<p>A speeding Rolls-Royce travelling at 200 kmph (kilometres per hour) crashed into the rear of an oil tanker in the Indian state of Haryana, media reports said. As per reports, there were three passengers onboard the tanker truck driving on the Delhi-Mumbai Expressway on August 22, the day the accident took place.</p>

<p>Unfortunately, two of them who were residents of Alwar, namely Rampreet and his co-driver Kuldeep, succumbed to their injuries. Meanwhile, the third passenger sustained injury. According to police, there were three passengers inside the Rolls-Royce as well, all of whom sustained injuries and were rushed to a Gurgaon hospital. &nbsp;</p>

<p>One of the car's passengers was Vikas Malu, the director of Kuber Group, who sustained injuries. Malu's lawyers said that the industrialist was not in the driver's seat.</p>

<p>Media reports quoting senior police officials indicate that the primary cause of the accident rests with the driver of the Rolls Royce car. In the car, the other individuals who were injured in the collision were residents of Chandigarh, Divya and Tasbir.&nbsp;</p>

<p>The blame for the incident was initially&nbsp;pinned on the driver of the diesel tanker with reports saying that he was driving in the wrong side. However, the CCTV footage now reveals a completely different story.&nbsp; The initial account of the fatal accident on the Gurgaon-Dausa section of the expressway has been overturned with the newly surfaced CCTV footage showing that it was Rolls Royce that hit the tanker.</p>

<p>The footage indicates that the Rolls-Royce covered a distance of 40 kilometers in around 12 minutes, culminating in a catastrophic collision at the 40.9-kilometre mark of the expressway.</p>

<p>The state education department also took action by serving a notice to Neha Public School. The Basic Shiksha Adhikari of Muzaffarnagar, Shubham Shukla, communicated the notice to the school management, demanding a response by August 28.</p>

<p>The commissioner, who is also the EU’s executive vice president, outlined the comprehensive nature of the negotiations, emphasising the EU's intention to craft a thorough agreement. "From the EU, we're aiming for a deep and comprehensive free trade agreement, which covers not only traditional tariff questions but also other questions including on sustainable development," he explained.&nbsp;</p>

<p><strong>WION: </strong>You are coming from Jaipur where the G20 trade ministers met, what kind of conversations took place, what is your assessment?</p>

<p><strong>Valdis Dombrovskis: </strong>First of all, I would like to congratulate India on a very successful G20 trade ministers' meeting. So, indeed we had a very good trade ministers meeting. But I'm hearing this also from other ministerial meetings... about the organisation of meetings and indeed also reaching substantial agreements. So as regards our G20 trade ministerial meetings over a number of topics we covered including insurance, resilience of supply chains in a current more conflictual geopolitical context, discussing digital tools to facilitate trade, participation, and trade related to small and medium-sized enterprises. And we're making progress across all sectors.</p>

<p><strong>WION: </strong>Sir, any update on the India-EU FTA? This is something that has been part of the conversation as one of the key things when it comes to the EU-India relationship.</p>

<p><strong>Valdis Dombrovskis: </strong>Indeed, I'm using this visit also to have bilateral discussions including on the progress we're making on the free trade agreement, and investment protection agreement..to achieve agreement as soon as possible. There is still a lot of ground to cover. Also, in terms of the scope of the agreement, because, from the EU, we're aiming for a deep and comprehensive free trade agreement, which covers not only traditional tariff questions but also other questions including sustainable development to avoid a situation where trade is causing harm to the environment or leads to lower labor standards. So we'll need to discuss how to properly address all those topics.&nbsp;</p>

<p><strong>WION: </strong>Any deadline when it comes to FTA talks? I know when it comes to FTA talks, these aren't easy conversations. So any deadline you're looking at?</p>

<p><strong>Valdis Dombrovskis: </strong>As we are seeing in the EU, it's substance over deadlines. So we are willing to engage intensively and continue to work.. but at the end of the day, we need to get the substance right.</p>

<p><strong>WION: </strong>So India has been calling for reforms of the World Trade Organization. What is your take? On the reforms of the body?</p>

