The <a href="https://www.wionews.com/india-news/will-be-campaigning-in-jharkhand-looking-forward-to-be-among-people-of-great-state-tweets-pm-modi-264288">prime minister </a>on Monday slammed Congress for its inability to resolve the issue of Ayodhya and Jammu and Kashmir to protect its vote bank in his rally for the upcoming polls in Jharkhand.&nbsp;

The <a href="https://www.wionews.com/india-news/jharkhand-assembly-polls-prime-minister-modi-likely-to-address-5-to-8-rallies-262619">Prime Minister Narendra Modi </a>was addressing his first rally in the state in Daltonganj for the upcoming elections in Jharkhand.&nbsp;

"The Congress follows the policy of procrastination so that it can keep collecting votes. The party kept the issue of article 370 pending. We had promised a resolution and we fulfilled it. The Ram Janmabhoomi dispute in Ayodhya had lingered for decades. The Congress could have resolved it, if it so wanted, but it chose to hurt the society, the country to protect its vote bank. See, today the dispute stands resolved," the prime minister said.

The prime minister, in his speech, also spoke on the connection between Lord Rama with tribals (Adivasis). It should be noted that the state of Jharkhand has a significant tribal population.&nbsp;

"The Adivasis had shown the direction to even Lord Rama. When Lord Rama was in Ayodhya, he was called a Prince. When he left Ayodhya for 'Vanvaas' (exile) and returned back after 14 years he was called 'Maryada Purushottam'. This showed that the transformation in Lord Rama took place because, during his exile, he spent time with Adivasis.&nbsp;

The prime minister also asserted to tribals that the BJP is committed to protect their rights: 'Jal, Jungle, Jameen' (water, forest and land)." He also said that under the administration of Atal Bihari Vajpayee, a separate ministry was established for the welfare of tribals.

PM Modi also praised the Jharkhand government led by Raghubar Das for tackling the issue of Naxalism in the state. He said that when he first visited Jharkhand in 2014, the state was badly affected by Naxalism and violence because of which the state lagged behind other states on developmental&nbsp;issues.

"But the BJP government changed this. We have been able to eliminate Naxalism because our intent is clear and we are working with honesty," Modi said.&nbsp;

He also accused Congress of using Naxals for political gains, adding that in the past five years, the government is able to eliminate this issue by bringing the disgruntled youth into the mainstream.&nbsp;

Calling the election as a contest between those who 'serve' and those who 'loot', the PM added: The Congress has problems, we have the solutions. They have accusations, we have the report of the work we have done. They have empty promises, we have the proof of development".&nbsp;

PM Modi also said that the party was committed to the five principles of social justice, stability, good governance, prosperity, respect for all and security.&nbsp;

Taking a jibe at former governments of the state, the prime minister said that earlier governments were formed through back door. Alliances were formed in the state by those who were driven by the lust for power and who exploited the resources of the state.&nbsp;

The prime minister said that the Das government worked day and night to end corruption, bring transparency and set up institutional mechanisms.&nbsp;

He also added that the "double-engine" growth in Jharkhand was only possible because, in the Centre and state, BJP government was in power.&nbsp;

"The benefits of double-engine growth are many. There is continuity of development....no political games are played," PM said.

The elections of Jharkhand will be held in five phases beginning from November 30.&nbsp;Daltonganj will vote in the phase.&nbsp;

In the Assembly elections results announced on Oct 24, BJP had won the maximum number of seats (105). Shiv Sena, NCP and Congress claimed 56, 54 and 44 seats respectively.

