<p>China, hit hard by Western sanctions, is looking to develop its own advanced HBM sector and become self-sufficient in the highly strategic theatre. However, given that Beijing’s programme is severely restricted by Western sanctions; it may take years for China to come up with HMB products meeting international standards.</p>

<p>China’s uphill battle is up against industry champions like K Hynix, Samsung Electronics and Micron Technology. Catching up with these global leaders is surely not going to be a child’s play for the ambitious communist country.</p>

<h2><strong>Major HBM player in China</strong></h2>

<p>While China remains highly ambitious regarding its self-sufficiency in the chip sector, it remains to be seen which tech player will eventually bell the cat.&nbsp;</p>

<p>Although, China-aligned South China Morning Post (SCMP) quoted a source as saying that the country’s top dynamic random access memory (DRAM) maker, ChangXin Memory Technologies (CXMT), is the country’s best hope for HBMs.</p>

China plans to develop its own AI memory chips as US sanctions bite hard

<p>Even as Pakistan is mired in an economic crisis&nbsp;and struggles to stay afloat, its President Dr Arif Alvi has sought a massive increase in his monthly salary. In fact, not one, the president has sought two raises, first with effect from 1st July 2021 and the second with effect from 1st July 2023.</p>

<p>As of today, the president is entitled to have a monthly salary of $2800 (Pakistan Rupees 846,550). Dr Alvi wants it raised to $3360 (Rs 1,024,325) and $4034 (Rs 1,229,190) per month with effect from July 2021 and July 2023 respectively.</p>

<p>The President’s Secretariat earlier this month wrote a letter to the Secretary Cabinet through his Military Secretariat, demanding that desired amendments must be implemented. He sought an amendment in the Fourth Schedule of the President’s Salary Allowances and Privileges (Amendment) Act, 2018.</p>

<p>The letter justified the president’s demand by highlighting how the salary of the Chief Justice of Pakistan was also increased twice during the said period.</p>

<p>Upon receiving the request, the Secretary Cabinet forwarded the matter to the law ministry of Pakistan, which on August 18 advised the former to register the case and process a salary hike.&nbsp;</p>

<p>The finance ministry also examined the matter and, on August 22, endorsed the suggested salary raise for the president. This adjustment involves amending the Fourth Schedule of the President (Salary, Allowances &amp; Privileges) Act, 1975.</p>

<p>The next step involves presenting this matter to the cabinet for approval. Along with the proposed increases, the president is anticipated to receive substantial arrears due to two-step raises being applicable from July 2021 and July 2023 respectively.<br />

<p>It must be noted that these two hurricanes are brewing in close vicinity; however, they are not expected to cross paths. But the news of both storms emerging at the same time has triggered concerns—what might happen if the two storms collide?</p>

<h2><strong>The Fujiwhara Effect</strong></h2>

<p>According to the National Weather Service (NWS), when two hurricanes (or cyclones, depending on your location) rotate in the same direction and come close to each other, they engage in an intense ‘rotational dance’ around a shared centre.&nbsp;</p>

<p>This phenomenon, where two cyclones interact, is known as the Fujiwhara effect. For the Fujiwhara effect to take place, the eyes or centres of both storms should be at a distance of less than 1400 km from each other.</p>

<p>Sakuhei Fujiwhara, a Japanese meteorologist, identified this phenomenon, which was first described in a paper published in 1921. Many years later, the occurrence was observed in the western Pacific Ocean when typhoons Marie and Kathy merged in 1964.</p>

<h2><strong>Five Possibilities under Fujiwhara Effect</strong></h2>

<p><strong>First possibility: </strong>If one hurricane is stronger than the other, the smaller one will orbit around the larger one and eventually collide with its centre, leading to absorption.&nbsp;</p>

<p><strong>Second possibility: </strong>If two storms of almost equal strength pass near each other, they might be drawn towards a shared centre, potentially merging or simply swirling around each other temporarily before following separate paths.</p>

<p><strong>Third possibility: </strong>In rare cases, if the two cyclones are sufficiently powerful, they can combine, resulting in the formation of a supercyclone capable of causing significant destruction along coastlines.</p>

<p><strong>Fourth possibility:</strong> Partial straining out happens, in which a part of the smaller storm is lost to the atmosphere.</p>

<p><strong>Fifth possibility: </strong>Complete straining out takes place, in which the smaller storm is completely lost to the atmosphere. The straining out does not happen for storms of equal strength.</p>

<h2><strong>Will Idalia and Franklin collide?</strong></h2>

<p>On Monday (August 28), Idalia was gaining strength as it moved northward, following a projected path that would take it across the Gulf of Mexico towards Florida's western coast.&nbsp;</p>

