India and Vietnam are closer than ever to signing a USD 700 million Brahmos missile system deal as both sides plug in more procedural details. The deal could be signed as early as in a couple of months, and it is learnt that the initial techno-commercial details have already been shared and discussed by the Vietnamese Defence Ministry. Orders are expected from both the Vietnamese Army and Navy. 
BrahMos missile is developed by BrahMos Aerospace, a collaboration between India's Defence Research and Development Organisation (DRDO) and Russia's NPO Mashinostroyeniya. 
If this deal materialises, then Vietnam will be the second country after the Philippines to purchase the BrahMos supersonic cruise missiles from India. 
Vietnam, it is understood, has been waiting for some time for the draft agreement, which includes the final deal amount, delivery timeline, payment terms, etc., from BrahMos Aerospace (BAPL). 
The development comes at a time when Brahmos's top brass faces leadership challenges over the appointment of new CEO and MD, Dr. Jaiteerth Raghavendra Joshi.

Dr. Sivasubramanyam Nambi Naidu has legally challenged Dr. Jaiteerth R. Joshi's appointment as CEO of BrahMos Aerospace, citing issues of seniority and merit. 
The case, filed at the Central Administrative Tribunal in Hyderabad, has its next hearing scheduled in a few days. While talks over Brahmos have taken place, Vietnam in the past procured Bastion-P (K-300P) coastal defence missile systems from Russia, with the first delivery occurring in 2011.

Earlier this week, the India Pavilion at Vietnam International Defence Expo VIDE24 was jointly inaugurated by Vietnam’s Minister of Public Security, Gen Luong Tam Quang, Indian Secretary-Defence Production, Sanjeev Kumar, and Indian Ambassador to Vietnam, Sandeep Arya.
VIDE24 showcases the latest global defence technologies, including those from India. Brahmos Aerospace from India was one of the exhibitors, along with DRDO, HAL, and Mazagon Dock Shipbuilders.
India's Vice Chief of the Army Staff, Lieutenant General N. S. Raja Subramani, is also on a visit to the country and attended VIDE 2024. During the official visit to Vietnam, Lieutenant General NS Raja Subramani attended the 80th Anniversary of the Vietnam People’s Army (VPA) at the National Convention Centre, Hanoi.

In 2022, India handed 12 high-speed guard boats to Vietnam, built under India's $100 million Defence Line of Credit. The following year, India announced the gifting of an indigenously built missile corvette, INS Kirpan, to Vietnam. Both countries have a mutual logistics support agreement that allows use of each other's military bases for repair and replenishment. India has also been training Vietnamese personnel. 
A 50-member Indian defence contingent participated in the fourth edition of the VINBAX – 2023 military exercises in Vietnam in December 2023 on UN peacekeeping scenario. Vietnam’s navy ship participated in international maritime exercise MILAN in India in February 2024.

India and Kuwait are set to firm up ties with the visit of Indian Prime Minister Narendra Modi, a first by an Indian prime minister to the West Asian country in 43 years. The last visit to Kuwait was by the then Indian prime minister Indira Gandhi in 1981.
Announcing the visit, India's Ministry of External Affairs earlier this week said, "India and Kuwait share traditionally close and friendly relations which are rooted in history and have been underpinned by economic and strong people to people linkages...The visit will provide an opportunity to further strengthen the multifaceted ties between India and Kuwait."
During the visit on 21st-2nd December, Modi will hold discussions with the leadership of Kuwait. 
Several pillars to the ties, from trade to history to diaspora, will be on focus. 
<h2>History of India-Kuwait relations</h2>
India and Kuwait formally established ties in 1961, but the relationship goes back in history. Pre-oil Kuwait had significant maritime trade with India which was the backbone of its economy.
Wooden dhows from Kuwait used to come to India, carrying with it pearls. Arabian horses and pearls were traded for wood, cereals, clothes and spices. The Indian rupee remained legal tender in Kuwait until 1961.
<h2>Political ties between India and Kuwait </h2>
Initially, after establishment of ties in 1961, Delhi was represented by a Trade Commissioner. From the Indian side, Vice President Dr Zakir Husain (1965), Prime Minister Indira Gandhi (1981) and Vice President Hamid Ansari (2009) visited the country.
From Kuwait, Crown Prince and Prime Minister Sheikh Sabah Al-Salem Al-Sabah (1964), Amir Sheikh Jaber Al-Ahmed Al-Jaber Al-Sabah (1980) and again in 1983 (for the NAM Summit); Amir Sheikh Sabah Al-Ahmed Al-Jaber Al-Sabah (2006); Prime Minister Sheikh Jaber Al-Mubarak Al-Hamad Al-Sabah (2013) visited India.
The last high-level visit from either side was that of the Prime Minister of Kuwait to India in 2013.
PM Modi and Kuwait’s Crown Prince met on the sidelines of UNGA in September 2024.
External Affairs Minister Dr S Jaishankar travelled to Kuwait on 18 August 2024, while Kuwait FM Abdullah Ali Al-Yahya travelled to India earlier this month.

