The CBI has issued a Look Out Notice against former Kolkata Police Commissioner Rajeev Kumar, whose custodial interrogation it has sought in connection with the Saradha scam, to prevent him from leaving the country, officials said Sunday.

All airports and immigration authorities have been alerted by the CBI this week to prevent him from leaving the country and intimate the agency on any possible move, they said.

The agency wants custodial interrogation of Kumar, a 1989-batch IPS officer, in connection with Rs 2500 crore Saradha ponzi scam as he was heading the Special Investigation Team of West Bengal Police to probe the case before CBI took over, they said.

The CBI had told the Supreme Court that custodial interrogation of Kumar was necessary as he was not cooperating with the probe and he was 'evasive' and 'arrogant' in answering queries put to him during his questioning by the agency.

Solicitor General Tushar Mehta, who was appearing for the CBI had said Kumar was the in-charge of an investigation by the SIT and had allowed the release of mobile phones and laptops, containing crucial records of the alleged involvement of political functionaries in the scam, which were seized from the accused.

Mehta had said the seized mobile phones and laptops were not even sent for forensic examination and material evidence was destroyed in the case The apex court had last month asked CBI to furnish evidence for seeking custodial interrogation of Kumar in the Saradha case, saying it has to be satisfied that the agency's request was 'bona fide' and not for 'political purposes.'

The apex court on May 17 had withdrawn protection given to Kumar from any arrest and had asked the CBI to proceed as per law.

"We have withdrawn the protection given to Rajeev Kumar vide order dated February 5," the bench headed by Chief Justice of India Ranjan Gogoi had said but gave a week's time to Kumar to approach the competent court for anticipatory bail.

Kumar had again approached the Supreme Court on May 20 seeking an extension of protection claiming that the courts in West Bengal were not functioning due to lawyers' strike.

This petition was rejected following which Kumar had approached a Kolkata court with anticipatory bail.

In the last week of January, the Centre and West Bengal government faced an unprecedented standoff after a CBI team which reached the residence of Kumar, then Kolkata police commissioner, for questioning him had to retreat after local police refused to let it enter and detained its officers.

Chief Minister Mamata Banerjee came in the defence of Kumar and started a sit-in to protest against the Centre's move.

The Supreme Court on February 5 had prevented the agency from any coercive action against Kumar and directed him to appear and co-operate in CBI questioning at a "neutral place".

He was questioned by the CBI for nearly five days at its office in Shillong from February 9 onwards.

The Saradha group of companies duped lakhs of customers promising higher rates of returns on their investment, the CBI has alleged.

Similar modus operandi was adopted by other ponzi companies like Rose Valley operating in West Bengal, Odisha and North Eastern states where gullible investors were duped, it said.

The Supreme Court had ordered a CBI probe in which the agency has allegedly detected collusion of scheme operators, police personnel, politicians among others, the officials had said.

Surat fire: FIR registered against coaching centre owner, builders of complex

All set for a second term as prime minister, Narendra Modi said Saturday his government will now begin "a new journey to build a new India with new energy" and reached out to minorities, saying the ruling alliance has to win their trust and work without any discrimination.

In his over 75-minute address after being elected the leader of the BJP-led National Democratic Alliance, Modi said the massive mandate has multiplied responsibilities, and advised lawmakers on their public conduct, saying they should avoid speaking to the media for publicity and shun the "VIP culture".

However, it was his suggestion to the MPs in his maiden speech to them that they work without any discrimination and win the trust of minorities that stood out as the alliance, especially the BJP, is often criticised for being indifferent to their concerns and not pursuing inclusive politics.

"Our mantra should be 'sabka saath, sabka vikas and sabka vishwas' (with all, for everybody's development and having everyone's trust)," he said in the speech which he began by bowing to the Constitution.

"They (minorities) cannot be handed over to them (Opposition), who benefit because we keep quiet," Modi said at Parliament's Central Hall, accusing his rivals of making minorities live in fear and exploiting them during elections as part of their vote-bank politics.

He said the poor were deceived all these years but his government managed to break through this "deception" and improved their lot and asked NDA MPs to similarly smash through the deception around minorities.

