As Delhi-National Capital Region (NCR) and adjoining areas are reeling under a severe blanket of hazardous pollution that is said to be caused predominantly by crop stubble burning, Agricultural Scientist M S Swaminathan states that the solution lies in turning waste (crop stubble) into wealth by upcycling it.

In a series of tweets, the scientist who is fondly known as the Father of India’s Green revolution suggested the long-term course of action for the governments of Delhi, Haryana, and Uttar Pradesh.

Highlighting that the air pollution in Delhi which has become a matter of public health concern nationally and internationally, with the farmers being blamed for stubble burning, he compared the situation with South India where stubble is not burnt due to the economic value associated with it.&nbsp;

“For years I pointed out many economic uses of rice straw and we should adopt an approach with farmers to convert rice stubble run income rather than making them agents of eco-disaster”, he said.

He took the example of the recently established RiceBioPark at Nay Pyi Taw, Myanmar, that was established by the MS Swaminathan Research Foundation, with funds from the Ministry of External Affairs and inaugurated by the President of India.&nbsp;

“The rice bio park shows how stubble can be utilized to make products including paper, cardboard and animal feed”, he said.

According to the MS Swaminathan Research Foundation website, “The rice bio park concept was conceived by Prof M S Swaminathan. Rice is the major livelihood supporting crop of Myanmar. However, farmers have been largely using only the rice grain and were wasting the other rice biomass. The straw at 1:1 grain to straw ratio is either burnt resulting in pollution or thrown away in many places. Farmers are unaware of the rich income potential from bio-mass, by creating value-added products from the straw, husk, and bran. The initiative, when it becomes fully functional is to increase the income of farmers and provide jobs in value addition with the goal of moving from poverty to prosperity.”

The veteran scientist suggested that the governments of Delhi, Haryana and UP set up rice bio parks where farmers can convert stubble into income and employment. “We should stop blaming farmers since it will take us nowhere. Instead, we should propose methods which are economically and ecologically desirable”, he added.

India has decided not to join the <a href="https://www.wionews.com/india-news/vietnam-backs-india-at-rcep-says-want-trade-deal-with-all-16-countries-259891">Regional Comprehensive Economic Partnership (RCEP)</a> agreement as its key concerns have not been addressed, government sources said.

They said that Prime Minister Narendra Modi stood firm as India's key concerns were not addressed.

The sources said there will no compromise on the country's core interests and RCEP agreement does not reflect its original intent and the outcome is not fair or balanced.

The key issues include- inadequate protection against import surge, insufficient differential with China, possible circumvention of rules of origin, the base year remaining as 2014 and no credible assurances on market access and non-tariff barriers.

The Prime Minister had said earlier that India remains committed to a comprehensive and balanced outcome of RCEP negotiations and seeks balance across goods, services and investments and also within each pillar.

RCEP is a proposed free trade agreement (FTA) between the ten member states of ASEAN and six FTA partners.

Vietnamese envoy to India Pham Sanh Chau has backed New Delhi at <a href="https://www.wionews.com/india-news/rcep-meet-piyush-goyal-meets-australian-counterpart-holds-discussions-on-trade-issues-255400">RCEP</a> saying his country would like to see 16 countries in the mega trade pact. Vietnam will be the chair of ASEAN next year when the RCEP trade deal is expected to be signed. &nbsp;Chau also spoke about high-level visits between the two countries and increased air connectivity between the two countries.&nbsp;

WION: How do you see the ties between the two countries?

Pham Sanh Chau: This month we had two high-level visits. The first deputy minister of public security which is a minister of state level, he came at the invitation of his counterpart and we discussed all matters related to security and towards the end of the month, chief of the general staff of defence visited.&nbsp;

Security and defence are the key cooperation between Vietnam and India and it reflects the mutual trust between the two countries.

WION: How do you see the people-to-people ties increasing?

Pham Sanh Chau: We are very pleased that Indigo started direct flights between Hanoi and Kolkota and Ho Chi Min and in December Vietjet Air will start direct flights between Delhi and Ho Chi Min city. We see a substantial increase in passengers and an increase in the number of visitors from Vietnam and into Vietnam will increase.

WION: How do you see RCEP negotiations panning out?

