As soaring temperatures continue to bake swathes of North America and Europe this month, researchers, on Tuesday (July 25) confirm what many speculated, that this weather phenomenon would be “virtually impossible” without human-induced climate change.

From record-breaking temperatures in the United States to life-threatening wildfires burning parts of Europe, we only have ourselves (and our greenhouse gas emissions) to blame as July 2023 may be the hottest month for the planet.

Record-breaking temperatures ‘virtually impossible’ without climate change

A new rapid analysis of the scorching temperatures was published by an international team of scientists at the World Weather Attribution which found that the heatwaves in parts of Europe and North America would have been impossible if it was not for human-induced climate change.

“European and North American temperatures would have been virtually impossible without the effects of climate change,” Izidine Pinto of the Royal Netherlands Meteorological Institute, one of the authors, told journalists, on Tuesday.

The research also noted that climate change has also caused recent record-setting heatwaves in China, which are to become 50 times “more likely,” when compared to previous years. This comes as the country witnessed its record-setting temperature of 52.2 degrees Celsius in Sanbao township in Xinjiang’s Turpan Depression.

Scientists also noted how the extreme weather events witnessed in July across the world would have been “extremely rare” if it was not for climate change.

The rise in greenhouse gas concentrations made the European heatwave 2.5 degrees Celsius hotter than it would have been. They also helped worsen North American heatwaves by two degrees Celsius and also in China by one degree Celsius.

This comes nearly a week after NASA climatologist Gavin Schmidt told reporters how July 2023 is not only on track to become the hottest month since records began but also the hottest in “hundreds, if not thousands, of years.”

Situation to worsen

“The role of climate change is absolutely overwhelming,” said climate scientist Friederike Otto, of the Grantham Institute for Climate Change and the Environment, Imperial College London.

The weather data collected was used to run through computer model simulations to compare today’s climate with that of the past years. Otto and her colleagues at the WWA said they focused on periods when “the heat was most dangerous in each region.”

According to Otto, in the past, it would have been “basically impossible” to witness these record-breaking temperatures and heatwaves happening around the same time. But at the same time, “It’s not surprising from a climatological point of view, that these events are happening at the same time,” said the researcher.

The findings were published using peer-reviewed methods but the study has yet to undergo the formal academic review process.

Researchers from Imperial College London, the Dutch National Weather Service and the Red Cross Red Crescent Climate Centre, estimated that these severe heatwaves can now be expected once every 15 years in North America, every decade in southern Europe and every five years in China.

Scientists also expect these prolonged periods of extreme heat would be as frequent as every two to five years if the global temperatures rise over two degrees Celsius above pre-industrial levels.

This is expected to happen around 30 years from now unless countries fulfil their Paris Agreement and cut down emissions. Currently, the average temperatures are estimated to have risen by over 1.1 degrees Celsius.

About the cause

These effects have largely been attributed to the generation of greenhouse gases by burning fossil fuels. “As long as we keep burning fossil fuels we will see more and more of these extremes,” Otto. She added, “I don’t think there’s any stronger evidence that any science has ever presented for a scientific question.”

Scientists also noted that while the El Nino weather pattern may have contributed to the additional heat in some regions, these extreme events cannot solely be attributed to the phenomenon, as the weather pattern is not expected to strengthen until later on in the year.

They added that these heatwaves will become increasingly likely if measures to slash emissions are not taken.

Impact and calls for urgent measures

Recent record-breaking temperatures have also directly impacted human health, caused large-scale crop damage and livestock losses, said the scientists. These adverse effects of heatwaves seen in North America, southern Europe and China have accelerated the need for heat preparedness, they added.

A study published, earlier this month, in the journal Nature Medicine found that Greece, Italy, Portugal and Spain saw the highest number of deaths, according to population size, when Europe was hit by the sweltering heatwaves last summer.

It also estimated that more than 61,600 people may have died from heat-related causes across 35 European countries between late May to early September 2022, suggesting that the countries’ heat preparedness efforts fell fatally short.

The World Health Organization (WHO) said they are particularly concerned about people with cardiovascular diseases, diabetes and asthma during the heatwaves in Europe and the US.

Last week, the World Meteorological Organization (WMO) issued a warning about a high risk of deaths due to the extreme weather and said such events will only intensify and the world needs to be better prepared for them.

While we are focusing on the maximum day temperatures, it is the high overnight minimum temperatures that we should be worried about as they have the “biggest health risks”, particularly for vulnerable populations, said WMO senior extreme heat advisor, John Nairn, on July 18.