"Minorities were deceived, like the poor. Minorities were made to live in fear," the prime minister said.

It would be good if their education, social and economic standards are lifted up, he said, lamenting the minorities were instead made to live in an "imaginary fear".

"We have to break through this deception. We have to win their trust... It is a big responsibility that we have to fulfil. Those who vote us are ours and even our most trenchant opponents are ours. We cannot believe in any discrimination," he said.

Invoking the 1857 war against the British rule, he said all communities worked shoulder-to-shoulder for self-rule then and called for replicating a similar unifying spirit for good governance now as India readies to celebrate the 75 years of independence in 2022.

"The Constitution is supreme for us. Whatever form of worship we follow at home but outside there cannot be a bigger God for us than Bharat Mata (Mother India)," he said, likening the country's 130 crore citizens to 130 crore 'Gods' who should be served by the ruling alliance with a similar spirit.

The BJP-led NDA that won 353 of the 542 Lok Sabha seats for which elections were held, made huge inroads in different sections of society.
However, minorities mostly voted for the opposition due to their wariness over BJP's Hindutva politics, political watchers believe.

"We stand for those who trusted us and also for those whose trust we have to win... We have to take everyone along to take India to new heights in the 21st century," Modi said.

With speculation rife over who will join his Council of Ministers, Modi said he was yet to go through the details of all the NDA MPs and asked them to not trust media reports in this regard, adding they are aimed at creating confusion and often put out with "bad intentions".

Many "Narendra Modis" have cropped up in the country, giving out ministerial positions to MPs, he said wryly and added that newspaper reports do not make ministers.

Responsibilities will be given as per norms, he stressed.

Modi said elections often divide and create gulf but 2019 polls united the people and society.

There was a pro-incumbency sentiment in this election and its result was a positive mandate, he said, adding that there is no better path than serving people when in power.

"We ran the government for poor people between 2014-19 and I can say the poor elected the government this time," he said.

He also called for the NDA to work with cohesion for the country's development and said his "naara" (slogan) for the alliance is "national ambition and regional aspirations".

Asking MPs to work together with him, he said they should shun arrogance as it is people not their personality, any caste or Modi who elected them.

The vote share of BJP and its allies rose over 25 percentage points in this general election, he said, adding in a lighter vein that in absolute terms the rise is as much as the votes polled by US President Donald Trump.

"Wave" is a light word to describe the mandate the NDA has received, he said, noting that the NDA won more than 50 per cent votes in 17 states.

He said the NDA will work to meet national ambition with regional aspirations and invoked BJP stalwart Atal Bihari Vajpayee to underscore his party's commitment to the National Democratic Alliance, first stitched during Vajpayee's time.

There should be energy and synergy in the alliance, he said.

The BJP has had uneasy relations with some of its allies in the last five years before it worked to repair them ahead of the 2019 election.

All of its allies, including JD(U)'s Nitish Kumar, Shiv Sena's Uddhav Thackeray and Akali Dal's Parkash Singh Badal, were on the dais when Modi spoke to the lawmakers.

The NHRC Saturday sent a notice to the Gujarat government over the fire tragedy in Surat in which 22 students died in a massive blaze at a commercial complex in Sarthana area of the city, officials said.

The National Human Rights Commission (NHRC) also observed that mere announcement of compensation to the aggrieved families cannot be a solution to such kind of hazards.

Three of the 22 students who died in the fire in the ill-fated Takshila Complex on Friday had appeared for the Class 12 Board examinations and had cleared them comfortably, as per results that were declared Saturday.

Among the dead, 18 are girls, the youngest being 15 years of age and the eldest just 22, police said.

The NHRC has taken suo motu cognisance of the incident, it said in a statement.

"Considering the incident as a grave violation of the human rights of the young students, the Commission has issued a notice to the chief secretary, government of Gujarat calling for a detailed report in the matter, including status of the criminal cases registered against the building owner and others found guilty, along with action taken against the public servants concerned," the rights panel said.

In the response, the chief secretary has been asked to include the legal status of the building, its construction, fire fighting measures, fire safety clearance and relief granted to the grief-stricken families, it said.

