Vice President M Venkaiah Naidu on Wednesday asserted that India believed in peaceful relations with all countries, including Pakistan provided that it did not interfere in "our internal affairs". He also called upon the world community to work together to completely root out terrorism and promote a peaceful global order. He was speaking at the valedictory session of a national conference on `India-Africa Partnership in a Changing Global Order--Priorities, Prospects and Challenges`, organized by the Indian Council of World Affairs (ICWA). "Terrorism is the enemy of humanity and must be eliminated," he said while observing that peace was a prerequisite for progress. Naidu asserted that India believed in peaceful relations with all countries, including one of its neighbours provided they did not interfere in the internal affairs of the country. The Vice President also called for enlarging and democratizing the United Nations Security Council, while pointing out that India represented one-sixth of the global population. "India and Africa have common interests in issues such as UN Security Council reforms, counter-terrorism, peacekeeping, and cybersecurity," he said. He said that India would stand with Africa for a just, representative and democratic global order to provide a voice for one-third of the humanity that lives in Africa and India. Saying that India and African nations have always been natural partners in civilization, culture, and progress, the Vice President said that they were forged by a strong bond of long traditions of friendship, civilizational contacts, historical goodwill, shared experiences, mutuality of worldviews and interests."Africa`s support played a decisive role in making the Non- Aligned Movement initiated by India, Yugoslavia, and Egypt into a powerful voice of the developing world," he said. "The sense of solidarity and unity formed during the Cold War days continues to drive the India-Africa relations to this date," he added.

External Affairs Minister S Jaishankar on Tuesday said that Indo-Pacific is the logical step after Act East for India.

"The Indo-pacific is not tomorrow's forecast, but yesterday's reality. The Indo-Pacific naturally means different things to different powers, but it is undeniably a priority for all of them. For India, it is the logical step after Act East and a break out from the confines of South Asia," Jaishankar said during his address at the Indian Ocean Conference.

"For Japan, the movement into the Indian Ocean is the key to its strategic normalisation. For the United States, a unified theatre, aggressive burden-sharing requirements... and the stakes are high for China as well because its naval capabilities are indeed a prerequisite to its emergence as a global power. The ASEAN is the latest to make its move in this regard and it has tabled an approach on the Indo-Pacific as well," he continued.

"What we can no longer doubt that this is unquestionably the era for the contemporary version of the Great Game where multiple players with diverse ambitions display their strategic skills," said the EAM.

"The Indo-Pacific may be a fashion as a strategic concept right now, but the fact is it has been an economic and cultural reality for centuries. after all Indian and Arabs have left their imprint all the way up to the eastern coast of China. In fact, this reality is not remote at all and the seamlessness of waters only sharpens the appetite of western powers who enter it," he added.

"The British empire operated its own version of the Indo-Pacific even if it was not free or open. Its visualisation of both resources and interests was a cross integrated zone explaining many of the events of the 19th and 20th century. Other powers, in turn, followed the approach of the dominant one. If Indian troops fought in the Boxer Rebellion of 1901, the Japanese marines too intervened in Singapore in 1950. And not least it was the enormous logistical effort from India by the Anglo-American alliance that sustained China in its war against Japan after 1942," the EAM said.

"Strengthening a sense of extended neighbourhood is part of India's reclaiming of history. Its cultural basis is so visible that it needs little affirmation whether it is Southeast Asia, Gulf or Central Asia," Jaishankar also stated.

"Even its economic bases are now strengthening as trade, investment and mobility make an impact. What it lacks is that connectivity underpinning that was disrupted seven decades ago. As our connectivity, vision, and capabilities expand this critical road (Indian Ocean) can be played once again," he said.

"Giving the steady externalisation of its economy, and the shifting focus towards the East, India cannot remain unaffected by developments that impinge on the freedom of navigation or of overflight. The conceptual justification, therefore, centres around the expanding interests of India. It is buttressed by its self-perception as a rule-abiding power that contributes positively to global commerce," the EAM added.

