Officials apprised Yediyurappa about the flood situation before he undertook the aerial survey.

There is a flood-like situation in northern parts of Karnataka due to Maharashtra releasing huge volumes of water from its reservoirs after receiving heavy rainfall in the state.

In view of the floods, Congress MLA HK Patil had written to the Chief Minister, asking him to cancel his Delhi trip scheduled for August 6, and visit flood-affected areas in the state instead.

Yediyurappa was sworn-in as the 25th Chief Minister of Karnataka on July 26, following the collapse of the Congress-JD(S) government after it lost the trust vote in the Karnataka Assembly.

Meanwhile, the flood water levels in East and West Godavari districts of Andhra Pradesh are gradually receding, said State Disaster Management Authority on Monday.

The authority in its report also added that the water level in various areas like Chintur, Kunavarm, Polavaram and Dowaleswaram are decreasing.

According to the report, the government has withdrawn the second level warning which was issued in Dowaleswaram. However, the warning may be reimposed in the evening if the water is being released from upper areas of the state.

Bold step towards strengthening national integration: Advani on Article 370 scrapping

The Supreme Court on Monday refused to grant bail to former Congress leader Sajjan Kumar, who is undergoing life imprisonment in one of the cases related to the 1984 anti-Sikh riots.

A division bench headed by Justice Sharad Arvind Bobde and also comprising Justice B R Gavai, passed the order, on a bail plea moved by the convict.

On December 17 last year, the Delhi High Court had convicted Kumar by reversing a verdict given by a trial court on the murder of five members of a family in and torching of a gurdwara in Delhi's Raj Nagar area on November 1, 1984, following the assassination of Indira Gandhi.

Two weeks after Kumar was awarded life sentence in connection with the riots case, the Congress leader surrendered at the Karkardooma District Court. In January earlier this year, the three-time former lawmaker, moved the court challenging his conviction.

Opposition's ruckus in Rajya Sabha during discussion on J&K

Home Minister Amit Shah on Monday made a landmark announcement in the Rajya Sabha (Upper House of Indian Parliament), that Article 370 of the Constitution - which gives special powers to the state of Jammu and Kashmir - will be revoked.

While Congress and some other parties opposed the move, others stood by the government and offered full support in revoking the controversial provision.

Here are some of the reactions from different political parties:

Home Minister Amit Shah: We should not waste a minute in revoking Article 370. Under the umbrella of Article 370 three families looted J&K for yrs. Leader of Opposition (GN Azad) said Article 370 connected J&K to India, it's not true. Maharaja Hari Singh signed J&K Instrument of Accession on 27 October 1947, Article 370 came in 1954.

Mehbooba Mufti, PDP (on Twitter): Today marks the darkest day in Indian democracy. Decision of Jammu and Kashmir leadership to reject two-nation theory in 1947 and align with India has backfired. Unilateral decision of government of India to scrap Article 370 is illegal and unconstitutional which will make India an occupational force in Jammu and Kashmir.

MDMK leader Vaiko: You have played with the sentiments of people of Kashmir. When additional army personnel were deployed there, I was worried. Kashmir should not become Kosovo, East Timor and South Sudan. I am opposing this Bill (Article 370). This is a day of shame, shame, shame...this is murder of democracy.

A Navaneethakrishnan, AIADMK: Amma is well known for upholding sovereignty and integrity. So AIADMK party supports the two resolutions, Reorganisation Bill & the Reservation Bill.

Prasanna Acharya, BJD: In real sense today, Jammu & Kashmir has become a part of India. My party supports this resolution. We are a regional party but for us nation is first.

KC Tyagi, JD(U): Our chief Nitish Kumar is carrying forward the tradition of JP Narayan, Ram Manohar Lohia & George Fernandes. So our party is not supporting the Bill moved in the Rajya Sabha today. We have different thinking. We want that Article 370 should not be revoked.

Jamyang Tsering Namgyal, BJP: I welcome the Bill on behalf of everyone in Ladakh. People there wanted the region to be a Union Territory. People in Ladakh wanted that the region be freed from the dominance & discrimination of Kashmir, that is happening today.

Satish Chandra Mishra, BSP: Our party gives complete support. We want that the Bill be passed. Our party is not expressing any opposition to Article 370 Bill & the other Bill.

Sharad Pawar, NCP: I think Govt of India should have taken them (leaders of the valley) into confidence which unfortunately the govt didn't do. And then they should have taken the decision (to revoke 370).

Arvind Kejriwal, AAP: We support the government on its decisions on J&K. We hope this will bring peace and development in the state.

Article 370 of the Indian constitution is an article that gives autonomous status to the state of Jammu and Kashmir. Article 35A of the Constitution of India. Article 35A of the Indian Constitution was an article that empowered the Jammu and Kashmir state's legislature to define "permanent residents" of the state and provide special rights and privileges to those permanent residents. After the proposal of Home Minister Amit Shah to revoke Article 35A & 370, Article 35A has been abrogated.

