World is facing an unprecedented shortage of computer chips. Industries across the board are suffering. From consumer electronics, to car manufacturers. The shortage is either driving up costs Or forcing companies to cut back on production.

This shortage affects you more than you realise. That's because these chips drive our world now. And as we depend more on gadgets. And move online in bigger numbers

We'll need more chips. Right now, the demand is far more than the supply. And the production is limited to a few big players. Chip makers are spending heavily on expanding their output. And India has a pitch for them.

The proposal is simple. Make In India.

And get more than one billion dollars in cash incentives.

Reports say that India wants to offer more than one billion dollars as incentives to companies who make their chips in India.

“The government will give cash incentives of more than $1 billion to each company which will set up chip fabrication units,” a senior government official told Reuters.

“We’re assuring them that the government will be a buyer and there will also be mandates in the private market (for companies to buy locally made chips),”

The govt is apparently also ready to provide assurances to manufacturers that buyers will line-up.

The report says the government will buy the chips and also set up a mandate for private players.

Companies in India could be asked to buy Made in India chips. Suppliers who make chips in India will be tagged as "Trusted sources".

And these chips will be eligible for use in a range of products from CCTV cameras to 5G equipment and everything in between.

This may be a compelling offer. But, it's not a unique one. Governments around the world are subsidising chip makers.

India has now jumped into the fray. But attracting these businesses to India won't be easy. The competition its intense.

US President Joe Biden wants 50 billion dollars to boost the US chip industry.

The proposal is part of his two trillion-dollar infrastructure plan. He plans to hike taxes on the foreign earnings of American companies to raise these funds. Biden wants to spend that 50 billion dollar budget in two areas.

One, for production incentives.

Two, for research and design.

The American president wants to create a national semiconductor technology centre. For research into semiconductors. Biden has been taking about dealing with the current shortage since the early days of his administration.

In February he met with a bipartisan group of lawmakers to discuss supply chain issues.

Then he signed an executive order.

It was for America's federal government to conduct a comprehensive review of supply chains for computer chips and large batteries.

The ones that are used in electric vehicles. Biden called these chips a "21st century horse shoe nail".

So America plans to become an aggressive player in the world of chips. It is also discussing an agreement with Japan for critical chip components.

India is in the semiconductor race too. So is China.

In 2020, more than 35 billion dollars flowed into China's semiconductors firms. That's an increase of 407 percent from 2019.

Until recently, China depended on the US For semiconductors.

Every year, it imported more than 300 billion dollars worth of chips from American suppliers. It was good business for American companies too.

They received 25 percent of their sales orders from Chinese markets. But in December last year. The Trump administration banned technology exports to Chinese companies.

Joe Biden is yet to lift these restrictions.

So, Beijing has now embarked on a mission of self-sufficiency in semiconductors.

Where does that leave us? Rising demand for chips, shortage of supply and a race between two big players. India should see this as an opportunity. India should open its doors, project itself as a worthy candidate for semiconductor companies, and play up its credentials.

India is world's second-biggest mobile manufacturer after China. It has the wherewithal to become the global hub for chips

Rwanda's President Paul Kagame will be visiting India later this month, the first head of state visit from Africa to India amid Covid pandemic. The visit comes even as India is increasing its engagement with Africa, with a number of high-level visits from both sides before the pandemic.

Both India and Rwanda have seen high-level engagement, with Indian PM Modi visiting the country in 2018. Remember during that visit, India had gifted 200 Indian cows that helped in improving the availability of milk for Rwandan children and also increased the income of farmers.

In the month of March, India had supplied Rwanda India made vaccines. 2.9 lakh doses of India made vaccines were sent, of which 2.40 lakh were sent under COVAX, and 0.5 lakh as a gift.

This year, Rwanda's capital Kigali will be hosting the Commonwealth Heads of Government Meeting (CHOGM) in the month of June. Kagame while making the announcement had said, “CHOGM Rwanda 2021 will be an exceptional occasion to deliberate together on the enormous technological, ecological, and economic challenges and opportunities facing the Commonwealth, particularly our young people, and which are all the more pressing as a result of the Covid-19 pandemic.