"Given that its core interests are in the Indian Ocean, a presence beyond also contributes to ensuring a peaceful periphery. Since maritime activity has such a profound impact on overall equations, India's participation goes some way in contributing to a stable balance of power in Asia. While much of this advocacy would focus on the expansion of its interests, the fact remains that where India can really make a difference is in the Indian Ocean itself," said Jaishankar.

"For India, getting its Indo-Pacific approach right rests on ensuring that it gets its Indian Ocean strategy even more correctly," he said while also shedding light on the SAGAR initiative during his address.

The EAM also threw light on India's comprehensive maritime strategy, adding that it can be best depicted through concentric circles in India's case.

"A comprehensive maritime strategy naturally has a spectrum of activities and these in India's case, are best depicted in terms of concentric circles. The core is constituted by a combination of the maritime infrastructure of the homeland, development of island assets, connectivity to immediate neighbours with littoral implications and capabilities which can be brought to bear on a daily basis," he said.

"The next circle includes the maritime space beyond India's waters and its immediate island neighbours like Sri Lanka, Maldives, Mauritius, and Seychelles...The outermost circle takes India into the Pacific, engaging convergent interests to ensure core security while promoting stable periphery," the EAM added.

Jaishankar also talked about the Chabahar port during his address on Tuesday and outlined the sea access it can provide to Afghanistan.

The Uttar Pradesh Electricity Regulatory Commission on Tuesday approved up to 12 per cent hike in power tariff for different categories of power consumers.

The Regulatory Commission has approved a hike of 8 to 12 per cent in power tariffs.

Similarly, the Industrial Sector category will have to shell out more money due to the in the range of 5-10 per cent.

The electricity tariffs have also hiked in the urban and rural areas.

However, Bahujan Samaj Party (BSP) chief Mayawati strongly condemned the new electricity tariff hike and lambasted the BJP for approving the hike in rates.

"It is a completely anti-people decision by the Uttar Pradesh BJP government to approve the hike in electricity rates. This will increase the burden of inflation on crores of people, especially the toiling masses of the state, and their lives will be more painful. It would be better if the government immediately reconsiders it," Mayawati tweeted.

Retorting to Mayawati's tweet, Uttar Pradesh Energy Minister Shrikant Sharma in a series of tweet attacked the former government and said as a result of SP-BSP that the electricity companies suffered huge losses.

"Sister Mayawati Ji, it was the sins of SP-BSP that corruption increased and power companies went into huge losses. During the tenure of the SP-BSP, rates were only increasing. During the tenure of the BJP, the rates were reduced and the hours of electricity supply increased," Sharma wrote in a tweet.

Launching a sharp attack on Mayawati-led BSP, Sharma further went on saying that some categories of electricity rates had to be raised due to economic irregularities of the former governments.

"The government has kept the poor free from rising rates. Due to economic irregularities of former governments, some categories of electricity rates had to be increased partially," Sharma wrote in another tweet.

Sharma further said that now the electricity supply has been extended to many districts but earlier only desired districts used to get electricity supply.

"Now electricity is being supplied to 24 districts, 20 to tehsil and 18 hours to villages. The former governments had no roster. Electricity was only available to the desired districts," Sharma tweeted.

Last but not the least attack made by Sharma on the former government, on his Twitter handle asserted the unit's electricity that is supplied now as compared to the previous years.

"The peak demand in 2016-17 was 16,500 Megawatt (MW). Which the former government was unable to fulfil. Now the demand for 21,950 MW is being met. The capacity of the grid is being increased. Rapid work is being done on changing the dilapidated line of 66,320 km," Sharma tweeted.

Prime Minister Narendra Modi on Tuesday said that India and Russia need to take advantage of the low production cost in India to produce military equipment under joint venture framework at cheaper rates for the third-world nations.

"Today, provided that technologies are transferred, the production of military equipment can be cheap in India. And we will be able to supply these weapons to third countries at very low prices. India and Russia need to take advantage of this opportunity," Modi said in an interview to TASS.