The Indian community is the ‘living bridge’ between the two countries. Kuwait's national radio in April this year launched a weekly Hindi radio programme. A Hindi Chair at the Gulf University for Science and Technology was established in September of this year.

The memoir delves into the complex world of espionage, where Ariaratnam, under the codename "Spy Tiger," navigated through the moral and ethical quagmires of war. "We spoke about the idea of spiritual democracies like going a bit further, when you just not judge on the moral laws, but you also go a bit deeper and you go on spiritual laws," she explained.

For Nistor, India stands as a prime example of how spiritual values can complement democratic principles, fostering a deeper sense of unity and purpose among people. She also highlighted her country's role in providing refugees to Ukrainians since the conflict started in 2022. "Moldovan people are very hardworking and they are very warm and hospitable. He pointed out that the Thai government has committed to hosting the summit this year. He is the first Indian national to hold the position of the BIMSTEC secretary general. He is currently in Perth for the Indian Ocean conference.

Sidhant Sibal: Sir welcome to WION, it's great meeting you.&nbsp;You are the first Indian who is heading this important grouping. My 1st point is, how do you see this grouping growing, what's your vision as a Secy Gen of this grouping to take forward this grouping as an important regional body?

Indra Mani Pandey: This is a very important regional organization in the Indian Ocean region. It has been there for 26 years now. It has its own charter. It has a set of mechanisms already established. And I see member states are committed to taking the cooperation forward. For me, it's an exceptional opportunity to make sure that in the coming years, this regional organization is able to fulfil the vision of the member states.

Sidhant Sibal: The focus on connectivity what has been the focus of connectivity when it comes to this grouping?

Indra Mani Pandey: We have a master plan for connectivity, which covers both the connectivity through the Bay of Bengal and collectivity which is land-based. The master plan has been approved by the member states, and we are in the process of establishing mechanisms for its implementation. Member states have given it a high priority, and Thailand is the leading country for forging cooperation in connectivity.

Sidhant Sibal: Any plans for the summit this year? I believe the summit was to happen last year, this Thai government was to host what's the plan forward for this year?

Indra Mani Pandey: The Thai government is committed to hosting a summit this year. We have not yet received any dates when the summit will be held. But I've been informed that it will be held within this year.&nbsp;

Sidhant Sibal: My last question to you is counterterrorism. This is an important issue. How has the group been working to come to a common viewpoint when it comes to dealing with this scourge?

Indra Mani Pandey: This is a joint working group that deals with counter-terrorism and transnational crime. We have been engaged in also negotiating the instruments which can help in that, for example, extradition treaties, and treaties on criminal cooperation in criminal matters. So we are trying to put in institutional mechanisms which can help the countries in the region to deal with this, India is the lead country for the security sector. And it's very focused on making sure that there is progress in cooperation in the area.&nbsp;

It has a set of mechanisms already established. And I see member states are committed to taking the cooperation forward. Indra Mani Pandey: We have a master plan for connectivity, which covers both the connectivity through the Bay of Bengal and collectivity which is land-based. The master plan has been approved by the member states, and we are in the process of establishing mechanisms for its implementation. How has the group been working to come to a common viewpoint when it comes to dealing with this scourge? Indra Mani Pandey: This is a joint working group that deals with counter-terrorism and transnational crime. We have been engaged in also negotiating the instruments which can help in that, for example, extradition treaties, and treaties on criminal cooperation in criminal matters. So we are trying to put in institutional mechanisms which can help the countries in the region to deal with this, India is the lead country for the security sector. And it's very focused on making sure that there is progress in cooperation in the area.

