Indian Railways is planning to lay off at least 3 lakh employees who are above 55, according to a ministry letter.

The Railway ministry has written to all zonal heads including zonal managers to prepare a list of employees who are above 55 years. An order for performance review has also been put forth.

Not only this, according to the ministry's order, it has asked the heads to prepare a list of employees who are completing 30 years in the Railways till the first quarter of 2020.

Meanwhile, Indian Railways clarified saying that had recruited approximately 1,84,262 employees in various categories during the 2014-19 period.

Recruitment exercise for 2,83,637 posts is underway, out of which tests have already been conducted for 1,41,060 posts and the process shall be completed within the next two months, it added.

Recently, the railway ministry which is headed by Piyush Goyal had said that it is studying profiles of corrupt officials to see if some action can be taken against them. However, the minister had ruled out privatisation of the national railway declaring there was "no question and no meaning".

UPA chairperson Sonia Gandhi had earlier opposed corporatisation of the modern coach factory in Rae Bareli and said it was the first step towards privatisation.

Goyal had claimed that the NDA government had completed 1,900 kilometres of track-linking in the last five years. The Railway minister had said track kilometre grew slowly in 64 years, while in the past five years it grew by 7,000 kilometres.

As part of modernisation plan, the Railway minister had said before the general elections that the all-mountain Railways in India will now have vista dome coaches, allowing passengers to enjoy the scenic beauty of hilly terrains.

The latest addition of vista dome or glass-enclosed coaches has been made to the Nilgiri Mountain Railway.

A Special Court here on Monday extended the interim protection of businessman Ratul Puri from the arrest till tomorrow in connection with the AgustaWestland case.

Hearing and further arguments on his anticipatory bail plea will be held tomorrow at the Rouse Avenue court.

Puri's counsel, advocate Vijay Aggarwal moved several applications seeking case-related documents to be provided to him and certified copies, copy of ECIR and official records of timing and duration in which he had joined the investigation.

Aggarwal further argued that "The same court has granted anticipatory bail to Robert Vadra in a case in which he had appeared around nine times, as far as Ratul Puri matter is concerned, my client has visited more than 25 times".

DP Singh, special public prosecutor in AgustaWestland money laundering case, argued, "Most of the time Ratul was not cooperative, yesterday he himself on record had written that `I m not here for the recording of the statement".

Congress leader and senior advocate Abhishek Manu Singhvi, who also appeared for Ratul Puri, said, "My client is not on flight risk... There is no authentic information of evidence tempering. After Saturday`s court direction Ratul Puri was called on Saturday and Sunday also. He has been called 25 times. He has shown cooperation, but after calling him so many time, the agency is still harassing him."

Singhvi further stated that his client has provided 'trucks loads documents' but the Enforcement Directorate still saying he is not cooperating.

The ED in its reply has denied the averments made by Puri that he was permitted a lunch and a short meeting during the said time on July 26.

ED alleged that no such meeting was to take place on the said date but only went to meet his lawyers from the office.

After 15-20 minutes he left with his lawyers while his car and the driver were stationed at the same place, the investigative agency stated.

There is a clear attempt to frustrate the investigation as he left in the middle of the ongoing investigation while his statement was being recorded, it said.

ED added that Puri did not deem it appropriate to inform the investigating officer before leaving even though his statement on the said date had begun.

He came at 11 am instead of the scheduled time of 2 pm entailing doubt that he can come early to sit at the reception and see who are the others being summoned and appearing only in a bid to hamper the investigation.

ED reply on the anticipatory bail further highlights that Puri received money from both chains of money trail which includes interstellar technology and channel of Christian Michel James.

ED claims that Puri is in conversation with accused-turned-approver Rajiv Saxena though he claims that he is not influencing the witness.

A special MCOCA court on Monday extended police custody of noted gangster Dawood Ibrahim's nephew Rizwan Kaskar, and two others - Ahamed Raza and Ashfaq Towelwala - till August 5.

The case pertains to a dispute between Towelwala and his partner - the complainant in the case - over the payment of Rs 15.5 lakh to the latter.

Earlier today, Rizwan's lawyer had contended that the police had already received all the information it needed and, therefore, there was no reason to extend his custody.

"The mobile phone has been recovered. The investigation has already been completed, whatever data the police wanted it is being already with the police. Police already kept accused Rizwan in 14 days of custody, therefore, him being sent to custody again is not required," he said.

On July 18, the Esplanade Court had sent him to police custody till July 22, which was later extended to July 29.

According to police, a Dubai-based gangster Fahim Machmach had threatened the complainant saying he should not expect any money from Towelwala.

During its investigation, the police had found that Towelwala contacted Machmach through one Ahmed Raza Vadharia, who was arrested from Chhatrapati Shivaji International Airport on Tuesday.

The police investigated as to how the dispute reached Dubai and found the involvement of one Ahmed Raza Vadharia.

The police arrested and questioned him.

