Extremely horrific, my thoughts are with those who lost their loved ones: PM Modi on Delhi fire

Prime Minister Narendra Modi on Sunday urged the country`s police forces for striving to improve their image to inspire a sense of confidence among the people including women at all times.

Delivering his address at the 54th conference of the Directors General of Police and Inspectors General of Police here, the Prime Minister lauded the police forces for their meticulous efforts in maintaining general peace and tranquillity and ensuring normalcy in the country.

"We must not forget the contribution of their families who stood firmly behind them," he said while emphasising the role of effective policing in making sure that women feel safe and secure.

Modi urged the heads of police departments to carry forth the spirit of the conference to the lowest level-from state to the district to the police station.

After listening to the presentations given by different state police forces, the Prime Minister mentioned that a comprehensive list of best practices could be prepared and adopted by all the states and UTs, according to an official statement.

"Technology provides us with an effective weapon to ensure pro-active policing that factors-in the feedback of the common man," he said.

Modi expressed his special interest in the development of North-Eastern states which is critical for the Act East Policy of the government and urged the DGPs of these states to make extra efforts to create a conducive environment for the development programmes.

The Prime Minister recognised the pulls and pressures confronting the police officer in the day to day discharge of duties.

However, he said, "Whenever they are in doubt they should remember the ideals and the spirit with which they appeared for the civil services exams and continue to work in the national interest, keeping in mind the welfare of the weakest and poorest sections of society."

The Prime Minister participated in the 54th DGsP/IGsP Conference here on December 7 and 8.

Apart from leading the discussions and giving valuable suggestions over the past two days, he addressed the valedictory session of the conference this evening.

He also awarded the President`s police medals for distinguished service to officers of the Intelligence Bureau.

With the guidance of the Prime Minister, in order to encourage a meaningful exchange of views and experiences, the conference, which earlier used to be a one-day event, was changed to a three-day affair starting from 2015.

Moreover, the Conference was taken out of Delhi and organised in different parts of the country.

The format of the conference has also undergone significant changes in terms of the presence of the Prime Minister and the Union Home Minister.

In the lead-up to the conference, Committees of DGPs were established to formulate the contours of presentations, which are on contemporary security threats. Additionally, during the conference, break-out sessions were held to further refine policy issues.

"This year, eleven core groups were formed for holding brainstorming sessions on key aspects of internal and external security such as terrorism, Naxalism, coastal security, cyber threats, combating radicalisation and narco-terrorism," the statement said.

Commending the conference for generating good inputs for policy planning and implementation, the Prime Minister laid emphasis on the emergence of concrete outcomes from the finalised action points.The Prime Minister has departed for Delhi after attending the conference.&nbsp;

Capital city Jakarta's reputation as a crowded, polluted megacity of more than 10 million people - one that is slowly sinking into the sea - is partly why Indonesia plans to move government offices to a "Forest City" in East Kalimantan province, news agency Reuters said in one its report published in September.&nbsp;

The logic of the plan, first mooted nearly 70 years ago, is also to escape Java's earthquake risk and to swing Indonesia's political centre nearer the middle of the archipelago and away from the politically dominant island.

"Kalimantan is an area of tropical forest, we are aware of that. Indonesia also suffered forest fires. These plantations are part of the forest system. They are not cut every year. They capture carbon," Suryodipuro said.&nbsp;

State structures including the <a href="https://www.wionews.com/india-news/p-chidambaram-reaches-parliament-day-after-bail-grant-266336">Parliament House Annexe</a>, Vayu Bhawan, Sena Bhawan, and ministry offices in Lutyens' Delhi rank badly in terms of fire safety.

Inspections undertaken by the Delhi Fire Service (DSF) found that these buildings of high importance do not have enough measures in place to avoid loss of life and property in the case of a fire.

According to the DFS list, 100 such buildings in Lutyens' Delhi alone fail to adhere to fire safety parameters.

