Road Transport and Highways Minister Nitin Gadkari on Thursday said that people had stopped respecting and following traffic rules, following which the government had to impose high penalties.

Road Transport and Highways Minister Nitin Gadkari on Thursday said that people had stopped respecting and following traffic rules, following which the government had to impose high penalties. The Union Minister asserted that higher penalties have been levied to curb road accident cases and save lives. "People did not have any fear and respect towards traffic laws and rules so we decided to raise the penalties. By imposing higher fines we are not aiming to earn money, the main motive behind this is to implement the traffic rules in an apt manner," said Gadkari. "Why are people asked to pay fine? If you won`t break any rule then you won`t be asked to pay any fine. The traffic penalties have been raised as earlier even after imposing penalties for traffic violations, people did not follow rules. People used to take it for granted; they used to think that they`ll pay some money and move on," he added. Gadkari further went on to add that the people should follow proper traffic rules so that they do not have to pay higher fines and penalties. "Around five lakh accidents occur every year in our country and around 1.5 lakh people die due to road accidents. Around 1.5 lakh to two lakh, people become handicap due to accidents. Around 65% of the people who die in road accidents fall under 18 yrs to 65 yrs of age group. Young people die in road accidents. Is there no value of their life?," said Gadkari. The transport minister told that his department is looking forward to improving the accidental spots in the country and the government will be utilizing around Rs 14 crore for the same. "This initiative is beneficial in many ways and it is in the interest of the general public only. I had promised that within five years I`ll try to bring down the death rate in road accidents to 50 per," said Gadkari.

Higher penalties as people have stopped respecting traffic rules, says Nitin Gadkari

I hope that I will have my father back home very quickly," he told reporters in Delhi. In a double whammy, former finance minister P Chidambaram on Thursday was sent to judicial custody in Tihar jail till September 19 on a day when the Supreme Court also rejected his plea challenging the Delhi High Court order that had refused anticipatory bail to him in the INX Media case. Calling for collective international action to check perpetrators of terrorism, Defence Minister Rajnath Singh on Thursday advocated strong measures against those who support and finance terrorism and provide sanctuary to terrorists. He was delivering a keynote address at the `Seoul Defence Dialogue 2019` with the theme, `Building Peace Together: Challenges and Vision`, during his visit to the Republic of Korea (ROK). "Of the numerous security challenges that the world is facing, the gravest is that of terrorism. No country in the world is safe from terrorism and India has been actively pursuing counter-terrorism cooperation bilaterally, regionally and globally through UN and other forum," he said. The minister said that world politics today is in a state of flux and this has aggravated global and regional challenges to international peace and security. "New and emerging technologies have impacted the regional as well as global security environment," he said. "Our region is confronted with numerous traditional and non-traditional security threats such as terrorism, conflicts, transnational crimes, maritime threats, proliferation as well as the challenges of sustainable development, including the lack of energy, low intra-regional trade and lack of connectivity", he added. Singh emphasised that good relations with neighbours - both immediate and extended - are a priority for India`s foreign policy as part of its Neighbourhood First Policy. "A key feature of India`s Neighbourhood First Policy is also its engagement with its neighbours in sub-regional groupings of Indian Ocean Rim Association (IORA) and Bay of Bengal initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), apart from a trilateral maritime co-operation format with Sri Lanka and Maldives to improve Maritime Domain Awareness and co-operation", he said. The minister expressed India`s support for peace and stability in the Korean Peninsula and its denuclearisation through dialogue and diplomacy. "Our quest for common prosperity and security requires us to evolve a common rules-based order for our region, the Indo-Pacific region. This order must be based on sovereignty and territorial integrity and equality of all nations, irrespective of size and strength. These rules and norms must be based on the consent of all", he said.

The Supreme Court said on Thursday it will hear petitions against alleged media and communication restrictions in Jammu and Kashmir on September 16. A bench headed by Chief Justice Ranjan Gogoi declined to pass any order and said, "We will hear all the petitions on September 16." Lawyer Vrinda Grover, who appeared for Kashmir Times Executive Editor Anuradha Bhasin, submitted, "There could be a humanitarian crisis as per a video of a doctor."She said, "There are parts where journalists cannot enter. Media is there to report things...The situation is not good there, in my opinion." Solicitor General Tushar Mehta opposed the arguments of Grover and said that a large number of newspapers are being published in the region. Bhasin chose not to publish the newspaper from Srinagar, Mehta contended. Attorney General KK Venugopal said the situation has improved in the region and more than 80 per cent landline connections have been restored. There is no truth in the petitioner`s allegations that people do not have access to hospitals, he said, adding nearly 7 lakh patients attended OPD, over 4,000 underwent major surgeries and 40,000 had minor surgeries in the Valley since the revocation of the special status to J-K last month. On August 28, the apex court had issued notice to the Centre on Bhasin`s petition, which challenged the alleged restrictions on journalists in the Valley. She filed an additional affidavit in the court on Wednesday, saying the movement of journalists continues to be restricted in Srinagar. On August 13, Bhasin had moved the plea, claiming Kashmir Times was not published owing to the curbs on communication services and movement. She had alleged that a bar was put on journalists` rights provided under the different provisions of the Constitution. Last month, Parliament had passed the Jammu and Kashmir (Reorganization) Act, 2019, bifurcating the state into two Union Territories -- Jammu and Kashmir with legislature and Ladakh without it.