Pham Sanh Chau: I hope all the countries concerned will be able to address their differences in order to soon sign the agreement. The agreement is very important because it will be in the interests of the countries concerned. We keep our fingers crossed and hope under the Vietnam-ASEAN chairmanship and Vietnam EAS chairmanship, we will be able to witness the signing of the document.&nbsp;

WION: As the chair of ASEAN next year, how do you see RCEP talks panning out&nbsp;since the deal is now expected to be signed next week?

Pham Sanh Chau: We hope when we hold the chair of ASEAN, number one, if everyone agrees, we can declare the completion of the negotiations and that will be fantastic. Secondly, leaders can then basically conclude all negotiations and technical issues that require some time to be addressed and finally the negotiations need to be carried out next year under Vietnamese chairmanship.

WION: And you will be back in New Delhi for RCEP...

Pham Sanh Chau: We hope RCEP will include all the 16 countries because we believe it is in the interest of all the countries concerned but it is also important for peace and security in the region.&nbsp;

WION: How do see the situation in the South China Sea?

Pham Sanh Chau: As clearly stated in the ASEAN summit by my prime minister, we hope that the serious incident that took place in the waters of Vietnam will not happen again.

WION: And your take on the Delhi pollution?

Pham Sanh Chau: I think this is a matter not only of India and Delhi and pollution is a matter for many countries as well.

I understand the genuine concerns of my colleague in the diplomatic community but for me it is okay. I see the weather is nice except the fact we should not go out.

I feel more comfortable with the heat in summer and of course, we have come up with measures like air purifiers. So for the Vietnamese people it is not a big issue.

Vietnam backs India at RCEP; says want trade deal with all 16 countries

With the national capital facing <a href="https://www.wionews.com/india-news/delhi-thick-smog-blankets-parts-of-delhi-air-quality-index-crosses-severe-level-259837">severe air pollution</a>, the Supreme Court on Monday asked the Delhi government&nbsp;the "logic" behind the odd-even scheme and ordered it to produce data to prove that the road rationing plan reduces pollution.

The Bench of Justice Arun Mishra and Deepak Gupta took up the issue of air pollution in the capital and other parts of north India.

The apex court ruled that persons found violating the ban on construction and demolition in the Delhi-NCR region will be fined Rs 1 lakh and with Rs 5,000 for burning garbage. It also directed municipal bodies to prevent open dumping of garbage.

"Cars create less pollution. What are you [Delhi]&nbsp;getting from this odd-even? What is the logic behind the odd-even scheme? Banning diesel vehicles we can understand, but what is the point of odd-even scheme," Justice Arun Mishra said.

The bench has sought the data or records from the Delhi Government by Friday to prove that the odd-even scheme has reduced pollution in Delhi, even as autos/taxis and two-wheelers continue to ply on the roads.

The next date of hearing in the case is November 6.

The <a href="https://www.wionews.com/india-news/delhi-kejriwal-carpools-with-ministerial-colleagues-on-first-day-of-odd-even-259821">odd-even scheme</a>, which entails cars with even last digits to run on even days and with odd last digits to run on odd days of the month, will be in force from November 4 until November 15.

The Bench also directed the Central government and the Delhi Government to take steps with the help of the experts.

"It is not the way we can live. Centre should do [something], states should do [something], it can't go on. This is too much. No room is safe to live in this city, even in homes. We are losing precious years of our lives due to this," it said.

The apex court also summoned chief secretaries of Punjab, Haryana and Uttar Pradesh to appear before it on stubble burning that leads to pollution.

"Delhi is choking every year and we are not able to do anything. Every year, this is happening and this continues for 10-15 days, this does not happen in civilised countries. The right to life is most important. Things are happening every year under our nose. People are being advised to not come to Delhi, or leave Delhi. State governments are responsible," the bench said.

The court said it will monitor the matter related to air pollution.

"People dying in their state and neighbouring states -&nbsp;will not tolerate this. We are making a mockery of everything. This is a gross violation of the fundamental right to life. We will supervise this matter now. Crop stubble burning must stop immediately and all states must do everything to stop it," the Supreme Court said.

Justice Mishra said that gram pradhans, local officials, police who do not control burning should be removed from their posts.

Justice Arun Mishra further remarked that people were not safe inside their own homes and it was unacceptable in a civilised country and asked what measures were being taken by the government.