WION: I have with me the &nbsp;Sri Lankan foreign minister here in Perth at the Indian Ocean conference. SIR welcome to WION, starting with the Indian Ocean. How do you see this region? Going forward there are several challenges we have seen the crisis in the Red Sea as well.

Ali Sabry: I think the Indian Ocean is going to be very important for the future... future of the region and future and the globe. So therefore, it's important that make collaborative partnerships, understand each other give diplomacy a chance and try to resolve issues through dialogue. So that could only be done through these kinds of involvement.

WION: Essentially, how can Sri Lanka play an important role in terms of providing stability to regions sir?

Ali Sabry: Sri Lanka as you know always advocated peace in the Indian Ocean. In 1971, we went to the UN and resolved a resolution. We moved the resolution to maintain the Indian Ocean and that space as a zone of peace. So that's our legacy. So we continue to do so. I think India could play a very balancing role, given our foreign policy of independent foreign policy and allied foreign policy and close leadership and the friendship that we have traditionally maintained with India and also with the other powers, both on the West and the East. So, therefore, I feel Sri Lanka can play a very important role. We intend to play that role. And I think being the chair of the IORA, we try to make use of this opportunity to bring parties together. We intend to have an IORA Summit, if the leaders' calendar permits that this year.

WION: You are planning an IORA summit... are the leaders... has there been a conversation with other countries?

Ali Sabry: Yes, of course, we have during the foreign ministers meeting in October in Colombo, we discussed this and in in principle parties agreed. Of course, it all depends on how the leaders' calendar will suit them.

WION: Sir coming to the bilateral aspect, how is the relationship between India and Sri Lanka going forward? India played an important role in making sure that $4 billion was given to your country when it was going through an economic crisis.

Ali Sabry: I think Sri Lanka and India have read partnership in the recent past a it has really improved Sri Lankans, as you very correctly pointed out, with gratitude remember, the great support extended by the Indians during the crucial hour in 2022. Because the challenge at that point in time was to get the bridging financing until IMF go through the EFF and other things have been going on. We need to live for a day or two. So that was a very euro too during that particular period of time. India played a great role by extending that facility by the credit line and also postponing UPI payments and all those things. So we are very grateful. I think that has provided an opportunity for further collaboration and we are happy to see a lot of projects which have been in the pipeline for a long period of time are ultimately realizing a lot of interest on the part of the Indian companies to engage in Sri Lanka, not only government to government, but private sector as well as people to people contact has improved. We have seen an upsurge of the Indian tourists coming towards Sri Lanka. So I think these are good times. We must capitalize on that and create a situation which is good for both countries.

WION: Usage of Indian rupee anything on the anvil?

Ali Sabry: Yes, I think by the next 12 the UPI payment gateway will be signed. And I think both our leaders will connect online. So hopefully with that UPL will be a lab in Colombo. So that will boost the tourism back in Sri Lanka again.

WION: So when it will be launched, you have a date?

Ali Sabry: Yeah, I think we are now scheduled to have it on the 12th of this month for virtually sign that. Okay, so with that it will be officially launched.

WION: Okay, that's a big development. We had an interview with your president as well who spoke about the establishment of IIT in Sri Lanka, if you can give me details.

Ali Sabry: Yeah, I think IIT. A delegation from Sri Lanka went to IIT Madras and they are discussing the possibility of establishing an IIT campus in Sri Lanka, probably in the district of either Candy or Nuwara Eliya. So we will be in the hill country, so therefore, we see a lot of potential and I see a lot of potential for education in Sri Lanka, and collaboration and partnership with IIT is a good way to look at it.

WION: Sir my final question to you is, essentially, when it comes to the region, we have talked about the Indian Ocean region, but there are groupings as well. You mentioned about the IORA. &nbsp;BIMSTEC is a grouping that is an emerging grouping. What's your hope on that grouping?

