Odisha Chief Minister and BJD president Naveen Patnaik has invited Prime Minister Narendra Modi and leaders of different political parties to his swearing-in ceremony scheduled to be held here on Wednesday, party sources said Monday.

Patnaik will take oath as the chief minister for the fifth time in a row at 10.30 am on Wednesday.

"A special message has been sent to Delhi to invite the Prime Minister for the swearing-in ceremony of the new government in Odisha," sources in the Biju Janata Dal (BJD) said.

Invitations have also been sent to leaders of different political parties in the state. However, the invite to the prime minister is significant as Patnaik had during election campaign given an open invitation to Modi.

Patnaik at an election meeting at Basta under Balasore Lok Sabha constituency had invited Modi to his swearing-in, after Modi in a public meeting announced that he would again visit Odisha to attend the swearing-in ceremony of the next BJP government in the state.

Modi had also predicted that Patnaik's government will be out of power after the May 23 poll result announcement.

In his reply, Patnaik had said, "BJD has already secured a majority in the Assembly by the end of the third phase of polling. I humbly invite him (Modi) to attend the oath-taking ceremony of the new BJD government."

Apart from the prime minister, the state government has also invited captains of industries, members of women self-help groups and others to the ceremony.

More than 5,000 people will attend Patnaik's swearing-in.

The BJD supremo's elder sister Gita Mehta and other members of his family may also attend the function.

This time, Patnaik will take oath at the exhibition ground here. In earlier four occasions, he had taken oath at Raj Bhavan.

Director General of Police R P Sharma and other senior officers reviewed the security arrangements at the new venue.

Governor Prof Ganeshi Lal will administer the oath of office to Patnaik and his council of ministers.

Patnaik had on May 24 tendered resignation of the council of ministers headed by him. He had on Sunday met the governor and staked claim for government formation.

After being satisfied that the BJD commands a majority in Odisha Legislative Assembly, the governor extended an invitation to the party chief to form the new government, an official communication said.

The Patnaik-led BJD has secured 112 seats in the 147-member Odisha Assembly followed by BJP that won 23 seats and Congress with nine seats.
An independent and CPI(M) won one seat each.

DRDO on Monday successfully test fired the new version of the Akash surface to air defence missile system with a new indigenously-developed seeker.

The missile was test-fired in Balasore off the Odisha coast.

This is the second successful test of the missile in last two days as a successful test was done by them on Saturday also.

This is a new version of the missile fitted with an indigenous seeker.

Akash missile is a medium range Surface to Air Missile with multi-target engagement capability.

The missile was developed as part of Integrated Guided-Missile Development Programme (IGMDP) other than Nag, Agni, Trishul, and Prithvi missiles.

The supersonic Akash missile has a range of around 25 km and up to the altitude of 18,000m.

The missile uses high-energy solid propellant for the booster and ramjet-rocket propulsion for the sustainer phase. The missile system is said to be highly mobile.

Several variants of the missile- Akash MK1, Akash-MK2 with improved accuracy and higher ranges are under development by the Defence Research and Development Organisation (DRDO).

The Akash missile system was formally inducted into the Indian Air Force on July 10, 2015, and in Indian Army on May 5, 2015. In September that year, the Defence Acquisition Council cleared seven additional squadrons of the missile for the Air Force.

However, the missile system has been bogged in controversies with a Comptroller and Auditor General (CAG) report in 2017 stating that as many as 30 per cent of the missiles failed when tested.

The Indian Army too had said in 2017 that the missile does not meet its operational requirements due to higher reaction time.

India is slowly plugging holes in its air-defence elements by developing advanced surface-to-air missile named MRSAM- Medium Range Surface to Air Missile in collaboration with Israel.

Besides that, five regiments of renowned S-400 air defence system are under procurement from Russia. The delivery is slated to begin in 2020.

A 26-year-old female doctor allegedly committed suicide on May 22 in the premises of a government-run hospital in India’s Western State of Maharashtra.

Payal Tadvi’s body was found hanging in the doctor’s hostel where she stayed as a trainee resident doctor. It is being alleged by the girl’s family that Payal was constantly being harassed with casteist slurs by her senior colleagues.

Following the death of the tribal doctor, the family and the tribal welfare societies have decided to protest near the Nair hospital in Mumbai Central, against the hospital administration and slow pace of investigation by police in this case. However, police has booked three of Payal’s colleagues who allegedly harassed her for being a tribal woman.

Mother of the victim, Abeda Tadvi claims that her daughter’s complaints were ignored by the hospital administration and the lecturers of the Topiwala national medical college.

Payal was pursuing her post-graduation course in gynaecology at the Topiwala National Medical College, which is attached to the BYL Nair hospital. Her family informs that in December 2018, she informed them about the relentless harassment by her seniors. Payal’s husband Dr Salman also complained to the department head about the harassment, however, no strict action was taken. Payal who ended her life on May 22 was the first from her family to pursue a course in medicine.