Indian PM Modi is expected to attend the summit, with India being one of the largest members of the Commonwealth, in terms of size and in terms of population. PM Modi had attended the 2018 Commonwealth Summit in London.

The head of Maharashtra's COVID-19 task force Dr Sanjay Oak on Thursday said a COVID-19 patient can infect 400 people, and hence, there is no alternative to masks, hygiene and social distancing.

Speaking to reporters, Oak said a new range of symptoms such as common cold, mild body ache and fatigue has emerged in COVID-19 patients in the state.

"The coronavirus infection generally spreads through our nose. One COVID-19 patients can infect at least 400 people. Hence, there is no alternative to wearing mask, hygiene and social distancing," the senior health official said.

Symptoms such as common cold, mild body ache and fatigue have emerged among patients and people tend to postpone their visit to a doctor when they notice these signs, he said.

"In the current situation, any such symptom should be treated as COVID-19 infection and medicines should be given accordingly," he said.

Oak also alleged that the Centre was not providing enough support to undertake vaccination for all.

"There are some challenges in mass vaccination. We want permission for door-to-door immunisation. The state government is ready to implement it, but we cannot do it without the Centre's permission," he said.

A sizeable population can't move outside their homes easily and such people can be inoculated at home, the official said, adding that the side-effects of the vaccines are nothing compared to the protection they offer from the virus.

"There are reports that some states have started door-to-door vaccination, and Maharashtra should also be allowed to do so.

The state should be able to vaccinate maximum population by June for better control on the virus and its spread," he said.

Speaking about the line of treatment, Oak said, "Treating every symptom as COVID-19 and starting the treatment as soon as possible is the need of the hour."

There have been cases where people with a common cold and mild body ache come to COVID-19 centres very late and succumb to the disease within a couple of days from the date of admission, he said.

"This means when they approach us, the infection has been spread widely," he added.

When asked about the surge in infections in the state, he said, "It is true that the number of cases in Maharashtra is drastically increasing. Maharashtra is reporting the number of COVID-19 cases honestly, and hence, our figures appear high."

Genome sequencing of samples in the state has been increased to ascertain the strain of the virus, he added.

Dismissing Chinese claims on appointing the next Dalai Lama, the president of the Tibetan Government in Exile has said it is Tibetans who have "copyright" over his reincarnation, and Beijing plans to have a "duplicate" copy.

Lobsang Sangay, Sikyong (President) of the Central Tibetan Administration (Tibetan Government in Exile), said, "Communist party of China has zero credibility, as far as reincarnation is concerned. Communist party believes in atheism. They say religion is poison, why do they want to interfere in our internal affairs?"

Responding to a question from WION at an event, Sangay, the political successor to Dalai Lama, explained, "for almost 1000 years, we the Tibetans have selected our own reincarnate lamas, including the Dalai Lamas. So we have the patent and copyright over the reincarnation. So we are the original and Chinese will have duplicate. Original original hota hai, duplicate, duplicate."

China, possibly keen to increase its influence on Tibetan Buddhism, has said that it will appoint the next Dalai Lama, the 15th in the line of succession. The current Dalai Lama is the 14th one and had to leave Tibet in 1959 after the region was occupied by China.

Asked if China could do a repetition of Galwan or Doklam border clashes with India, he said, "Very likely, 60 years ago after they occupied Tibet, they said, once we occupy Tibet as the palm, they will come after five fingers, right? What you saw in Doklam, is one of the five fingers. What you saw in Galwan is one of the five fingers, these kinds of incursions will continue. Ultimately, Chinese government policy is expansionist. These kinds of incidents will keep happening."