"The Commission also expects that the best and free of cost treatment is provided by the state to the injured persons. Response from the state government is expected within four weeks," the NHRC statement said.

Issuing the notice, the NHRC has also observed that it has been constantly insisting the authorities to be more vigilant to avoid such tragic incidents.

"Going by the media reports, it appears that there was no safe passage for the victims, which could have been used as a fire exit in case of the emergency. Mere announcement of compensation to the aggrieved families cannot be a solution to such kind of hazards," the Commission observed.

Several such incidents have occurred across the country where precious human lives have been lost due to negligence by the authorities and lack of fire department's clearance, it added.

While some of the students died of suffocation, many due to injuries sustained after jumping off windows to escape the fire. In a video clip of the incident, some young students at the Complex could be seen jumping off the third and fourth floors amid plumes of thick smoke.

According to eyewitnesses, at least 10 students had jumped out to save themselves from the blaze. The state government had ordered a detailed inquiry into the incident.

As per media reports, the fire department officials reached the spot and deployed 19 fire trucks and two hydraulic platforms to douse the fire and evacuate the people trapped in the building, the NHRC said.

"An inquiry into the matter has reportedly been ordered by the state government. Reportedly, Rs 4 lakh to the next of kin of the deceased have been announced by the state government and as a precautionary measure all the tuition centres or coaching centres, etc, have been ordered to be closed in the area. The fire hazard checks are also being conducted in various places," the statement said.

The Ministry of Home Affairs (MHA) has sounded an alert about plans of terrorist outfit Jamaat-ul-Mujahideen Bangladesh (JMB) making permanent bases within 10 kilometres of the India-Bangladesh border in the eastern states of Tripura, Assam and West Bengal.

A gazette notification, issued by the MHA Joint Secretary Piyush Goyal on Thursday, said the terror outfit has also plans of "spreading its network in south India with an overarching motive to establish Caliphate in the Indian subcontinent."

The notification said the Jamaat-ul-Mujahideen Bangladesh or Jamaat-ul-Mujahideen Indian or Jamaat-ul- Mujahideen Hindustan are in the list of 41 terror organisations, already banned under the Unlawful Activities (Prevention) Act, 1967.

The JMB and its sister formations such as the Jamaat-ul-Mujahideen Hindustan have committed acts of terrorism, promoted acts of terrorism and have been engaged in radicalisation and recruitment of youths for terrorist activities in India, the notification said.

The terror outfit was also found involved in recruitment and raising funds for terrorist activities, procurement of explosives, chemicals and assembling of Improvised Explosive Devices (IED), it said.

The National Investigation Agency (NIA) had earlier confirmed involvement of JMB cadre in Burdwan bomb blast on October 2, 2014 and Bodh Gaya blasts on January 19, 2018.

The Assam police also found involvement of the JMB in five cases and arrested 565 JMB suspects, it said.

In January, the MHA added Al-Qaida in Indian Subcontinent (AQIS), Islamic State in Khorasan Province (ISKP), ISIS Wilayat Khorasan, Islamic State of Iraq, Sham- Khorasan (ISIS-K) and the Khalistan Liberation Force among the list of terrorist organisations banned under the UAPA.

In March, a suspected terrorist belonging to the JMB was arrested by the Tripura police from a rented house at Arundhatinagar here.

Director General of Tripura Police Akhil Kumar Shukla had earlier said the suspected JMB terrorist, identified as Nazir Sheikh, hailed from Murshidabad district of West Bengal and had links with many other terror outfits in India.

He was interrogated by a joint team of NIA, military intelligence and officials of the special branch of the Tripura police.

India and Bangladesh share 4,156-km-long border with Bangladesh, that passes through five states -- West Bengal (2,217 km), Tripura (856 km), Meghalaya (443 km), Assam (262 km) and Mizoram (180 km).

Prime Minister Narendra Modi bowed and respectfully touched the Constitution of India with his forehead, as he walked towards the podium after being elected as the leader of the NDA and BJP parliamentary party on Saturday.

