Northeast India is being developed as a gateway to Southeast Asia under Central government's Act East Policy (AEP), Prime Minister Narendra Modi said on Saturday, and added that the plans are on cards to establish seamless connectivity between Thailand, Myanmar and northeast India in the years to come.

"Our focus is to connect India's northeast with Thailand. northeast is being developed as a gateway to south-east Asia. This initiative will immensely strengthen India's act east policy and Thailand's Act West Policy," Modi said in his address at the 'Sawasdee PM Modi' event.

Recounting his government's achievements in the past 5 years, Modi said that as many as eight crore homes in India were provided free LPG connections in just three years.

"This number is bigger than Thailand's entire population." Modi said that India announced itself open-defecation free on Mahatma Gandhi's 150th birth anniversary, adding that his government is willing to take up challenges which were once considered insurmountable.

"In the last 5 years, we have connected every Indian to a bank account and provided electricity. We are working to provide water to every family. By 2022, when India celebrates 75 years of independence, we are working to ensure a house for every poor person in India," Modi said.

The Prime Minister's reference to the Centre's move to abrogate Article 370 of the Constitution received a standing ovation from the crowd gathered at the event.

"India has taken a massive decision to free itself from separatism and terrorism," the prime minister said.

He said that the transformation in India is the reason that his government got a bigger mandate in the 2019 general elections.

Talking about the close ties between India and Thailand, the Prime Minister said that no single government can be credited with the strong relationship between the two countries.

Delhi Deputy Chief Minister Manish Sisodia on Saturday lashed out at the Centre for blaming the Kejriwal government for the rising level of pollution in the national capital and said that 63,000 machines provided by the Centre to curb stubble burning cannot help 26 lakh farmers.

"The Centre has provided 63,000 machines (to curb stubble burning) in two years. How will it help 26 lakhs farmers? It will of course not! With this speed, is it a programme for 50-60 years? If it is so what should people of Delhi-NCR do for the next 50 to 60 yrs?," asked Sisodia in a press conference.

The statement came in the wake of high pollution levels and hazardous air quality in the national capital following the festival of Diwali.

On Wednesday, Delhi Chief Minister Arvind Kejriwal had said that Haryana, Punjab and Uttar Pradesh state governments should provide alternate machinery and equipment to farmers to stop them from burning stubble.

He had said the farmers were ready to use alternate machinery to prevent rising levels of pollution, but there was a lack of effort by the governments.

Hitting out at the Union Environment Minister Prakash Javadekar, Sisodia said: "Javadekar has postponed three meetings of Environment ministers of North Indian states that were scheduled and then were never held.

Either he does not have time or the problem of pollution is not his priority.

"Due to the prevailing weather condition, the Delhi government on Friday had announced schools to be shut till November 5 and banned all construction activities. The government has declared a "public health emergency".

Simply providing stubble burning machines won't help farmers: Manish Sisodia

In view of the rising air pollution owing to stubble burning, Haryana Deputy Chief Minister Dushyant Chautala on Saturday said that the Education Department has been asked to ensure that open activities are restricted in the schools across the state.

"The next two days are Saturday and Sunday. So there is no point in closing the schools. The state`s Education Department has been asked to restrict open activities in government and private schools to ensure that air pollution does not affect the health of children," he said during a press conference.

Chautala also said that the practice of stubble burning has decreased in Haryana.

"Delhi government is saying that stubble burning in Haryana and Punjab is responsible for the rise in air pollution in the national capital. If that is the case, then Haryana is at a greater risk," the Deputy Chief Minister said.

He said that air pollution is an environmental issue, which cannot be simply stopped by sealing borders.

"There are not many options for farmers than to burn the stubble. We will make one waste energy plant functional within six months and provide some subsidy in the sector so other power players can also come and set up plants," said Chautala.

Pollution is also on the rise in several cities of Haryana and several locals complained of the increasing smog on the roads.

"There is so much pollution and smog. It is even affecting the visibility on roads, which can lead to accidents. Farmers are not acting responsibly. Policies are in place. This is wrong," said Prakash Kumar, a local of Sirsa.

Haryana Deputy Chief Minister Dushyant Chautala on Saturday said the leaders should rise above politics and collectively take actions to combat air pollution in a sustainable manner so that the issue can be resolved permanently.

"It is an environmental issue. We should collectively take actions, which have a long-term impact on combating air pollution and the matter can be resolved once and for all. We should rise above politics," he said during a press conference.

Deputy Chief Minister Chautala said that the Central government should lead the efforts in consultation with Haryana, UP, Delhi, Rajasthan, and Punjab.

"Stubble burning has decreased in Haryana. Data show that this year, there has been a fall in stubble burning by 34 per cent. Continuous efforts are being made to further decrease it," he said.

Citing data from the National Aeronautics and Space Administration (NASA), Chautala rapped Delhi Chief Minister Arvind Kejriwal, saying that Punjab is mostly responsible for the air pollution due to stubble burning.

"According to NASA data, there is not much stubble burning on the border regions of Haryana. It is mostly from Punjab. And if the air pollution is making its way to Delhi, it cannot simply be stopped by sealing borders," he said.