Two out of four Nationalist Congress Party (NCP) MLAs who were reported missing since after government formation in Maharashtra have reached Hyatt hotel in Mumbai on Monday. NCP leaders said that the two MLAs- Daulat Daroda and Anil Patil- were lodged in a hotel in Gurgaon and came back to Mumbai along with Nationalist youth Congress president Dheeraj Sharma and Nationalist Student Congress chief Sonia Doohan on late Sunday night. Another lawmaker Nitin Pawar had already reached Mumbai on Sunday while NCP MLA Narhari Zirwal is currently at a safe location in Delhi, party leaders said. The MLAs who have returned have pledged their support to the Sharad Pawar led NCP, which won 54 seats in the recently concluded Assembly elections. Meanwhile, following the recent development, NCP leader Nawab Malik told ANI that 52 MLAs have come back to Sharad Pawar-led party. "52 MLAs of the party have come back to us, one more is in touch with us," Malik told ANI. On Sunday evening, all NCP MLAs were moved to hotel Hyatt in Mumbai, citing security concerns. After a prolonged uncertainty over the government formation that lasted for nearly a month, Devendra Fadnavis on Saturday early morning took oath for the second consecutive term as the state chief minister, while Ajit Pawar was sworn-in as deputy chief minister. NCP has removed Ajit Pawar as the leader of its legislative party, with the party chief saying that the decision of Ajit to align with the BJP was against the party line and any MLA who aligns with him is likely to face anti-defection law. The Supreme Court on Sunday issued notices to the Maharashtra government, state Chief Minister Devendra Fadnavis, his deputy Ajit Pawar and the Centre, asking for relevant documents and letters of support from MLAs by 10 am on November 25.

District and Sessions&nbsp;Judge of Patiala House Court on Monday approved <a href="https://www.wionews.com/india-news/nirbhaya-rape-case-court-seeks-status-report-from-tihar-jail-authorities-224277">Nirbhaya</a>`s parents` application seeking transfer of the case to Additional Sessions Judge Satish Arora.

In December last year, Nirbhaya`s parents had approached the court seeking the case to be fast-tracked. The Court has also slated the matter for hearing on November 28.

Earlier, due to the transfer of the judges, the matter kept on getting adjourned.

Advocate Seema Samriddhi Kushwaha, who is representing Nirbhaya`s parents in the case, said, "We had approached the court when legal remedies of the convicts got exhausted. We are seeking the court`s direction to the Tihar Jail authorities to expedite the execution of the rape convicts."

On December 16 in 2012, a 23-year-old paramedic student was gang-raped inside a running bus by six persons in the national capital.

The victim, who was severely assaulted and thrown out on the road along with her male friend, succumbed to injuries a few days later.

Out of the six perpetrators, one committed suicide by hanging himself in prison, while another, a juvenile, served maximum punishment of three years in a reform home and was set free in 2015.

The remaining four rapists were convicted and handed death sentence by a trial court in 2013, which was confirmed by the Delhi High Court in March 2014.

The <a href="https://www.wionews.com/india-news/ncp-congress-shiv-sena-petition-supreme-court-to-pass-order-tomorrow-1030-am-264329">Supreme Court</a> upheld the Delhi High Court`s verdict in 2017.

On October 31 earlier this year, the Tihar Jail administration had issued a notice to the convicts asking them to file a mercy plea before the president.

As per law, the convicts can plead for mercy from the President and seek commutation of death sentence to life imprisonment. If the President allows the mercy petition, then the convicts may escape the gallows.

Senior leader Eknath Shinde on Monday said that <a href="https://www.wionews.com/india-news/ncp-congress-shiv-sena-petition-supreme-court-to-pass-order-tomorrow-1030-am-264329">Shiv Sena, NCP and Congress </a>have the required numbers and added that they have given the letter, where 162 MLAs have pledged support to their alliance to Maharashtra Governor Bhagat Singh Koshyari.

Earlier today, Congress-NCP-Shiv Sena leaders submitted the letter to the officials at Raj Bhavan in Mumbai.

"We`ve given the letter of support of 162 MLAs to the Governor. In a democracy, only the majority number holds importance. We want that the minority government formed on November 23, should resign as they can`t prove the majority. Those with the majority should be given the opportunity," said Shinde.

"We have signatures of 162 MLAs and we have proven that we can form the government. The current government which is formed overnight should not be given acceptance as they don`t have the numbers. We demand the resignation of Chief Minister Fadnavis as they don`t have numbers," said Shinde.

Echoing similar sentiments, NCP leader Jayant Patil earlier today had asserted that a government has been formed in the state but the concerned political parties do not have adequate numbers.