Ali Sabry: BIMSTEC we had about last year in Thailand, we had a very interesting and important discussion among the foreign ministers, in which we discussed the way forward for the BIMSTEC. I say BIMSTEC is a very vibrant organization, with a lot of potential in the Bay of Bengal initiative. So with the land connectivity with India is interested and with the land connectivity on which Sri Lanka is focused, we see BIMSTEC as a viable strong organization. Hopefully, we can strengthen this further. So Thailand is the current chair and last year we were to have a summit but we couldn't have it hopefully, we will have it this year sometime towards the end of the year. And with that, we could give some impetus. See that the BIMSTEC plays a role to connect the region and improve economic abilities for everybody in the region.

WION: I'm tempted to ask another question. And this is related to one of your replies in New York that became very viral in India and was related to Canada. How do you see the Canadian government's policy? We know that they continue to make remarks on India the relationship with Sri Lanka we know is something that hasn't been said it ends as well.

Ali Sabry: I think it's important that people should know there a two sides to any story before jumping to a conclusion and only please, a segment of a society or community is not that great. That's not diplomacy. So therefore, we would urge all parties to take diverse opinions and give diplomacy a chance and don't be carried out with one-sided versions, which have been promoted by certain people with a hidden agenda and ulterior motives, because countries cannot get isolated themselves. Everyone needs everyone. So globalization means that people-to-people contact matters. So people-to-people contact means every.. whole people matters not a group of people matters. So that's the message I have to give. We would urge that all perspectives be taken into consideration in deciding the country's policy towards another country. For example, if it is Sri Lanka, take the perspective of the Sri Lankan government, the Sri Lankan community at large, not a particular segment of the Sri Lankan community. So that's how we can build relationships and build bridges is easy to you know, build walls and divide people challenge is to bring people together. So that challenge cannot be done through ill advice or one-sided acts, it needs to be a broader perspective, sit and discuss, and give diplomacy a chance.

Ali Sabry: I think it's important that people should know there a two sides to any story before jumping to a conclusion and only please, a segment of a society or community is not that great. That's not diplomacy. So therefore, we would urge all parties to take diverse opinions and give diplomacy a chance and not be carried out with one-sided versions, which had been promoted by certain people with a hidden agenda and ulterior motives, because countries cannot get isolated themselves. Everyone needs everyone. So globalization means that people-to-people contact matters. So people-to-people contact means every.. whole people matters not a group of people matters. So that's the message I have to give. We would urge that all perspectives be taken into consideration in deciding the country's policy towards another country. For example, if it is Sri Lanka, take the perspective of the Sri Lankan government, the Sri Lankan community at large, not a particular segment of the Sri Lankan community. So that's how we can build relationships and build bridges is easy to you know, build walls and divide people challenge is to bring people together. So that challenge cannot be done through ill advice or one-sided acts, it needs to be a broader perspective, sit and discuss, and give diplomacy a chance.

