The chair of the Taliban sanctions committee, Indian envoy to UN TS Tirumurti has said that the Taliban gets the travel ban exemption as envisaged under the sanctions region only to attend peace talks.

Envoy Tirumurti said, "Committee fully supports the travel ban exemption for listed Taliban to attend talks that are in the interest of promoting the prospect for peace and stability in Afghanistan. I would remind the member states, however, that the travel ban exemption is for this purpose and this purpose only."

On December 22, 2021, the committee had extended the three-month travel ban exemption for 14 listed Taliban members. The ban continues till March 22, 2022. The country which hosts the peace talks will be required to report to the committee within 30 days from the date of the travel. As part of the travel ban exemption, a limited asset freeze exemption was also given to finance the exempted travel.

The Taliban sanctions committee or the 1988 Security Council Committee lists three kinds of sanctions-- asset freeze, travel ban and arms embargo. Before the Taliban takeover of Afghanistan in August 2021, travel ban exemptions were given to Taliban leadership so that talks can be facilitated with the leadership of the Afghan republic.

On humanitarian assistance and the sanctions region, the chair pointed out that the "Security Council encourages humanitarian providers to use reasonable efforts to minimise" the "accrual of any benefits" whether its direct provision or diversion to "individuals or entities designated on the 1988 sanctions list.". Remember, over 30 listed members of the Taliban who are on the UN Sanctions list now occupy senior cabinet positions and with the world rushing to send support to Afghan people, fear is it might end up with the group.

Ambassador Tirumurti also pointed to the latest report the sanctions' monitoring team that "noted that the ties between the Taliban, largely through the Haqqani Network, and the Al-Qaida and foreign terrorist fighters remain close and are based on ideological alignment and relationships forged through common struggle and intermarriage."

Several countries have asked the Taliban to make sure Afghanistan doesn't become a terrorist safe haven, but so far, no concrete guarantees have be received.

He also warned on IS or the Islamic state's presence in the country, saying, "The continued presence of ISIL and its activities in Afghanistan remains a matter of our concern" and "terrorist attacks have become despicable acts used by this terrorist organization to demonstrate its power and influence in the country and abroad."

Indian envoy TS Tirumurti is the current chair of the committee till 31st December 2022. The Committee comprises all 15 members of the Security Council and makes its decision by consensus. It has two vice-chairs as well, Russia and UAE.

It came into existence in 2011 by splitting the 1267 sanctions regime and passage of resolution 1988. The Committee is mandated to oversee the implementation of the sanction's measures, designate individuals, remove the names on requests among others.

Taliban authorities have warned that they have all the rights to crackdown on dissent and jailed protestors. This comes in as concerns grow over the disappearance of two women activists in Afghanistan.

Earlier this week, two women activists noted that two of their comrades were seized from their homes after they took part in a few demonstrations. According to reports by AFP, Tamana Zaryabi Paryani and Parwana Ibrahimkhel were abducted from their homes in Kabul.

Taliban government spokesman Zabihullah Mujahid has denied that any women were being held. However, he said that the authorities had the right "to arrest and detain dissidents or those who break the law".

"Nobody should create turmoil, because it disrupts peace and order," he said while speaking to AFP.

The United Nations Assistance Mission in Afghanistan called on the Taliban to "provide information" on the whereabouts of both the woman activists.

Ever since the Taliban took over Afghanistan, the situation has not been so good, especially for women.

Demonstrations held by women have become a common phenomenon in the country. The Taliban has previously tried to prevent journalists from covering the march, organised against the "mysterious murders of young people, particularly the country's former soldiers", according to social media invitations.

They also detained a group of reporters and confiscated equipment from some photographers, deleting images from their cameras before returning them.

The Taliban say they have changed and are working on getting more girls back to school after allowing high schools for girls in some provinces to open. But many women and rights advocates remain sceptical.

The Taliban takeover in August has plunged Afghanistan into a humanitarian crisis. Not only poverty and starvation are rampant, but millions of women have also lost their rights to get education and work in the country ruled by fundamentalist forces.

Despite promising to be relatively liberal than their earlier rule in the late 90s, the Taliban administration has reversed several decisions of the ousted civilian government which granted basic rights to Afghan women.

One Afghan woman hiding from the Taliban recently spoke to former US secretary of state Hillary Clinton on a podcast show hosted by BBC on women and war called ‘Women Building Peace’.

In the show, she shared what her life used to look like before the Taliban takeover.

“Before Taliban occupation, I had a beautiful life with multiple opportunities. My life was good. I had the right to education and the right to my civil activities. I had the right to work in my country. I had the right to choose my favourite candidates in the presidential election and also in the parliamentary elections. But after Taliban took over, my life completely changed,” said Lama (named changed to protect her identity), who is placed in a safe house after fleeing Kabul.

“My clothing style changed after August 15. I started to wear burka. In short, I couldn’t use my identity. I should always hide my identity,” she added.

In response, Hillary empathised with the woman and promised to put “international pressure” on the Taliban government to have a lenient approach towards women’s education and work.

