Talks to bring home thousands of Ukraine children that have been "abducted" by Russia have reportedly been underway since April.

On Wednesday, talking to Reuters, a source with knowledge of the discussions, confirmed a previous Finance Times report that Saudi Arabia and Turkey are trying to mediate the repatriation efforts and bring home Ukrainian children that have been taken to Russia, and placed in children's homes or even adopted by Russian families.

"The Turks and the Saudis especially have been showing an interest in bringing Ukrainian children back," the source told Reuters on the condition of anonymity.

As per the Reuters source, talks had been going on since April, but they could've started earlier.

The individual reportedly failed to disclose the status of the talks. They, however, expressed doubt that a deal would be reached and said it would depend on Russian President Vladimir Putin accepting he's a "war criminal".

"For him to give (the children) back would mean that he agrees that he's a war criminal."

The source did not indicate to Reuters how the talks were going but expressed doubt that a deal would be reached because it would depend on Russian President Vladimir Putin.

<h2>Abduction of Ukrainian children</h2>

Ukraine has accused Russia of illegally carrying out the forced deportation of thousands of Ukrainian&nbsp;children. Russia has, however, denied the "abduction" allegation and says they were transported for their own safety, and to save the children from the horrors of the war.

In March, the International Criminal Court announced an arrest warrant for Russian President Vladimir Putin over the war crime of unlawfully deporting Ukrainian children.&nbsp; At the time, another warrant on similar charges was also issued for Maria Lvova-Belova, Russia's presidential commissioner for children's rights.

As per Kyiv's estimates, nearly 19,500 children have been taken to Russia or Russian-occupied Crimea since the beginning of the invasion. Of these only 385 children have been repatriated, show Ukrainian official figures.

This is the first image of the Wagner chief seen since his June 24 announcement of a coup against the Kremlin amid growing discontent with the top Russian defence officials.

<h2>Is Wagner chief in Belarus?</h2>

It was not immediately clear who or why the image was shared but reports speculate it is part of an apparent campaign to undermine and embarrass the once-feared mercenary group’s chief.&nbsp;

A Belarusian Gayun Monitoring Group speculates that the photograph may have been taken, earlier this week, in Osipovichi, Belarus, where Prigozhin was exiled after his aborted mutiny in Moscow.&nbsp;

A report by The Mirror, citing the group, also said that the image might have been taken on July 12, a day after Gayun reported that a plane belonging to Prigozhin flew to Belarus for the third time. Subsequently, two helicopters flew to Osipovichi, reported the monitoring group, according to the British media report.&nbsp;

However, the next day, Wagner chief’s plane flew back to St. Petersburg in Russia which suggests. that Prigozhin was there to check the new camp.&nbsp;

It was around the time that image was first posted, a report by Financial Times, on Friday, citing analysts and people close to Prigozhin suggested that he might have been granted some time to wrap up his business in Russia before settling in Belarus.&nbsp;

It was also on July 14, that the Kremlin said it will review the legal status of Wagner and similar groups after Russian President Vladimir Putin said that the aborted mutiny by the Russian mercenary group last month <a href="https://www.wionews.com/world/wagners-legal-status-to-be-reviewed-says-kremlin-mercenaries-train-troops-in-belarus-615770">does not legally “exist”</a> since there is no Russian law about private military companies.

During the interview with Kommersant newspaper, the Russian president also confirmed that he had met Prigozhin, <a href="https://www.wionews.com/world/vladimir-putin-met-wagner-chief-yevgeny-prigozhin-five-days-after-failed-coup-attempt-kremlin-613881">on June 29</a> and then named the “real” Wagner leader as “Grey Hair,” the military callsign for Andrei Troshev, a former Russian army colonel.&nbsp;

The latest image also comes after six photos of the Wagner chief were leaked to the media, last week, where Prigozhin was seen in a series of bizarre disguises and ill-fitting wigs and beards.&nbsp;

Kremlin spokesman Dmitry Peskov told reporters that the legal status of groups like Wagner is “rather complicated”. This comes a day after Putin told Kommersant newspaper that the <a href="https://www.wionews.com/world/west-had-nothing-to-do-with-wagners-aborted-russia-mutiny-us-president-biden-608976">aborted mutiny</a> by the Russian mercenary group last month does not legally “exist” since there is no Russian law about private military companies.