Describing the situation as 'grim', the apex court also asked the Centre and Delhi government to inform them what they intend to do to reduce the pollution.

"Situation is grim, what you intend to do as Centre and as the Delhi government to reduce this pollution," Supreme Court asked

Speaking on the situation in the national capital, the court stated the situation is....getting repeated every year and it is not tolerable.

Air quality in Delhi other parts of North India dipped to "severe" after Diwali and a thick blanket of smog can be seen in these areas.

In the wake of the current situation, the Environment Pollution (Prevention &amp; Control) Authority has declared a public health emergency.

However, the government said that while it did receive some communication from WhatsApp in the past, the alert was too vague and technical and did not specify the nature of the impact.

Journalists, activists and diplomats were targeted in the inter-continental spyware attack. WION's Siddhant Sibbal was also among those who were targeted.

Following this, the IT ministry had sought a detailed response from the messaging app saying that the Indian government was not informed about the hacks.

Remember, the Indian government had said that the messaging app failed to raise the snooping issue in august when the IT minister Ravi Shankar Prasad held meetings with top Whatsapp bosses.&nbsp;

The meetings were held after WhatsApp rumours were blamed for spreading misinformation in the backdrop of lynchings in India.

The case only came to light last week, when Whatsapp filed a lawsuit against the Israeli firm NSO over the pegasus spyware.

However, concerns over the snoop gate were raised back in March.

In March 2019, affected Indians began receiving suspicious missed calls.

Whatsapp first flagged the breach in may this year.

The IT ministry issued a notification about the vulnerability in the same month.

Whatsapp on Sunday replied to the Indian Government's notice on Israeli firm's spyware Pegasus. Countering the Information and Technology (IT) Ministry's claim, the Facebook-owned entity said that it had alerted the government about the privacy breach in September.

The Congress on Sunday claimed that its party general secretary Priyanka Gandhi Vadra`s phone was also hacked during a recent spyware attack on several journalists and human rights activists.

Last week, Facebook, the parent company of WhatsApp, alleged that Israeli cybersecurity company NSO used WhatsApp servers to spread spyware Pegasus.

"When WhatsApp sent messages to all those whose phones were hacked, one such message was also received by Priyanka Gandhi Vadra," said Congress chief spokesperson Randeep Surjewala in a press conference on being asked about NCP leader Praful Patel and West Bengal Chief Minister Mamata Banerjee receiving messages from the Facebook-owned messaging platform.

Surjewala, however, did not mention when exactly Priyanka received the message.&nbsp;

Amid the raging controversy, the government has asked WhatsApp to come out with an explanation on the breach of privacy and list out measures that have been taken to safeguard the privacy of millions of Indians.

This comes a day after Congress interim president Sonia Gandhi dubbed the snooping on activists, journalists and political persons as illegal, alleging that the government acquired an Israeli software to spy on citizens.

According to reports, WhatsApp revealed that journalists and activists in India have been the target of surveillance by operators using the Israeli spyware Pegasus.

The messaging platform said that it had reached out to the people who were targeted but declined to reveal the identities and "exact number" of those who were targeted. The messaging company stated that it remains committed to protecting all messages of its users.

The Press Council of India (PCI) chairman Justice Chandramauli Kumar Prasad has expressed grave concern over the order issued by the Andhra Pradesh government granting permission to the Secretaries of respective departments to initiate legal action with regard to publication of false, baseless and defamatory news items against the print media through the public prosecutor.

"The Chairman is of the view that the threat to prosecute media personnel, in general, shall demoralize the journalists in large which shall have a severe bearing on the freedom of the press. Not only this the problems which the order in question seek to redress can very well be remedied by the Council itself," read a statement from the Press Council of India.

"While taking suo-motu cognizance of the issue, the Chairman has directed the government of Andhra Pradesh through its Chief Secretary and Special Commissioner (I&amp;PR) to file reply statement in this matter," the statement added.

The YS Jagan Mohan Reddy-led Andhra Pradesh Government had on October 30 issued an order delegating powers to the secretaries of respective departments to lodge complaints and file appropriate legal cases through public prosecutor against false, baseless and defamatory news items published, telecast or posted in print, electronic and social media.

This was the advancement of the government order number 938 released in 2007, which empowered I&amp;PR Commissioner to lodge a complaint and file defamation cases against publishers and editors.

