India, Sri Lanka and Japan have agreed to develop East Container Terminal (ECT) in Colombo's South Port. The three countries signed a Memorandum of Cooperation (MoC) in Colombo with India being represented by its High Commissioner - Taranjit Singh Sandhu.

A release from the Sri Lankan Port Authority (SLPA) said, "The three governments will work out details based on the MOC at joint working group meetings and advance their cooperation towards early commencement of work and operation of the ECT."

Central Bureau of Investigation (CBI) on Tuesday denied issuing a second summon to former Kolkata police chief Rajeev Kumar after he failed to appear at the agency's office on Monday in connection with the ongoing investigation into Saradha chit fund scam.

"No second notice has been issued to former Kolkata Police Commissioner Rajeev Kumar," the probe agency said in a statement.

Kumar, who had failed to appear before the CBI on Monday, had written a letter to the probe agency saying he is on leave. The agency will take the next course of action accordingly, CBI sources had said.

Kumar, who is accused of tampering with evidence in the multi-crore Saradha scam, was summoned on May 26 by the probe agency to appear before it at 10 am the next day.

A Look-Out Notice was issued against Kumar by the agency even as CBI officials claimed that they were unaware of his whereabouts. Airports and land ports were alerted and officials were asked not to allow him to leave the country.

He had earlier headed the West Bengal Police's Special Investigation Team (SIT) that probed the scam.

The CBI, in its plea before the Supreme Court, had sought permission for custodial interrogation of Kumar for his alleged role in destroying evidence in the case. It had said that there was prima facie evidence against him of "trying to destroy or tamper with evidence and shield high and mighty" in the case.

The CBI had also argued that Kumar's custodial interrogation was required to probe the larger conspiracy to unravel the nexus between directors of Saradha Group and politicians, apart from his and other police officials' role in causing disappearance and destruction of evidence.

The agency had claimed that Kumar did not disclose any crucial information he was privy to.

On May 24, the Supreme Court had refused to entertain a plea filed by Kumar seeking an extension of the seven-day period granted to him to approach a competent court for protection from arrest in connection with the case.

Kumar had approached the apex court seeking an extension of protection from arrest, claiming that he was not able to access legal remedies in West Bengal since lawyers in the state were on strike.

An unprecedented chain of events unfolded on February 3 when a CBI team was detained by Kolkata Police when it reached Kumar's residence to question him. It was followed by West Bengal Chief Minister Mamata Banerjee's visit to the officer's home. The CBI officers were taken to a police station and later released.

However, Hyderabad IG Stephen Raveendra and AP Vigilance DG Gautam Sawang`s meeting with Reddy created much curiosity as soon after they met reports popped up that Stephen Raveendra will be made AP Intelligence Chief.

Further reports suggested that Gautam Sawang will be made the DGP of Andhra Pradesh.

He would have held the post last year itself if former chief minister N Chandrababu Naidu had not opted for RP Thakur.

YSRCP had continuously made allegations against Thakur. Now Sawang replacing Thakur is almost confirmed.

On the other hand, many YSRCP leaders also met with Reddy. The party has reportedly decided to go for legal option on the counting of Guntur and Srikakulam Lok Sabha seats. Guntur MP candidate M Venugopal Reddy, Srikakulam MP candidate D Srinivas, senior leaders Vijayasai Reddy, S Ramakrishna Reddy held talks with Jaganmohan Reddy.

The TDP has won both the seats. However, YSRCP candidates are of the opinion that the returning officers (RO) did not consider the postal ballot and service votes.

They think that they would have won the election if ROs considered the postal and service votes.

According to reports, the party has decided to file a petition in the High court seeking to recount of votes in these two seats.

Jaganmohan Reddy will visit his hometown Pulivendula in Kadapa district today.

He will go to Idupulapaya Estate and pay tributes to his father YS Rajasekhara Reddy.

Jaganmohan Reddy`s swearing-in ceremony will be held on May 30.

After the swearing-in ceremony, Reddy and Telangana Chief Minister K. Chandrashekar Rao will reportedly fly to Delhi to attend the swearing-in ceremony of Prime Minister Narendra Modi.

The Congress party is battling a crisis - to convince Rahul Gandhi to drop his insistence to resign as party chief. A plethora of Congress leaders made a beeline outside Rahul Gandhi's residence at Tuglaq Lane in New Delhi on Tuesday morning to meet him. But Rahul refused to meet them.

Among those leaders were Rajasthan Deputy Chief Minister Sachin Pilot, Chief Minister Ashok Gehlot, senior Congress leaders KC Venugopal and Pramod Tiwari. Instead of Rahul Gandhi, these leaders met party general secretary Priyanka Gandhi Vadra who had rushed to her brother's house in the morning.

Rahul also refused to meet top leaders collectively in the evening. The senior leaders wanted that he should meet the core committee members together, but the idea was rejected. Even individual appointments were cancelled in the evening.

Most of the leaders who met Priyanka Gandhi Vadra refused to come on record. The only leader who was able to meet Rahul was chief of Congress's media wing, Randeep Surjewala, but his meeting was limited to brief on the current news cycle. The indication is clear that Rahul Gandhi will not change his decision to step down and has built pressure on the party to announce his resignation.

Most of the senior Congress leaders are against his resignation. One source even suggested that Rahul may take up the responsibility of Leader of the Party in Lok Sabha but for that too, the party will need to formally announce his resignation. The Congress has 52 seats, two less than 10 per cent of the strength of the Lok Sabha because of which Congress will not get the position of Leader of Opposition.

The Congress, decimated in the Lok Sabha polls, has seen a slew of resignations from senior party leaders who have taken moral responsibility for the rout. Uttar Pradesh Congress chief Raj Babbar, Delhi Congress chief Sheila Dikshit, Odisha Congress unit president Niranjan Patnaik and senior Congress leader in Karnataka HK Patil have sent their resignations to the Congress president.

The Parliament session will begin from June 6 and Congress will have to take a final call on the leadership issue. On top of it, three big states - Maharashtra, Haryana and Jharkhand - will go to polls in December. The Congress lost all three states last time around. So, it becomes imperative for the party that it has a leader at helm of affairs before political activity picks up in Delhi again.

What is surprising this time is that unlike 1999, no popular mobilisation of Congress workers took place for Rahul Gandhi. In 1999, when Sharad Pawar had called Sonia Gandhi a foreigner, Congress workers were all over Delhi protesting and supporting Sonia Gandhi. But this time around, such public response from the party remains absent.