The Prime Minister said that Indo-Russian partnership has extended beyond the framework of military and technical cooperation, as manifested in the help extended by Moscow to train Indian astronauts for the Gaganyaan project.

"Information technologies are developing well in India and we are making success in the space sphere. Now, as we are cultivating the Gaganyaan project ("Sky Vehicle" - India's first manned spacecraft), Russia will help us train our astronauts. This cooperation is not limited to just military and technical and related fields. It goes beyond this framework," the Indian premier said.

Modi expressed hope that his meeting with Russian President Vladimir Putin on the sidelines of the Eastern Economic Forum will give a new impetus to bilateral ties between the two countries.

"I am confident that this visit will give a new vector, new energy and a new impetus to the relations between our countries," he said.

India and Russia are expected to sign numerous agreements in the fields of defence, trade, investments, industrial cooperation, energy and connectivity corridors at the 20th Annual Summit between the two countries.

In his departure statement ahead of his visit to Russia, Modi had said that strong bilateral partnership is complemented by a desire to promote a multi-polar world and the two countries cooperate extensively in the strategic fields of defence, civil nuclear energy and peaceful uses of space.

After a war of words broke out with Assam Finance Minister Himanta Biswa Sarma on Twitter over the National Register of Citizens (NRC), AIMIM chief Asaduddin Owaisi on Wednesday said the word "religion" is nowhere mentioned in Indian citizenship laws.

"The Minister of Assam has shown his ignorance about the Indian Constitution and his arrogance because he believes in the ideology of Hindutva. The word `religion` is mentioned nowhere in our citizenship laws," Owaisi said at a press conference in Hyderabad. "I challenge the Assam Minister and any Sangh Pariwar person to show me where religion is mentioned. Citizenship is given not on the basis of religion. This law came into force on November 20, 1949," he added. "I remind the Sangh Pariwar ideologues that they should read the Constituent Assembly debates. Sardar Vallabhbhai Patel said in the Constituent assembly that the provision about the citizenship will be scrutinized all over the world. The Constituent Assembly rejected the racial principle of then South Africa. BJP shall protect the refugees who are in Assam, but how can they be made a citizen of India," Owaisi asked. The whole controversy started after Owaisi re-tweeted a tweet which said: "The Government of India and Government of Assam through Foreigners Tribunal and Citizenship Amendment Bill are going to take care of Hindu migrants." Replying to this, Sarma tweeted: "If India does not protect Hindus, who will protect them? Pakistan? India shall forever remain the home for persecuted Hindus, irrespective of your opposition Sir." "Sir, India is a civilization, not a country. History of a country starts with the Constitution. But the history of civilization starts with much more. India that is Bharat was, is and will remain a vibrant civilization. For Hindus, India has been our homeland for more than 5,000 years!" he said in another tweet. Responding to BJP leaders` comment on infiltrators, Owaisi said: "Kiren Rijiju said in Parliament that there are 2 crore infiltrators in the country. Amit Shah, who is now India`s Home Minister, had said that there are 50 lakh infiltrators. He said that infiltrators are termites. It reminds me of Hitler who had said that Jews are like cockroaches." In the final list of NRC published on August 31, a total of more than 3 crores people were found eligible for inclusion in the list while over 19 lakh people have been excluded. NRC is a register containing names of Indian citizens, which was prepared for the first time in 1951. It is being updated for Assam as of now to weed out illegal immigrants from the state.

India and Pakistan talks on Kartarpur corridor on Wednesday ended in a deadlock as Islamabad proposed $20(Rs 1,400) as the price to use the corridor and also showed inflexibility on the presence of Indian diplomats to facilitate the visit of Indian pilgrims.

While Pakistan insisted on charging a "service fee" of $20 for allowing pilgrims to visit Kartarpur Gurdwara, the Indian officials refused. A source said that charging a fee was not in the spirit of "smooth and easy access through the corridor."

The Pakistani side told Indian officials during the Kartarpur corridor talks that "there is no free pilgrimage to Vatican or Mekkah", adding, "Saudi Arabia charges double the amount for a second visit".