"The name of Mohammed Rizwan Hassan Sheikh Ibrahim (Rizwan Kaskar) cropped up during Vadharia's questioning," Crime Branch DCP Datta Nalawade had said.

The police, however, did not clarify how much money the accused businessman was to pay Machmach or Rizwan.

Rizwan was arrested from Mumbai airport while he was trying to flee the county to Dubai with his wife on July 17.

Vishal Ingole, Rizwan's lawyer, however, had said that his client was being framed since his name is linked with Dawood Ibrahim.

"He has nothing to do with the case or the D-company. He has a business in Dubai. He is being framed because of his name," he said here.

Boosting its capabilities in beyond visual range warfare, India has signed a deal worth around Rs 1,500 crore to acquire R-27 air-to-air missiles from Russia to be equipped on the Su-30MKI combat aircraft.

"A contract has been signed with Russia for the acquisition of R-27 air-to-air missile to be fitted on the Su-30MKI combat aircraft fleet of the Indian Air Force," government sources told ANI here.

The Russian missiles with an extended range would give an added capability to the Sukhois to take on enemy aircraft at long ranges, they said.

The missiles have been acquired under 10-I projects which mandate the three services to maintain critical weapon systems and spares for a specified minimum period, which is known as War Wastage Reserve (WWR).

The R-27 missile is a medium-to-long-range air-to-air missile developed by Russia for its MiG and Sukhoi series of fighter jets.

In the last 50 days, the Indian Air Force (IAF) has signed deals worth over Rs 7,600 crore for acquiring equipment under emergency requirements approved by the Defence Ministry.

The IAF has spent around Rs 7,600 crore in procuring missiles such as the Spice-2000, Strum Ataka ATGMs and a large number of spares under the emergency procurement route.

After the Pulwama attack, the Central government had given emergency powers to the three services to buy whatever equipment is required by them for safeguarding the borders with Pakistan.

Under the powers given, the security forces can buy the equipment of their choice within three months at the cost of up to Rs 300 crore per case.

The emergency powers were given to the forces within a few weeks after the Pulwama attack in which 44 CRPF personnel were killed and India started increasing vigil at the borders with Pakistan, they said.

Prime Minister Narendra Modi will be in Bhutan on a two-day visit starting August 17. This will be his first visit to Bhutan since the Doklam crisis in 2017. The crisis saw a two-month-long standoff between Indian and Chinese forces in Doklam which is claimed by Beijing but is part of Bhutan.

New Bhutanese Prime Minister Lotay Tshering was on a state visit to India in December of 2018. He returned to Delhi in May to take part in the oath-taking ceremony of PM Modi at Rashtrapati Bhawan along with other leaders of Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC).

Earlier this year, External Affairs Minister S Jaishankar visited Bhutan, his first visit abroad after taking charge.

Hydro-power sector is one of the main pillars of India-Bhutan ties with New Delhi building three power projects in the country. Bhutan exports three-fourth of power generated, which is in surplus, to India and uses the rest for domestic consumption.

Bhutan was the first foreign visit of PM Modi after taking charge in 2014. During that visit, he addressed the joint session of Bhutanese Parliament, laid the foundation stone of the 600 MW Kholongchhu Hydropower Project and inaugurated the Supreme Court building which was constructed with Government of India's assistance.

The Lok Sabha on Monday passed a bill that seeks to create National Medical Commission in place of Medical Council of India (MCI) with Health Minister Harsh Vardhan terming it as an "anti-vested interests bill" which will be remembered as one of the greatest reforms brought by the Modi government.

The National Medical Commission Bill, 2019, was passed following a division even as the minister had appealed for its unanimous passage.

The Bill was passed with 260 members voting in its favour and 48 against it.

The amendments moved by the opposition were negatived. Congress members staged a walk out before the passage of the bill.

In his reply to points raised by opposition members, Vardhan termed the bill as "pro-public" and said it will help "move away from inspector raj".

He said the Bill will help improve standards of medical education in the country.

The minister referred to his own experience as a medical practitioner.

"After 45 years, this is probably the happiest moment. It will improve the standards of medical education. It is a major, major reform in medical education," he said.

The Bill provides that the common final year MBBS exams to be known as National Exit Test (NEXT) would serve as licentiate exam for entrance to post-graduate medical courses and as the screening test for foreign medical graduates.

It also provides that the national entrance test i.e. NEET, common counselling and NEXT shall also be applicable to Institutes of National Importance (INIs) like AIIMS to have common standards in the country.

The Bill provides that the Medical Assessment and Rating Board (MARB) will conduct an assessment to the medical college and develop a system of ranking medical colleges which would enable the students to chose the medical college wisely.

It provides for the repeal of the Indian Medical Council Act 1956.

India on Sunday strongly condemned the terror attack in Kabul that targeted the office of Vice Presidential candidate Amrullah Saleh and left two people dead.

"India strongly condemns the terrorist attack in Kabul today in which a number of innocent Afghans were killed. India expresses its deepest condolences with the families of the deceased," the Ministry of External Affairs said in a statement.