DFS chief Atul Garg said that these buildings do not require any 'No Objection Certificate' (NoC) as these are quite old.

"As per the inspections, we have found shortcomings and have suggested a few changes, which should be done," Garg said.

According to the former DFS Chief RC Sharma, these buildings are incapable of fulfilling the modern-day requirements.

"These buildings are old and have been built long back. They may not have the required facility, which has been introduced like compartmentation and putting a door on a staircase. It may not be possible to install doors at the staircase. That is why these buildings feature in the list of structures with shortcomings," said Sharma.

According to a letter sent to the Parliament House Annexe after an inspection last year, the DFS noticed multiple shortcomings.

"Hose reel on the ground near BJP room number 5B is not functional. Main pumps and a diesel pump are not on auto mode; branch pipes are missing in hose boxes and in some boxes, only one hose is kept instead of two. The main control room fire alarm and detection panel is not functioning properly and all exit and gates must be kept clear," DFS had said.

The DFS had also directed that all counter fire measures that are installed in the Parliament be kept in working condition during the sessions.

An 8-year-old Licypriya Kangujam from Manipur has called upon Prime Minister Narendra Modi to implement climate change laws in the country and pass them in the ongoing Winter Session of Parliament.

"Please save our future. I am with my inspiration @gretathunberg to give more pressure to you and the world leaders. You can't underestimate us. Please pass the Climate Change law in the ongoing winter parliament session," reads Kangujam's Tweet dated December 6.

For long, the young activist has been holding talks, organising awareness campaigns, rallies and has helped victims of natural calamities.

She recently met Swedish climate activist Greta Thunberg in an climate change event in Madrid in Spain. In June this year, she stood near Parliament premises to draw Prime Minister Narendra Modi's attention towards climate change.

"I urge him and all MPs to act on climate change now and save our future. The sea levels are increasing and the Earth is becoming hotter. They should act now," she had told ANI.

She has voiced concerns across several international platforms, urging the world leaders to act on the issue of climate change and to reduce natural disasters. She has also been recognised for her work and was awarded the 2019 World Children Peace Prize Laureate.

Kangujam is also the founder of 'The Child Movement', a voluntary movement by the children to raise their voices on global issues. Prime Minister Modi has also voiced his concerns about climate change.

In September this year, while addressing the United Nations Climate Action summit 2019, Modi also said that India has come to the United Nations to present a practical approach and roadmap on the issue.

"Need and not greed is our guiding principle. India is here today to not only talk about the seriousness of this issue but to present a practical approach and a roadmap. We believe that an ounce of practice is worth more than a ton of teaching," Modi had said.&nbsp;

The Central government led by Prime Minister Narendra Modi is all set to renew the reservation provided to the marginalised communities like Scheduled Castes and Scheduled Tribes in Parliament and state legislatures.

Union Minister Ravi Shankar Prasad will introduce the Constitution (126th Amendment Bill) 2019, in the Lok Sabha on Monday, that provides to further amend Article 334 of the Constitution which proposes to extend the reservation for these marginalised sections for another ten years.

Interestingly, the proposed amendment does away with the reservation provided to the Anglo Indian community in the Lok Sabha and state legislatures.

"Although SCs and STs have made considerable progress in the last 70 years, the reasons which weighed with the constituent assembly in making provisions with regard to the aforesaid reservation of seats have not yet ceased to exist.

Therefore, with a view to retaining the inclusive character as envisioned by the founding fathers of the Constitution, it is proposed to continue the reservation of seats for the Scheduled Castes and the Scheduled Tribes for another 10 years, that is up to 25 January 2030," the proposed Bill states.

The move was set in motion after a meeting of the BJP`s top brass, attended by Defence Minister Rajnath Singh, Home Minister and party chief Amit Shah, Parliamentary Affairs Minister Pralhad Joshi, Law Minister Ravi Shankar Prasad, Leader of House in Rajya Sabha and Social Justice Minister Thawar Chand Gehlot, in Parliament on December 3.

