<p>The Hospital Sirio-Libanes said in a medical bulletin, "As part of his treatment, complementary to the surgery, an endovascular procedure (embolization of the middle meningeal artery) will be carried out tomorrow morning."</p>

<p>It said that otherwise, Lula was keeping well.</p>

<p>On Wednesday, it said, he "carried out physiotherapy, walked and received family visits" and that Lula was alert and had "progressed well" since the surgery, "without incident".</p>

<p>"Russia, China, but also North Korea and Iran, are hard at work to try to weaken North America and Europe," Rutte said.</p>

<p>"We are not at&nbsp;war. But we are certainly not at peace, either."</p>

<p>The clarion call comes as Donald Trump readies to take power in the military superpower of the United States.</p>

<p>Trump has told&nbsp;NATO&nbsp;allies to ramp up&nbsp;defence&nbsp;spending if they want Washington to still have their backs and has mooted a new target of three per cent of GDP.</p>

<p>Diplomats say the alliance is discussing coming up with a new goal at a summit in The Hague in June.</p>

<p>But boosting&nbsp;defence&nbsp;spending is a&nbsp;big&nbsp;challenge for some major European economies, with Spain and Italy, still falling well below two per cent.</p>

<p>"If we don't spend more together now to prevent&nbsp;war, we will pay a much, much, much higher price later to fight it," Rutte said.</p>

"It was an incredible coincidence that we heard the child’s voice despite the engine running," said Matthias Wiedenlübbert, the skipper of Trotamar III.</p>

<p dir="ltr">After locating the girl, the crew immediately alerted rescue services in Rome and transported her to the rescue team in Lampedusa for further care.</p>

<p dir="ltr">The migrant boat had departed from Sfax, Tunisia, but bad weather and a relentless storm delayed rescue efforts. The girl told rescuers she had last seen two others in the water two days earlier but had not spotted them since.</p>

<p dir="ltr">The Mediterranean's central route, linking Tunisia, Libya, Italy, and Malta, is one of the world’s deadliest for migrants. The International Organisation for Migration (IOM) estimates that more than 30,900 people have disappeared or died in the Mediterranean, many deaths going unreported.</p>

<p dir="ltr">The Trotamar III, a 13-metre rescue vessel, typically handles larger-scale rescue operations but responded swiftly to save the girl. Since its launch in August 2023, the vessel has rescued 1,653 people in distress at sea.</p>

<p>Monitoring website Downdetector at around 10 pm GMT on Wednesday (Dec 11) said that 23,445 reports emerged regarding Facebook outages, 11,466 for Instagram outages and 18,646 complaints for&nbsp;WhatsApp&nbsp;came from Britain. However, all three social media platforms remained largely unaffected in the United States.</p>

<p>Meta issued an update on the situation on microblogging site&nbsp;X and said that the problem has been almost resolved.&nbsp;</p>

<p>“Thanks for bearing with us! We’re 99% of the way there – just doing some last checks. We apologise to those who’ve been affected by the outage," said a spokesperson.</p>

<p>The global outages were not as severe as the 2021 outage on Facebook when the company had deleted its own address by making a configuration error in a protocol. Even though the error was noticed immediately, it took them several hours to fix the problem.</p>