After the family’s allegations, the Maharashtra police has booked Dr Hema Ahuja, Dr Bhakti Mehar, and Dr Ankita Khandelwal for abetment to suicide and under sections of the Maharashtra Prohibition of Ragging Act and the Prevention of Atrocities Act. Tadvi had time and again spoken about the harassment to her parents and husband.

In December 2018, her mother gave a written complaint about the three doctors to the head of the department, but the Dean of the college refuses to receive such a letter from the mother or the deceased.

India's slowing economic growth is of serious concern and the country needs to urgently cut tax and interest rates to revive the economy, a top industrial body said on Monday ahead of the inauguration of Prime Minister Narendra Modi's second term.

The economy grew 6.6% in the three months to December - the slowest pace in five quarters - and the Federation of Indian Chambers of Commerce & Industry (FICCI) said the bigger worry was that domestic consumption was not growing fast enough to offset a weakening global economic environment.

"The recent signs of slowdown in the economy stem not only from slow growth in investments and subdued exports but also from weakening growth in consumption demand," FICCI said in a statement suggesting various measures the government could adopt in the next budget expected in a month.

"This is a matter of serious concern and if not addressed urgently, the repercussions would be long term."

Modi - who won a thumping majority in the general election despite the agricultural sector's economic woes, a shortage of jobs and the stuttering economy - takes oath of office on Thursday and will need a finance minister who can help navigate through the challenges facing the economy.

Some of the issues are slowing industrial output and manufacturing growth, slumping car and two-wheeler sales, and a drop in airline passenger traffic.

FICCI said the new government should cut corporate and individual taxes, expand a programme of handing 6,000 rupees ($86) a year to poor farmers to boost consumption demand and consider tax concessions for export-oriented manufacturers.

The Confederation of Indian Industry, another industry body, said it was crucial to reduce the income tax burden and expand the scope of investment allowance to all sectors, while higher incentives should be given to exporters.

The FICCI also called for an interest rate cut from the Reserve Bank of India (RBI), as real interest rates have remained high for a long time with commercial banks reluctant to pass on the benefits of recent cuts.

When Modi took power for the first time in 2014, global oil prices slumped. But as he gets set for a second term, rising oil prices could push the current account deficit higher.

The body also said the trade war between the United States and China could further slow down global trade and hurt India's already sluggish exports.

"Amidst rising uncertainties and economic challenges on both the domestic and global front, there is an urgent need to re-energise the engines of growth and pump prime the economy," FICCI said.

"The upcoming budget...is an opportunity for the government to boost consumption and investments through appropriate fiscal stimulus and policies."

Government bureaucrats have started consultations with industry bodies, such as the FICCI, before the budget.

Talking about the strength and the modernization of the IAF fleets Dhanoa asserted that the Sukhoi-M30, Tejas and Rafale will soon arrive to replace the older aircraft which are in need of an upgrade.

"The MiG-21 Bison which is our main operational aircraft today has upgraded capabilities, it has significantly upgraded capabilities much advanced than the old MiG-21's."

Sahdev Samrat (30), a native of Thothapara area, was attacked with sharp-edged weapons on Saturday night when he went to attend a wedding in the nearby Kostapara area in Bhairamgarh town, a local police official said.

He noticed that four to five men, armed with sharp weapons, were looking for him following which he tried to escape, he said.

However, the assailants chased Samrat and beat him up brutally with sticks and attacked him with axes and knives, killing him on the spot, the official said, adding they were suspected to be Naxals.

Samrat was as an auto-rickshaw driver and also a local worker of the ruling Congress, he said.

“It was not clear why he was killed as no Maoist pamphlet or note was recovered from the spot,” the official said, adding that efforts were on to trace the assailants.

A case was registered and a probe was underway from all angles, including personal enmity, he said.

The CBI has summoned former Kolkata police commissioner Rajeev Kumar on Monday for questioning in connection with the Saradha ponzi scheme case, officials said.

The Central Bureau of Investigation's (CBI's) move came shortly after the West Bengal government reinstated Kumar as the additional director general of the CID.

A four-member CBI team visited Kumar's official residence in Kolkata on Sunday evening to serve the notice after repeated efforts to contact him over phone failed, officials said.

The 1989-batch IPS officer has been asked to be present at the Salt Lake office of the agency by Monday 10 am, an officer said.

After failing to find Kumar at his residence on Loudon Street, the CBI officers went to Kolkata Police Deputy Commissioner (South) Meeraj Khalid's office at nearby Park Street.

Later, on learning that the state government issued an order reinstating Kumar as the ADG and IGP of the CID, the CBI officers went to the CID headquarters at Bhawani Bhawan.