Now the same powers are extended and delegated to the secretaries of respective departments."Instances have come to the notice of the government that certain print, electronic and social media are deliberately trying to tarnish the image of government officials by spreading false, baseless and defamatory news with malafide interest," the government order read.

"After careful examination of the matter, Government hereby accord permission to delegate powers to the Secretaries of respective departments to issue rejoinders, file complaints and lodge appropriate cases, if need be, through public prosecutor against defamatory news items published/telecast/posted in print/electronic/social media pertaining to their respective departments after following due process of law," it added.

Later, political parties accused the government over this order, while the government defending its actions by stating that this is a mere delegation of powers to department secretaries, which already existent with the I&amp;PR Commissioner.

Former Andhra Pradesh chief minister N Chandrababu Naidu tweeted, "The right to question, criticize and showcase the failures of a government is fundamental to democracy. YS Jagan Mohan Reddy's government has today issued the draconian GO 2430 that aims to curb freedom of expression in Andhra Pradesh. This is meant to stifle people's voice on social media."In another tweet, he added, "Prodded by the YSRCP, the Police will now be able to foist false cases to harass media institutions and people who are showcasing the many failures of the government. If necessary, we will take the fight to the streets until this oppressive GO is cancelled!"

Senior BJP leader Lanka Dinakar also strongly condemned the "attack" on journalists and restrictions on media in the state."Article 19 of our Constitution allows freedom of speech and expression. It stands for the freedom of the fourth estate. Article 21 of the Constitution gives us the right to life and personal liberty," he said.

Dinakar added, "The state government has curtailed the voice of media by imposing conditions and restrictions''

"While taking suo-motu cognizance of the issue, the Chairman has directed the government of Andhra Pradesh through its Chief Secretary and Special Commissioner (I&PR) to file reply statement in this matter," the statement added. This was the advancement of the government order number 938 released in 2007, which empowered I&PR Commissioner to lodge a complaint and file defamation cases against publishers and editors. Later, political parties accused the government over this order, while the government defending its actions by stating that this is a mere delegation of powers to department secretaries, which already existent with the I&PR Commissioner. If necessary, we will take the fight to the streets until this oppressive GO is cancelled!" Senior BJP leader Lanka Dinakar also strongly condemned the "attack" on journalists and restrictions on media in the state."Article 19 of our Constitution allows freedom of speech and expression. It stands for the freedom of the fourth estate. Article 21 of the Constitution gives us the right to life and personal liberty," he said. Dinakar added, "The state government has curtailed the voice of media by imposing conditions and restrictions''

While speaking to ANI over the phone, Laxman recalled the incidents of police "manhandling" the BJP leaders.

He shared that BJP MP from Karimnagar, Bandi Sanjay was manhandled by police during a march held to observe the mourning of the death of a TSRTC employee.

Laxman said that he will bring all the matters to the notice of BJP president Amit Shah and Nadda.Sanjay will also move a privilege motion in the upcoming session of Parliament.Earlier on Saturday, Telangana Chief Minister K Chandrashekar Rao set November 5 deadline for protesting TSRTC employees to join back and said that there will be no merger of the transport corporation with the state government "on any condition".

"On any condition, there is no merger of RTC with government, this is decided by the state cabinet. 5100 private buses permission is granted in the state. This strike is declared illegal by labour commissioner. If any strike (is) declared illegal then employees and department relation do not exist. This agitation has started especially during the students` exams and festive season," Chandrashekar Rao told media.

Rao added, "Central government has brought the Motor Vehicles Act which permits privatization, it is the law of land. That is the reason we have taken this decision."

The Chief Minister said that 67 percent hike was done by the state government.

"After the privatization, all the passes will be valid and accepted. I am not bulldozing, according to the Centre's decision, we are acting. We will always work by keeping the public necessity in mind. 5,100 private buses are given route permit in the state. The RTC is demanding for never-ending wishes. The Cabinet decided not to merge RTC with the government. The government has courtesy towards the small jobs. And that is the reason we are hiking their salaries. There is no change in the cabinet decision of privatization," Rao said.

Before November 5, TSRTC employees who turn back will be accepted, the Chief Minister said.

"If not we will give permission to another 5,000 buses. The opposition parties are the killers. They are provoking the RTC employees and they are responsible for their deaths.