In a significant blow to President Joe Biden's administration, a federal judge has overturned the 10-week-old asylum policy, dealing a setback to the administration's efforts to control migration across the southern border of the United States.

The ruling by Judge Jon Tigar of the US district court in San Francisco declared the policy, which required asylum seekers to apply for admission from their home countries or countries they pass through, as "unlawful".

This decision could potentially renew a surge of migrants at the US-Mexico frontier after a recent decline over the past two months, reported AFP.

Immediate suspension with possibility of appeal

Judge Tigar's ruling immediately suspended the policy for 14 days, giving the Biden administration time to appeal. The Justice Department promptly filed a notice of appeal, signalling its intent to challenge the decision. The appeal process may keep the policy in limbo for an extended period, and the case could eventually reach the Supreme Court.

Biden's policy aimed at stemming migration

The policy, put in place by the Biden administration in May, aimed to address the up to 200,000 monthly migrants attempting to cross the southern border.

It replaced the use of Title 42, a COVID-19 pandemic rule that had been employed since 2020 to summarily block the entry of migrants on public health grounds.

Last year, border authorities intercepted over two million individuals attempting to enter the US, either illegally or through asylum applications.

This significant influx became a major political concern for Biden, with the Republican opposition criticising him for lax border policies.

Rigid asylum process and reduced encounters

In an effort to manage the flow of migrants, Biden's policy instituted a more stringent asylum process.

Asylum seekers at the border were required to use a smartphone app to schedule interview appointments, which could lead to weeks or even months of waiting.

Alternatively, they had to request asylum from their home country or special centres in transit countries. Those who crossed the border without following the process would automatically lose the chance to seek asylum.

This policy raised the burden of proof for applicants and subjected them to prolonged waits for rulings. The impact of these measures was apparent, as border patrol encounters with migrants fell from 212,000 in April to 145,000 in June, according to Customs and Border Protection data.

Judge's criticisms and DHS secretary's response

Judge Tigar found several flaws in Biden's policy, including its non-compliance with the Immigration and Nationality Act's asylum rules and its inconsistency due to certain exceptions it offered.

He deemed the policy "arbitrary and capricious" and criticised its rushed implementation, which bypassed the legally required 60-day review period for such complex policies.

As Department of Homeland Security Secretary Alejandro Mayorkas confirmed that the Biden policy remains in place for now, he warned migrants about the consequences of attempting to enter the country without proper documentation.

US: Federal judge blocks Biden's asylum policy in a major blow to administration

North Korea is set to welcome Russia's defence minister and a high-level Chinese delegation to Pyongyang this week for celebrations commemorating the 70th anniversary of the Korean War armistice.

The armistice, signed on July 27, 1953, marked the end of open hostilities in the conflict and is known as Victory Day in North Korea.

This year's celebrations are expected to be grand, with satellite imagery suggesting preparations for a large-scale military parade, a typical feature of such occasions.

What makes this event noteworthy is the participation of Chinese and Russian officials, indicating a potential shift in North Korea's strict COVID-19 border restrictions, as reported by the Associated Press.

A historic visit amidst pandemic precautions

Since early 2020, North Korea has implemented a stringent self-imposed COVID-19 blockade, preventing even its own nationals from entering the country.

However, this year's celebrations mark a new turn as a military delegation from Russia, led by Defence Minister Sergei Shoigu, will visit Pyongyang to extend congratulations.

Additionally, a Chinese delegation, led by Politburo member Li Hongzhong, will also be in attendance. This marks the first known visit by any foreign delegation to North Korea since the start of the pandemic.

Russia's enduring ties and potential military cooperation

Russia has been a long-standing ally of Pyongyang and has maintained friendly relations with North Korea.

Leader Kim Jong Un has been vocal in supporting Moscow's invasion of Ukraine, including allegedly supplying rockets and missiles.

The visit by the Russian delegation is expected to strengthen military ties between the two countries, potentially leading to further cooperation in areas such as artillery support or reconnaissance satellites and nuclear submarines.

Also watch | Russian and Chinese delegation to visit North Korea to mark 70th anniversary of Victory Day

China's role and anticipated easing of Covid restrictions

As a close neighbour and ally, China plays a crucial role in North Korea's affairs. The Chinese delegation's attendance at the celebrations underscores the strong ties between the two nations. After the event, it is anticipated that North Korea may ease its COVID-19 restrictions while bolstering military cooperation with both Moscow and Beijing.

Seoul and Washington vigilant amidst ongoing tensions

South Korean and US intelligence agencies are closely monitoring the situation in Pyongyang as the nation prepares for the anniversary celebrations.