Chautala also said that the fire incidents in the dump yards in the national capital also contribute to air pollution in the city.

"Delhi government should also monitor that," he said. The air quality in the national capital has slumped to the `hazardous category` with the pollution level hovering near 400 owing to stubble burning in the neighbouring states.

WION Wideangle: Tackling India's Airpocalypse

Union Environment and Climate Change Minister Prakash Javadekar on Saturday urged Delhi Chief Minister Arvind Kejriwal to take measures to tackle air pollution in national capital instead of indulging in 'blame-game'.

Addressing media persons after an event here, Javadekar said, "I think it is unfortunate that a Chief Minister, instead of finding solutions to mitigate pollution is into a blame game."

"Instead of spending Rs 1500 crores on advertisements, if Delhi government spends the money to buy machines for disposing off crop stubble for farmers of Punjab and Haryana, it will be more beneficial," said Javadekar.

Stating that the geophysical conditions surrounding the national capital play a role in increasing air pollution, the Union Minister appealed to Delhi, Punjab and Haryana governments to work together in order to tackle the menace.

Holding stubble burning in the neighbouring states responsible for rising air pollution in the national capital, Delhi Chief Minister Arvind Kejriwal on Friday asked Punjab, Haryana and Central governments to give specific deadlines, by when they will put stop on stubble burning.

The air quality in the national capital and its adjoining regions on Saturday continued to remain in the 'hazardous category' with the pollution level hovering near 400.

Due to the prevailing weather condition, the Arvind Kejriwal government in Delhi has announced to shut the schools till November 5 and has also banned all construction activities. The government has declared a "public health emergency".

Punjab Chief Minister Captain Amarinder Singh on Saturday wrote to Prime Minister Narendra Modi, seeking Centre`s immediate intervention in evolving a consensus to address the problem of pollution in Delhi.

"The situation as it prevails today demands a consensus rising above political affiliations and regional considerations. I look at you, Mr Prime Minister, to initiate the process of evolving that consensus, without further delay," Singh states in the letter.

Singh has further stated that he is "hurt and pained" at the declaration of a public health emergency in the national capital.

"This unprecedented development has exposed the hollowness of our claims of being a progressive and developed nation. How can a country be called developed when its capital city has been reduced to a gas chamber, not by any natural disaster but a series of man-made ones," writes Singh.

The Chief Minister further expressed the way he has been feeling about lakhs of men and women, and especially senior citizens, who can barely breathe in the toxic air, which is currently evolving in Delhi.

"The state government blames the stubble fires triggered by the farmers in Punjab and Haryana for the smog. Stubble fires supported by the winds blowing in the wrong direction are contributing to the toxic levels of air pollution but according to the data from several independent agencies, the large-scale industrial pollution, traffic overload, excessive construction activity taking place in Delhi is equally to blame," Singh further writes.

Chief Minister Singh has mentioned that in Punjab a law has been enforced against stubble burning to the maximum extent possible.

"The farmers are being penalised but Delhi continues to experiment with its own set of solutions to the woes of traffic and industrial pollution, with little success," he added.

Recalling his meetings with Prime Minister Modi, Singh wrote: "Many times I have suggested a separate bonus amount of Rs 100 per quintal to facilitate stubble management by the farmers."

Azad also alleged that there were some discrepancies in the counting of votes in Haryana. "We could have won 7-8 seats. There were seats where we were winning by 1,000-1,200 votes but the government counted votes again and get them in their favour. BJP has been doing this in other states also. In real, BJP has not won more than 30-32 seats," he was quoted as saying. In the Assembly polls, BJP fell short of six seats to get a majority in 90-member Haryana Assembly. Later, the party stitched an alliance with Jannayak Janta Party (JJP) which has 10 seats and managed to get the support of seven independent MLAs.Khattar along with JJP chief Chautala met Governor Satyadev Narayan Arya on Saturday and staked the claim to form the government with the support of 57-MLAs. More than 100 migrant workers from Kashmir will be moved after a spate of killings by suspected separatist militants underlined the threat to outsiders in the restive region.

More than 100 migrant workers from Kashmir will be moved after a spate of killings by suspected separatist militants underlined the threat to outsiders in the restive region. Senior officials working for the chief minister of West Bengal, Mamata Banerjee, said on Saturday she decided to move the workers out of Kashmir to prevent them from becoming a potential target for militant groups who the government says have intensified attacks on civilians belonging to states except Kashmir. The migrant workers will be identified and moved by train to eastern states, the officials said. Last week, suspected militants barged into a house in southern Kashmir, marched out six men who had come to work in the orchards and paddy fields from West Bengal, lined them up and shot them, police said. Five died, a sixth, who the gunmen had left for dead, survived, to tell the tale that has fanned fears of further attacks on outsiders, officials say. "We have orders from the state leader to escort all the Bengali labourers out of Kashmir after five Muslim labourers from West Bengal were killed," said a senior police official in Kolkata. Migrant workers are a soft target for militants, and during the past few weeks 11 have been killed, including the victims of this latest atrocity, the government said. Much of Kashmir's economy is dependent on outside labourers who work in construction, hotels and apple orchards. None of the militant groups that are fighting Indian rule in Muslim majority Kashmir claimed responsibility for the attack on migrant workers. The separatist insurgency in Kashmir began three decades ago, but the latest flare up in violence followed Prime Minister Narendra Modi's decision in August to take away the autonomy previously offered to India's only Muslim majority state. India is hoping that by opening up property rights in Kashmir to people from outside the region it can reignite economic growth, create jobs and turn the focus away from a militant uprising in which more than 40,000 people have died. But for the government to have any chance of succeeding, it will have to remove the growing sense of insecurity among Indians who have risked coming to Kashmir to make a living.