<p>As it neared Cuba, it brought sustained winds of 70 mph (112k/h), but meteorologists expected it to intensify into a Category 3 hurricane before reaching Florida. Certain areas of Florida were under hurricane warnings, with Idalia expected to make landfall on Wednesday (August 30).</p>

<p>Governor Ron DeSantis of Florida warned during a press briefing on Monday about the significant impact likely from the storm, urging Floridians to take necessary precautions.</p>

<p>On the flip side, Franklin was positioned farther to the east, situated over the Atlantic Ocean. While landfall wasn't predicted, the storm's trajectory was forecasted to continue northward, running parallel to the US east coast.</p>

<p>“The forced outing policy wrongfully endangers the physical, mental, and emotional well-being of non-conforming students,” he added.</p>

<p>Iraq has hanged three people convicted for a 2016 bombing that killed more than 320 people in a Baghdad shopping district and was claimed by the Islamic State group, the prime minister's office said on Monday.</p>

<p>The bombing was one of the world's deadliest after the September 11, 2001 attacks on the United States.</p>

<p>At least 323 people were killed in the car bombing that sparked raging fires in Baghdad's Karrada shopping area early on July 3, 2016 as it teemed with people ahead of the Eid al-Fitr festival ending the Muslim holy month of Ramadan.</p>

<p>Prime Minister Mohammed Shia al-Sudani, during a meeting with victims' families, informed them "the rightful punishment of death sentence was carried out against three key criminals found guilty of their involvement in the terrorist bombing", his office said in a statement.</p>

<p>It was one of the deadliest attacks to ever hit Iraq.</p>

<p>Police Major General Talib Khalil Rahi said at the time that the bomber's minibus had been loaded with plastic explosives and ammonium nitrate.</p>

<p>The initial blast killed a limited number of people, but flames spread and trapped people inside shopping centres which lacked emergency exits, Rahi told a news conference a few days later.</p>

<p>Japanese auto giant Toyota said Tuesday (August 29) it halted operations at 12 of its 14 factories in Japan owing to a ‘system glitch’. The company claimed it did not appear to be a cyberattack.</p>

<p>“Twelve vehicle factories, affecting 25 lines, are not able to process orders for parts due to a system glitch… At this point, we believe it is not a cyberattack,” a Toyota spokesman told AFP.</p>

<p>The glitch reportedly began Tuesday morning. Toyota refrained from sharing more details but added, “We will continue to investigate the cause of the matter and will restore it as soon as possible.”</p>

<p>It was not clear when normal production was expected to resume. Also, the company did not make it clear whether or not factories abroad were affected.</p>

<p>Toyota’s two factories in the country are still operational. One factory in the southern Kyushu region and a subsidiary Daihatsu’s factory in Kyoto did not experience any glitches.</p>

<h2><strong>Toyota stocks plunge</strong></h2>

<p>The unexpected glitch caused Toyota's stocks to drop 0.64 per cent, to 2,421.0 yen, pushing them into negative territory. The downward trend seemed to ease before the midday pause in Tokyo's market activity.</p>

<p>In the previous year, Toyota had to halt operations across its domestic factories due to a cyberattack on one of its subsidiaries.</p>

<p>The US Biden administration has reportedly asked Congress to update the country’s ‘woefully outdated’ immigration system, the White House said Monday (August 28).</p>

<p>A statement released by White House Press Secretary Karine Jean-Pierre read, “As we have said many times before, this is an outdated immigration system. We've asked Congress to update our woefully outdated immigration system.”&nbsp;</p>

<p>“We've been very clear on that, including, the temporary visa programmes that haven't been updated in more than two decades," it added.</p>

<h2><strong>Current visa regime</strong></h2>

<p>She also cited current visa regulations in the US to make a strong case for the need to reform the country’s visa regime.</p>

<p>As per the current regulations, workers having certain temporary visas just have 60 days to get a new job, seek a new visa classification or make preparations to leave the country altogether.</p>

<p>She further claimed that President Joe Biden was very serious about the issue from the very first day of the administration. However, the reforms were yet to be introduced even as the Biden administration nears the completion of three years in service.</p>

<h2><strong>Immigrants in US workforce</strong></h2>

<p>The proportion of the immigrants in US workforce is continuously growing. In May, the percentage of US workers originating from foreign countries reached a record high of 18.7 per cent, a trend that has been consistently rising since 2010.</p>

<p>There is a considerable number of vacant positions that businesses need to fill. According to data from the Bureau of Labor Statistics, as of June, there were 3.6 million more job openings than available unemployed workers to fill them.&nbsp;</p>
