Promising to review the ruling BJP's defeat in Kairana Lok Sabha bypoll, Uttar Pradesh BJP chief Mahendra Nath Pandey said today that the "politics of fatwa" devoid of any principles has temporarily overpowered the politics of development.

Pandey said the BJP will review its performance in the Kairana bypoll to ascertain "what went wrong" for the party.

The Bharatiya Janata Party was defeated in the bypoll by the Rashtriya Lok Dal.

The RLD was supported by the Samajwadi Party, the Bahujan Samaj Party and the Congress.

"Politics of fatwa, casteism and politics devoid of any principles temporarily overpowered politics of development," Pandey said in a statement issued in Lucknow.

"Though the local equations were challenging, we defeated the so-called gathbandhan candidate in two assembly segments (of the Lok Sabha constituency), but what went wrong in three other assembly segments will be grossly reviewed," he said.

He said the defeat in the Noorpur Assembly bypoll will also be reviewed and a strategy will be formed accordingly.

"The BJP indulges in positive politics pertaining to development and farmer welfare, while the opposition resorts to politics of falsehood and negativity. Lies and politics of fatwa will not last long. And in 2019 Lok Sabha elections, people of the country will re-elect Prime Minister Narendra Modi," Pandey said.

Politics of fatwa temporarily overpowered politics of development: Uttar Pradesh BJP chief on bypoll loss

Counting of votes in 4 Lok Sabha bypoll seats began on Thursday morning. The bypolls were held on Monday in Kairana in Uttar Pradesh, Palghar and Bhandara-Gondiya in Maharashtra and in a single seat in Nagaland.

After taking an early lead through postal ballots, BJP's Mriganka Singh is now trailing against RLD's Tabassum Hasan by over 8,000 votes.

After leading in Bhandara-Gondiya, BJP is now trailing against NCP in Maharashtra's Bhandara-Gondiya by 3,000 votes.

In Palghar, BJP's Gavit Rajendra Dhedya is leading by over 10,000 votes against Shiv Sena.

The high profile Kairana seat has all political pandits transfixed with BJP's Mriganka Singh, daughter of late BJP MP Hukum Singh pitted against Rashtriya Lok Dal's (RLD) Tabassum Hasan with the Opposition Congress, Samajwadi Party and BSP providing support on the ground.

A victory for RLD would be seen as strengthing of the federal front after its victory in Karnataka Assembly elections recently and in the Gorakhpur and Phulpur seats in Uttar Pradesh earlier.

The voter turnout in Kairana was 54 per cent amid complaints of Electronic Voting Machine(EVM) Voter-Verifiable Paper Audit Trail(VVPAT) malfunction which led the Election Commission to order repoll in 73 booths.

Malfunctioning of EVMs was also reported in Palghar and Bhandara-Gondia Lok Sabha seats in Maharashtra. The BJP and NCP are locked in a bitter battle in the crucial Maharashtra seats.

The lone seat in Nagaland had reported 70 per cent polling with the People's Democratic Alliance (PDA) battling the NDPP and the BJP.

Live Lok Sabha bypolls: BJP's Mriganka Singh trails in Kairana; NCP leads in Bhandara-Gondiya

Rashtriya Lok Dal (RLD) leader Jayant Chaudhary, whose party candidate wrested the Kairana Lok Sabha seat from BJP in the bypolls, on Thursday said that the united opposition had succeeded in halting the "chariot of hate" of the BJP in Uttar Pradesh.

The combined opposition would keep its momentum to defeat the BJP in the Lok Sabha elections next year, he said.

"I am confident that RLD will play a role in how to carry forward the opposition unity and alliance and ensure we give an alternative to BJP in the 2019 Lok Sabha elections. Whatever the alliance, we will play a positive role," he told reporters.

His comments came after the combined opposition candidate Tabassum Hasan defeated BJP`s Mriganka Singh in Kairana and Samajwadi Party candidate won in the Noorpur Assembly election. The SP and Congress backed the RLD while the BSP was said to have extended its tacit support. Mriganka Singh is the daughter of Hukum Singh, whose death necessitated the bypoll.

