Indian Army personnel working with the UN Peacekeeping Forces in the Democratic Republic of Congo (DR Congo) have played a key role in reaching out to the local population and saving UN assets amid a major volcanic eruption from Mount Nyiragongo.

Mount Nyiragongo is an active volcano which started spewing lava at 6.30 pm local time on Saturday sparking panic in nearby Goma town with a population of 600,000.

The Indian Army personnel are part of the MONUSCO or United Nations Organization Mission in the Democratic Republic of the Congo with Indian Brigade Headquarters located adjacent to the Goma airfield. Within hours of the eruption, the Indian Brigade jumped into action to ensure there is no threat to UN and national assets and also made sure real-time updates on the volcanic eruption were passed on to United Nations.

The timely information by Indian peacekeepers, also known as "blue helmets" helped in bringing orderly civilian evacuation.

While the Indian Brigade HQ has been thinned out, with 70 per cent with camp being sent to Himbi Company Operating Base (COB) for safety, minimum strength continues to hold on to camp to ensure it continues to be in operation.

"Actions by the Indian contingent in the face of imminent danger has facilitated the smooth evacuation and protection of civilians and other UN personnel in Goma", Indian Army officials aware of the development on the ground told WION.

Indian Army has a brigade consisting of two Infantry Battalion groups, one level-III hospital, and sizeable strength of officers as military observers and staff officers in the mission. The total strength stands at around over 2,200. MONUSCO has 14,000 military personnel with India, its largest troop-contributing country. Other countries that are contributing troops to the UN mission in Congo are Pakistan, Bangladesh, South Africa, Nepal, Brazil, Malawi, Ghana, Uruguay, and Tanzania.

MONUSCO took over from an earlier UN peacekeeping operation – the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC) – on 1 July 2010. The new mission has been authorised to use all necessary means to carry out the protection of civilians, humanitarian personnel and support the central African country's government.

According to the latest updates, most of the lava has flown towards neighbouring Rwanda, with a small quantity flowing towards Goma city. The United Nations in an internal security alert had informed the various country contingents as of now no immediate evacuation is required. But a majority of the country contingents including aviation contingents have been evacuated.

As of now, according to the latest ground reports, lava is unlikely to reach Goma. Meanwhile, the area is witnessing earthquakes of very low intensity intermittently.

Barge P305, which sank during Cyclone Tauktae fury six days ago, was located on the seabed on Saturday, the Navy said, while it continued the search for 20 missing personnel from two vessels.

There was no trace yet of nine personnel from barge P305 and 11 from tugboat Varaprada while the death toll on P305 rose to 66 with the recovery of six more bodies during the day, a Navy spokesperson said.

Barge P305 has been located on the seabed after systematic search by INS Makar employing advanced side scan sonar while search for the missing personnel will continue through the night, he said.

The Navy also deployed specialised diving teams to boost the search and rescue operations (SAR). "So far, 66 mortal remains have been recovered. The SAR ops are continuing through the night," the spokesperson said. "To augment the ongoing SAR ops for the missing crew of Barge P305 and Tug Varaprada, specialised diving teams onboard INS Makar with side-scan sonar and INS Tarasa sailed out early morning today from Mumbai," the Navy spokesperson had tweeted earlier in the day.

Of the 261 personnel, who were on barge P305, 186 have been rescued so far, 66 are dead and nine are missing. Of the 13 persons on Varaprada, two have been rescued. While all the 440 persons on barges Gal Constructor and Support Station 3 (SS-3) and drillship Sagar Bhushan were brought ashore to safety, Naval and Coast Guard vessels and aircraft scoured the waters off the Mumbai coast as the search and rescue operations entered the sixth day on Saturday.

Struggling to establish the identity of almost half the victims of the P305 barge tragedy, police initiated the process of conducting the DNA testing of the bodies, an official said on Saturday.

A Mumbai police spokesperson said the Navy has handed over the bodies recovered so far to the city police. As many as 41 bodies were handed over to the relatives after the completion of formalities, he said.

Barge P-305, which housed personnel engaged in maintenance work of an offshore oil drilling platform of state-run oil and gas major ONGC, sank on Monday evening off the Mumbai coast during the cyclone. The barge had gone adrift in the cyclone fury before sinking. Some bodies are decomposed, some others have deep injuries and therefore, they are beyond recognition, the official said.

Blood samples of the deceased and their immediate relatives are being collected and sent to the Forensic Science Laboratory at Kalina in Mumbai, he said. "After the samples are matched, the bodies will be handed over to the respective family members," he said, adding that the DNA sampling process is expected to be completed in the next three days.