"As our officers could not find Kumar at his official residence, they went to all these places where he could possibly be found to serve the summons.
We have served the summons at all these places," a source said.

The CBI has also issued a lookout notice against Kumar. All the airports and immigration authorities have been alerted to prevent him from leaving the country and intimate the agency about any possible move, officials said.

The agency wants custodial interrogation of Kumar in connection with the chit fund scam as he was heading the special investigation team (SIT) of the West Bengal police to probe the case before the CBI took over, the officials said.

The CBI had told the Supreme Court that custodial interrogation of Kumar was necessary, saying he was not co-operating in the probe and he was "evasive" and "arrogant" in answering the queries put to him during questioning.

Solicitor General Tushar Mehta, who was appearing for the CBI, had said Kumar was the incharge of investigation by the SIT and had allowed the release of mobile phones and laptops, which were seized from the accused and contained crucial records of alleged involvement of political functionaries in the scam.

Mehta had said the seized mobile phones and laptops were not even sent for forensic examination and material evidence were destroyed in the case
The apex court had asked the CBI last month to furnish evidence for seeking custodial interrogation of Kumar in the Saradha case, saying it has to be satisfied that the agency's request was "bona fide" and not for "political purposes".

The court had on May 17 withdrawn protection given to Kumar from any arrest and had asked the CBI to proceed as per law. It gave a week's time to Kumar to approach the competent court for anticipatory bail.

Kumar had again approached the top court last Monday, seeking extension of the protection and saying the courts in West Bengal were not functioning due to a lawyers' strike. This petition was rejected, following which Kumar had approached a Kolkata court with an anticipatory bail.

In January, the Centre and the state government had faced an unprecedented standoff after a CBI team, which reached the residence of Kumar for questioning, had to retreat after the police refused to let it enter and detained its officers.

Chief Minister Mamata Banerjee came in the defence of Kumar and started a sit-in to protest against the Centre's move.

The Supreme Court had on February 5 had prevented the agency from any coercive action against Kumar and directed him to appear and co-operate in CBI questioning at a "neutral place". He was questioned by the CBI for nearly five days in Shillong from February 9.

The ponzi scheme scam was over Rs 2,500 crore by the Saradha group of companies, which had duped lakhs of customers promising higher rates of returns on their investment, the CBI has alleged.

Similar modus operandi was adopted by other ponzi companies like Rose Valley operating in West Bengal, Odisha and North Eastern states where gullible investors were duped, it said.

The Supreme Court had ordered a CBI probe in which the agency has allegedly detected collusion of scheme operators, police personnel, politicians among others, the officials had said.

The CBI Saturday arrested a lawyer representing some of the accused in the Narendra Dabholkar murder case along with a member of the right-wing organisation Sanatan Sanstha.

Advocate Sanjeev Punalekar and Vikram Bhave, a member of the Sanatan Sanstha, are accused of helping in the destruction of evidence, said an official of the Central Bureau of Investigation.

The Sanatan Sanstha came under investigators' scanner after Dabholkar's killing.

The duo was arrested in Mumbai and will be produced before a Pune court Sunday, the official said.

Preliminary probe revealed that Punalekar and Bhave had links with the two men who allegedly killed Dabholkar and helped in the destruction of evidence apart from providing other assistance, he said.

Dabholkar, a renowned anti-superstition activist, was shot dead while he was out on a morning walk in Pune on August 20, 2013.

Bhave is a convict in the 2008 Gadkari Rangayatan blast case, and currently on bail.

After he was released on bail, Bhave penned a book in Marathi, titled 'Malegaon Sphotamagil Adrushya Haat' (The invisible hand behind the Malegaon blast).

It is suspected that it was Bhave who identified Dabholkar for the shooters, the CBI official said.

So far, six people, including Sanatan Sanstha member and ENT surgeon Virendrasinh Tawde, Sachin Andure and Sharad Kalaskar, have been arrested by the CBI in the Dabholkar case.

The CBI had claimed that Tawde was the "mastermind" of the conspiracy to kill Dabholkar and veteran CPI leader and rationalist Govind Pansare.
Pansare was killed in Kolhapur in February 2015.

Andure and Kalaskar were the ones who shot Dabholkar, the CBI has claimed.

The agency had also arrested Rajesh Bangera, Amol Kale and Amit Digvekar in connection with the conspiracy.

Bangera and Kale are also accused in the Gauri Lankesh murder case.

Lankesh was shot dead in Bengaluru on September 5, 2017.

The Goa-headquartered Sanatan Sanstha condemned the arrests Saturday.

"The arrest of Sanjeev Punalekar, national Secretary of Hindu Vidhidnya Parishad, and Vikram Bhave, RTI activist of the Parishad, in the Narendra Dabholkar murder case is strongly protested," the Sansta said in a press note.

The arrests, which took place when a "pro-Hindutva government is in power", smacked of a conspiracy, it said.