The need for bringing in the Bill was felt as the current reservation provision ends on January 26, 2020, and the government wants to get the approval of Parliament ahead of the deadline.

The move by the Narendra Modi government is significant as the BJP is often portrayed as being anti-reservation. Sources stated that this step is expected to send across a message that the Narendra Modi government is with the marginalised sections of the society.&nbsp;

In a message on the 35th SAARC charter day, PM Modi said, "SAARC has made progress but more needs to be done. Our efforts for greater collaboration have repeatedly been challenged with threats and act of terrorism".

Highlighting how terrorism "impedes our shared objective of realizing the full potential of SAARC", PM Modi said, "it is critical that all countries in the region take effective steps to defeat the scourge of terrorism" and the "forces that support it" which will "generate greater trust and confidence to build a stronger SAARC".

The prime minister in the letter said the organisation was set up&nbsp;"to build a connected and integrated South Asia" and aims to promote "development and progress of all countries in the region" and New Delhi will continue to "support various initiatives to achieve closer cooperation in diverse areas"&nbsp;

The 19th SAARC summit was to happen in Islamabad in 2016 but it was boycotted by India along with --Bangladesh, Bhutan, Sri Lanka, Afghanistan after the Uri terror attack in Jammu and Kashmir.
&nbsp;
Founded in Dhaka, SAARC, even though comprises just 3 per cent&nbsp;of the world area, it includes 21 per cent&nbsp;of the world population.

After 2016, New Delhi is focusing more on the BIMSTEC grouping as part of its "Act&nbsp;East"&nbsp;policy and had invited the leaders of the grouping during the swearing-in ceremony of PM Modi for his second term.

The last rites of the <a href="https://www.wionews.com/india-news/all-demands-of-unnao-rape-victims-family-accepted-lucknow-commissioner-266937">Unnao rape victim</a> were conducted by her family amidst heavy security on Sunday, after receiving assurance from the administration that all their demands will be met.

The last rites were performed on a piece of land belonging to the victim's family.

Cabinet ministers in the Uttar Pradesh government Swami Prasad Maurya and Kamal Rani Varun also arrived in Unnao to meet the bereaved family and attend the last rites of the deceased.

"We are committed to punishing the culprits and we, including the Chief Minister, are standing in solidarity with the bereaved family. We will do anything to punish the culprits, a fast track court has been set up to nail them," Maurya told reporters here.

The minister also urged the Opposition parties to stop politicising the matter of the <a href="https://www.wionews.com/india-news/unnao-rape-case-government-gives-rs-25-lakh-compensation-to-victims-family-trial-in-fast-track-court-266837">death of the Unnao rape victim</a>.

Earlier, the Uttar Pradesh administration had said that all the demands of the victim's family have been accepted.

Lucknow Divisional Commissioner Mukesh Meshram said that they held talks with the victim's family and assured them of all possible help and assistance.

"Whatever their demands,&nbsp;that case should be put to trial in fast track court so that culprits are given strictest punishment on time...apart from that, the family of the deceased victim is poor, and their resources are very limited. We would provide them facilities which can be sanctioned by the government," Meshram said while speaking to reporters here.

The administration had also assured of giving round the clock protection to the victim's sister and issuance of an arms license to her brother based on their demands and apart from this the family's demand to meet Chief Minister Yogi Adityanath had also been accepted.

Along with these, Meshram, during the course of his meeting with the victim's family, had also assured two houses under Prime Minister Awas Yojna to them.

After battling for life at Delhi's Safdarjung Hospital, the victim, <a href="https://www.wionews.com/india-news/with-86-rape-cases-in-unnao-up-justice-minister-vows-not-to-spare-culprits-266778">who was set ablaze</a> while on her way to a court hearing on Thursday morning, died at 11:40 pm on Friday.

The 23-year-old was airlifted from Lucknow's SMC Government Hospital to Delhi for treatment at Safdarjung Hospital on Thursday.