“I can only say Lama, that I hope that there will be a way to influence the Taliban regime to have a different approach, at least toward women’s education. So that at least you and others will be able to pursue and continue and complete your education in Afghanistan,” she said.

“And I hope that we can, through international pressure, through other kinds of interventions with the Taliban, persuade them. I will certainly do everything I can to try to provide whatever support, even though it’s from a long distance, that you and other women, particularly young women like yourself, deserve.”

In August last year as NATO forces retreated from Afghanistan at an unprecedented pace, a massive hall of sophisticated weaponry was left behind. These US arms that were left abandoned in Afghanistan have made their way to India where they are being used by local terrorists.

During the final days of the Afghanistan evacuation, the United States conducted a botched drone strike that resulted in the deaths of 10 innocent civilians but at that time the US had tried to brush it off as a tragic mistake. The US central command has now released some declassified surveillance footage which provides more information into the final moments leading up to the deadly strike by the Americans which they later admitted was a grievous mistake on their behalf.

A report by UN International Labour Organisation (ILO) has revealed that ever since the Taliban took over Afghanistan, over half a million people have lost their jobs. Women have been hit especially hard. It is further expected that by the middle of this year, job losses will increase to nearly 700,000.

UN states that this comes as a result of the ongoing crisis in Afghanistan and "restrictions on women's participation in the workplace".

Women employment levels have seen a dip of over 16 per cent in the third quarter of 2021. Also, they are expected to fall by between 21 per cent and 28 per cent by mid-2022.

Ramin Behzad, senior coordinator of the ILO for Afghanistan said, "The situation in Afghanistan is critical and immediate support for stabilization and recovery is required. While the priority is to meet immediate humanitarian needs, lasting and inclusive recovery will depend on people and communities having access to decent employment, livelihoods and basic services.”

Many of the key sectors have also experienced a fall in employment. These include agriculture and the civil service. Also, in construction, the sector’s 538,000 workers have suffered.

The worsening situation may impact child labour levels in the country. Only 40 per cent of children aged 5-17 years old attend school. As per ILO, there are more than 770,000 boys and about 300,000 girls involved in child labour.

Earlier, the UN had warned that Afghanistan is on the brink of 'universal poverty'. UN special envoy Deborah Lyons asked world leaders to come together and help Afghanistan from falling into extreme poverty.

"The economy must be allowed to breathe for a few more months, giving the Taliban a chance to demonstrate flexibility and a genuine will to do things differently this time, notably from a human rights, gender, and counter-terrorism perspective," Lyons said.

Over 500,000 jobs lost in Afghanistan since Taliban takeover, women worst hit

Taliban founder and acting prime minister Hassan Akhund called for international governments to officially recognize the country’s Taliban administration.

Afghanistan: Taliban PM Hassan Akhund makes desperate call for government recognition

The Taliban’s acting prime minister has urged the Muslim nations to officially recognise their government that took over Afghanistan in mid-August last year.

“I call on Muslim countries to take the lead and recognise us officially. Then I hope we will be able to develop quickly,” Mohammad Hassan Akhund told a conference in Kabul to address the country's massive economic crisis.

Global leaders have been reluctant to recognise the Taliban administration due to which they have been unable to receive aid that was once formed the backbone of the economy.

The Taliban has been struggling to pay off the government employees as the western nations led by the United States have frozen their banking assets.

“We do not want anyone's help. We don't want it for the officials," Akhund said, referring to diplomatic recognition.

"We want it for our public," he said, adding that the Taliban had fulfilled all necessary conditions by restoring peace and security.

Jobs have dried up, pushing millions of Afghans into poverty. The United Nations has warned that half the population is threatened with food shortages.

Last month, a special meeting of the 57-member Organisation of Islamic Cooperation (OIC) declined to formally recognise the government, and the new regime's foreign minister was excluded from the official photograph taken during the event.

The OIC did, however, pledge to work with the United Nations to try to unlock hundreds of millions of dollars in frozen Afghan assets.

It also urged Afghanistan's rulers to abide by international obligations regarding the rights of women.

The militant group was slammed for excluding women from government employment, while it has shut secondary schools for girls.

Since taking over Afghanistan in mid-August last year, the Taliban have blocked women public sector employees from returning to work, prevented girls to attend secondary schools, and have shut public universities.

Apart from that, diktat has been issued with regards to their dress code, and long distance trips for women who are not accompanied by a close male relative have been banned.

The authorities have also issued guidelines that prevent television channels from broadcasting serials featuring women actors.

Another important point in the budget was the mention of women staff as they will also get paid. "We count them like they have come back to work. We have not fired them," Haqmal said, adding that the Taliban exchequer is funded by "our own resources" including tax, trade and mining revenue, he added.

When the United States withdrew from Afghanistan last summer, it was left with a critical choice: allow the collapse of a state that had mostly been kept afloat by foreign aid or work with the Taliban, its former foes who were in power, to prevent that outcome.

