Meanwhile, the National Institute of Standards and Technology is tasked with creating standards to ensure AI tools are safe and secure before they are released to the public.&nbsp;

The government agencies, in line with the order signed, have also been asked to set standards for AI-related testing and address related chemical, biological, radiological, nuclear, and cybersecurity risks.&nbsp;

A 52-year-old pediatrician was stabbed to death in Conroe, Texas on Saturday (October 28), a tragedy that has shocked the community as the doctor was a much-loved member of the society. The motive behind this "completely unexpected" crime is not yet clear. The assailant, Miles Joseph Fridrich (24) has been arrested and charged with first-degree murder.

Dr Talat Jehan Khan, a mother of two, was sitting with her dog outside her apartment when Fridrich stabbed her multiple times, said police according to reports in local media.

“This is an immeasurable loss for our family, completely unexpected,” said Khan's niece Mahnoor Mangrio as quoted by KHOU, a local television station.

"She’s a Muslim, strong in her faith, those are identifiable traits about her. She’s extremely loving, kind. She was my aunt … the best aunt.”

It was not immediately clear why did Fridrich kill her. He reportedly attacked her around 12:30 pm at the Alys Apartments and then fled on foot. Khan died on the spot. The killer was later arrested based on a description provided by witnesses of the crime.

KHOU quoted a suspect who said Fridrich “came out of nowhere”

“I was outside and I heard a woman out there, and I heard that she was screaming,” the witness told the station. “She was sitting at the picnic table.”

“She liked to see the sun and warm weather, so that was one of the main reasons why she moved here,” said Wajahat Nyaz, brother of Dr Khan told television channel KPRC as he described why she moved to Texas from Seattle.

The Council on American-Islamic Relations in Houston has released a statement about the crime and has said that it was “paying very close attention” to the investigation.&nbsp;

“We are unsure at this moment if this was a hate crime, however given the tragic circumstances, we are paying very close attention to the investigation,” said the statement.

“We will continue to monitor the situation while we launch our own investigation and continue established dialogue with law enforcement.”

Dr Khan has left behind a 14-year-old daughter and a 23-year-old son.

“Her kids and the&nbsp;kids she looked after as a pediatrician were her entire life,” Nyaz also said. “Everything in her life revolved around those two things.”

The family does not think that Dr Khan and Fridrich knew each other.

China's second-most senior military leader Zhang Youxia, while slamming the US and its allies, underlined that&nbsp;China would deepen military ties with the US. Russian Defence Minister Sergei Shoigu warned countries of the West that their involvement in the Russia-Ukraine war would lead to a dangerous situation.

"The Western line of steady escalation of the conflict with Russia carries the threat of a direct military clash between nuclear powers, which is fraught with catastrophic consequences," said Shoigu, as quoted by Russia's state news agency TASS.&nbsp;

The Russian defence minister also alleged that Western countries were aiming to inflict "strategic defeat" on Russia by waging a "hybrid war". He praised the improved ties between Russia and China.

Path towards Xi-Biden meeting is 'not smooth', says Chinese foreign minister

The demonstrators were seen carrying anti-Israel banners with anti-semitic slogans such as “From the River to the Sea, Palestine Will be Free." The rally headed north along Flatbush Avenue to the Barclays Center, and then converged on the Brooklyn Bridge.

The huge demonstrations halted traffic on the Manhattan-bound side around 6 pm as some scaled metal barriers and waved Palestinian flags.

A 67-year-old woman reportedly said,&nbsp;“It’s not a question of ‘justified.’ If you are occupied, you fight back and do what they did…they will fight back."&nbsp;

“I’m in support of the solidarity of the Palestinian people because the genocide of now, I mean, there’s been so many times I can push you before you push back right?” said another Palestinian supporter.

'Flood Brooklyn for Gaza' rally held by thousands in support of Palestinians

After the deadly shooting in US' Maine, it has come to light that the state police were alerted to "veiled threats" from the shooter, the military reservist&nbsp;Robert Card with a history of mental health issues, media reports said citing law enforcement officials.&nbsp;

Card went on to unleash a horrifying massacre in Maine's Lewiston neighbourhood which left 18 people dead while injuring 13 others.

Now, this report of missed red flags by the police has left looming questions about the overlooked warning signs that if heeded to could have averted the bloodshed in the mass shooting.&nbsp;

Two local law enforcement chiefs reportedly disclosed that a statewide awareness alert had been issued in mid-September regarding Card. While serving as a firearms instructor he reportedly made threats against his military base and fellow soldiers.

“We added extra patrols, we did that for about two weeks. ... The guy never showed up,” said the police chief in Saco, Jack Clements who added that it was a “generic thing that came out saying, hey, you know, we’ve had some report that this guy’s made some veiled threats.”

Saco is the location of the US Army Reserve base where Card received his training.&nbsp;

Sagadahoc County Sheriff Joel Merry, responsible for the area encompassing Card's home in Bowdoin, received information about the threats from the Army Reserve in September.

Later, he disseminated an awareness alert to all law enforcement agencies across the state. The alert was issued after a sheriff's deputy visited Card's home, a visit which yielded nothing.

<h2>Threats by Maine shooter&nbsp;</h2>

It is unclear whether the threats in September were any different from the ones that Card made during a military training exercise near West Point, New York, in July.

At the time, Card had been committed to a mental health facility for two weeks due to erratic behavior and reported "hearing voices and threats to shoot up" a military base.

Following an intensive two-day manhunt, Card was found dead from a self-inflicted gunshot. Despite the prior threats, the FBI revealed that Card had not been on their radar.

The bureau clarified that its instant background check system lacked information that would have prohibited Card from obtaining a firearm legally.
