Battling the void left by the departure of several senior leaders in the run-up to the 2017 assembly elections in Uttar Pradesh, the Mayawati-led BSP has gone back to the drawing board to build a second rung of leadership as it prepares for the Lok Sabha polls next year.

Almost 150 leaders had quit the BSP around the assembly polls and several of them are now BJP MLAs, a senior leader, who quit the BSP, had said recently.

The work for reorganising the party right from the booth level to the top is going on with the party chief holding meetings on a regular basis, a BSP leader said requesting anonymity.

"The work is going on to bring the second line of leadership from among the cadres, who have been working with dedication since long, and prepare for the general elections early next year," he said.

The party is focussing on tapping the energy and the enthusiasm of the young workers who are associated with the BSP mission and ideology, and are hard-working, he said.

"They are being given importance in the set-up. The young leaders are apt in communication in the present day scenario and convey the party message while motivating voters, especially of their own age group," he said.

Before the last assembly elections, the BSP was hit hard by the exodus of its senior leaders. Leaders like Naseemudin Siddiqui, Brijesh Pathak and Swami Prasad Maurya, who had become the party faces, are no longer with the BSP.

While Pathak and Maurya joined the BJP before the elections and are now ministers in the Yogi Adityanath-led government, Siddiqui, who was regarded as the Muslim face of the BSP and once the confidant of the party chief, recently joined the Congress.

"Booth committees will be reorganised and members of backward, upper caste and Muslim communities, besides the Dalits, will most likely get adequate representation in the committees...Missionary workers will be adjusted in the organisation and they will get priority in ticket allocation," he said.

The BSP chief has also directed the leaders to organise cadre camps across the state for collecting feedback to gauge the mood of the people and gather information about the workers active on the ground.

Also, on the cards is the strengthening of the organisation in the states which go to polls this year, with Mayawati holding meetings with leaders from Madhya Pradesh, Rajasthan, Chhattisgarh to review preparations.

She has held a series of meetings with the party's state units and also visited Karnataka where the BSP has entered into a pre-poll alliance with the Janata Dal (S), which also shows a marked change in the party's thinking.

The party supremo is meeting with the leaders of different state units separately, he said.

After the BSP entered into a pre-poll alliance in Karnataka, the party cadres are keen on knowing about any such plan for the Lok Sabha elections. But the plan, if any, will only be decided at the eleventh hour, he said.

'The party chief had made known her views that her party will go into a pre-poll alliance only when the offer made to her is a concrete one as well as honourable. Else, the BSP will go alone and there is no change in it as of now," he said.

But keeping in mind electoral losses, there are chances of such an alliance as the elections draw nearer since all the major parties are realising the need for unity to check the saffron march, he said.

Hit by exodus, BSP scouts for leaders among workers

The Enforcement Directorate (ED) on Tuesday said it had notified all the land, sea and airports in the country to prevent the exit of the promoter of Rotomac pens, Vikram Kothari, and his family members from India, in connection with its money laundering probe into an alleged bank loan fraud of Rs 3,695 crore.

The agency also conducted searches at multiple locations in Uttar Pradesh, including in Unnao and Kanpur, to gather evidence in the case.

Official sources said that according to a preliminary probe, the loan amount "was not used for the intended purpose".

They added that in order to ensure that the alleged defaulters, including Kothari, his wife Sadhna and son Rahul, did not flee the country, a Look-Out Circular (LOC) was issued and notified to the immigration authorities by the central probe agency.

The ED had slapped criminal charges under the Prevention of Money Laundering Act (PMLA) against the company and its promoters on February 18, based on a CBI FIR filed on the same day.

The CBI case was registered against Kanpur-based Rotomac Global Private Limited, its director Vikram Kothari, his wife Sadhna Kothari, son Rahul Kothari and unidentified bank officials on a complaint from the Bank of Baroda, the probe agency had said.

The Bank of Baroda had alleged that the conspirators had cheated a consortium of banks to the tune of Rs 3,695 crore, including the interest component.

The principal amount involved is Rs 2,919 crore.

The ED is soon expected to start attaching assets in the case. It is currently "ascertaining" the assets of the group.