The 2020 Galwan incident saw the death of 20 Indian soldiers at the Line of Actual Control in Eastern Ladakh due to aggressive Chinese actions. In the Doklam incident of 2017, China tried to occupy Bhutanese territory, which was stopped by Indian forces.

CINEMA-GOODBYE-SHOOTING

The shipment of 360,000 Made-in-India COVID-19 vaccines that arrived in Yemen, as part of the first batch of 1.9 million doses it will receive throughout the year, is a "game-changer" and a "milestone" in the fight against the pandemic in the country, health officials have said.

Yemen Wednesday received 360,000 COVID-19 vaccine doses shipped via the COVAX Facility, a partnership between the Coalition for Epidemic Preparedness Innovations (CEPI), Gavi, the Vaccine Alliance, UNICEF and the World Health Organization (WHO), UNICEF said in a statement.

The AstraZeneca vaccines are licensed and manufactured by the Serum Institute of India and will enable health workers and other priority populations vulnerable to COVID-19 to be protected against the virus, it said.

The 360,000 doses arrived with 13,000 safety boxes and 1,300,000 syringes that are critical for the safe and effective roll-out of the vaccination campaign.

This first batch is part of 1.9 million doses that Yemen will initially receive throughout 2021.

External Affairs Minister S Jaishankar had tweeted: "Arrival in Aden. Made in India vaccines land in Yemen," with the hashtag 'VaccineMaitri'.

UNICEF Representative Philippe Duamelle and WHO Representative Dr Adham Ismail took delivery of the vaccines in Aden, together with the Minister of Health and Population Dr Qasim Buhaibeh, and the Deputy Minister of Public Health and Population Dr Ali Alwaleedi.

"The arrival of the COVID-19 vaccine doses is a critical moment for Yemen," Duamelle said.

"As COVID-19 continues to claim lives around the world, Yemen now has the capacity to protect those most at risk, including health workers, so that they can safely continue to provide life-saving interventions for children and families. Vaccines work, vaccines save lives, now let's start getting people vaccinated," he added.

Ismail said the shipment represents an important step in the fight against COVID-19 in Yemen.

"It will help save lives, including those at highest risk of serious disease, and will help protect the health system.

"These safe and effective vaccines will be a game-changer, but for the foreseeable future we must continue wearing masks, physically distance and avoid crowds," he said.

Rehan Hafiz, Senior Country Manager Yemen, Gavi, the Vaccine Alliance expressed delight that Sana'a has received its first COVAX vaccine doses.

"We look forward to the launch of the vaccination campaign. Thanks to the work of the Government of Yemen and of the COVAX partners, and with the support of our donors, we are now able to protect our most vulnerable populations," Hafiz said, adding that their work is only beginning, but the arrival of the first COVAX COVID-19 doses is a major milestone for Yemen.

COVAX, the vaccines pillar of the Access to COVID-19 Tools (ACT) Accelerator, is co-led by the Coalition for Epidemic Preparedness Innovations (CEPI), Gavi, the Vaccine Alliance (Gavi) and the World Health Organization (WHO) working in partnership with UNICEF as key implementing partner, as well as civil society organisations, vaccine manufacturers, the World Bank, and others.

A spokesman for UN Secretary-General Stephane Dujarric also told reporters during the daily press briefing that Yemen received 360,000 vaccine doses shipped via the COVAX Facility.

"These vaccines, licensed and manufactured by the Serum Institute of India, will enable health workers and other vulnerable populations to be protected against the virus," he said.

Dujarric said the first batch of vaccines along with 13,000 safety boxes and 1,300,000 syringes are critical for the safe and effective roll-out of the vaccination campaign in the country.

Nearly 2 million doses are expected for Yemen this year, he said.

India's annual electricity use fell for the first time in at least 35 years during the fiscal year to end-March 2021, a Reuters analysis of government data showed, mainly due to intense lockdowns to prevent the spread of the coronavirus.

India's power generation fell 0.2% during the year 2020/21 compared with the previous year, the data showed, mainly due to the imposition of lockdowns that resulted in a decline in electricity production for six straight months ending in August.