"Normally, the ruling party is supposed to win by-polls. It`s been just a year that BJP formed a majority government in the state. So in that sense it is a big victory for us. The BJP does not like losing elections. They don`t understand it (loss).

"The BJP is used to high-decibel and high-voltage campaign. They use the media and are visible in all forums. They use all the strength at their command to win elections by any means and the nation saw how Prime Minister Narendra Modi addressed a public meeting in neighbouring Baghpat on Sunday in an influence voters here. The Chief Minister and Deputy Minister, MPs and MLAs were all here to rake up the agenda of riots. But the people did not accept it. Their agenda has been rejected," Chaudhary said.

"We had said earlier that in the contest between `ganna` (sugarcane) and Jinnah, ganna would win. Jinnah and danga (communal riot) have been defeated and ganna has won. We see that the real issues, that of the the farmers, development and the youth have dominated," Chaudhary, the son of former Union Minister Ajit Singh, said while addressing the media.

He said the BJP does a lot of tom-tomming about its achievements. "It is one or two people running the nation now. The Prime Minister likes to take credit -- whether it is the Mars Mission or a six km road construction. So if you take credit for everything, then people are bound to ask where is the Modi wave."

The BJP had swept 73 out of the 80 Lok Sabha seats in Uttar Pradesh in 2014 general elections and won an overwhelming 312 seats out of a total 423 in the state assembly elections last year.

Kairana bypoll: We have stopped 'chariot of hate' in UP, says RLD

The Indian Meteorological Department (IMD) said today the southwest monsoon has set over Kerala, three days ahead of the normal date.

According to the Met Department, the rains were set to arrive on June 1.

Skymet, a private weather forecasting agency and a rival of the IMD, had said that the monsoon made its arrival in Kerala on Monday.

According to the IMD, if after May 10, 60 per cent of the available 14 stations - Minicoy, Amini, Thiruvananthapuram, Punalur, Kollam, Allapuzha, Kottayam, Kochi, Thrissur, Kozhikode, Thalassery, Kannur, Kudulu and Mangalore - report 2.5 mm or more rainfall for two consecutive days, the onset of monsoon over Kerala can be declared on the second day. This is one of the main parameters for declaring the arrival of monsoon.

All the necessary parameters were met following which the onset of monsoon over Kerala was announced, Mritunjay Mohapatra, Additional Director General, IMD said.

The IMD had predicted that India will experience third successful monsoon this year, even though some foreign forecasters have said uneven rain could affect crop production in the country.

The monsoon is considered normal if the average rainfall is between 96 to 104 per cent of long period average.

Anything less than 90 per cent of LPA is termed a "deficient' monsoon", and 90-96 per cent of the same is considered "below normal".

Bypolls: EVMs malfunction in Uttar Pradesh's Kairana

Former UP chief ministers Mulayam Singh Yadav and his son Akhilesh Yadav today moved the Supreme Court seeking "appropriate time" for vacating their official residences allocated by the Uttar Pradesh government.

The plea has been filed in the backdrop of the May 7 apex court judgement that had struck down an amendment in a state legislation allowing former chief ministers to retain government accommodation even after demitting office.

The father-son duo had earlier moved the UP government seeking two years' time to vacate their official residences and shifting to their private accommodations in Lucknow.

The former chief ministers, in their plea filed through advocate Garima Bajaj, have sought appropriate time to vacate their official bungalows.

The top court had on May 7 held that former chief ministers of Uttar Pradesh cannot retain government accommodation after demitting office and had said that a chief minister was at par with a common man once his or her term ends.

Observing that a Chief Minister cannot continue to occupy public property like government bungalows which belong to people of the country, a bench headed by Justice Ranjan Gogoi had struck down the provision saying it had the effect of creating a separate class of citizens for conferment of benefits by way of distribution of public property on the basis of the previous public office held by them.

The top court had passed the order on a petition filed by an NGO Lok Prahari challenging the amendments made by the erstwhile Akhilesh Yadav government to the 'UP Ministers (Salaries, Allowances and Miscellaneous Provisions) Act, 1981'.

The court, in its 29-page order, had said once such persons demit public office held by them, there is nothing to distinguish them from the common man.&nbsp

Bahujan Samaj Party president Mayawati on Saturday told her partymen that the stand of the party while entering into any alliance in any election has been to get a respectable share of the seats to contest. Otherwise, it sees fighting on its own as a better option, she added.