The agency sources had said that their probe was aimed at finding out if the funds obtained through the alleged fraud were laundered and if the proceeds of the crime were subsequently used by the accused to create illegal assets and black money.

Meanwhile, the Income Tax department today said it had attached 14 bank accounts of the pen manufacturer as part of its tax evasion probe against the company.

This is the second major bank fraud to surface in the recent past after the sensational Rs 11,400-crore Punjab National Bank (PNB) fraud, allegedly committed by diamond merchant Nirav Modi and his uncle Mehul Choksi, who is a promoter of the Gitanjali Group of companies.

Both Modi and Choksi left the country last month.

Amid controversy over encounter killings in Uttar Pradesh, Chief Minister Yogi Adityanath has said that those who believed in the language of the gun, should be answered in the same manner.

His remarks came amid criticism over the rising cases of encounters in the state.

"Everyone should be guaranteed security, but those who want to disturb the peace of the society and believe in the gun should be given the answer in the language of the gun itself. I would tell the administration, that there is no need to worry on this," Adityanath said here.

Earlier, speaking to reporters in Lucknow on the uproar by the opposition in the state Assembly over various issues during the customary address of Governor Ram Naik, he said, "The opposition leaders'...Rude, unparliamentary, indecorous and indecent behaviour...Is despicable."

"This type of behaviour shatters the parliamentary tradition ... Paper balls were thrown, balloons were flown. The use of foul language for the governor by the Samajwadi Party members in the presence of their leaders is indeed unparliamentary and a despicable act," he had said.

The behaviour pointed to the anarchy that was there in the state under the earlier rule, Adityanath added.

"These people are yet to come out of their mindset of anarchy -- which they had allowed in the state -- and they do not want the House to be free from that anarchy," he said.

The Uttar Pradesh chief minister yesterday inaugurated the Gorakhpur Industrial Development Authority building and LED road lights from Kalesar to Nausad Chauraha and also laid the foundation stone of a government polytechnic college in Hardi village of Sahjanwa area of the district.

He said, "Development is the only way for prosperity. With the polytechnic becoming operational, youth will be able to get a technical education in their area. If we want to stop migration from villages, we need to develop the villages."

Taking a jibe at the previous state governments, he said, "Previous state governments were more interested in appeasement and vote bank politics. The Samajwadi Party government was more interested in slaughterhouses and we are interested in development."

"At the place where the SP government had wanted to open a slaughterhouse, we will open the gateway of development. After 26 years, the fertiliser workshop opened," he added.

Sir Cliff Richard, pop icon since the 1950s sent some love to India on February 5 when Lucknow city painted a wall remembering him.

Born in India as Harry Rodger Webb in the city of Lucknow in 1940, Sir Cliff Richard as popularly known, welcomed the gesture.

He thanked the city for remembering him and wrote a sweet message for those behind the mural: "It’s 7 decades since I was born in Lucknow, India and I can’t believe that they would honour me there in such a public way.
If anyone in Lucknow is reading this, then thank you for remembering me. Cliff"

As many as 112 people were arrested and security forces personnel intensified vigil in the strife-torn Kasganj in Uttar Pradesh where the situation remained tense but peaceful Sunday, two days after clashes between two communities claimed one life.

In the evening, the UP Police said the situation was headed towards normalcy. They also said three drone cameras had been deployed for aerial surveillance.

Explosives were found during house-to-house searches following which the state police chief said the stringent National Security Act (NSA) would be invoked against the culprits.

The Yogi Adityanath-led government, meanwhile, stressed that the guilty would not be spared.

An official statement issued by the UP Police said, "So far, 112 persons have been arrested. As many as 31 accused have been arrested, and 81 preventive arrests have been made."

It said five cases have been registered so far, of which, three were registered by station in-charge of Kasganj Kotwali. Cases were registered under various sections of the IPC, CLA (Criminal Law Amendment) Act and for violation of the National Flag Act, the statement said.

"The situation is heading towards normalcy, and markets have opened. Three drone cameras have been deployed for aerial surveillance of the entire city as most of the incidents took place in the peripheral areas," Additional DG (Law and Order) Anand Kumar said.