Demand for electricity has picked up since, however, and a generation grew 23.3% in March from a year earlier, the seventh consecutive monthly increase and the fastest since March 2010.

India reported 72,330 new COVID-19 cases and 459 related deaths in the last 24 hours, informed the union health ministry on Thursday.

With these additional cases, the total number of Covid-19 cases in the country reached 1,22,21,665.

India has so far exported 64 million vaccine doses to 83 countries and administered the same number of doses at home. Its inoculation drive expanded from Thursday to include everyone above the age of 45, which is expected to raise vaccine demand substantially.

India kicked off its inoculation programme in January focused on health workers and then the elderly, saying it wanted to cover the most vulnerable first.

The country has approved two vaccines Covishield by the Serum Institute of India and Bharat Biotech's Covaxin.

Over 65.12 million people have been vaccinated in India, including 9.33 million people who have received both doses while 55.7 million have received a single shot. It aims to inoculate 250 million people by July.

However, half of India's population is below 26.8 years of age. But these people do not qualify for inoculation.

Young people are being infected with the novel virus and they are losing their lives because of it.

India vaccine strategy is discriminating against the youth of the country even though many of them are suffering from life-threatening illnesses.

A survey conducted by an online platform called local circles found that 75 per cent of Indian citizens are in favour of the government opening the vaccination for all above the age of 18.

Currently, only 25.35 per cent of India's population is eligible for vaccination. The age group 45 or above makes up for just 345 million of the total 1.36 billion population.

With school children still at risk and a population that travels, goes to work and socialises the most, this is not the best strategy to achieve herd immunity.

Although India is expanding the vaccination programme, it needs to welcome all adults with co-morbidities and those above 18 working in public-facing jobs.

The United Kingdom is inoculating those above 16 who are in high-risk groups. In the United Arab Emirates, everyone above the age of 16 is eligible for vaccination.

India must realise that its young workforce is its backbone and that it needs to rethink its vaccine strategy.

India's External Affairs Minister Dr S Jaishankar has called BIMSTEC a "promising sub-regional grouping", as the Indian side raised issues of connectivity, security and disaster management at a virtual meeting of its foreign ministers.

BIMSTEC, or Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation, is more than 20 years old, and has seven members--India, Nepal, Bhutan, Bangladesh, Myanmar, Thailand and Sri Lanka.

At the meet hosted by BIMSTEC Chair Sri Lanka, Jaishankar said, "Robust connectivity is an essential pre-requisite for economic integration of the region with smooth cross-border movement of people and goods. The grouping is working on finalising the BIMSTEC Coastal Shipping Agreement and the Motor Vehicles Agreement to smoothen the connectivity."

The group has finalised BIMSTEC Master Plan for Transport Connectivity, which will be adopted at the fifth BIMSTEC Summit that is expected to happen later this year in Sri Lanka.

EAM termed the finalisation of the master plan as an "important step towards fulfilling the aspirations of the people of our region for better connectivity and integration."

On security issue, Jaishankar said, "Development and prosperity go hand in hand with peace and security. We face both traditional and non-traditional security challenges".

National security advisers of BIMSTEC countries have met thrice since 2017 and plans are afoot to increase cooperation. Similarly on disaster management, Jaishankar pointed out that the BIMSTEC Centre for Weather and Climate, being hosted in India, is "fully functional with the state-of-the-art facilities to provide disaster early warnings."

India plans to invite all BIMSTEC countries for International Buddhist Conclave it will be hosting later this year. New Delhi has been keen on the grouping, since SAARC has been dysfunctional because of Pakistan's approach.

In 2019, during the oathtaking ceremony of Indian Prime Minister Narendra Modi for the second term, all the heads of governments/states of BIMSTEC grouping were present.

Thursday's BIMSTEC foreign ministers' meeting also saw the presence of Myanmar Army-appointed Foreign minister Wunna Maung Lwin.