Jammu & Kashmir: Article 35A repealed from Constitution

The Supreme Court on Monday said that the live streaming of the proceeding in the Ram Janmabhoomi-Babri Masjid land dispute case would require deliberation and institutional decision making.

A bench headed by Justice S A Bobde said that it would look into the administrative side of the matter after senior advocate Vikas Singh, appearing on behalf of former RSS idealogue KN Govindacharya, mentioned the petition before it, seeking live streaming and recording of the proceedings in the Ayodhya case.

Singh submitted that for the time being, at least the recording of proceedings can be done and at the later stage, live streaming could be considered.

Govindacharya, in his petition, asserted that the public is being denied their right to access to justice under Article 21 of the Constitution.

The live streaming of the Ayodhya case is required because in the absence of live streaming of proceedings of this Court, the public is also being denied their right to know as per Article 19(1)(a) of the Constitution, the plea, filed through advocate Virag Gupta, stated.

"This Court has already held that `right of access to justice flowing from Article 21 of the Constitution or be it the concept of justice at the doorstep, would be meaningful only if the public get access to the proceedings as it would unfold before the courts and in particular, opportunity to witness live proceedings in respect of matters having an impact on the public at large or on a section of people," it stated.

The Supreme Court had on August 2 observed that the mediation panel on Ayodhya matter, failed to achieve any final settlement in the matter and decided to hold a day-to-day hearing in the case from August 6.

Fourteen appeals are pending before the apex court against the 2010 Allahabad High Court verdict, which ordered equal division of the 2.77 acres disputed land in Ayodhya among the Sunni Waqf Board, the Nirmohi Akhara and Ram Lalla.

The 16th century Babri Masjid was demolished on December 6, 1992.

The Supreme Court on Monday said that the live streaming of the proceeding in the Ram Janmabhoomi-Babri Masjid land dispute case would require deliberation and institutional decision making.

The Centre on Monday scrapped Article 370 of the Constitution that gives special status to Jammu and Kashmir and bars people from rest of India from buying land in the state.

Union Minister Amit Shah announced in Rajya Sabha that Jammu and Kashmir will now be a union territory with legislature and Ladakh to be union territory without legislature.

Amit Shah said that this had been done in view of constant threats of cross border terrorism.

Here is all you need to know about Article 370:

Article 370 is a "temporary provision" which accords special autonomous status to Jammu and Kashmir under Part XXI of the Constitution and it specifies that except for Defence, Foreign Affairs, Communications and ancillary matters, Parliament needs the state government's concurrence for applying all other laws.

Parliament can also not increase or decrease the borders of the state. It allows the Jammu and Kashmir Assembly to make it own Constitution, and thus, granting it special autonomy.

Article 35A comes under Article 370 which empowers the Jammu and Kashmir government to define the state's permanent residents and to grant them privileges and special rights.

Indian Commercial Pilots' Association (ICPA) has written to the Directorate General of Civil Aviation (DGCA) to review its rule of not allowing off duty pilots to travel in the cockpit.

The pilots' body requested the aviation watchdog to allow airline operators in India to permit their crew members to travel as Additional Crew Members (ACMs) in the cockpit.

"It is with grave concern that we received the notification that your good office has effectively banned the travel of pilots in the cockpit as Additional Crew Members (ACM). This we feel is a knee-jerk reaction by your officers to a recent incident, where a pilot who intended to travel as ACM failed his breathalyzer test. Sir, just because one individual failed a BA test, prohibiting the entire set of professionals from travelling as ACM is akin to throwing the baby out with the bathwater," ICPA General Secretary Capt. T Praveen Keerthi wrote to DGCA's Director General Arun Kumar.

"A qualified crew member is always an asset in the cockpit. In the simplest form, it means another pair of eyes, ears and hands in the cockpit. One can easily understand that it enhances the level of safety and also security in the cockpit. If an emergency situation arises in the cockpit, the Additional Crew Member will be of invaluable assistance," the Air India pilots' body said.

"With an ACM in the cockpit, the pilots need not summon a cabin crew to the cockpit when leaving the flight-deck for lavatory breaks. So it necessitates only fewer opening and closing of the flight-deck access door," read the letter.

The DGCA had last month said off duty pilots and aircraft engineers are not allowed to travel in the cockpit, a day after it grounded an Air India Pilot for three months as he was tested positive in a pre-flight breath analyzer test.

The off-duty pilot was made to undertake the test after he requested to fly in the cockpit as an Additional Crew Member.

Kerala Chief Minister Pinarayi Vijayan expressed grief over the death of journalist KM Basheer in a road accident and stated that his government will consider measures to ensure greater risk protection of journalists in the workplace.