<p><strong>Valdis Dombrovskis: </strong>Well, indeed, that's very much also the EU's view. This was also one of the topics we discussed at G20. And I think the G20 can be an important player in this regard in preparation for the WTO ministerial meeting and it is something that was being agreed also among broader WTO membership in the last ministerial conference that we need to work on this WTO reform. We need to bring WTO into the 21st century, with ways to address climate change, with ways to function in a digital economy, and also to address new challenges stemming from the socio-economic model of China like questions on industrial subsidies and transparency of industrial subsidies, the role of state-owned enterprises and property rights. And when we discuss WTO, another important element for WTO reform is the restoration of the functioning of the dispute settlement system which we.. as we know currently... is not working because the appellate body is blocked.</p>

<p><strong>WION: </strong>Movement of people from India to EU especially skilled migration, what kind of conversation has been happening? Are you looking at a mobility pact with India? Several EU countries have signed a pact... eager to sign. For example, Italy.&nbsp;</p>

<p><strong>Valdis Dombrovskis: </strong>It must be said this is not an area that I'm covering in the European Commission. As regards our free trade agreement negotiations, they are covering some specific aspects of mobility like the mobility of professionals in the provision of services. So these discussions, we are obviously going to have in the context of our negotiations.&nbsp;</p>

<p><strong>WION: </strong>So the import of refined oil products from India to the European Union, what sort of policy you have, because there have been comments coming from the EU especially the refined products, which are made from Russian crude oil..</p>

<p><strong>Valdis Dombrovskis: </strong>Well, it's a new phenomenon and indeed we are currently assessing it. I'd say it's a cause of concern because we have introduced sanctions against Russia and the largest revenue source for the Russian budget is oil and oil products export. So with the EU oil embargo, with G7 plus price cap, we aim to reduce Russia's oil revenue. We know that Russia is actively seeking new markets. But now when we see a situation where many refined products are arriving into the EU market, which are made from Russian oil, that actually defeats the purpose of why those sanctions were put in place originally, so we're currently assessing what can be responsible.&nbsp;</p>

<p><strong>WION: </strong>And have you raised the matter with the Indian side ever? Do you plan to raise? Is it part of the conversation, not in the context of your conversation which perhaps is happening, but otherwise, as well?&nbsp;</p>

<p><strong>Valdis Dombrovskis: </strong>Well, indeed, obviously, we're raising it with our Indian counterparts. And I would also say the broader question of avoidance of sanctions and conventions by Russia is something we are in discussions with quite a number of countries.&nbsp;</p>

<p><strong>WION: </strong>Have you raised with your counterpart?</p>

<p><strong>Valdis Dombrovskis: </strong>Well, I have been raising this. This is not part of our FTA negotiation but it's something we are obviously flagging. It's a topic we are currently assessing.</p>

<p><strong>WION: </strong>You will be holding the EU-India High-Level Dialogue on Trade and Investment with Indian trade minister Piyush Goyal, what will be discussed?</p>

<p><strong>Valdis Dombrovskis: </strong>Number of areas which we need to cover. Obviously, we'll take stock of the progress of our FTA negotiations, but we are also discussing the state of play over our existing trade and investment relations. Trade irritants, what can be done to remove them, what can be done to facilitate trade, also in a current context, before we have an FTA.</p>

<p><strong>WION: </strong>And what irritants can you talk about?</p>

<p><strong>Valdis Dombrovskis: </strong>Well, I think there are a number of topics that are well-known from both sides, which we need to discuss. Maybe I will not go into detail. I will be raising it directly with my counterparts. I will say, that's a fact when you have intensive trade relations between countries, regions inevitably some issues which are emerging. So what is important is not the issues but there is a willingness to resolve those issues from both sides and we try to do so.&nbsp;</p>

<p>The Central Reserve Police Force (CRPF) deployed in the Union Territory of Jammu and Kashmir has been provided with a ‘Wheeled Armoured Amphibious Platform’ (WHAP) vehicle, designed both for land and water operations. Wheeled Armoured Amphibious Platform’ (WHAP) vehicle is an 8×8 vehicle developed by the Defence Research and Development Organisation (DRDO).&nbsp;</p>

<p>WHAP vehicle has been developed with a focus on ballistic armoured protection and augmented blast resistance. It has a 600-horsepower engine and automatic transmission and has a 7.62 mm Remote Controlled Weapon Station (RCWS) for precision targeting.&nbsp;</p>