During the press briefing, Peskov also spoke about how, given the complication of their legal status, there is a need to study and consider the issue. When asked about the possibility of new legislation about the status of private military companies, the Kremlin spokesperson said, “This question will at least be under consideration.”&nbsp;

On June 24, Wagner chief Yevgeny Prigozhin announced a coup against the Kremlin amid growing discontent with the top Russian defence officials. In what is being seen as a first indication that at least a part of the deal with Russia to end the mutiny might be implemented, Belarus, said their soldiers are being trained by the group’s fighters at a military range.&nbsp;

Two sources close to the fighters told Reuters on condition of anonymity that some mercenaries have been seen since at least Tuesday. This comes as part of a Kremlin-struck deal under which <a href="https://www.wionews.com/world/prigozhin-posts-first-message-since-mutiny-says-march-not-aimed-at-overthrowing-government-608952">Prigozhin</a> stood down, and agreed to move to Belarus and in exchange Russia dropped mutiny charges against them.&nbsp;

So far, there had been no signs of Wagner fighters in Belarus. However, the Belarusian defence ministry’s television channel aired footage and said, “Wagner fighters acted as instructors in a number of military disciplines.” The ministry released a video showing what it said was at a military range near the town of Osipovichi.&nbsp;

Images and a statement were released by the group on social media platform Telegram last week. The footage indicated that the operation happened earlier this month and involved a Chinese-operated mining site near Bambari in the Central African Republic.&nbsp;

Unidentified gunmen attacked a gold mine north of Bambari in March, killing at least nine Chinese nationals, and injuring two others.&nbsp;

A statement by the Wagner group mentioned that the Chinese embassy contacted the private military, a company composed of mercenaries, for help when it received intel on July 1 about another attack being planned by local militants.&nbsp;

Wagner then sent its soldiers to look for the miners, who were seeking refuge in a nearby jungle. They were eventually evacuated to the capital city Bangui two days later.&nbsp;

As quoted by SCMP, Tian Buchou, a veteran of China's special forces said that "for China, this is just an occasional case. The Wagner Group is not its only choice [for security help] in central Africa".&nbsp;

Tian has reportedly spent nearly two decades managing security for Chinese companies in the Middle East and Africa.&nbsp;

Tian added that "this evacuation operation could be very important to the Wagner Group, which has been struggling to expand its business in resource-rich Africa" where France, the Netherlands&nbsp;and Spain also have mercenaries.&nbsp;

As quoted, another Chinese military veteran, who spoke on condition of anonymity, said that the Wagner group wanted to please Russian President Vladimir Putin that's why they disclosed the operation.&nbsp;

The veteran said: "Only Chinese state-owned enterprises are allowed to operate mines in Africa, and these operations are backed by the Chinese government. Chinese companies are major potential clients [for Wagner]."&nbsp;

While holding the press briefing on Monday, Miller was asked about the 500 days of the ongoing war in Ukraine and the role of the United Nations' "almost 200 member nations" in the conflict.

In reply, Miller as per the transcript available on the US State Department Website said: "We believe the war has been a strategic failure for Ukraine.&nbsp;The Secretary [of State Antony Blinken] spoke to this in a speech he gave in Helsinki last month, I believe it was."

Matt Korda, a Senior Research Associate and Project Manager for the Nuclear Information Project at the Federation of American Scientists argued that it would be "virtually impossible for a non-state actor" like Wagner fighters to breach Russian nuclear security.&nbsp;

"If you had a malicious actor who was able to get their hands on a nuclear weapon, they would find the weapons stored in a state of incomplete assembly," he said adding, "They would need to be completed by installing specialised equipment and then unlocking permissive action links, and in order to do that they would need the cooperation of someone from the 12th Directorate".&nbsp;

The 12th Directorate, also known as the 12th Main Directorate, is a division within the Russian Ministry of Defense that is responsible for the security, storage, and maintenance of nuclear weapons. It specifically focuses on the management and protection of Russia's nuclear arsenal.&nbsp;

Budanov said that the nuclear storage facility at Voronezh-45, operated by military unit no. 14254, which is shrouded in secrecy, holds small nuclear devices that can be carried in a backpack.

"This was one of the key storage facilities for these backpacks," he told Reuters.&nbsp;

Wagner fighters tried to seize Soviet-era nukes to 'raise stakes' in mutiny: Report

Russian President Vladimir Putin met the Wagner mercenary group’s chief Yevgeny Prigozhin five days after the failed coup attempt, the Kremlin said on Monday.

Briefing the reporters, Kremlin spokesman Dmitry Peskov said that the meeting took place on June 29, in which 35 people were invited, including unit commanders. He further said that the meeting&nbsp;lasted three hours.

Putin “gave his assessment of the events of June 24,” Peskov said, referring to the date of the Wagner Group’s failed uprising.&nbsp;He added that Putin also "listened to accounts given by (Wagner) commanders".

The Wagner commanders told Putin they were his soldiers and would continue to fight for him.

The development comes following speculations that&nbsp;Prigozhin wasn't exiled to Belarus at all as part of the peace deal brokered by&nbsp;Belarusian President Alexander Lukashenko.

On Thursday, Lukashenko told reporters that it was unclear if the Wagner fighters would come to Belarus after he previously offered them a desert military base.

“As for Prigozhin, he's in St Petersburg. He is not on the territory of Belarus," he said.

Responding to Lukashenko's remarks, the Kremlin said it was "not following" Prigozhin's movements.

