<p>This letter coincides with the UN General Assembly and sends a message about the urgent need to address climate change.</p>

<p>This ambitious target is a significant advancement in the fight against climate change and is referred to in the letter as a "quantum leap in climate action."</p>

<p>"We urge world leaders and Parties to the Paris Agreement to make a firm commitment to tripling renewable energy capacity to at least 11,000 GW by 2030 at COP28 this year. We are ready to work side-by-side with governments, industry, investors, and civil society to collectively take actions, move faster and scale up renewables now," the letter read.&nbsp;</p>

<p>Signatories of this open letter include a broad spectrum of stakeholders, including clean energy partners and private sector organisations such as Amazon, Vestas, Huawei and EY.&nbsp;</p>

Global Renewable Alliance calls on leaders for tripling renewable energy capacity by 2030 at COP28

<p>In a clear indication of intensified efforts in supporting the conflict-ridden Ukraine, US Defense Secretary Lloyd Austin said Tuesday (September 19) that Washington will be providing M1 Abrams tanks to Kyiv, media reports said. Austin hinted that the battle tanks will 'soon' be entering Ukraine, a move that will amp up Ukraine's positioning against Russia in a war that is grinding on in its second year now.&nbsp;</p>

<p>“I’m... pleased to announce that the M1 Abrams tanks that the United States had previously committed to will be entering Ukraine soon,” media reports&nbsp;quoted Austin as saying.&nbsp;</p>

<p>Austin made these comments at the opening of the Ukraine Defense Contact Group (UDCG) in Ramstein, Germany.&nbsp;</p>

<p>Austin and Chairman of the Joint Chiefs of Staff Gen Mark A Milley travelled to Germany to host an in-person meeting of the Ukraine Defense Contact Group. &nbsp;</p>

<p>This was the 15th meeting of the UDCG since Secretary Austin formed the international group in April 2022, a statement from US Department of Defence said.&nbsp;</p>

<p>Before arriving in Germany, Austin wrote on X, "This coalition of countries are coming together at a critical time, and underscores the unwavering resolve of the international community to aid Ukraine’s efforts to defend their nation from Russia’s war of aggression."</p>

<p>This shows the defiant posture the US continues to take in the face of Russian aggression.&nbsp;</p>

US to provide M1 Abrams battle tanks to Ukraine 'soon': Lloyd Austin in Germany

<p>Azerbaijan said Tuesday it had launched "anti-terrorist operations" in Nagorno-Karabakh, almost three years after it went to war with Armenia over the disputed mountainous region. The announcement came after months of mounting tensions between the Caucasus foes and hours after Baku said six Azerbaijanis were killed by mine explosions in Karabakh, blaming Armenian separatists.</p>

<p>"Localised anti-terrorist measures have been launched in the region," Baku's defence ministry said, adding it was using "high precision weapons on the front line and in-depth as part of the operations."</p>

<p>Armenia and Azerbaijan have been locked in a decades-long conflict over Karabakh, going to war in the 1990s and in 2020. The breakaway region populated mainly by Armenians is internationally recognised as part of Azerbaijan.</p>

<p>Baku has cited "systemic shelling" of Azerbaijani positions by Armenian separatists in Karabakh as well as "the continuing mining of our territories" and accused Yerevan of a troop build-up.</p>

<p>It said it had "repeatedly warned" of what it called violations of a Russian-brokered ceasefire that ended a 2020 war between the neighbours, calling them "a serious source of threat for peace and stability in the region."</p>

<p>Baku said it wanted to "suppress large-scale provocations" in Karabakh. Its aims also included the "disarmament and withdrawal of the Armenian armed forces from our territories" and "the safety of the civilian population" returning to territories it reclaimed in 2020.</p>

<p>Hours earlier, Baku said four policemen and two civilians were killed in mine explosions staged by "Armenian separatist groups." Blasts were heard Tuesday in the Armenian separatist stronghold of Stepanakert in the breakaway region, an AFP reporter said.</p>

<p>Vivek Ramaswamy, a Republican hopeful in the race for the White House, has promised to make significant changes to the H-1B temporary worker visa system if elected.&nbsp;This is a notable pledge considering that he has utilised this very system to hire highly skilled foreign workers for his pharmaceutical company, Roivant Sciences, which contributed substantially to his wealth.</p>

<p>Republican presidential hopeful Vivek Ramaswamy, in a conversation with Politico, said that if he comes to power he will work towards gutting the H-1B visa system. He told the media outlet, “The lottery system needs to be replaced by actual meritocratic admission. It’s a form of indentured servitude that only accrues to the benefit of the company that sponsored an H-1B immigrant. I’ll gut it,” he said in a statement, adding that the U.S. needs to eliminate chain-based migration.</p>

<p>The data quoted by Politico suggested that from 2018 to 2023, Roivant Sciences hired employees under H1-B visas. The application was approved by US Citizenship and Immigration Services.&nbsp;H1-B visa allows employers in the US to recruit foreign workers with specialised skills to work in the country.&nbsp;</p>

<p>The system is “bad for everyone involved,” Ramaswamy told Politico.</p>

<p>The envisioned code is aimed&nbsp;to encompass a wide array of safety-enhancing measures.</p>

<p>These include strengthening cooperation with law enforcement agencies, extending support to at-risk users, refining safety policies and practices, and enhancing transparency regarding potential harms.</p>