Though the BSP was discussing alliances with other parties for future polls in Uttar Pradesh and other states, they should be prepared for any situation, news agency PTI reported quoting the BSP leader as saying at the meeting of national-level officer bearers.

"Although talks are underway for poll alliances in Uttar Pradesh and other states, you have to remain prepared for facing any situation in your respective states at all levels," she said according to PTI.

Mayawati, who was part of the show of unity among opposition parties at the swearing-in ceremony of Karnataka Chief Minister H D Kumaraswamy, said after the debacle in that state the BJP government may advance the Lok Sabha elections.

The BSP chief effected a major reshuffle within her party, appointing R S Kushwaha as the Uttar Pradesh unit president in place of Ram Achal Rajbhar who has now been appointed as the BSP national general secretary and made coordinator for three states.

But Mayawati made it clear that she would lead the BSP for the next 20 to 22 years, telling partymen that nobody needed to dream of becoming the party president.

The BSP president, who had come in for criticism after she made her younger brother Anand Kumar vice president, also announced changes in party constitution to check nepotism.

She said no close relatives of the national president will be given any position in the party in their lifetime.

Mayawati tells partymen to be ready to fight elections solo

With the electioneering for the Kairana Lok Sabha seat nearly over, the Samajwadi Party made clear on Friday that its president Akhilesh Yadav will not address any rally in support of the joint opposition candidate.

News agency PTI quoting an SP leader said there was no need for him to campaign given the anti-BJP mood in the Uttar Pradesh constituency where a bye-election will be held on May 28.

The party had earlier indicated that Yadav may address a rally in support of Rashtriya Lok Dal candidate Tabassum Hasan, who is also being backed by the SP, the Bahujan Samaj Party and the Congress.

The Lok Sabha seat fell vacant after the death of BJP MP Hukum Singh, whose daughter Mriganka Singh is now that party's candidate.

A bypoll will also be held for the Noorpur assembly constituency in the state on the same day.

Chief Minister Yogi Adityanath recently attacked Akhilesh Yadav over the 2013 riots in neighbouring Muzaffarnagar, virtually daring him to campaign.

The SP chief doesn't have the courage to come here and campaign. His hands are stained with the blood of Muzaffarnagar riot victims," Adityanath had said during an election meeting in Saharanpur.

"The SP president is yet to be seen here, as people will question him about the Muzaffarnagar riots if he comes here," he had said.

SP legislator Sunil Singh Sajan said the party workers had initially asked Yadav to hold a rally in Kairana.

However, later we only asked him not to come, especially after seeing the frustration in the speech of UP CM Yogi Adityanath, he told.

He said in the prevailing anti-BJP mood there was no need for him to campaign. Also, Lok Dal candidate Kanwar Hasan had now pulled out of the contest, he added.

"The SP president has not campaigned for the bye-elections on both Kairana and Noorpur seats though he has been in direct touch with party leaders and office bearers there," SP spokesman Rajendra Chaudhary said.

"A written appeal by him has been sent but he has not gone there personally," Chaudhary said, adding that the decision on this was taken by the party.

The opposition campaign is being led by RLD leaders Ajit Singh and Jayant Chaudhary.

Akhilesh Yadav staying away is a strategic move, a senior SP leader said.

A nine-year-old girl was allegedly raped by a 25-year-old man in Uttar Pradesh's Unnao district on Thursday.

The minor girl, who was accompanying her mother to a river, went missing for a while, after which she was found in nearby bushes, covered in blood.

The victim was immediately rushed to a hospital for medical examination, reports of which suggested that she was raped. As per the police, the accused has been arrested. "We have registered the case and have arrested the accused.

Further investigation is underway," said circle officer S.K. Singh. Unnao had recently hit the headlines, when its MLA, Kuldeep Sengar, was arrested last month by the Central Bureau of Investigation (CBI) on the charges of raping a minor.

In the recent past, there has been a surge in sexual crimes against minor girls. In January, an eight-year-old girl, who belonged to a nomadic Muslim tribe in Jammu and Kashmir`s Kathua, was allegedly abducted, drugged, gang-raped, tortured and killed.