"No, we do not follow his movements, we have neither the ability nor the desire to do so," Kremlin spokesman Dmitry Peskov told reporters on Thursday.

<h2>The failed coup attempt</h2>

On June 24, Prigozhin announced a coup against the Kremlin after growing discontent with the top Russian defence officials.

The mercenary groups took control of Rostov-on-Don—one of Russia’s largest cities—but did not proceed further saying that they want to avoid “shedding Russian blood” and agreed to live in exile in Belarus.

In the footage released by the Russian defence ministry and also shown on state TV, Gerasimov was seen sitting in a military command centre chairing a meeting with top generals, reported Reuters. The 67-year-old top Russian general asked for and then listened to a report by Viktor Afzalov, a deputy in the aerospace forces to General Sergei Surovikin.&nbsp;

Surovikin has yet to make a public appearance, and his whereabouts remain unclear. The meeting seen in the footage was said to have taken place on Sunday and also described Gerasimov as the general staff of the Russian armed forces and commander of Moscow’s forces in Ukraine, which are positions he held prior to the Wagner mutiny.&nbsp;

In the video, Gerasimov was being briefed about a Ukrainian missile attack over Crimea and the Rostov region, which Russian officials reported on Sunday. Russia also claimed that it intercepted both missiles, one near the city of Kerch in the Crimean peninsula which Moscow annexed in 2014 and another in the Rostov region, close to the Ukrainian border.&nbsp;

Russia’s top general was seen ordering a response to the attacks, where no casualties and some damage to the buildings in the Rostov region were reported by officials. Gerasimov said, “We note that the aerospace forces have coped with the task (of shooting down the missiles),” reported Reuters.&nbsp;

The recent footage released also comes after the defence ministry, on Saturday, said Russian Defence Minister Sergei Shoigu inspected troops and oversaw the training of the newly formed units made up of contracted servicemen.&nbsp;

Responding to Lukashenko's remarks, the Kremlin said it was "not following" Prigozhin's movements.

"No, we do not follow his movements, we have neither the ability nor the desire to do so," Kremlin spokesman Dmitry Peskov told reporters on Thursday.

Though Prigozhin's whereabouts remain a mystery, BBC claimed to have tracked the Wagner chief’s private jet, saying that it flew to Belarus in late June, but returned to Russia the same evening.

The UK-based news outlet further claimed that it found several flights between St Petersburg and Moscow, although it could not be confirmed if Prigozhin was on board.

Speaking about the Black Sea Grain Initiative, Brink said that Ukraine is working hard to keep grain exports flowing to the world.

As per the ambassador, Russia is blocking tonnes of grain, which is further exacerbating food prices globally.

"I have been to Black Sea Ports where ships loaded with thousands of tonnes of grains are blocked by Russia from sailing to markets to lower the food price in the world," she said.

She further quoted the World Food Programme and said that globally, "345 million people are facing high levels of food insecurity," the majority of whom are in Africa and the Middle East.

"Ukraine food exports are vital to the world economy," she said.

Brink said that Russia also benefits from these Black Sea initiatives.&nbsp;

"Its grain exports are now at in some cases above pre-war level and yet Russia is slowing inspection of ships and threatening to withdraw from the initiative after July 18 as the initiative became more important than ever," she said.

The video which was released by the Kremlin shows Putin welcoming the girl, eight-year-old Raisat Akipova. It featured a bizarre call, in which the child asks the Russian finance minister for a grant for her home region of Dagestan, which is situated in Russia's North Caucasus.

As per Reuters, initially, Anton Siluanov seemed bemused by the girl's demands and failed to respond to her greetings. However, he soon agrees to extra funding of five billion roubles for her home region in Russia's south.

"Excellent!" responded the Russian President. He then tells the girl: "We've got five billion roubles for Dagestan". Five billion roubles is around 55.6 million USD.

Ukraine has added British consumer goods company Unilever to its "International Sponsors of War" list, alleging that the company continues to profit from its operations in Russia. The move has led to demonstrations outside Unilever's London headquarters.&nbsp;

Unilever's addition to the list is because of its "presence in the Russian Federation and its significant taxes to the Russian state budget," and "thereby supporting the aggressor's economy and contributing to the continuation of Russia's war against Ukraine," it said.

The media report also alleged that it was a joint raid conducted by Russian military police and Syrian intelligence who also launched an arrest campaign against the Wagner group in Syria, on Friday evening (June 23). On the same day, Prigozhin’s armed forces declared to have gained control over the Russian city and marched towards Moscow.

Meanwhile, an Istanbul-based Syrian analyst, Waiel Olwan, told Al-Hadath channel that the Russian military conducted the raids as a “precautionary measure,” and has also allegedly put Wagner’s members under house arrest at the Khmeimim Air Base, reported the London-based media outlet Middle East Eye.&nbsp;

Olwan also reportedly said that while the Prigozhin had announced its march to Moscow, Wagner fighters did not rebel against Russian forces in Syria and even took orders from them.&nbsp;