According to the police, the five accused had allegedly thrown kerosene on the woman and set her ablaze when she was on her way to a local court for the hearing of the case she had filed in March.

Magisterial probe ordered into Anaj Mandi fire: Delhi CM Arvind Kejriwal

A new book featuring the research of scholars from US, Europe, India, among others, have traced the presence of Tamil community in Singapore and other regions of Southeast Asia back to 2,000 years.

Co-published by Indian Heritage Centre and Singaporean-baed think tank Institute of Policy Studies, the book, titled 'Sojourners To Settlers - Tamils In South-east Asia And Singapore' explores the lesser-known aspects of the community's history and heritage, as well as examines the evidence of Tamil connections with the region, The Straits Times points out in a report.

These include the inscriptions on the Singapore Stone, which some experts date back to the 10th century. It was located at the mouth of the Singapore River before the British destroyed it in 1843.

"Our early Tamil pioneers helped to shape the Singapore identity and laid the foundations of contemporary Tamil culture and practice," Singapore's Minister for Communications and Information S Iswaran said at the launch of the book on Saturday at the Asian Civilisations Museum.

The phrase "kesariva", identified in the inscriptions on the Singapore Stone suggest it could part of the word "Parakesarivarman" - a title used by several Chola dynasty kings. This suggests a Tamil presence in the Singapore Strait dating back 1,000 years.

Over its two volumes, the book discusses topics such as ports and maritime routes connecting Indian kingdoms with South-east Asia and the literary similarities between Malay and Tamil.

"Colonial Singapore was a microcosm of India's diverse cultural background and landscape - it's vast, a seemingly endless range of sub-ethnicities and linguistic groups," Iswaran said in his address during the launch.

"Tamil Singaporeans, who constitute a majority of the Indian population in our nation, are a vibrant and diverse community, who continue to play an important role in shaping Singapore's future," he added.

Someone has to take responsibility: Gautam Gambhir on Delhi fire

The national capital is emerging as a tinderbox as data shows that there has been a constant increase in the number of fire calls received by Delhi Fire Services (DFS).

The data published in 2011 showed that the total fire calls had increased by almost 65 per cent in five years.

According to the data, the DFS had received a total of 18,143 calls in 2011, which increased to 22,581 in 2012.

Similarly, the number of calls received by the DFS increased consistently between 2013 and 2017 and saw a massive jump in the total number of calls received by the department.

In 2016, the DFS received more than 30,000 calls and it crossed the mark of 30,000 calls for the first time, which means the DFS received at least one call of a fire incident in every 20 minutes.

On the other side, the DFS is facing a shortage of 35 per cent staff to deal with fire incidents.

According to an official document, the sanctioned strength for the DFS was around 3,600 till last year but less than 2,000 people were working there.

This year, 500 new recruits have joined the DFS.

However, 800 posts are still lying vacant. Also, the control room of the DFS, which is responsible to receive calls, is facing a massive shortage of staff.

Currently, the DFS has more than 200 fire engines with a capacity of 5,000 litres of storage to cater to a population of almost 2 crore.

According to the information available, cities with 50 per cent less population have more firefighters than the national capital.

London and New York with a population of 89 lakh people have 6,000 firefighters and over 17,000 firefighters, respectively.&nbsp;

Vice President Venkaiah Nadu on Sunday expressed concern over the growing crimes against women in the country and said that the change of mindset is the need of the hour to curb the menace.

"In Indian tradition, we treat women as our mothers and as sisters but what has happened in recent days in certain parts of the country is really shameful and is a challenge for all of us. The change in the mindset is the need of the hour. Such incidents are bringing a bad name to India. We must never denigrate our country," he said while addressing a function in Pune.

"We should collectively create psychology and a mindset in the society which condemns and denounced such bad practices. Promoting better practices is the need of the hour and which is why I feel that in every educational institute, with education, we should also educate children about our culture. This should be the responsibility of the teachers".