"The IG, Aligarh has ordered the setting up of a special investigation team which will go through all evidence and objectively probe the case," the ADG (L&O) said.

Principal Secretary (Home) Arvind Kumar also said that normalcy was being restored in the city.

At least three shops, two private buses and a car were torched in Kasganj on Saturday after a young boy was killed in clashes following stone-pelting by a mob on a motorcycle rally taken out to celebrate the Republic Day.

In Lucknow, DGP OP Singh said, "We are speaking to people, the guilty are being arrested, intensive checking and house-to-house searches were undertaken. And this is the reason why the situation is absolutely under control."

Referring to the incidents that led to the violence, he said there was stone-pelting between two groups resulting in the death of one person and injury to another.

"The police acted swiftly and controlled the situation, and we have intensified patrolling since the outbreak of the tension," the DGP said.

Asked whether any permission was taken for a 'Tiranga Yatra', the DGP said no such nod was required.

"January 26 is a national event, and no permission is needed. This was a 'prabhat pheri' (morning event)...Some anti-social elements started pelting stones. Police immediately reached the spot and controlled the situation by arresting a few people. Since then, we are keeping a close watch. Today, there was no worrisome incident," he said Sunday.

The DGP said stringent action would be taken against the guilty.

"So far more than 80 people have been arrested. House- to-house searches are going on. During the searches explosives were found. The National Security Act (NSA) will be slapped on criminals for vitiating the atmosphere," he said earlier in the day.

The Rapid Action Force (RAF) and Provincial Armed Constabulary (PAC) intensified vigil in the city.

The administration also organised a meeting of the district peace committee at the nagar panchayat office this morning to restore normalcy.

"At the meeting of the peace committee, whose members include prominent citizens of the district, it was decided that shopkeepers will open their shops and commercial establishments," ADG Agra, Ajay Anand, said.

Divisional Commissioner, Aligarh, Subhash Chandra Sharma, said shops selling tea, snacks, vegetables, milk and medicine were already allowed to remain open.

"The administration is acting tough on those who had indulged in the violence, based on the video evidence," Sharma said.

Terming the violence as unfortunate, Dinesh Sharma told reporters in Kanpur that not even a single guilty person would be spared.

"Chief Minister Yogi Adityanath is himself monitoring the developments and stringent punishment will be meted out to the guilty, no matter how big he is or how strong his political connections are, Dinesh Sharma said.

He said a criminal was a criminal irrespective of his caste, creed or religion. Such incidents will not be allowed to happen in any other place, he stressed.

"Now we have strong laws. It is a warning to criminals that if they conspire to create riots, rifts in the society, or indulge in dacoity, then all those indulge in these acts will be punished and also their conspirators," he said.

Meanwhile, the opposition BSP and SP targeted the state government on the law and order front.

In a statement, BSP chief Mayawati claimed that in the entire country and especially in BJP-ruled UP, Gujarat, Madhya Pradesh, Haryana, Rajasthan and Maharashtra, development and public welfare activities had taken a backseat while a poor law and order situation prevailed.

She alleged that there had been criminalisation of the ruling BJP at every level.

"In UP, there's no rule of Constitution, but a jungle raj-like atmosphere is prevailing. The latest example is that of Kasganj. Tension is still prevailing and the state government seems to be failing here," Mayawati said.

She said the BSP condemned the violence and demanded that stringent punishment for the guilty.

Samajwadi Party spokesperson Sunil Singh Sajan alleged, "The government is staging riots in Kasganj. We do not want the resignation of the chief minister. We simply want peace and normalcy to return to the place which is synonymous with the Ganga-Jamuni culture of the state".

He alleged that for the past three days volunteers of the RSS, the Vishva Hindu Parishad and the ABVP were threatening people and an atmosphere of fear prevailed. "The government is quiet. The police is helpless," he claimed.

The Supreme Court today expressed anguish over the criticism that it was trying to "run the government", saying the judiciary is blamed if it points out that the executive is not doing its job.

