxes to lodge complaints against Chief Minister Arvind Kejriwal whom he had accused of corruption. He alleged he was forced by doctors to break his fast.</p>

<p>The former Delhi minister termed his fast as &quot;satyagraha&quot; against Kejriwal.</p>

<p>Taking a dig at Mishra, Delhi Deputy Chief Minister Manish Sisodia said, &quot;There cannot be a &#39;satyagraha&#39; on the basis of lies.&quot;</p>

<p>The AAP has dismissed Kapil Mishra&#39;s charges, calling him an agent of the BJP.<br />