RT-PCR tests to ascertain whether the victims had COVID-19 infection were also conducted, he said. Mumbai police have also announced they will conduct a probe as to why the ill-fated barge remained in the turbulent area despite warnings about cyclone Tauktae, an official said. The police have also registered accidental death reports in connection with the death of the personnel on the barge.

Hackers have stolen data on about 4.5 million Air India passengers around the world in the latest breach reported by a major airline.

Names, credit card numbers and passport information were among the data stolen, Air India said in a statement released late Friday.

The state-owned giant said it was "securing the compromised servers" and using "external specialists" on data security as well as working with credit card companies.

"We deeply regret the inconvenience caused and appreciate continued support and trust of our passengers," the airline said.

A number of airlines have been hit by data breaches in recent years. British Airways was fined $28 million last year by a British watchdog after details of 400,000 passengers were lost in a 2018 cyberattack.

Cathay Pacific was fined $700,000 after details of more than nine million clients were lost in 2018.

And low-cost carrier EasyJet said last year that hackers had taken the email and travel details of about nine million customers.

Air India announced in March that it had been informed in February by its data processing company, SITA PSS of a cyberattack.

The breach involved personal data registered between August 2011 and February 2021, the airline said.

SITA, which provides IT backup to much of the aviation industry, said at the time that it had been the target of a "highly sophisticated attack" that had affected a number of airlines.

Air India is part of the Star Alliance coalition of airlines and SITA handles computer operations for its frequent flyer programme.

Other airlines in the alliance warned passengers in March of the cyberattack but most said only names and frequent flyer numbers had been accessed.

Black Fungus is a rare but serious fungal infection and it is being detected relatively frequently in COVID-19 patients across India.

Hospitals in India report shortage Of Anti-fungal Drug

The second coronavirus wave is slowly subsiding in India. But another challenge has emerged.

Black fungus!

India has now been forced to declare this infection an epidemic. The situation is serious. The infection is scientifically known as Mucormycosis. It's a complication associated with the virus.

A few cases were reported in New Delhi last month with no loss of lives. Since then the infection has killed atleast 219 people. The case count has reached 7,250. With infections reported in at least 13 states & union territories. Maharashtra, Gujarat, Madhya Pradesh, Haryana, Delhi, UP, Bihar, Chhattisgarh, Karnataka and Telangana are the worst-hit.

Considering the scale of infections the central government has directed all states to declare black fungus as an epidemic. The Health Ministry has asked them to list it under The Epidemic Diseases Act 1897.

This means that every single confirmed or suspected case will directly have to be reported to Union Health Ministry. All hospitals, state and private, will have to follow guidelines for screening, diagnosis and management of cases.

Are they prepared? Not really. Several hospitals across India have reported shortage of Amphotericin-B. The medicine is key to curing this infection.

The centre says this shortage will be resolved soon. So far, 6 pharma companies were producing this drug. Now the Centre has given permission to five more manufacturers. It has also placed orders to import 6 lakh vials from abroad. The rising cases and shortages have caused alarm. But it's important to understand that the fungus doesn't infect everyone. So far it is only being reported in some Covid-19 survivors.

Doctors blame the panic use of steroids which made it easier for this fungal infection to spread.

How does it spread?

Mucormycosis is caused by a group of molds called Mucormycetes. These molds exist freely throughout the environment. People get infected when they come in contact or breathe in these fungal molds.

Who is the most vulnerable?

According to the Indian Council of Medical Research, four kinds of people are vulnerable

Those who used steroids during their Covid treatment and ended up with lower immunity.

Those who had prolonged stays at hospital ICUs and are yet to recover.

Those with diabetes or a history of Kidney & Heart failure.

Those who are on medication for major health problems that reduce their ability to fight pathogens.

What are the symptoms?..

Pain under the eyes, one-sided facial swelling, nasal or sinus congestion, black lesions on nasal bridge, stuffy or bleeding nose, toothache or loosening of teeth, and partial loss of vision.

How do you protect yourself from such an infection?

Experts advise the following steps...

Wear a mask at all times.

Wear shoes, long trousers and preferably gloves if you step out into a park or for gardening.

Maintain personal hygiene including a thorough scrub bath.

As infections rise, India must focus on precaution, judicious use of steroids. And immediate treatment where the fungus is detected.

According to the Indian Council of Medical Research, four kinds of people are vulnerable Those who used steroids during their Covid treatment and ended up with lower immunity.

In a move that will be widely welcomed, the European Parliament has decided to extend support to India-South Africa's joint proposal for Covid vaccine patent waiver that will help in large-scale production of the vaccines.