The presence of "people and equipment" in the capital has drawn attention, particularly with the ongoing tensions between North Korea and the United States.

Recent ballistic missile launches and a failed attempt to launch a military spy satellite have added to the region's instability.

The visit of the Chinese and Russian delegations could hold broader implications for regional diplomacy. North Korea is set to welcome Russia's defence minister and a high-level Chinese delegation to Pyongyang this week for celebrations commemorating the 70th anniversary of the Korean War armistice.

A historic visit amidst pandemic precautions Since early 2020, North Korea has implemented a stringent self-imposed COVID-19 blockade, preventing even its own nationals from entering the country. Russia's enduring ties and potential military cooperation Russia has been a long-standing ally of Pyongyang and has maintained friendly relations with North Korea. The Chinese delegation's attendance at the celebrations underscores the strong ties between the two nations. After the event, it is anticipated that North Korea may ease its COVID-19 restrictions while bolstering military cooperation with both Moscow and Beijing. Amidst stalled talks between Pyongyang and Seoul, and Kim Jong Un's calls for advancing weapons development, including tactical nuclear weapons, the interactions during the celebrations could influence the geopolitical landscape. North Korea's commemoration of the Korean War armistice with the presence of high-level Russian and Chinese officials marks a significant development in the post-pandemic era.
Since World War II, the US dollar has exerted its dominance as a reserve currency. According to the International Monetary Fund, the dollar is the most-used currency for trade and that about 60 per cent of international reserves are kept in assets that are dollar-denominated.

As the West attempts to financially restrict Russia in the global market due to its ongoing war with Ukraine, other nations are becoming increasingly aware of the possible repercussions of being overdependent on the US dollar.

It comes as no surprise that countries including Brazil, Argentina, Bangladesh and India are now looking to use Chinese Yuan and bitcoin to backup currencies and assets and use that for international trade and payments.

According to reports, there are three major reasons for countries increasingly looking to de-dollarise.

1. The US monetary policy has significant control over the rest of the world

According to the Wilson Centre think tank, the dollar is often overvalued because of its hold on the world economy which results from the US being the issuer of the world’s reserve currency. This, in turn, makes the dollar governing currency in international trade and payment systems. The late Valéry Giscard d’Estang, the president of France from 1974 to 1981, believed this gave the US “exorbitant privilege” as the US could potentially avoid a crisis despite not being able to pay its debts. This is because Washington could issue more money should there be a fall in the dollar’s value. However, countries like India do not want to be limited by the world's largest economy's monetary policies. Subsequently, Reserve Bank of India has been pushing for the Indian Rupee to be used for trade.

2. The dollar is expensive for emerging nations

As the dollar gains more strength, imports become expensive for emerging nations. In Argentina’s case, inflation was a result of a fall in US-dollar reserves triggered by declining exports and political pressures. A Reuters report later said that Argentina resorted to trading in Yuan instead of the US dollars for Chinese imports.

Economists at an international financial services firm, Allianz, stated that if access to the US dollar becomes expensive, borrowers will look to trade in other currencies. Along those lines, Brazilian President Luiz Inácio Lula da Silva called for alternative trade settlements by requesting Brazil, India, Russia, China and South Africa to move away from the US dollar.

3. Changing demands in global trade and oil

A major reason for why the US dollar became a reserve currency was because Gulf countries in the Middle East used the currency for trading oil. In 1945, Saudi Arabia and the US had a formal agreement wherein oil was to be sold exclusively in dollars. Eventually, with exports of shale oil, US became energy independent.

Apart from the change in demand for oil, foreign relations remain unstable between the US and Saudi Arabia as seen from an instance where former US president Donald Trump criticized Saudi Arabia for not paying the US a reasonable price for its defense. Another such instance was when President Joe Biden confronted Crown Price Mohammed bin Salman over the murder of a journalist.

Due to these tensions and the shale energy revolution, Saudi Arabia may eventually decide to stop pricing its oil in US dollars, according to Sarah Miller from the energy information company, Energy Intelligence.

'De-dollarisation' gathers steam amid Russia-Ukraine war

In a surprising turn of events, Alabama nursing student Carlee Russell confessed on Monday (July 24) that her abduction claim earlier this month was a hoax.

The admission came during a press conference where her attorney Emory Anthony read a statement on her behalf. Russell's alleged disappearance on July 13 had sparked a massive two-day search operation, reported the New York Post.

Hoover Police Chief Nicholas Derzis relayed the confirmation, shedding light on the peculiar circumstances that led to the extensive investigation.