"We must all take an owe to see that this sort of discrimination, this sort of atrocity are stopped. We should not look at it from the angle of religion and also from the angle of the region. We should not look it from the political prism. The moment you look it from the political prism, the cause is lost."

"Bringing new laws are not the solution, however, I am not against bringing any new law or the new Bill. We brought the Bill on Nirbhaya what happened? Is the problem solved? So, I always feel that what is required is not a Bill rather a political and administrative skill to kill the social evils of the society," he added.&nbsp;

Union Defence Minister Rajnath Singh on Saturday said that Pakistan has made terrorism it's 'state policy'&nbsp;and is not 'mending its ways'.

Defence Minister Rajnath Singh attended the 142nd passing out parade of Indian Military Academy (IMA) in Dehradun today.

While addressing the passing out cadets here, Singh said, "Pakistan has made terrorism its state policy. They have fought four wars and lost all of them but they are a strange neighbour and not mending its ways. So, you (cadets who are passing out) have to prepare yourself to face terrorism."

"When you were walking in front of my eyes with your measured and padded steps, I was seeing a picture of a safe and golden India in you. Your ability to walk step by step and shoulder to shoulder helps in achieving any major goal. This ability makes our army and armed forces strong," he added.

Defence Minister further added that the Central government has adopted a multi-pronged strategy against terrorism, which has given positive results.

"The entire world knows that if the mastermind of 9/11 and terrorist organisation Al Qaeda was found somewhere, it was found in Pakistan. The whole world also knows that the people of Lashkar-e-Toiba, who carried out 26/11 attacks, are sitting there in Pakistan," said Singh.

"Despite this, there is a need to be vigilant always about the threat of terrorism because in Pakistan, along with the terrorism state policy, there exist non-state actors who are extremely powerful that their role in Pakistan`s theatre is nothing more than that of puppets," he added.

Singh asserted that the people who died in 26/11 Mumbai attack and their families will get justice on the day when the people who carried out the attack, will be brought to an end.

"The 166 people who died in 26/11 attack and their families will get justice on the day when those who carried out the attack will be brought to their final conclusion," said Singh.

The Defence Minister also stated that the government has perceptional differences with China regarding the border as the clear demarcation of the border has been pending for a long time now.

Therefore, the Indian Army will always have to act with valour as well as discretion on the Northern Front and North-Eastern Front.

"The Indian Army has proved this many time in the last few years, when required it worked with discretion and did confrontation avoidance and when a different situation was created in Doklam, the Army showed strong will power," said Singh.

Pak has made terrorism it's state policy and is not mending its ways: Rajnath Singh

India on Friday underscored the need for making the selection of United Nations peacekeepers more stringent and suggested a series of measures in this regard to make the process more effective.

Speaking at a high-level event which deliberated on improving peacekeeping performance, India's Permanent Representative to U.N., Syed Akbaruddin, said that while India believes that broad participation in peacekeeping is important to enhance global solidarity, "there can be no substitute for the professional competence of those engaged in all aspects of this global enterprise."

In his address, Akbaruddin highlighted the need for minimum operational standards as a benchmark that all contingents should meet when deployed.

"The guidelines require that the Peacekeeping Capability Readiness System (PCRS) should be the sole mechanism for the selection of a military or police unit for deployment. The four distinct levels (Level 1, Level 2, Level 3 and Rapid Deployment Level (RDL)) are meant to indicate a natural progression of readiness for deployment. Diversity in terms of deployment needs is understandable, and some variations are inevitable," Akbaruddin said.

"However, choices and selections need to be made from within the same spectrum of options. Those not part of the PCRS is best avoided. Similarly, preference of units from Level 1 of the PCRS for deployment, when units at Level 3 and RDL are available, undermines due diligence of the states involved in updating their contributions to higher levels," he added.

India was one of the sponsors at the event along with the US, Portugal, Senegal, Uruguay and Vietnam.&nbsp;