<p>The Government of India provided the Indian army with the same vehicle in 2022 for the soldiers deployed in the eastern sector of the Ladakh region. CRPF has become the first paramilitary force to induct the Wheeled Armoured Amphibious Platform vehicle.&nbsp;</p>

<p>The CRPF's WHAP variant, unlike the Indian army’s Infantry Protected Mobility Vehicle (IPMV), has actual amphibious capabilities as it incorporates water jets.</p>

<p>This addition equips the CRPF to navigate aquatic obstacles providing a tactical advantage. The specific amphibious capability would help the CRPF in operations which are sometimes in swamps, lakes, and lagoons.&nbsp;</p>

Wheeled Armoured Amphibious Platform’ (WHAP) vehicle is an 8×8 vehicle developed by the Defence Research and Development Organisation (DRDO). WHAP vehicle has been developed with a focus on ballistic armoured protection and augmented blast resistance. It has a 600-horsepower engine and automatic transmission and has a 7.62 mm Remote Controlled Weapon Station (RCWS) for precision targeting. The weight of this vehicle is 24 tons and it has a length of 8 metres with a breadth of 3 metres. It is fully bulletproof. It can move in rivers against the waves. It has an automated system in place. It has a remote-control weapon system which has extreme precision while targeting. It can also fire tear smoke shells,'' said Shish Pal, CO CRPF. The Government of India provided the Indian army with the same vehicle in 2022 for the soldiers deployed in the eastern sector of the Ladakh region. In 2022, China boasted a robust 61 per cent female labour force participation rate, whereas India lagged significantly at just 24 per cent.</p>

<p>India can no longer attribute China's larger population as the sole rationale for its superior GDP. This prompts a crucial question: <strong>does this surplus of female labour participation truly underpin China's formidable GDP?</strong> Maybe, Yes.</p>

<p>“The high participation of women in the workforce in China is a combination of its socialist legacy and subsequent economic reforms and opening up after Mao Zedong's (Chinese communist leader and founder of the People's Republic of China) passing. The high level of investment by the state in human capital, education and health is one of the key achievements of Mao era (1949-78). It also emerged from the socialist understanding that both men and women had to participate in labour - starting from agricultural production,” <strong>Dr Anand P. Krishnan, Fellow, Centre for Himalayan Studies, Shiv Nadar Institution of Eminence, Delhi NCR, and Visiting Associate Fellow, Institute of Chinese Studies in Delhi told WION.</strong></p>

<p>Following initiatives to protect women's rights, including the marriage law passed after the People's Republic's establishment, Chinese women have enjoyed increased mobility and opportunities. This trend continued with economic reforms since the 1980s, leading to more women pursuing higher education and careers. Declining urban birth rates reduced childcare responsibilities, allowing women to delay starting families. Marriage rates have fallen as women prioritise careers, leading to a rise in female CEOs and a strong presence in retail and service industries. They are also increasing moving to heavy labour intensive sectors - like women constitute nearly 14-16 per cent of all construction workers, explains Dr Krishnan.</p>

<p>The recent dip in the female labour force participation rate to 61 per cent has also got the Party-state to come up with plans to address it. Such as a <a href="https://www.sixthtone.com/news/1008606">10-year plan for women's development</a>.</p>

<p>The Party-state is also intending to ask employers not to mention gender preferences in job advertisement, and also not ask women about their marital and pregnancy status.</p>

However, the female labour force participation rates for that year painted a strikingly different picture; China's workforce encompassed a formidable 338.6 million, whereas India's tally was a mere 112.8 million. So, even though India's working-age demographic group almost mirrored China's in size, but its labour force was noticeably smaller.</p>

If we assume that the labour force participation rate (LFPR) remains constant at its most recent levels for both countries, it'll be approximately 27 years before this milestone is reached. It's only in 2051 that India is projected to outpace China in terms of labour force numbers, assuming all other factors remain unchanged. These projections are based on United Nations population estimates spanning up to the year 2100.</p>

<p>Now, if India's LFPR were to surge to 60 per cent, this shift could occur by 2040. However, for India's labour force to surpass China's in absolute numbers by 2030, India's LFPR would need to make a sharp jump from its current level, which hovers at around 58 per cent (based on the labour force participation rate by usual status for the 15-64 age group as estimated by the Periodic Labour Force Survey, 2021-22), to 71 per cent within the next seven years. Achieving such a significant improvement in such a short span of time seems highly unlikely.</p>