Basheer (35) was killed after a speeding car driven by IAS officer Sriram Venkitaraman rammed into his bike in Thiruvananthapuram in the wee hours of Saturday.

"There is an insurance scheme for journalists. We will expand and restructure it in order to ensure that the family is safe enough to cope with complex situations. The government will take urgent measures to address these issues," Vijayan said in a Facebook post hours after Basheer's death.

Vijayan also said the state government is dealing with all matters related to the accident in a serious manner.

Basheer, Vijayan said, was a regular face at Thiruvananthapuram Press Club, adding that the journalist's death caused much grief.

"When I saw his face for the last time, I felt like a family member has left us," he said in his post.

"No compromise of any kind will be allowed and we will do everything possible to bring to justice to those responsible for Basheer's death," Vijayan said.

The IAS officer has been sent to 14-day judicial custody in connection with the accident.

The police have registered a case under Section 279 (for reckless driving) and 304 (for culpable homicide not amounting to murder) of the Indian Penal Code.

The IAS officer was returning after a party and was accompanied by a friend when the accident took place. He was reportedly in an inebriated state while driving the car.

Basheer was the Chief of Trivandrum Bureau of Malayalam daily Siraj and was rushed to a government hospital, but could not be saved.

Sriram, who also sustained injuries in the accident, was also taken to a nearby hospital.

In a statement recorded of Sriram after the accident, the officer had claimed that at the time of the accident, the car was driven by his friend.

However, the journalist fraternity had alleged that there were lapses from the police during the probe. The fraternity also claimed that the police did not conduct Sriram's blood test.

Unequivocally ruling himself out, Congress leader Milind Deora on Sunday recommended the name of Sachin Pilot and Jyotiraditya Scindia for the post of the party president.

Concurring with the proposal made by Punjab Chief Minister Amarinder Singh for the appointment of a young leader to the top post, Deora told ANI that either of the two must be given the responsibility, which will also strengthen the government in Rajasthan and Madhya Pradesh.

On being asked if the party will accept a 'non-Gandhi' president, Deora said that he does not see any reason why the senior leaders would not accept Captain Amrinder Singh's proposal.

"Senior leaders must follow the view of Captain Amarinder Singh. I do not know why they are not following it. The party will have to depart from the conventional political route," he said.

Responding to a question on the possibility of Priyanka Gandhi Vadra to be appointed as the party president, Deora said, "I will be happy if she leads the party, but when Gandhi family has clarified that the next president should not be from Gandhi family, so this possibility does not arise."

Last month, following the resignation put forth by Rahul Gandhi, Deora had stepped down from the post of Mumbai unit Congress president. His resignation was, however, rejected by the party.

"I felt Rahul was hurt that no one else had offered to resign. It is unfortunate that Rahul Gandhi had to resign. He did his best for the party," he added.

Expressing concern over the upcoming Assembly elections in the various states, the Congress leader said that a further delay in electing a president could impact the party's prospects adversely.

When asked about the leadership vacuum in Karnataka and Goa, Deora said, "A lot of unfortunate incidents have occurred in the last two months but we must get our act together immediately."

"If we had had strong and decisive leadership at the centre during the past few months, many of these events could have been avoided. I speak on behalf of all workers when I say that we should put our best foot forward. We do not have the luxury of time," he said.

Indian Army officials on Sunday told their Pakistan counterparts that they can receive the bodies of 5-7 Pakistan Border Action Teams (BATs) army regulars/terrorists) eliminated while attempting an infiltration bid. ''Have offered Pakistan Army to take over the dead bodies of 5-7 Pakistan Border Action Teams (BATs) army regulars/terrorists. Pakistan Army has been offered to approach with white flag and take over the dead bodies for last rites,'' news agency ANI reported quoting Indian Army. However, the Army is yet to receive a response from Pakistan. Indian Army on Saturday said to have foiled an infiltration attempt by Pakistani BATs in Jammu and Kashmir`s Keran Sector while eliminating five-seven Pakistani Army regulars and terrorists. "In the last 36 hours, the Indian Army has foiled an infiltration attempt by a Pakistani BAT (Border Action Team) squad in Keran Sector. Five-seven Pakistani army regulars/terrorists eliminated; their bodies are lying on the LoC, not retrieved yet due to heavy firing," Indian Army said in a statement. The LoC in the last few days has been volatile with two armies frequently trading heavy fire including the use of higher calibre weapons. This comes after Indian Army on Friday alleged that Pakistani terrorists were plotting an attack on Amarnath Yatra. The security forces have also recovered an American made M24 sniper rifle and mine with Pakistani Ordnance Factory (POF) markings on it. The government of Jammu and Kashmir on Friday had issued a security advisory for tourists and Amarnath pilgrims urging them to curtail their stay in the valley immediately. (With inputs from ANI)