In Indore, an infant below the age of one was allegedly raped and killed.

Taking cognisance of such crimes, President Ram Nath Kovind, on April 22, promulgated the Criminal Law (Amendment) Ordinance, 2018, for effective deterrence against the commission of rape.

The ordinance seeks the death penalty for the rapists of girls below 12 years of age and stringent punishment for perpetrators of rape particularly of girls below 16 years, thereby strengthening the Protection of Children from Sexual Offences (POCSO) Act.

The Uttar Pradesh government may rename the city of Allahabad to Prayagraj. The final word on the same is likely to be communicated before next year's Kumbh Mela to be held in the holy city.

If the decision materialises, the city will be named after Prayag (what the city was originally known as before Mughal emperor Akbar founded Ilahabas, present-day Allahabad, around 1584).

The holy city assumes great significance for Hindus owing to the confluence of rivers -- Ganga, Yamuna, and Sarasvati. Further, the place is also known for hosting Kumbh Mela once in every 12 years.

"The place (Allahabad) has always been recognized by its place Prayag since ages", Uttar Pradesh deputy chief minister Keshav Prasad Maurya told ANI.

According to reports, the banners for the upcoming Kumbh Mela mention the name of the city as 'Prayagraj' instead of Allahabad.

The city is the birthplace of the country's first Prime Minister Pt. Jawaharlal Nehru among other eminent personalities like celebrated writer and poet Harivansh Rai Bachchan and Bollywood megastar Amitabh Bachchan.

If the United States wants to improve its ties with India, it can no longer ignore or sideline Uttar Pradesh, a visiting delegation from the most populous Indian state has said.

Uttar Pradesh Health Minister Sidhartha Nath Singh is leading the high-powered delegation of top state officials to the US.

"It is important for the Government of the United states to understand that for any relationship with India to go up, obviously other states are important, but Uttar Pradesh remains the most important," Singh said.

"Even if you want to improve the health index of India, for example, India can come up only if UP scores well in this area," Singh said.

Having concluded their trip to the Silicon Valley in California, the delegation was in Washington DC on Thursday, holding meetings with US government officials.

They met with officials from the State Department, the Department of Commerce and USAID and had round tables with the industry representatives, sending them the common message that they can "no longer" afford to ignore or skip Uttar Pradesh if they want to invest in or improve ties with India.

Singh said the BJP government had initiated a series of administrative reforms in sectors like health, agriculture, industry and education so as to make Uttar Pradesh a business-friendly destination.

"In addition, UP offers a huge market for companies," Singh and his delegation said during their powerpoint presentation before representatives of US companies.

He said the American corporate sector had shown interest to invest in defence manufacturing, IT and health sectors in Uttar Pradesh, while some of the top educational institutions wanted collaborative research and problem-solving projects.

During the Investors Summit-2018 in February in Uttar Pradesh, Prime Minister Narendra Modi had announced a defence industrial corridor in the Bundelkhand region, saying it would bring an investment of Rs 20,000 crore and generate employment avenues for 2.5 lakh people.

"After recent announcement of defence corridor, a number of US defence companies have shown serious interest in investing in this sector in the state," said Singh.
He held meetings with representatives of the Lockheed Martin here while a meeting with Boeing is also on the cards.

"US companies have shown big interest in UP's health sector, for which the BJP government has announced ambitious expansion plans, and the fast-developing IT sector in Noida, adjoining the national capital," said Singh.

He also suggested that the state could collaborate with some American universities for fellowship programmes, exchange programmes or research programmes.

"That could be a big, big takeaway for us," Singh said, as he referred to a meeting that the delegation has had with the Stanford University in Silicon Valley this week.

Companies like Pepsico and Cargill have shown interest in investing in the state's agriculture sector. Both the companies have signed memorandums of understanding with UP.

Singh said his delegation has received an invitation from the US India Strategic and Partnership Forum (USISPF) for Chief Minister Yogi Adityanath to visit the United States later this summer.

"We hope the chief minister visits the US soon," Singh said.

"The US trip is basically to get UP to be known in a new way and also to get investment from US into Uttar Pradesh," Singh said.

The delegation would next travel to New York before leaving for India.
