Nearly two months after taking over Afghanistan, the Taliban government has been struggling to receive legitimacy from the international community.

Only a handful of states—Russia, China and Pakistan—have expressed their willingness to recognise the new regime, even as major countries like US, UK and India continue to oppose the “oppressive regime”.

In an interview with the Voice of America (VOA), former Afghanistan president Hamid Karzai said the Taliban government needs to receive internal legitimacy first for it to gain international recognition, which can only be achieved through holding elections.

International recognition requires internal legitimacy

Karzai said the Taliban government needs to first derive legitimacy from “the will of Afghan people”, which could only be achieved either in the form of elections or holding the Loya Jirga, a traditional grand council of representatives from various parts of the country.

He stressed that Afghanistan is at a critical juncture in its history and Afghans have a responsibility to “unite” and create a government premised on “the expression of the will of the Afghan people.”

“Legitimacy within our own country for this government [Taliban] or for any other government is the foundation of recognition by countries and the international community,” Karzai told VOA.

“How to bring about legitimacy within the country is of course premised on either an election or, in the case of Afghanistan, especially under the current circumstances, the expression of the will of the Afghan people through the Loya Jirga and the introduction of a constitution and so on,” he added.

Reacting to Pakistan showing support to the Taliban government, Karzai said, “My message to Pakistan, our brotherly country, is that they should not try to represent Afghanistan. On the contrary, the country should try to establish a civil relationship with our country.”

Recognition by countries is essential for the Taliban for several purposes. Without recognition, the Taliban won’t be able to enter into treaties with other states. The absence of recognition hampers a government’s ability to receive foreign aid, for businesses in the country to trade with the world and carry out overseas transactions, for its citizens to travel abroad and much more.

IS threat, regional consensus

Speaking on the growing violence in Afghanistan perpetrated by the Islamic State terror group, Karzai said the militant group is a threat to both Afghanistan and the region.

The militant group’s local branch, known as the Islamic State Khorasan, has claimed responsibility for several vicious attacks in recent weeks in Kabul, Kunduz and Kandahar provinces, where more than 100 civilians have been killed and many others wounded, particularly the minority communities.

“As proven by the unfortunate bomb blasts — rather, suicide attacks in the mosque in Kabul two weeks ago, then in Kunduz last week, and then in Kandahar yesterday (October 15) — this has proven that Daesh (IS) is a threat to Afghanistan and to the life and livelihood of the Afghan people,” Karzai said.

Karzai said the region will support Afghanistan in its fight against IS, because it could pose a threat to their security, while expressing hope that regional powers would seek common ground in Afghanistan.

He said it is Afghanistan’s responsibility to work with other countries in the region “in a way that results in peace and stability in Afghanistan.”

Women’s rights

In more than a month since the Taliban formed government, the militant group came out with policies that sought to put more restrictions on women’s civil liberties.

From banning women to share classrooms with male students in universities, to enforcing dress code diktat on women, the Taliban government has been gaining the ire of the international community for not fulfilling pledges to respect the rights of women and minorities, and for not including enough members from other ethnic groups in the Cabinet.

Speaking on the issue, Karzai stressed the importance of women returning to the workplace, universities and schools. He said this desire primarily comes from the Afghan people, whether or not the international community demands it.

“The rights of Afghan women to work and to be present in all walks of life in our country is primarily the demand of the Afghan people,” he said. “So, even if the international community doesn’t ask for it, it is our demand, the Afghan demand, and our need.”

Karzai continues to live in Kabul with his family and is the father of two daughters and a son. He said he wants his daughters and son to be educated.

“I want my son to be the best educated. I want him to study, to study at home and study abroad and get the best education. I want my daughters to be the best-educated, study at home, and when the time comes, study abroad, and fulfil their personal aspirations, and through the fulfilment of their personal aspirations, the aspirations of the Afghan people,” he said.

“I want them to remain patriotic Afghans, as all other Afghan children,” he added.

Taliban rejects Putin's claim of IS presence in northern Afghanistan

The Taliban have said that not recognising the new government in Afghanistan is benefiting Islamic State Khorasan (ISIS-K). However, the outfit dismissed concerns that the terrorist group was a threat to Afghanistan.

This comes after ISIS-K claimed responsibility for Friday's Shia mosque explosion in Kandahar in which 47 people were killed and 70 others suffered injuries. The attack follows several other recent attacks against religious institutions in Afghanistan, including last week's attack against the Gozar-e-Sayed Abad Mosque in Kunduz.

While talking to Anadolu Agency, Afghanistan's acting foreign minister Amir Khan Muttaqi said the official recognition of his government and international aid held great importance to the recovery of the country's economy.

The Taliban minister also said the freezing of Afghan foreign reserves by the US violated international law and human rights, Ariana News reported. "The real question is, why was this money blocked? What did the citizens of Afghanistan do?" he asked.

"On the other hand, the US and other countries say that humanitarian aid should be given to Afghanistan and human rights should be respected. But, they leave the Afghan people with a population of about 40 million without basic necessities."