Reacting to state Finance Minister Sudhir Mungantiwar`s comment about president`s rule, Shiv Sena on Saturday asked the BJP not to threaten it and said the President was not in "anybody's pocket".

In an editorial in its mouthpiece Saamna, Shiv Sena termed Mungantiwar`s "threatening statement" as "unconstitutional" and "against democracy", and compared the BJP with "Mughals"."

Do not threaten to impose the president's rule in Maharashtra. We are aware of the law, Constitution, and parliamentary traditions. The President is the highest Constitution institution. He is not in anybody`s pocket," the party said.

"Threatening to impose the president`s rule after failure on the government formation is like Mughal's diktat... The law and constitution are not anyone's slaves. We are not responsible for the current condition of politics and the people of Maharashtra know it," the Saamna editorial read.

It seems the president`s stamp is kept in BJP office and will be used as per the party`s convenience, the Shiv Sena said, adding that Mugantiwar's statement reflects BJP's "ill intentions".

It blamed the BJP for the ongoing political uncertainty in the state.

On Friday, Mungantiwar said the state may head for the president`s rule if the government is not formed before November 7.

The current term of Maharashtra government ends on November 8.

The BJP and Shiv Sena are engaged in a bitter tug-of-war over equal power-sharing including the term of chief minister's post for 2.5 years each.

As Shiv Sena stands firm on its demand, the BJP has maintained that Devendra Fadanvis will continue to be the chief minister for the entire term.

The BJP emerged as the single largest party by winning 105 seats while the Sena emerged victorious on 56 seats in the 288-member Maharashtra Assembly.

The air quality in the national capital and its adjoining regions continued to remain in the 'hazardous category' with the pollution level hovering near 400.

Notably, because of the thick blanket of smog in the morning, scores commuters faced difficulty reaching their office on time as the visibility was affected causing slow movement of traffic at the major junctions.

Due to the prevailing weather condition, the Arvind Kejriwal government in Delhi has announced to shut the schools till November 5 and has also banned all construction activities.

The government has declared a "public health emergency".According to the air quality index (AQI) in the Lodhi Road area, major pollutants PM 2.5 and PM 10 were recorded at 500 on Saturday.

An AQI between 0-50 is considered 'good', 51-100 'satisfactory', 101-200 'moderate', 201-300 'poor', 301-400 'very poor' and 401-500 'severe'. Above 500 falls in the 'severe plus' category.

In Uttar Pradesh's Noida, Moradabad, Hapur and Ghaziabad also, the air pollution was so severe that the locals were seen wearing masks while doing exercise today. AQI in Indirapuram was at 449 which falls in the 'hazardous category'.

"Despite the Supreme Court's ban, people have burst crackers. This has deteriorated the quality of air. The smog present in the atmosphere is causing respiratory illness. The Centre has issued some guidelines to prevent ourselves from air pollution. We are trying to follow it," said Mohini Malik, a school teacher.

In some cities of Punjab and Haryana such as Ludhiana, Ambala, and Kaithal, the air quality deteriorated so much that people were forced to remain outdoors in the morning.

"There is too much smoke outside. I am very feeling unwell. Too much money is getting spent on my treatment. I feel suffocated, the moment I step out of my house. All the places which emit smoke should be shut down at the earliest," said Bhupinder Kaur, a local from Ludhiana.

"In Ludhiana, the stubble burning practiced by farmers has caused air pollution in the region. I request the state government to fulfill the demands of the farmers and buy their stubble so that they do not burn it," said Satyendra Singh, a local from Ludhiana.

According to SAFAR, the air quality is likely to recover by the evening today towards the upper end of 'Very Poor'.

"A fresh Western Disturbance is likely to advance to eastern regions northwest India by November 2," the IMD stated in its All India Weather Warning Bulletin.

The organization has also mentioned about the menace of stubble burning causing air pollution and informed, "The effective stubble fire counts of Northwest India (Haryana and Punjab) touched a new peak value of this year (3178) yesterday. In the wake of favourable boundary layer meteorology prevailing between Delhi and Stubble burning region supported by calm surface wind condition of Delhi, accumulation of pollutants sharply increased and stubble share in Delhi's PM 2.5 touched season`s high of 44 percent on October 31 as against the expected 25 percent."

"The share is predicted to drop down to 18 percent by November 2 owing to the increase in ventilation index dispersing it. By November 3 significant improvement to the very poor is expected," the weather forecast agency stated.