Sri Lankan Foreign Minister Ali Sabry has said that India's UPI will be launched on 12th February. Speaking to our diplomatic correspondent Sidhant Sibal in Perth, he said, "UPI payment gateway will be signed. And I think both our leaders will connect online" which will help increase tourism. The minister is in Perth for the Indian Ocean conference. He also pointed to the establishment of Indian IIT in his country. He said, 'Delegation from Sri Lanka went to IIT Madras and they are discussing the possibility of establishing an IIT campus in Sri Lanka'. Here's the full conversation WION: With me is the Sri Lankan foreign minister here in Perth at the Indian Ocean conference. SIR welcome to WION, starting with the Indian Ocean. How do you see this region? Going forward there are several challenges we have seen the crisis in the Red Sea as well. Ali Sabry: I think the Indian Ocean is going to be very important for the future... future of the region and future and the globe. So therefore, it's important that make collaborative partnerships, understand each other give diplomacy a chance and try to resolve issues through dialogue. So that could only be done through these kinds of involvement. WION: Essentially, how can Sri Lanka play an important role in terms of providing stability to regions sir? Ali Sabry: Sri Lanka as you know always advocated peace in the Indian Ocean. In 1971, we went to the UN and resolved a resolution. We moved the resolution to maintain the Indian Ocean and that space as a zone of peace. So that's our legacy. So we continue to do so. I think India could play a very balancing role, given our foreign policy of independent foreign policy and allied foreign policy and close leadership and the friendship that we have traditionally maintained with India and also with the other powers, both on the West and the East. So, therefore, I feel Sri Lanka can play a very important role. We intend to play that role. And I think being the chair of the IORA, we try to make use of this opportunity to bring parties together. It is our intention to have an IORA Summit if the leaders' calendar permits that this year. WION: You are planning an IORA summit... are the leaders... has there been a conversation with other countries? Ali Sabry: Yes, of course, we have during the foreign ministers meeting in October in Colombo, we discussed this and in principle, the parties agreed. Of course, it all depends on how the leaders' calendar will suit them. WION: Sir coming to the bilateral aspect, how is the relationship between India and Sri Lanka going forward? India played an important role in making sure that $4 billion was given to your country when it was going through an economic crisis. Ali Sabry: I think Sri Lanka and India have read partnership in the recent past a it has really improved Sri Lankans, as you very correctly pointed out, with gratitude remember, the great support extended by the Indians during the crucial hour in 2022. Because the challenge at that point in time was to get the bridging financing until IMF go through the EFF and other things have been going on. We need to live for a day or two. So that was a very euro too during that particular period of time. India played a great role by extending that facility by the credit line and also postponing UPI payments and all those things. So we are very grateful. I think that has provided an opportunity for further collaboration and we are happy to see a lot of projects which have been in the pipeline for a long period of time are ultimately realizing a lot of interest on the part of the Indian companies to engage in Sri Lanka, not only government to government, but private sector as well as people to people contact has improved. We have seen an upsurge of the Indian tourists coming towards Sri Lanka. So I think these are good times. We must capitalize on that and create a situation which is good for both countries. WION: Usage of Indian rupee anything on the anvil? Ali Sabry: Yes, I think by 12 February the UPI payment gateway will be signed. And I think both our leaders will connect online. So hopefully with that, UPI will be launched in Colombo. So that will boost the tourism back in Sri Lanka again. WION: So when it will be launched, you have a date? Ali Sabry: Yeah, I think we are now scheduled to have it on the 12th of this month for virtually sign that. Okay, so with that it will be officially launched. WION: Okay, that's a big development. We had an interview with your president as well who spoke about the establishment of IIT in Sri Lanka, if you can give me details. Ali Sabry: Yeah, I think IIT. A Delegation from Sri Lanka went to IIT Madras and they are discussing the possibility of establishing an IIT campus in Sri Lanka, probably in the district of either Candy or Nuwara Eliya. So we will be in the hill country, so therefore, we see a lot of potential and I see a lot of potential for education in Sri Lanka, and collaboration and partnership with IIT is a good way to look at it. WION: Sir my final question to you is, essentially, when it comes to the region, we have talked about the Indian Ocean region, but there are groupings as well. You mentioned about the IORA. BIMSTEC is a grouping that is an emerging grouping. What's your hope on that grouping? Ali Sabry: BIMSTEC we had about last year in Thailand, we had a very interesting and important discussion among the foreign ministers, in which we discussed the way forward for the BIMSTEC. I say BIMSTEC is a very vibrant organization, with a lot of potential in the Bay of Bengal initiative. So with the land connectivity with India is interested and with the land connectivity on which Sri Lanka is focused, we see Bimstec as a viable strong organization. Hopefully, we can strengthen this further. So Thailand is the current chair and last year we were to have a summit but we couldn't have it hopefully, we will have it this year sometime towards the end of the year. And with that, we could give some impetus. See that the BIMSTEC plays a role to connect the region and improve economic abilities for everybody in the region. WION: I'm tempted to ask another question. This is related to one of your replies in New York that became very viral in India and was related to Canada. How do you see the Canadian government's policy? We know that they still continue to make remarks on India the relationship with Sri Lanka we know is something that hasn't been said it ends as well.