A shocking revelation

"There was no kidnapping … my client did not see a baby," read Emory Anthony's statement at the press conference. Anthony was referring to the earlier reports that the woman was last seen while interacting with a baby on the roadside.

The hoax admission has stunned both the community and authorities who rallied in response to her alleged abduction. Chief Derzis further highlighted the puzzling nature of the situation, stating, "It's unclear where Russell actually was for the 49 hours she was reported 'missing.'"

Obamas' personal chef drowns near family's Martha's vineyard home

The Federal Deposit Insurance Corporation (FDIC) on Monday asked banks to amend their financial statements that “incorrectly” indicate uninsured deposits. The FDIC's warning comes after banks objected to a fee that was imposed with an intention to recover losses from the failures of Silicon Valley Bank and other firms.

The special fee, proposed by the FDIC in May, would be calculated in accordance to the amount of uninsured deposits held by banks at the end of 2022. The regulator did not take the name of any bank but said that certain banks were “not reporting estimated uninsured deposits in accordance with the instructions".

The FDIC was referring to decreases in the total amount of uninsured money held by banks at the end of 2022. According to an S&P Global report from July, 55 banks, more than double the average, lowered their fourth-quarter uninsured deposits in FDIC reports.

The regulator specifically reminded banks that they must report uninsured deposits maintained at their own subsidiaries as well as uninsured deposits secured by pledged assets. It further said, “If your institution incorrectly reduced the amount of reported uninsured deposits, for example, to reflect collateralisation of deposits by pledged assets or by excluding intercompany deposit balances of subsidiaries, those reports are inaccurate.”

Paul Burdiss, the chief financial officer of Zions Bancorporation, criticised the FDIC’s strategy in a letter of comment on July 17.

In order to exclude intra-bank accounts as uninsured deposits, Bank of America amended its uninsured deposits reported to the FDIC in May downward by 13.8 per cent to $783.92 billion, according to the S&P report.

Bill Halldin, a Bank of America spokesman, said that the bank had identified some internal or intra-bank accounts that should not have been reported. The bank has no plans to alter the most recent figure it provided to the FDIC.

It was also noted in the S&P report that Huntington National Bank decreased its uninsured deposits by 39.9 per cent after review. This was the largest percentage decline that analysts noted. The bank refused to respond amid requests for comments.

Larger firms criticised the FDIC in comment letters saying that they would not benefit from the government’s efforts to backstop depositors at smaller lenders as the news fee would heavily fall on them.

A speeding police car being driven by a Seattle police officer has hit and killed an Indian student. Jaahnavi Kandula, the deceased student, was crossing the street when the police car hit her. The policeman's body camera captured the tragic incident. Kandula was a student at Northeast University. She had come to Seattle from Bengaluru to pursue a Master of Science in Information Systems at the College of Engineering.

She was due to graduate in December this year.

Seattle police officer Kevin Dave was behind the wheel when the tragedy occurred.

In the body cam video, the loud roar of the engine of the police car can be heard as the car's speedometer shows a speed of around 74 miles per hour. The police car hit Jaahnavi (23) at the intersection of Dexter Avenue North and Thomas Street, as reported by Fox13 Seattle. After she was hit, Jaahnavi was taken to Harborview Medical Center. But she succumbed to her injuries there.

It has been reported that Kevin was responding to a "high-priority" call at the time of the incident. He had his siren on, but not continuously, as per the video footage released by prosecutors and published in part by Publicola. Prosecutors have been mulling charges against Kevin for failing to “warn others of the emergency nature of the situation.”

“I f–ked up,” Officer Kevin was heard saying after the incident.

“Lights were on. I was chirping the sirens…she was in the crosswalk. She saw me, she started running through the crosswalk. Slammed on my breaks. Started staying back where she should before crossing,” Kevin can be heard telling a responding officer.

He performed CPR on Jaahnavi after the vehicle struck her.

“I can have a hundred minutes. I could have…there’s nothing for me to do right now, but sit. And that is the f–king worst thing that…you just have to sit here. So many questions that are unanswered, so many questions,” says Kevin in another bodycam footage.

Media reports said that The Office of Police Accountability is investigating if Kevin followed department policy.

“Jaahnavi’s tragic and untimely death has left her family and community with a huge hole in their hearts that will never be repaired,” the family said in a statement to KJR-FM radio. “She was a daughter to a single mother who teaches elementary school in India.”

“In spite of earning less than [$200] per month, her mother educated Jaahnavi and encouraged her to [travel to] the United States hoping Jaahnavi would have a better future and a better life abroad,” it said. “Her mother’s hopes and dreams are cut short now.”