"This dastardly attack was also aimed at undermining the constitutional and democratic processes and institutions in Afghanistan. India stands in solidarity with the Government and the people of Afghanistan in their efforts to achieve enduring peace, security and stability in Afghanistan," the statement read.

Afghanistan Interior Ministry spokesman, Nasrat Rahimi, said that the attack which targeted the Green Trend party headquarters in Kabul, injured 25 others, Al Jazeera reported.

Saleh was reportedly hit by shrapnel before being safely evacuated from office.

Ferdous Faramarz, a spokesman for Kabul's police chief, was quoted as saying that the explosion was likely a suicide car bomb and the gunfight was still ongoing after the assailants stormed the building following the blast.

However, no terror group immediately claimed responsibility for the attack.

"The security forces have cordoned off the area. The security forces are trying to kill the attackers as soon as possible," Rahimi said.

The attack took place after President Ashraf Ghani, Saleh and more than a dozen other Afghan politicians launched their presidential campaign earlier on Sunday.

"My brother, true son of the Afghan soil and first VP candidate of my electoral team, Amrullah Saleh has survived a complex attack by enemies of the state. We are relieved and thank the almighty that the attack has failed," Ghani said in a tweet.

Ghani kicked off his campaign by insisting "peace is coming" and pivotal talks with the Taliban would take place.

Also in Ab Band district of Afghanistan's Ghazni province, a Taliban suicide bomber killed four policemen early on Sunday in an attack on a police station in the eastern Ghazni province, according to Ahmad Khan Serat, a spokesman for the provincial police.

The number of tigers in India has increased from 2,226 in 2014 to 2,967 in 2018 and by this India has achieved the target of doubling the wild cat's population four years ahead of the deadline.

Madhya Pradesh saw the highest number of tigers at 526, followed by Karnataka at 524, and Uttarakhand at the third position with 442 tigers.

Prime Minister Narendra Modi today released results of the fourth cycle of All India Tiger Estimation in New Delhi.

It is believed some 40,000 tigers lived in India at the time of independence from Britain in 1947. But by 2006 it reached its lowest-recorded figure of 1,411.

In 2010, it was decided in St Petersburg that the target of doubling the tiger population would be 2022. But following conservation efforts, India has completed this target four years early. But the estimation of tigers was a mammoth exercise for forest and wildlife officers of India.

The massive surveys are conducted every four years, with the latest census spanning 15 months and using 26,000 camera traps that took almost 350,000 images (out of which 76,000 captured Tigers) across known tiger habitats, Environment Minister Prakash Javadekar said at the census release.

Authorities from on foot traversed 5.2 lakh square kilometres to complete the survey.

Images that showed the big cats were analysed using computer programmes to individually identify each creature. Wildlife and forestry officials also scoured 380,000 square kilometres of terrain.

While releasing the report, PM Modi said that with almost 3000 tigers, India has become one of the biggest and most secure habitats. Estimation of Tigers was a mammoth exercise : 1. Survey of 3.8 lakh sqaure Km 2. Authorities on foot traversed 5.2 lakh square km 3. 26 K camera traps 4. 3.5 lakh images were taken out of which 76 K captured Tigers Union Minister @PrakashJavdekar #InternationalTigerDay pic.twitter.com/KBZ5g8idlQ — PIB India (@PIB_India) July 29, 2019 × In 2010, it was decided in St Petersburg that the target of doubling the tiger population would be 2022. PM Modi further said that it was a moment of pride for the country as it achieved its commitment to the St Petersburg Declaration, of doubling tiger population, much before the 2022 deadline. Congress has been at the receiving from BJP on a number of ideological projects related to the birth of the nation. It is also connected to the legacy of big leaders who once belonged to the Congress but now has been adopted by BJP.

The best example in case is that of Sardar Patel. He is celebrated by very organisation whom he banned as India’s first Home Minister, post-assassination of Mahatma Gandhi. In this context, Congress has decided to organise programmes around the birth and death anniversaries of the leaders so that the idea for which they stood for gets discussed in public domain. Chhattisgarh was one state in 2018 where Congress swept to victory. In both, Rajasthan and Madhya Pradesh, Congress had to cobble up a majority.

The Kolkata High Court on Monday amended its May 23 interim order directing the counsel of former Kolkata police commissioner Rajeev Kumar, accused in the multi-crore Saradha chit fund scam, to seek the permission of CBI, twenty-four hours before giving consultation to the former top cop.

A single bench of Justice Madhumati Mitra amended the order, which further stated that the consultation between Rajeev and his lawyer Milan Mukhopadhyay can take place only twice a week.

The matter is slated to be heard tomorrow.

In the May 23 interim order, the high court had directed Rajeev to submit his passport to the CBI and prevented the investigating agency from arresting him for custodial interrogation in connection with the scam.

An unprecedented chain of events had unfolded on February 3 when a CBI team reached Kumar's residence to question him. The team was detained, taken to a police station and was later released.

West Bengal Chief Minister Mamata Banerjee had also visited the officer's residence.