"We have a doubt that if the BJP Government is unsuccessful in proving the numbers, they will indulge in bad practices and therefore we have taken signatures of MLAs beforehand. The government that does not have numbers and have no third person other than the two faces which are being shown regularly, should not create a false public perception that they have numbers and can form the government," said Patil.

Patil told reporters here that he will once again try to convince Deputy Chief Minister Ajit Pawar for one last time.

"I will go to <a href="https://www.wionews.com/india-news/ajit-pawar-took-false-documents-to-raj-bhawan-yesterday-sanjay-raut-264162">Ajit Pawar</a> once again to convince him and this could be for the last time. Union Finance Minister Nirmala Sitharaman has said that the Central government is making efforts to ensure better regulatory mechanism in the banking sector in the backdrop of PMC and IL&amp;FS debt issues.

"There have been a lot of questions in the context of PMC Bank and earlier in that of IL&amp;FS issue. The Reserve Bank of India is looking at the issues and ensuring that steps are taken within the RBI, which will strengthen their supervisory and regulatory roles," Sitharaman said on Saturday.

The Finance Minister indicated that there is a consensus in the government to make legislative changes or amendments to enable and empower the regulatory bodies.

"Such measures are required to make sure that the markets and banks are better regulated and any anomalies because of the misnomer or because of the way in which chief of these institutions have taken liberty with the existing rules are all corrected," she said addressing the 6th G Ramachandran Memorial Lecture here.

Sitharaman said that these actions are for the betterment of the bank account holders.

"Today there has been a structural change in the way in which businesses have run their affairs over the millennia. Indian businesses have largely remained in the informal sector. The formalisation of the Indian economy is a big journey, which is having a bearing on the medium and small entrepreneurs," she said.

The minister said that non-performing assets (NPAs) multiplied between 2007-08 and 2013 and had become a burden on the banks' books. Retorting to the "mini-budget" remark of the Opposition parties, Sitharaman said that actions were being announced every Friday to reassure the sectors in a challenging situation.

"We have to respond in time and each time so that the mood in the country is that there is a government that wants to respond and is committed to structural reform," Sitharaman said.

She said that expectations from bureaucracy are far more than it was earlier as the government is bringing experts from outside to work with the bureaucrats.

"Industrial policy and export policy are also things in which we are moving ahead, being compliant of everything the WTO wants us to do. We will be ensuring that the Indian exporters are facilitated and helped out so that they are far more competitive in the market," Sitharaman added.&nbsp;

In his 59th edition of the Mann Ki Baat radio program, Prime Minister Narendra Modi on Sunday announced the launch of 'Fit India School grading system'&nbsp;in schools across the country.

"In the Fit India Movement, schedules have been drawn for ranking schools in accordance with fitness. The schools that achieve this ranking will also be able to use the 'Fit India'&nbsp;logo and flag," Modi said.

The Fit India School rankings have been divided into three categories - The Fit India Schools, which is the first level of ranking, Fit India School (3 star) and Fit India School (5 star).

"Schools can declare themselves as fit by visiting the Fit India portal. Fit India three-star and Fit India five-star ratings will also be given. I appeal that all schools should enroll in the Fit India ranking system and Fit India should become innate to our temperament. That it becomes a mass movement and bring awareness is what we must strive for," the Prime Minister said.

The Fit India School ranking system has been drawn up by the Ministry of Youth Affairs and Sports in discussion with the Ministry of Human Resource Development.

"Inculcating the habit to stay fit from a young age leads to children being not just physically healthy, but gives them mental sharpness and focus too. When our children are fit, India is bound to turn into a fit country. It is a behavioural change that we strive to bring about," Rijiju added.

Urging all state boards to celebrate the Fit India Week in December, PM Modi hailed the on-going Fit India Week celebrations in CBSE schools across the country. Modi said,&nbsp;"CBSE has taken a commendable initiative of introducing the concept of 'Fit India week'. I appeal to the school boards and management of all the states of the country that Fit India Week should be celebrated in every school, in the month of December."