Para 14 of the resolution called on "EU to set up a clear and coherent EU global COVID-19 vaccination strategy" and therefore "to support the Indian and South African World Trade Organization initiative for a temporary waiver on intellectual property rights for COVID-19 vaccines, equipment, and treatments" while urging "pharmaceutical companies to share their knowledge and data through the World Health Organization COVID-19 Technology Access Pool (C-TAP)".

The support comes via a very circuitous route, with the specific paragraph being mentioned on a resolution on AIDS. The resolution “accelerating progress and tackling inequalities towards ending AIDS as a public health threat by 2030" saw 468 votes in favour, 63 against, and 162 abstentions.

In October 2020, India and South Africa had jointly initiated the proposal at WTO but had met with resistance from the west. The tide started to turn, with US President Biden extending support to the proposal. In March of this year, a group of Members of European Parliament or MEPs and EU national parliamentarians called on the EU Commission to drop its opposition to the waiver.

The matter also came up at the May 8 India-EU leadership summit with Indian PM Narendra Modi urging European Union leadership to support the wavier. "I think it is very important. We should be open to this discussion", the President of the European Commission, Ursula von der Leyen said after the summit. The session of the European Parliament between June 7-10 will see a discussion on waiver of COVID-19 vaccine patents.

India and the EU are major centres of vaccine production. Before the second wave of the Covid pandemic hit, India had exported vaccines to over 90 countries. The European Union, which has produced 400 million doses of vaccines, has exported half of its stockpile of 200 million to 90 countries.

The "deadly and highly infectious" nature of the second wave of COVID-19 and "unpreparedness" of the national capital's health infrastructure forced citizens to visit hospitals in neighbouring states, the Delhi High Court said and rejected the Delhi government's argument that such patients should seek medical relief from the state where they are getting treatment.

"This submission of respondent 1 (Delhi government) has been noted only to be rejected.... It is a matter of public knowledge that the deadly, highly infectious nature of the second wave of COVID-19 and the unpreparedness of the health infrastructure in the city had compelled many desperate citizens of the NCT of Delhi, like the petitioner's father, to seek admission/medical attention at hospitals in the neighbouring states," Justice Rekha Palli said.

The observation by the high court came during the hearing of a Delhi citizen's plea seeking Liposomal Amphotericin B Injection /Amphonex-50, used in treatment of black fungus, for his father who is admitted in a hospital in Gurugram.
The Delhi government, during the hearing, told the court that since the petitioner's father was not being treated in a hospital in the national capital, he should seek the medicine from the authorities concerned in Haryana.

Rejecting the contention of the Delhi government, the court said that in the instant case the petitioner's father was being treated for COVID-19 for over a month and since the medicine he was seeking would determine recovery of the patient, "there is definite urgency in the matter".

"I am, therefore, of the view that it would be in the interest of justice to direct the respondent 1 to take a compassionate view towards the petitioner's request and, if at all possible, to provide his father with the necessary medicine for his treatment, at least for the next few days," Justice Palli said.

The court also issued notice to the governments of Delhi and Haryana and the Centre, asking for their stand on the plea by May 25, the next date of hearing.

Only nasal swab will be required for this rapid antigen testing, it said, adding the process should be conducted as per the procedure described by the manufacturer in the user manual.

In an advisory, the ICMR (Indian Council of Medical Research) cautioned people against indiscriminate home testing using Rapid Antigen Tests (RATs), saying it should be used only on symptomatic individuals and on the immediate contacts of laboratory-confirmed positive cases.

All individuals who test positive through the RAT kit may be considered as true positives and no-repeat testing is required, the Indian Council of Medical Research said in the advisory.

"Home testing by RAT is advised only in symptomatic individuals and immediate contacts of laboratory-confirmed positive cases. Indiscriminate testing is not advised," the county's apex health research body said.

"All symptomatic individuals who test negative by RAT should get themselves immediately tested by RT-PCR. This is especially important as the RATs are likely to miss few positive cases presenting with a low viral load.

"All RAT negative symptomatic individuals may be treated as suspect COVID-19 cases and are advised to follow the ICMR/Ministry of Health home isolation protocol while awaiting the RT-PCR test result," the advisory stated.

The ICMR said the home testing mobile app is available in Google play store and Apple store and must be downloaded by all users.

The mobile app is a comprehensive guide of the testing procedure and will provide a positive or negative test result to the patient.

All users are advised to click a picture of the test strip after completing the test procedure with the same mobile phone which has been used for downloading the mobile app and user registration.