He further added that not "recognizing the new government in Afghanistan benefits Daesh (ISIS-K)."

After Friday's blast, the Taliban had vowed to deploy more forces to protect Shi'ite mosques. Abdul Ghafar Muhammadi, the commander of police in Kandahar province has said that his forces will be working alongside the local volunteers to ensure the security of the mosques.

Meanwhile, ISIS in a statement, said that Shi'ite Muslims are perilous and they will be targeted by them everywhere. Al-Naba, the group's weekly has published the warning, saying that the Shia Muslims will be targeted in their homes and centres. The statement has especially threatened Shia Muslims living in Afghanistan.

Turkey ready to help Afghanistan, but won't recognise Taliban government

Plans are underway for formation of an Afghan government in exile. This government is expected to include Afghan leaders like Abdul Rasul Sayyaf, Amrullah Saleh, Ahmad Masood, Salahuddin Rabbani, Abdul Rashid Dostum, Muhammad Mohaqiq, Mohammad Hanif Atmar.

The group, which was to meet in Tajikistan earlier did not meet, but is expected to meet soon. Tajikistan, in the region has been the most public critic of Taliban regime.

Gen Ata Noor and Dostum are the key architects of the upcoming afghan govt in exile.

It is learnt, that both Amrullah Saleh and Ahmad Massoud who led the resistance from Panjshir against Taliban have been in Tajikistan for last few weeks. Massoud, the son of anti-Soviet military leader Ahmad Shah Massoud has been a thorn in the side for the Taliban even as the group had been keen to patch up with him. This has not worked so far.

Interestingly, Afghan missions across the world still continue to work as they were under the Afghan republic under President Ashraf Ghani. Even in countries like Pakistan, Taliban hasn't taken over the Afghan mission. The missions continue to work, facilitating the transfer of Afghans back to Afghanistan.

The development comes as Friday marked 2 months since Kabul's fall to Taliban. Kabul fell to Taliban on 15th August, and since then no country has granted recognition to Taliban government. Taliban government is seen to be non-inclusive with no representation to women and minorities like Hazaras. 17 of the 30 members of the Cabinet are listed in UN terror list.

International community seems to be in wait-and-watch mode as Taiban is considered to be breaking its initial commitments, but patience is running out. Turkey is currently playing a key role in terms of mediation with Taliban. Taliban's foreign minister Maulvi Amir Khan Mottaki was in Turkey and met Turkish Foreign Minister Cavusoglu. In Ankara, Mottaki was keen for legitimacy for the Taliban government by the international community.

Taliban is looking to get more humanitarian aid, and launch direct flights between the two countries. But the engagement hasn't prevented Turkey from avoiding placing the Taliban flag beside the delegation during the talks. This has not gone unnoticed.

Earlier, Mottaki was in Qatar and held talks with representatives of the US Department of State, first such talks since fall of the Afghan Republic. Next on agenda will be Moscow-hosted talks on 20th of this month. India, Pakistan, China will be present at the talks.

In response to a WION question at weekly press conference on Thursday, MEA Spokesperson Arindam Bagchi said, "We have received an invitation for the Moscow format meeting on Afghanistan on October 20th. We will be participating in it. I don't have a final confirmation who will be attending but it's likely that we will have it at the Joint Secretary level."

Mass burials took place in Kandahar a day after deadly suicide bomb attack that killed dozens of people in a Shiite mosque on Friday. The death toll reached 60 on Saturday. Islamic State-Khorasan (IS-K) has claimed responsibility for the attack.

Hundreds of diggers were seen digging row after row of graves in the city.

The latest massacre came just a week after another IS-claimed attack on Shiite worshippers at a mosque in the northern city of Kunduz that killed more than 60 people.

IS-K said in a statement on its Telegram channels that two of its suicide bombers carried out different attacks on different parts of the mosque in Kandahar.

The group, bitter rivals of fellow Sunni Islamist movement the Taliban, who swept back to power in Afghanistan in August as the United States and its allies withdrew, regards Shiite Muslims as heretics.

UK-based conflict analysis firm ExTrac said Friday's assault was the first by IS-K in Kandahar, and the fourth mass casualty massacre since the Taliban took Kabul.

Researcher Abdul Sayed told AFP the attack "challenged the Taliban claims of holding control on the country. If the Taliban can't protect Kandahar from an IS-K attack, how could it protect the rest of the country?"

The killings triggered international condemnation. UN Secretary General Antonio Guterres condemned the "despicable attack" and demanded those using violence to restrict Afghans' religious freedom be brought to justice.

At the gravesides, mourner Gul Ahmad told AFP of his grief over his brother's slaying: "He had two little children. He had a home to live in. He had everything. The pain of the loss cannot be described with words."

The all-male crowd brought body after body, shrouded in white sheets, as a dust storm was whipped up by the constant digging.

"The world will remember this. The Islamic world will remember this barbarism, specifically the dignified people of Afghanistan," warned another mourner, Muhammad Agha.