Wearing a white kurta and churidar with a brown checkered half-jacket, Prime Minister Modi humbly greeted the newly elected MPs with folded hands in the Central Hall of the Parliament before walking towards the Constitution, which was placed atop a risen platform with a white cloth.

The gesture reminisced of his action in 2014.

As he stepped into the Parliament for the first time after storming the BJP into power, PM Modi bent down with his forehead touching the stairs, to register his high respect for the "temple of democracy."

In the summer of 2014, soon after arriving for the BJP parliamentary party at the main gate of the Parliament building, Modi was greeted with bouquets by his party leaders, following which he touched the ground of the entrance with folded hands.

Prime Minister Modi, who steered the NDA coalition to a massive victory in the recently concluded Lok Sabha elections, was on Saturday unanimously elected as the leader of the BJP parliamentary party and the NDA parliament party to head the government once again.

As he stepped into the Parliament for the first time after storming the BJP into power, PM Modi bent down with his forehead touching the stairs, to register his high respect for the "temple of democracy." In the summer of 2014, soon after arriving for the BJP parliamentary party at the main gate of the Parliament building, Modi was greeted with bouquets by his party leaders, following which he touched the ground of the entrance with folded hands. Prime Minister Modi, who steered the NDA coalition to a massive victory in the recently concluded Lok Sabha elections, was on Saturday unanimously elected as the leader of the BJP parliamentary party and the NDA parliament party to head the government once again. He was elected at a combined meeting of the newly elected MPs of BJP and the NDA coalition by 353 MPs, who raised their hands with slogans of Modi and `Bharat Mata Ki Jai` echoing in the Central Hall of Parliament.

Impressed with the prime minister, a Muslim woman has decided to name her newborn 'Narendra Damodardas Modi'.

After failing to convince the mother Mainaz Begum against it, the family in Parsapur Mahraur village has filed an affidavit seeking the registration of the name.

Mainaz Begum came up with the idea while names for the boy were being discussed on May 23, the day the Lok Sabha results came in and Narendra Modi won a massive mandate.

People around her tried to make her change her mind, but she was adamant, her father-in-law Idrees told PTI.

When her husband Mushtaq Ahmed, who works in Dubai, was informed, he too tried to make her drop the idea. But he ended up agreeing to his wife's wish.

The family then filed an affidavit addressed to the district magistrate and submitted it to Assistant Development Officer (panchayat) Ghanshyam Pandey.

When contacted, Pandey said he received the affidavit on Friday.

He said the application has been forwarded to the village panchayat secretary, who deals with the registration of births and deaths.

"Action will be taken as per the law," he said.

In the affidavit, Mainaz Begum lavished praise on Modi and his government's welfare schemes, including free cooking gas connection to the poor and financial help to construct toilets.

"He is doing very good work for the country," it said.

The affidavit also praised Modi for the initiative to end triple talaq.

Her father-in-law Idrees said naming the child was the family's private affair and "no one should interfere in this."

The state government is working in close coordination with the Indian Embassy in Kathmandu to bring back the mortal remains of Odisha's first woman mountaineer, Kalpana Dash, who died while descending from world's highest peak.

"The Embassy informed the department late in the evening that the Search and Rescue operation will be launched tonight, on May 24, through a professional local agency, whereby a group of at least 10 Sherpas will be climbing Mt Everest to retrieve the body of Ms Dash. Currently, the body is near to the peak of Mt Everest at a location called Balcony at a height of 8600m," Department of Sports and Youth Services said in a press release.

Indian Embassy in Kathmandu also informed the Odisha government that Mt Everest will be closed for this season by May 27 and all efforts are being made to bring the body within the deadline.

"Apart from Dash, two other Indian climbers also died and efforts are on to retrieve their mortal remains as well. Once the body is brought to Base camp and then to Kathmandu, the government will facilitate the travel of family members to bring back the mortal remains of Dash to Bhubaneswar," the statement further read.

After the incident on May 23, Odisha Chief Minister Naveen Patnaik took to the micro-blogging website and said, "Saddened to learn about the demise of Kalpana Dash while descending from Mt Everest. Her legacy in mountaineering will inspire generations of young women in the state. My condolences to the bereaved family."