The stinging remarks by the apex court came when it was hearing a matter relating to providing shelter to the urban homeless in the country, during which it took the Uttar Pradesh government to task, saying "your machinery appears to have failed".

"If you people cannot work, say so, that you are not able to do it," a bench of Justices Madan B Lokur and Deepak Gupta said.

"We are not the executive. You do not do your work and when we say something, we are criticised by everybody in the country that we are trying to run the government, run the country," the bench said.

The court said the Deendayal Antyodaya Yojana-National Urban Livelihood Mission (NULM) scheme has existed since 2014 but the Uttar Pradesh government has virtually done nothing.

The bench told Additional Solicitor General (ASG) Tushar Mehta, who was appearing for Uttar Pradesh, that the authorities should keep in mind that this matter related to human beings.

"There are a few things. We are talking about human beings who have no place to stay. Those who have no place to stay have to be given place to live," the court said.

ASG Mehta said the state was alive to the situation and was doing its best to provide shelter to urban homeless.

The court also mulled over the issue of having state-wise committees to deal with the issue relating to urban homeless and implementation of the NULM as suggested by the Centre.
The Centre has suggested to the apex court that it could be appropriate if a two-member committee was appointed in each state to deal with these issues.

On hearing the submissions, the bench asked the Centre to coordinate with the state governments to suggest names of officer, who has retired from the level of secretary at the Centre, a senior official of the urban development department and a member from civil society who is sensitive to the issue. It said the petitioner should suggest the name of one person from the civil society.
The court asked them to do the needful within two weeks and posted the matter for hearing on February 8.

During the hearing, ASG Mehta referred to the vision document prepared by Uttar Pradesh government to deal with the issue of urban homeless and said that as per 2011 census, there were around 1.80 lakh urban homeless in the state.

He said a scientific study was going on to get the latest figure but the vision document has been prepared keeping in mind the data of 1.80 lakh such persons in the state.

The bench also asked the state about the funds given to it by the Centre under the scheme.

Meanwhile, advocate Prashant Bhushan, appearing for the petitioner, told the court that the "task was huge" in Uttar Pradesh as till date, the capacity of such shelter homes was only around 7,000 while the requirement was for 1.80 lakh.

Bhushan said the court could appoint a national level committee to look into these issues state-wise and then appraise the top court about it.

However, ASG A N S Nadkarni, representing the Centre, told the bench that they have suggested having state-wise committees.

The apex court had earlier expressed shock that welfare schemes were not being effectively implemented even after spending thousands of crore on them.

The court is first dealing with the status of three states -- Haryana, West Bengal and Uttar Pradesh -- among 11 and two Union Territories which have been highlighted by the apex court-appointed committee to oversee implementation of NULM across the country.

The petitioners had earlier referred to the report of the apex court-appointed committee headed by former Delhi High Court judge Justice Kailash Gambhir and said the number of shelter homes in these states were much less than what was required.

Uttar Pradesh Health Centre: Eye operations conducted under torchlight, Chief Medical Officer dismissed

Defying the 29-year-old 'Noida jinx', Uttar Pradesh Chief Minister Yogi Adityanath visited the city on Saturday evening, to take stock of the security and other preparations ahead of Prime Minister Narendra Modi's proposed visit to inaugurate Delhi Metro's Magenta line.

Yogi Adityanath will be in Noida tomorrow also.

The Noida-Kalkaji Metro line will be inaugurated jointly by PM Modi and CM Yogi on December 25.

After reviewing the preparations, Yogi met homebuyers and the builders to resolve the ongoing issue of delayed possession of flats.

There is a superstition that any chief minister who visits Noida, ends up losing his position.

It took root in June 1988, when then chief minister Vir Bahadur Singh was asked to relinquish office by the Centre. Interestingly, the decision was made within days of his return from Noida.

Likewise, Bahujan Samaj Party (BSP) supremo Mayawati also lost her CM's chair after visiting Noida, in 1997.

Then in 1989, ND Tiwari had to vacate the office and 10 years later in 1999, Kalyan Singh suffered due to the jinx.

If reports are to be believed, no chief minister had stepped into the city in last decade.