India has ordered $14.5 billion worth of weapons from Russia, an announcement was made by Moscow after the 20th India-Russia Summit on Wednesday.

Russia's chief of federal service for military-technical cooperation, Dmitry Shugayev, was quoted by Russian news agency TASS as saying, "Last year and today saw the emergence of a tremendous portfolio of contracts in contrast to all previous years, $14.5 billion. This is the second major incident of protest outside the Indian Mission in less than a month in London. The Pakistani diaspora launched a violent protest on Indian Independence Day outside the mission leaving many from the Indian community stranded. Four people were arrested by the Metropolitan Police at that time.

The second incident came on the day when British foreign secretary Dominic Raab "deplored" the violent protest on August 15.

"Such violence should not be conducted anywhere else for that matter. Communities now need to reduce that tension but on a positive note, such as buildup confidence-building measures. This would not only allow reducing tension between communities in Kashmir and also between India and Pakistan," Raab said in the British Parliament in response to a question.

Last week, ahead of their meeting on the sidelines of the G7 summit, Prime Minister Narendra Modi had spoken to British Prime Minister Boris Johnson and raised the issue of violent protests that took place outside the Indian Mission.

An Indian government readout said, that Prime Minister Modi "drew attention to the challenges posed by vested interests pursuing their motivated agenda, including by violent means."

Adding, "In this context, he referred to the violence and vandalism perpetrated by a large mob against the High Commission of India in London on the last Independence Day of India."

The British Prime minister has regretted the incident and assured the safety of the Indian Mission.

The readout said, Prime Minister Johnson "assured that all necessary steps would be taken to ensure safety and security of the High Commission, its personnel and visitors."

India had taken up with the United Kingdom the violent protests which took place outside the Indian High Commission on Independence Day and conveyed its concerns on how the security of the mission was undermined.

With The Induction Of Apache Helicopter & Rafale Jet, Is India's Much-Delayed Defence Modernisation Plan Now Truly Underway?

WION Edit: Is India's defence modernisation plan back on track?

A Chennai-based NGO Sevalaya has come up with the concept of ‘Seed Ganesha’, which is just like any other Ganesha idol made of clay, but is mixed with vermicompost and has few seeds embedded in it. Unlike its clay and Plaster-of-Paris (PoP) counterparts, this one need not be dumped in water bodies or the beaches.

After the prayers and festivities, these 9-inch tall idols can be lowered into flower pots or small pits in the soil and when watered regularly until they dissolve, the seeds sprout and what was once the Ganesha idol becomes the same with the environment, leaving no trace.

Speaking to WION on the idea behind the project, V Muralidharan, Founder and Managing Trustee, Sevalaya said, “During Ganesh Puja a lot of people dump the Ganesha idols in the water bodies and end up polluting them, so we wanted to ensure that people kept the idol at home, instead of dumping it. So we came up with an idea where we can have a clay Ganesha with seeds embedded in it so that it can be kept in a pot, when watered regularly the plant grows. This way we are growing a plant every year and doing a great service by not disposing of the idols.”

“We source the clay, seeds and vermicompost from our organic farm and are able to produce hundreds of idols that sprout into plants such as tulsi, papaya, leafy greens, ladies finger etc. The idols are also made by the villagers who live near our organic farm”, said R. Ganesh, Associate Vice President Sevalaya.

While such small initiatives do make a positive impact, most of the widely used idols are made of clay or Plaster of Paris (PoP) with a generous coat of glossy paints and end up being dumped or immersed in the nearby rivers, lakes and beaches.

Speaking to WION on the impact of the dumping of idols into water bodies, Arun Krishnamurthy, Founder, Environmentalist Foundation of India said, “We are dumping harmful waste (Plaster of Paris) into the waters and it will have a long-term ill effect and will keep releasing chemicals for a long time. It contaminates the groundwater and affects the biodiversity in the region.”

"Even when it comes to clay idols, when we extract clay from a certain lake or pond and make idols out of it, the idols should be immersed in same water body from where the clay was extracted. It is important to keep in mind that while embracing and celebrating our culture, we must always keep the traditions intact and live in harmony with nature, " he added.

Ahead of Assembly polls, Chief Minister Arvind Kejriwal on Tuesday announced a big raise in financial aid under its free coaching scheme 'Jai Bheem Mukhyamantri Yojana' and also extended the benefits of the scheme to the students of Other Backward Classes (OBCs) and economically weak students of the general category.

The Delhi government has increased the financial assistance under the scheme, which was earlier meant only SC students, from Rs 40,000 to Rs 1 lakh.

"In this age of competition for admission in good medical and engineering colleges, the students need to take coaching. But some poor students lag behind for want of good coaching. That's why we came up with 'Jai Bheem Mukhyamantri Yojana' two years ago for SC students in which the financial aid of Rs 40,000 was given," Kejriwal told reporters at a press conference.

"Now, we have found the amount is too low and there is a need to help students from other categories as well. It has been decided to raise the amount provided under the scheme from Rs 40,000 to Rs 1 lakh. The scheme will now also be extended to all students from SCs, OBCs and economically weak in the general category," he added.

Talking about the eligibility criteria, the Chief Minister said, "There is a condition for this scheme. The student will have to be from Delhi. He or she should have done Classes 10 and 12 from Delhi. Only then, they will be eligible for this scheme. The family income should be less than Rs 8 lakh per annum."