"Data in the app of your mobile phone will be centrally captured in a secure server which is connected with the ICMR COVID-19 testing portal, where all data will be eventually stored. Patient confidentiality will be fully maintained," the advisory underlined.

Now, self-test COVID-19 at home in India: ICMR approves home-based Rapid Antigen Tests kit

After black fungus, now there are reports of a more dangerous white fungus as India battles the second wave of Covid pandemic.

India on Thursday reported a drop in all key metrics. In the last 24 hours, more than 270,000 people tested positive with active cases falling by more than 96,000.

India now has less than 3.2 million active cases and overall the country has close to 23 million people who have recovered, with 360,000 recoveries registered on Wednesday.

The daily death count has dropped below 4,000 after four days, with more than 3,500 deaths being reported on Wednesday.

However, what is complicating India's fight against the virus is new infections, namely Mucormycosis or black fungus which is rare but a serious infection.

Many coronavirus patients who were treated with steroids are now developing black fungus. They have pain around their eyes and face, black nasal discharge, headaches, fever and cough.

The government of India has now asked all states to declare Mucormycosis an epidemic and treating it is proving to be difficult because several states are reporting a shortage of medicines used to treat black fungus.

And as if this wasn't bad enough, now there is something called a white fungus.

Doctors in Bihar's capital Patna have detected cases of "white fungus". Apparently it's more dangerous than black fungus but these are still initial reports, so there's no need to panic.

In Bihar, doctors have found four cases so far. These patients showed symptoms of the Wuhan virus and their lungs were infected but they tested negative.

Doctors fear that unlike the black fungus, the white fungus can spread to other parts of the human body. However, no other state has reported white fungus cases.

Meanwhile, according to a study, two shots of two different vaccines can be taken, not only is it safe, it increases the efficacy of vaccines.

A study has been conducted in Spain with more than 600 people who were given two different shots - one dose of the Oxford AstraZeneca vaccine and Pfizer.

The researchers found that if taken together both vaccines produce a potent immune response.

The Spanish government is convinced with the findings. It has decided to allow two million people to take the Pfizer shot as their second dose and AstraZeneca as their first shot for people below 60 years of age.

Last month, Spain had decided to reserve the AstraZeneca jab for those above 60 years of age after the hysteria over blood clots linked to the vaccine.

Some experts believe people below 60 have a higher chance of developing blood clots because their immune system is more powerful. It might go into overdrive with the AstraZeneca vaccine which is why Spain wants to use the Pfizer shot as a second dose.

Cautioning people to maintain social distancing the office of the Principal Scientific Adviser to the Government of India has released an advisory that coronavirus aerosoles can travel up to 10 metres.

Highlighting the importance of well-ventilated places, this advisory reiterates the importance of simple tools and practices that can help reduce the spread of SARS-COV-2 or Coronavirus.

As the pandemic rages in India, we need to once again remember that simple tools and practices can reduce the spread of the SARS-CoV-2 virus.

According to it, well-ventilated places can play a major role in diluting the viral load. Compared to a poorly ventilated house, a well-ventilated house can help decrease the risk of transmission from one person to other. Introducing outdoor air in offices, homes and larger public spaces is also advised.

Highlighting the role of aerosols in the spread of this virus, the advisory mentions that “Saliva and nasal discharge in the form of droplets and aerosols carry the virus from one person to another” and that when these aerosols can be carried in the air to great distances, even up to 10 meters far.

Just as smells can be diluted or watered down by ventilation, the dangerous concentration of the coronavirus can be reduced by ensuring that outdoor air flows in, a feat which can be achieved simply through good ventilation.

The advisory also highlights the role of asymptomatic individuals in the spread of this virus.

Coronavirus symptoms can take anywhere up to two weeks to appear in an infected person, and even before the symptoms such a person is capable of transmitting the virus to others in their vicinity. So, it is advised that one must always wear a mask, when they are around others, even when they themselves or the others are not showing any symptoms of infection.

While some may take some time in shoeing active symptoms, others may even never show any symptoms but can still transmit the virus.

“Even one infected person showing no symptoms can release enough droplets to create a “viral load” that can infect many others.”

The Indian Navy's Kashin-class destroyer INS Rajput, the first warship to be fitted with long-range BrahMos missile, was decommissioned on Friday after 41 years of service.

The destroyer, built by the erstwhile USSR and commissioned on May 4, 1980, had the distinction of being part of both the Western and Eastern fleets.

Indian Navy spokesperson Commander Vivek Madhwal said the warship was decommissioned in a low key event at the naval dockyard in Visakhapatnam.