Though it is unlikely India will agree to the fee, Pakistan could earn upto Rs 15,700,00 per day if the demand is implemented.

Among other issues was the presence of Indian protocol and consular officers. New Delhi requested Islamabad to allow Indian protocol officers to accompany pilgrims in every visit, however, Pakistan wasn't keen on it.

Pakistan showed unwillingness to allow the presence of Indian consular or protocol officials at the Gurdwara premises as part of New Delhi's consular responsibility. India asked Pakistan to reconsider its position.

The Pakistani side told Indian officials that, "when there is no visa process involved, what is the point of having a consular then?"

SCL Das, joint secretary, internal security in the ministry of home affairs who headed the Indian delegation at the talks said: "We were hopeful that this would be the last and final meeting. We are disappointed over two points. This is a people's project, no fee should be charged and they should be flexible on that."

Both sides have already agreed that 5,000 pilgrims can visit Gurdwara Kartarpur Sahib using the corridor every day and additional pilgrims, over and above the figure of 5,000, can visit on special occasions.

"There is an agreement on visa-free travel of Indian pilgrims, without any restrictions based on their faith. Persons of Indian origin holding OCI card too can visit the Holy Gurdwara Kartarpur Sahib using this corridor", SCL Das said.

A source told WION, "Pakistan wanted to indulge in propaganda than pursue serious talks."

The corridor will be open 365 days and pilgrims have a choice to visit as individuals or in groups, and on foot. Both sides also agreed on emergency evacuation procedures, especially medical emergencies and for this, a direct line of communication between border the security force and Pakistan Rangers will be established. Pakistan will also make sufficient provision for preparation and distribution of ‘Langar’ and ‘Prasad’ for the pilgrims.

This was the third round of India-Pakistan talks on the corridor and is expected to be followed by the fifth round of technical talks. The fourth round of India-Pak talks will take place at Wagah, Pakistan.

Work is on full swing on both Pakistani and Indian side of the Kartarpur corridor with officials monitoring daily progress. India has been building a bus passenger terminal and a four-lane highway up to the International Boundary.

In November 2018, India and Pakistan had announced the establishment of a direct border-crossing linking Gurdwara Darbar Sahib in Kartarpur, the final resting place of Sikh faith founder Guru Nanak, to Dera Baba Nanak in Punjab's Gurdaspur district.

It is expected to be opened by November 2019, 550th birth anniversary of Guru Nanak. Kartarpur is located in Pakistan's Narowal district across the Ravi river, about four km from Dera Baba Nanak.

India's Sports Minister Kiren Rijiju has urged his British counterpart, Nicky Morgan, to have shooting included in the 2022 Commonwealth Games in Birmingham.

The Birmingham organising committee has dropped shooting from the programme because of no suitable space, prompting a threat from the Indian Olympic Association (IOA) to boycott the Games.

In a letter on Tuesday, Rijiju asked Morgan, secretary of state for sport, to intervene and bring back a sport that has been part of the Commonwealth Games since 1974.

"It seems the decision to exclude shooting is based on the premise that shooting had never been a compulsory sport and there is no venue available for holding shooting events," Rijiju wrote to Morgan.

"The Indian public takes a keen interest in shooting. In a constructive gesture, the International Shooting Federation (ISSF) has offered to share the cost for the inclusion of shooting in Birmingham CWG."

India topped the table for shooting at last year's edition in Australia, taking home 16 medals including seven gold for a total tally of 66 medals the third best performing nation in the games overall.

Rijiju noted that India makes up more than half of 2.4-billion-strong population of the 53-nation Commonwealth.

The government on Wednesday declared four Pakistan-based individuals, including Mumbai terror attack mastermind and Lashkar-e-Taiba chief Hafiz Saeed, as terrorists under the amended unlawful Activities (Prevention) Act, 2019, reported news agency ANI. Jaish-e-Mohammed (JeM) chief Masood Azhar, Lashkar-e-Taiba chief Zaki-ur-Rehman Lakhvi and underworld don Dawood Ibrahim are the other individuals who have been designated as terrorist.