<p>“The government is concerned about rates of sexual harassment, abusive and threatening language, unsolicited sexual images and violence facilitated by these platforms,” she said adding,&nbsp;“What we want to do in this sector is not stifle innovation, but balance the harms."&nbsp;</p>

<p>The Australian Information Industry Association, representing the broader information and communications technology sector, praised the government's approach as "thoughtful."</p>

After alarming research, Australia asks dating apps to enhance safety for users

<p>Nine teenage inmates who escaped from a juvenile detention facility in Pennsylvania have been successfully apprehended by law enforcement authorities, US media reports said. The escape occurred in the aftermath of a riot that erupted at the detention centre, prompting a coordinated manhunt to bring the young offenders back into custody.</p>

<p>This incident followed the recent capture of convicted murderer Danelo Cavalcante, who had previously managed to escape from a nearby prison.&nbsp;</p>

<p>The group of nine male inmates managed to break free from the juvenile detention facility, located in Robeson Township, Berks County, on Sunday (September 17).</p>

<p>The escape was triggered by a riot that occurred within the facility, temporarily destabilising the detention centre.</p>

<p>Although state and local law enforcement agencies eventually regained control of the detention centre, a number of the juvenile offenders successfully fled the scene. Authorities have indicated that the escapees took advantage of the chaos by overpowering two female guards and absconding with their keys.&nbsp;</p>

<h2><strong>Swift arrest&nbsp;</strong></h2>

<p>All nine escapees, aged between 15 and 17, were nabbed within approximately two hours on Monday (September 18) morning.</p>

<p>David Beohm, a public information officer with the Pennsylvania State Police, said that four of the escapees were exhausted and "basically gave up" at 5:45 am, at a random residence on Oak Grove Road in Morgantown, Pennsylvania.</p>

<p>The homeowner promptly alerted the authorities.</p>

<p>Troopers initiated a pursuit, successfully apprehending four of the juveniles.</p>

It is worth noting that the Saudis view both leaders as "extreme right-wing" figures.&nbsp;</p>

<p>Later, in a conversation with Channel 12 news, Israeli authorities refuted the report, dismissing it as false and confirming that the peace deal is very much in place.</p>

<h2><strong>Conflicting claims</strong></h2>

<p>While Russia continues to accuse Ukraine of committing genocide, the Ukrainian government seeks to establish that Russia's invasion was unwarranted. Russia not only opposes the case but also challenges the jurisdiction of the ICJ. The upcoming hearings, scheduled from September 18 until September 27, will primarily focus on legal arguments regarding jurisdiction.</p>

<p>Ukraine achieved an initial victory when the ICJ ruled in its favour in a preliminary decision in March last year. Based on this ruling, the court ordered Russia to immediately cease its military actions in Ukraine.</p>

<p>During these hearings, the court will also hear from 32 other states. All of these states support Ukraine's position that the ICJ has the jurisdiction to proceed with the case.</p>

<p>Reuters, quoting Juliette McIntyre, a law lecturer at the University of South Australia, said, "It is looking fairly positive for the court to find it has jurisdiction."&nbsp;<br />

"If the court finds there was no lawful justification under the Genocide Convention for Russia's acts, the decision can set up a future claim for compensation," McIntyre added.</p>

The No 10, Downing Street officials discussed requesting the Queen to address these concerns with Johnson during their private meetings, according to the BBC documentary.</p>

<p>A source in the documentary reportedly said the former UK “had to be reminded of the constitution”.</p>

<p>While the specific actions of Boris Johnson that raised concerns remain unspecified, the documentary highlighted conflicts that occurred between Dominic Cummings, who served as Johnson's chief of staff at the beginning of his prime ministership, and Sir Mark Sedwill, the former head of the civil service.</p>

<p>China has registered its protest with Germany following comments by German Foreign Minister Annalena Baerbock, who referred to President Xi Jinping as a "dictator." The Chinese foreign ministry termed this as both "absurd" and an "open political provocation," as per Reuters. Interestingly, China is Germany's largest trade partner.</p>

<p>Baerbock made these remarks during a live interview with Fox News when discussing Russia's war on Ukraine.</p>

<p>She posed the question, "If Putin were to win this war, what sign would that be for other dictators in the world, like Xi, like the Chinese president?"</p>

<p>Mao Ning, a spokesperson for China's foreign ministry, expressed China's strong disapproval.</p>

<p>“China is strongly dissatisfied with and firmly opposes the German side’s remarks, which are extremely absurd, a serious infringement of China’s political dignity and an open political provocation," Mao said Monday (September 18).</p>

<p>“China has made serious inquiries to the German side through diplomatic channels,” she added.</p>

<p>Baerbock is known for her vocal criticism of China.</p>

<p>Baerbock made headlines when she described certain aspects of a trip to China as "more than shocking".</p>

<p>Most notably, she expressed her view that Beijing was increasingly emerging as a systemic rival rather than a trade partner.&nbsp;</p>

<p>Earlier, Baerbock cautioned China over its actions towards Taiwan and said a military escalation “would be a horror scenario for the entire world.”</p>

<p>This is not the first instance of a world leader referring to President Xi Jinping as a "dictator."</p>

<p>In June, US President Joe Biden also used the same term, a day after US Secretary of State Antony Blinken concluded a visit to China aimed at stabilising bilateral relations.</p>