More than four months after the last U.S. military flight left Kabul, the Biden administration has yet to take a clear decision, opting to muddle along with half-measures amid an escalating humanitarian crisis. Time is running out.

The United States should swallow the bitter pill of working with the Taliban-led government in order to prevent a failed state in Afghanistan. Kneecapping the government through sanctions and frozen aid won’t change the fact that the Taliban are now in charge, but it will ensure that ordinary public services collapse, the economy decays and Afghans’ livelihoods shrink even further.

That’s not in the interest of anyone — including the United States, after 20 years of investment and engagement. A failed state would be fertile ground for extremist groups to thrive, with little room for the West to work with the government — no matter how imperfectly — to prevent further threats.

Afghans are already on a countdown to calamity. Their cash-based economy is starved of currency; hunger and malnutrition are growing; civil servants are largely unpaid; and essential services are in tatters.

It’s no surprise that the United States and its allies responded to the Taliban takeover with punitive measures: halting the flow of aid that had been paying for three-fourths of public spending, freezing Afghan state assets abroad, cutting the country off from the global financial system and maintaining sanctions on the Taliban — which now penalize the entire government they head. That playbook is how Washington typically tries to punish objectionable regimes. But the result has been catastrophic for civilians.

Devastating droughts, the pandemic and the Taliban’s incompetence in governing have all played roles in creating what may be the world’s worst humanitarian crisis. But the West’s immediate steps to isolate the new regime triggered Afghanistan’s meltdown. This was especially the case because the countries that shut off the aid spigot had, over 20 years, enabled the Afghan state’s dependency on it.

Isolation was fast and easy to do: It cost no money or political capital and satisfied the imperative of expressing disapproval.

With aid organizations raising ever-more-desperate alarms, the United States and other Western nations have taken incremental steps to help Afghans by trying to work around the Taliban. Funding for emergency aid delivered by the United Nations and humanitarian organizations has grown, with Washington providing the largest share, nearly $474 million in 2021. The U.S. government also has gradually broadened humanitarian carve-outs from its sanctions and has taken the lead in getting the Security Council to issue exemptions from U.N. sanctions, making it easier for those delivering aid to carry out their work without legal risk.

But these steps are insufficient. The food, support for health care and limited other types of aid being provided will go only so far to alleviate the dire conditions Afghan civilians are experiencing. Restoring a minimally functioning public sector and stopping Afghanistan’s economic free-fall will require lifting restrictions on ordinary business and easing the prohibition on assistance to or through the government. Without that, there’s little hope that humanitarian aid can be more than a palliative. And if the prohibition stands, continued dependence on relief aid is virtually guaranteed because circumventing the state will ensure its institutions wither.

The United States should draw a distinction between the Taliban as former insurgents and the state they now control.

This starts by beginning to lift sanctions on the Taliban as a group (leaving sanctions on some individuals and an arms embargo in place); funding specific state functions in areas such as rural development, agriculture, electricity and local governance; and restoring central-bank operations to reconnect Afghanistan to the global financial system.

Support for public services is especially important because not only do Afghans need those services, but the government is also the country’s single-largest employer.

Taking these steps also will serve Western interests. It will help curb growing migration from the country and rising illicit narcotics production by Afghans desperate for income. It could also produce at least limited opportunity for getting the Taliban to cooperate with the United States to suppress terrorist threats from the Islamic State affiliate in Afghanistan and other groups.

Afghanistan will undoubtedly be more impoverished under the Taliban than it was in recent years, and no country will restore aid to the scale the last government enjoyed. But the population needs a glide path for a diminishing level of support, rather than the abrupt cutoff that hit the economy with a shock wave.

Western capitals’ concerns that such measures would bolster the Taliban’s stature or their ability to divert funds to nefarious purposes could be addressed by imposing restrictions and monitoring.

It’s not surprising that the United States and its allies are reluctant to do much beyond helping hungry Afghans survive this winter. They’re likely troubled by the precedent of legitimizing a militant Islamist group that took power through force. And appearing to turn a blind eye to the Taliban’s past and current human rights violations is deeply unappealing.

I can understand the reluctance, which may also be intended to maintain leverage over the Taliban. But I’ve seen over the last two decades how Western powers have consistently overestimated their ability to get Afghan authorities — whomever they are — to acquiesce to their demands. Governments that were utterly dependent on U.S. security and financial support brushed off pressure to adopt Washington’s preferred peacemaking, war-fighting and anti-corruption strategies.

That’s not to say that the West should abandon efforts to get the Taliban to respect human rights and cooperate on security priorities. But expectations should be modest.

The Taliban are never going to have a policy on women’s rights that accords with Western values. They show no signs of embracing even limited forms of democratic governance. Nor is it likely they will ever take active measures to destroy or hand over remnants of Al Qaeda, even though they might keep a lid on them.

No one in Washington or European capitals can be pleased to contemplate working with this kind of government.

But the alternative is worse, foremost for the Afghans who have no choice but to live under Taliban rule and who need livelihoods.

The tough choice must be made.
